a lot like wednesday evening than thursday morning. >> yeah, temperatures have dropped a bit. a little chillier this morning. you can see the clouds over center city. the showers for the most part are in the northeast getting light rain showers moving towards cape may. also tracking light showers in the lehigh valley for allentown and bucks county as well but steadier rainfall that's farther off to the northeast is going to be moving in during the morning hours. 53 degrees for philadelphia, northeast philly, 51 for pottstown and atlantic city down to 50 degrees. a chilly, breezy, rainy day with temperatures only in the upper 50s today. jesse gary is live at storm force 10 experiencing the crumby weather first hand. good morning, jesse. >> reporter: bill, good morning to you. we're eastbound 76, just approaching the city avenue exit. roadways are wet, but not too wet. a little bit of pooling on the

sides of the roadways, but other than that, you shouldn't have any problems. the biggest things to probably watch out for are leaves blowing across the roadway because of the wind. the leave, wet and you would have slick spots, but other than that, the roads are wet. for a comprehensive look at roads around the region, let's go to jillian mele with a look at the traffic. >> we're dealing with a pretty serious accident overnight hours, pennsylvania turnpike westbound, approaching the mitt counties. there is an investigation ongoing right now so we have lane restrictions in that area. keep in mind, you may come to a slowdown. p.a. turnpike westbound as you approach mid-counties. you can see we have overnight construction, the left lane is blocking that. and the area bridges are looking pretty good, this is the tacony-palmyra bridge. we're watching this because

right around 4:00 this morning is when we're anticipating an opening of the bridge. any moment now the traffic will stop so the bridge can pass through. we'll let you know when that happens. >> we go on to the parliament shooting in ottawa. this morning, the lockdown is lifted, after two shootings left two people dead including the gunman and a soldier. in what the prime minister is calling simply an act of terrorism, right? >> reporter: right, exactly. we still have a lot of questions to answer about the shooter, about the motive. we do have a lot of questions about the shooter michael is zee hoff bibeau. and flowers line a sidewalk outside of his hometown. and investigators say he shot

and killed a guard. and then he hijacked a car, eventually went into the parliament building where dozens of shots were fired and cameras were rolling. [ gunfire ] >> bibeau was shot dead. sergeant at arms kevin vickers is being called a hero after gunning him down. this morning, we're hearing from vickers' family. >> he always put his nation and family first and foremost. as i say, we're tremendously relieved he's okay and very proud of him. >> back to the shooter, michael zehaf-bibeau. there's a question whether he continued to operate alone.

4 minutes after 4:00. new rules are in effect to deal with the ebola concerns here in the u.s. government regulations aflying airline passengers, including americans who arrive from west africa are part of those new rules. a monitoring program will begin 0 monday in six states including pennsylvania and new jersey. air travelers in west africa will be observed for 21 days for ebola symptoms. that means that local health officials may call, and even visit those it travelers once they're home on soil. doctors at atlanta university hospital no longer detect the virus in amber vinson. that word from her mother. she's the nurse who flew to cleveland and diagnosed with the virus. also nbc news camera malm ashoka mukpo who recovered from the virus will be heading home today. here at home, preparing for any ebola cases that may turn

up, nbc10's katy zachry alive us 0 of cooper hospital which is helping out with today's training. katy. >> reporter: here doctors at cooper hospital spending some time about the dangers of ebola if they come in contact with someone who has it. we don't have to look far for health care workers on the front lines contracting ebola from a patient. it happened twice in texas. here in new jersey there are no ebola cases. but starting this week, newark liberty airport is only one of five in the country that's accepting travelers from ebola-stricken countries so the potential of the virus spreading is something very much on the minds of health care workers here in new jersey. other counties are taking similar measures to protect and inform. i'm working on that so when i see you at 4:30 i'll have more information on that. reporting live, katy zachry,

