we are off to a frosty start. some areas are waking up to find an icy layer on their cars. this picture is from coatesville. and even if you don't have frost, this will be the coldest morning of the season so far across our region. it's 4:00 a.m. good morning. this is "nbc 10 news today." i'm tracy davidson. let's find out more about the temperatures with meteorologist bill henley and his first alert forecast. good morning, bill. >> good morning, tracy. cold this morning and getting colder. they're still falling at this hour with mostly clear skies. temperatures are up to 21 degrees colder than yesterday at this time. that's a live view looking across the delaware. right now philadelphia's 12 degrees colder compared to yesterday. it's 21 degrees colder in mt.

holly, which has temperatures for much of the area in the 30s. pottstown is 34. 33 degrees in atlantic city. it's dropped to freezing this morning in mt. holly. so, a cold start, but we will see sunshine today. 39 degrees at 7:00. by 9:00, middle 40s. and then 50s by lunchtime, heading for the 60s this afternoon. we'll go neighborhood by neighborhood when i come back, but first, katy zachry's watching traffic. good morning, katy. >> good morning, bill. for those of you up at this early hour, turn on the heat in your car or seat warmers, if you have them. no accidents to report in new jersey or delaware, just a look at overnight construction on the 42 freeway. headlights are the northbound side headed into center city, philadelphia. doesn't really tie things up right now. for philadelphia, drivers who are on route 1, the inner lanes between cottman avenue and 9th street all this week until 6:00 a.m., overnight until 6:00 a.m., they're going to be doing some repaving, so you'll be diverted to the outer lanes through that

stretch. a live look at route 202 and 29 right now. things are running smoothly there. we do have an accident into our system in montgomery county, whitemarsh township, church road at germantown pike, just came in. 4:02 right now. new from overnight, a retired philadelphia police officer has been found dead in virginia, and investigators ruled it a homicide. police found the body of 69-year-old virginia hill at her suffolk home early saturday morning over the weekend. she was badly injured and died at the hospital a short time later. we're working to learn more about that investigation. hill served on the philadelphia police force from 1979 through 2002. also new from overnight, a man led police on a chase through philadelphia and into delaware county before crashing his car. police say that it started as a robbery at a wah-wah at 84th and bartrum, ended in lands down. the suspect was not hurt in the crash but is facing a number of charges. happening today, philadelphia becomes the largest city in the country to

decriminalize small amounts of marijuana. nbc 10's jesse gary is live in university city. jesse, this doesn't mean it's legal to have marijuana. walk us through this. >> reporter: tracy, that's correct. it is still illegal, but the penalty for small amounts will not lead to handcuffs and an automatic quick trip to the nearest police district. starting today, people caught with less than 30 grams of marijuana will face a fine comparable to a parking ticket, not automatic jail time, this after a bill by councilman jim kinney earlier this year was passed and then signed into law. the goal, ease the overburdened judicial system. coming up, how police plan to enforce this law. live in university city, jesse gary, nbc 10 news. dozens of dallas residents who have spent the last three weeks being monitored for ebola are now virus-free. that includes louise troh, the fiancee of deceased ebola patient thomas duncan. their quarantine period ended at midnight. meantime, the two nurses who did contract ebola treating duncan

are responding well to treatments, we're told, and the blood test of that hospital worker who was on the carnival cruise ship has come back negative. also this morning, a military team has been formed to help in the fight against ebola in the united states. the 30-member team will go through a week of training in san antonio, texas. the critical care nurses, doctors and trainers will learn about infection control and using personal protective equipment and then be available to help in case more cases come up. meantime, the cdc is working on new guidelines for treating ebola patients. they are expected to set a higher standard and likely call for full body suits and hoods with no skin showing and a buddy system where workers check out each other. national health experts say the nurses in dallas were vulnerable because some of their skin was exposed. nigeria, meantime, will come off the list of ebola-affected countries today. the world health organization says it's because that country was successful in controlling

imported cases of the virus. senegal was also removed. and ebola concerns locally at an elementary school, surrounding around two students from rwanda. rwanda's thousands of miles away from the center of the ebola concern, including guinea and sierra leone and liberia, but parents at howard yocum school decided to take action. the nurse sent a letter home to parents last friday that said two students were coming from rwanda to yocum, and even though they were not located anywhere near the outbreak, the nurse would monitor them by taking their temperatures three times a day to check for fever. well, some parents said they were going to keep their kids home. >> the forefront of your mind. so, yeah, there probably isn't a problem, but they're just scared to death. >> we are concerned. deeply concerned and scared as well for our children. >> over the weekend, administrators posted a message on the district website, saying that while the two students from

rwanda are symptom-free, their parents would keep them home past the 21-day waiting period and they would come to school next week. we reached out to the district but have not heard back. and in delaware county, a special service for victims of ebola. the ebola response coalition of the delaware valley sponsored the event yesterday at st. matthews lutheran church in springfield. the coalition includes individuals, institutions and organizations with ties to guinea, liberia and sierra leone, the three countries severely affected by the deadly outbreak. now, on nbc10.com, you will find facts about the virus, including how it can be spread and the ways that you can't get it. 4:06. happening today in philadelphia, the man accused of raping a doctor in her rittenhouse square apartment is scheduled for a preliminary hearing. milton garcia's facing a number of charges for the june attack, including rape and robbery. investigators say he followed the victim and then forced her into her spruce street home. police were able to find him, tracking down the victim's iphone to garcia's neighborhood.