"nbc10 news." >> and you can find more about that on nbc10.com. we have information on that. the importance of getting a flu shot in king of prussia this morning will be the topic. pennsylvania lawmakers will hear from doctors and the leading maker of the flu prevention. 4:07 now. on to the atlantic city casino crisis, lawyers for donald trump are heading to court to try to take back his name. trump and his daughter ivanka are suing the casino to try to get the name back. they claim the negative news about that casino and trump plaza has damaged the personal brand. as for the operation of the taj itself, the owners say they will stay open at least until the end of next month.

they had threatened to close the taj until november 13th without concessions from the union. but a bankruptcy judge said the company can terminate health care and pensions for 3,000 workers. yesterday, the company said it will keep the casino open until at least november but no guarantee through the end of the year. meanwhile, a new poll shows nearly two-thirds of new jerseyans, 63%, believe that atlantic city's best days are behind it. also 63% say gambling has benefited on the casinos. you can read more about the results of that rutgers-eagleton poll by loggen on to our website nbc10.com. last week, both sides agreed on a deal that would keep more than 200 train engineers on the job of averting a possible strike. the agreement includes a signing bonus for those workers. an 8.3% raise when the contract

is approved and another raise next april. penndot is hosting had a public meeting to talk about an improvement project in westtown in thorn bury township. it centers around the intersection of routes 202 and 906. the evening will be held at the westtown township building on wilmington pike. >> announcer: now your "first alert" weather with meteorologist bill henley. a dreary start this morning. clouds are overhead. we've got rain and wind, and temperatures that are chilly than yesterday morning. light showers we're tracking right now. it's going to be a windy day with winds gusting to 30 miles an hour but as dreary as today is, still on track for nice sunny and warmer weekend. 45 in the pocono mountains with rain. trenton is reporting rain and 51 degrees. and low 50s in wilmington. and clouds over the city. the rain has taken a break for now. but there are more showers that will be moving in this morning and into this afternoon as well.

we're not looking at an all-day rainfall. just a few sprinkles show issing up on the radar north and west. a few more showers in lehigh valley, these are just light showers. and south jersey experiencing light showers into cape may. the heavier rain is offshore. doesn't look like that's going to be making it inland. and steady light showers and that's pretty impressive in southern delaware. future weather shows cool temperatures to start with at 6:00 this morning. 40s and lower 50s. and then here comes more wet weather. future weather showing showers moving back in later this morning. 56 degrees. we'll get a break and a possibility of more scattered showers during the afternoon. you could see another round at 2:00 this afternoon forming to the north and east. the forecast is calling for umbrellas once again today. you won't need them all day. like yesterday, the winds will be gusting to 30 miles an hour. a closer look at the winds when i come back.

all right, bill, if you're hitting the turnpike, the pennsylvania turnpike this thursday morning, there's something you need to be aware of. jillian. >> that's right, a serious accident happened on the pennsylvania turnpike shortly after midnight. two lanes have been blocked for the last roughly four hours for an investigation out there. but just in the last minutes i was told that the troopers are getting ready to open up the lanes. as you're heading out that should be clear by the time you make your way to the turnpike. bucks county, route 1, 213 on the southbound side, you can see one lane of traffic is getting by. it's not causing any delays. as promised a look at the tacony-palmyra bridge, it's difficult to see, but right there, that's one of the arms. that is up for a ship to pass through. that means that traffic is stopped so the ship can get through and the arms can be closed. 11 minutes after 4:00. there are new worries in the police manhunt in the poconos.

now, but more rain is moving towards cape may. look at these winds, instead northwesterly winds, 16 miles an hour and 21-mile-per-hour winds in the pocono mountains. with gusts up to 32 miles an hour right now. lancaster is seeing strong gusts as delaware as well. 21-mile-per-hour wind gusts in wilmington. and future winds shows that winds will stay with us. and the wind will still be going late this afternoon. it won't be until later this evening that the wind will start to die down. a few sprinkles north and west, you can see light scattered showers in the allentown area and light rainfall. and this is the same system we had yesterday, it's just shifted a bit to the north. we'll see less rain and more breaks in the rain but lots of clouds and temperatures that will be staying in the 50s this afternoon. seven-day forecast coming up in the next half hour. 4:20, it is early, but we already had a situation on the