they also say that he had her keys. police have two persons of interest in custody for the murder of a man in bucks county. it happened around 8:00 sunday morning in a wooded area near post road and pennsylvania avenue in morrisville. police took two men into custody near a white cargo van, then found the body. the police chief tells us the victim, who has not been identified, was beaten and stabbed. they found a screwdriver and broken bottle near his body. police say they would not have caught the two if it wasn't for a neighbor. >> just sitting out on the porch having sunday morning coffee and he sees this go down, and you know, immediately he calls 911. and we have such good response through bucks county radio and my officers are here within seconds of the call. and you know, we're lucky we got these two guys. >> police believe the victim knew his attackers. it appears a surveillance camera from a church across the street may have captured at least some of the attack. well, today is the first day on the job for a newly formed homicide unit in wilmington, and the wilmington police force.

last week, mayor dennis williams announced the creation of the special unit to specifically investigate homicides. community leaders and other groups have been pushing for this move for some time now. there have been about two dozen murders in wilmington this year, nearing the record of 27 set back in 2010. meantime, city officials will break ground later today for the new philadelphia police headquarters building. that move will take police from center city to 46th and market in west philly, where the prudential life building sits right now. besides new headquarters for officers, the building will also house the medical examiner's office. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a cold one this morning. temperatures are still dropping right now. some areas of frost, some areas that are hitting the freezing mark to start with. but we've got sunshine that is coming our way, and we will be dry today, but tracking rain. in fact, a chilly rain, as we head into tomorrow. right now it's just cold

outside. we're 34 degrees in the pocono mountains. clear skies and 34 in trenton. and wilmington is in the 30s right now at 38 degrees. clear view across the delaware this morning. clouds will be thin, but there will be pleasant clouds during the day today. it's temperatures that are looking colder this morning. north and west, chester springs has just dropped down to 32 degrees. 32 also in quakertown. doylestown just a degree warmer at 33. low 40s for delaware, but these numbers are falling in newark, middletown and dover. and vineland, mt. holly, both at 32 degrees, right at the freezing mark to start with. there are some high clouds in the area. those temperatures will be even lower if it wasn't for these clouds. we'll see breaks in the clouds and get enough sunshine to warm us into the 60s this afternoon. behind these clouds, nothing much going on, just a few scattered rain showers, which is a possibility for us for tomorrow. for today, we'll see warming by 11:00 this morning. temperatures in the low 50s this

get, coming up. now to the casino crisis in atlantic city, where we could learn this week when or if a hearing will be scheduled over the sale of revel casino. an attorney for florida developer glenn straub filed papers in u.s. bankruptcy court friday to try to stop the $110 million sale of the revel to brookfield property partners. straub believes last month's bankruptcy auction at which brookfield had the highest bid was unfair. well, today is the coldest day of the season so far, and winter is right around the corner. the region, though, was pummeled by nearly two dozen storms last year, making it one of the busiest winters in philadelphia history. nbc 10's katy zachry joins us now with what the city of philadelphia has. >> tracy, we went straight to the city streets department. they're responsible for clearing the roads of snow and ice as quickly and as safely as possible. it turns out, last year there was a record number of calls to the city's 311 line from people who are worried about being snowed in and wanting their streets cleared. the city's chief highway

engineer tells me at the end of last year, philadelphia streets were in some of the worst shape he has ever seen. the winter of 2013-2014 produced twice the number of potholes the streets department normally sees in a season. and with regard to salt, they are still getting shipments right now to build up their supply. the cost of salt has gone up for philadelphia about $5 a ton, but it's a cost they already budgeted for, as the department gears up for what could be another rough winter. >> we have salt being delivered. our fleet management is starting to prepare the trucks. we're making sure our contracts are in place in the event we need to get contractors. >> and at 5:15, we'll talk it a unique partnership between the philadelphia streets department and penndot that may have prevented people from being snowed in for days instead of hours. live in the studio, katy zachry, nbc 10 news. it is 4:15. police are trying to track down the suspects who tied up temple students and then robbed them at

gunpoint. it happened just before 9:00 last night at an off-campus apartment on north 18th street in north philly. police say two men tied up the students, then stole laptops and electronics. nobody was hurt. one of the suspects was said to be wearing a bucks county community college sweatshirt. we have new information about a deadly bar stabbing in delaware county. this morning the suspects police have spent more than a week looking for is under arrest. 23-year-old miguel escalon was taken into custody saturday morning. he was wanted for killing a man in an upper darby bar earlier this month. police say he slashed wilson aguir aguirre's throat. he later died of his injuries. three people are under arrest in connection with three robberies in northeast philadelphia. two men are charged with robbery in connection with 13 of the crimes. the third man faces weapons charges. this is surveillance video from one of the robberies. police got a break in the case early friday morning when an officer on patrol on harrison avenue saw a car matching the

description of the vehicle in several of the robberies. the city of philadelphia is mourning the death of its first director of lesbian, gay, bisexual and transgender affairs, gloria caesars. mayor nutter's office announced yesterday she died of cancer at age 42. the philadelphia native joined the nutter administration back in 2008 and has been recognized by a number of groups, including the naacp for her work. this picture was taken at an lgbt flag-raising ceremony just a few weeks ago. mayor nutter released a statement saying "she was a clear, strong voice for the lgbt community in philadelphia and across america." "we all loved gloria's commitment and spirit. she was a fighter and champion, personally and professionally." this morning, investigators are awaiting for results of lab tests to see if human remains found over the weekend are those of missing student hannah graham. the search team found the remains on saturday. investigators are now not sure

how long the forensic tests will take. police have a suspect in custody in connection with graham's disappearance. officials are reviewing surveillance pictures and social media sites to identify the people responsible for a chaotic weekend near keen college in new hampshire. it happened after the annual pumpkin festival. police fired tear gas and arrested dozens of students after a large group threw bottles and overturned dumpsters and a car. several people were hurt. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a cold one this morning. the temperatures much lower than yesterday. yesterday morning was chilly. wind is light, and that's allowed the temperature in philadelphia to drop to 42 degrees, but that's the warm spot. most of the area is in the 30s this morning. very calm. you can see the water's not moving at all in front of boathouse row. no wind blowing the water this morning. the temperatures now down into the 30s for pottstown, doylestown 33 degrees, 33 in

wrightstown in new jersey and wilmington is 38 degrees. camden is a 37 along with audubon this morning. and voorhees and cherry hill both down to 35 degrees and still falling with clear skies and very dry air. we do have some high clouds that are with us. they'll break for some sunshine. the sunshine will be bright enough to warm us into the 60s today, but we're watching a system to the west that is going to be moving in for tomorrow with the possibility of rain. see that rain is well to the west, moving through michigan and into canada this morning. we could see showers by later tomorrow afternoon and into the evening hours. the future weather shows clouds coming in overnight tonight and tomorrow we will start with some clouds, and then look at the showers that take shape as we head into wednesday. so, today, a partly sunny and cool one with highs into the low 60s. southwesterly winds to 12 miles an hour. the rain will move in and keep things chillier for much of the week. the seven-day forecast coming up in the next half hour. 20 minutes past 4:00 right

now. let's get an update on the roads this early monday morning. time to get to work. let's check in with katy zachry. >> hi, tracy. it is early, but we have a few things drivers should be aware of. the tacony-palmyra bridge is scheduled to go up for a ship to pass through in the next ten minutes, and you can see, as i get out of the way, the arms are up right now, just getting ready for that ship to pass through. it usually takes about 15 minutes. this, of course, affects things on route 73 for new jersey and my april drivers. i'll let you know when the arms have come down. a live look at 95 at broad street. no issues to report on any of the majors in pennsylvania, new jersey or in delaware. there is an accident in montgomery county. this is in whitemarsh township. church road at germantown pike. it's been out there for the last 20 minutes or so. so, it's just something to keep in mind if you're headed in that direction. and finally, a look at the 42 freeway at the new jersey turnpike where things are looking good. there are no issues to report there. and all of our area bridges, except for the tacony-palmyra, are good as well. >> all right, katy, thanks. happening today, construction will begin on a

deteriorating montgomery county bridge. crews will demolish and rebuild the aftrcola road bridge. the bridge has been closed since august of 2013 because of structural damage. [ horn ] runners hit the streets of philadelphia yesterday to raise money for hiv prevention, education and care services, part of the annual aids run philly started at the art museum. the event raised $325,000. [ cheering ] this is another run. big turnout in phoenixville, chester county, for this run benefiting cancer patients. about 1,000 people ran in the paint the town color run yesterday. they were doused with colored cornstarch as they ran the 5k, or the 1-mile walk. that event raises money to give cancer patients and their families much-needed vacations. denver broncos quarterback peyton manning needed three touchdown passes last night to become the all-time nfl leader, and he got them before halftime.

walgreens and panera bread. well, how low will they go? gas prices dropped a dime in just the last week. the national average right now is $3.14, a new low for this year. experts say that number could drop as low as $3.10 a gallon before the end of the year. we found prices in our area well below that already, especially in jersey. this is the hess gas station on the admiral wilson boulevard in camden selling gas for $2.85 for regular. right now the average in south jersey is $2.89, slightly higher in delaware at $2.96. and in the philly five-county area, drivers can expect to pay on average $3.21. today a job fair in philadelphia focuses on veterans at the union league in center city. the event will give vets and their families the chance to meet with local business leaders and explore career opportunities. a few scattered clouds overhead, and it's a cold start. that's boathouse row with light
