>> it sure did. >> it is moving up to the north, into nuvenltew england. we have another day before it passes out here. let's start with our top story. >> we learn more about the gunman responsible for the chaotic scene. nbc's kevin tibbles is in at what with the latest. kevin, good morning to you. >> reporter: good morning, matt. well, this morning, this city and this country awake a changed place because an act of violence has taken place here aimed directly at the seat of canada's government. gunfire echoed through the halls of parliament as chaos ruled the canadian capital. it began without warning wednesday morning near the pmplt. >> i thought it was fire crackers going off. >> reporter: tourists came to see the mournlgs saw one of the guards shot, he later died, he

has been identified as a reservist, father, and animal lover a. twitter photo shows him standing guard minutes before the shooting. >> there was a guy with a rifle just around on the back corner and just, pow! pow! >> reporter: from the national war memorial at the heart of the city, police say the suspect got in a car and drove about a third of a mile to parliament hill and stormed into the seat of the canadian national government. prime minister stephen harper was pence the building as a gunfight enviewed. members of parliament barricaded themselves in a room by piling furniture against the door. this morning the sergeant at arms identified as kevin vicars is being hailed a hero for drawing his weapon and taking down the shooter who was later pronounced dead at the scene. u.s. officials say he's michael joseph hall, also known as michael zehah, he just turned

32. he had a long wrap sheet and convictions for assault, drug an weapons charges, he was reportedly deemed a irisk traveler by canadian officials. >> fellow canadians in the days to come, we will learn more about the terrorists and any accomplices he may have had. >> reporter: this is a second attack on canadian military members this week. on pond, a man used a car to run over two soldiers fear montreal, killing one. the sergeant of arms is traditionally a ceremonyial role here, but in this case that, sergeant of arms just happened to have been a former police officer. meanwhile, many politicians who were in the bidding at the time say had the shooter known the billing better, the hall that he walked down, one of the doors that he walked right past, behind it, contained the prime minister and his cabinet. his security detail got him out of the building very quickly.

>> very morelli is here. the details that's getting the most attention is he was a recent convert to islam. does he seem to fit the profile of an isis-type operative or does he seem to be more of a sympathizeer with a troubled past? >> it seems at this point more like a sympathizeer with a troubled past him i look at the reports where, steven, some of his friends at the mosque where he practiced, basically, he was asked to leave, if those reports are true, because he was showing signs of mental illness and things leak that. >> he caught the attention of the officials, they revoked his passport. might that have triggered rage and attack in the country? >> it might have.

he knew he was on the radar at the very least but the canadians did have not enough information to actually lock him up. so they're put in a difficult situation. they know he's volatile and dangerous by they don't have enough to contain him. >> over the last few days, attacks on the military, does that surprise you given the fact it carries extra risk with it? >> well, the military the government, these are iconic symbols. >> symbols, right. >> now with what's going on overseas, canadians joining a part of the coalition, so it's not necessarily surprising that those type of targets would be on the radar. >> real quick, do you look at the canadian politicians barricading themselves in parliament with furniture against the door, you think that could be our own capital building if washington. then you add to this, the recent fence jumper at the white house. do we need to up the alert here in this country? >> i don't know we need to up

the alert necessarily but we need to look at our physical security status and making sure the measures are working the way they're designed to work. i think we have enough in place as long as everybody is doing tear j their job and then the procedures are being followed. >> everybody has to be diligent. don, thank you very much. i appreciate it. let go over to hoda. >> as matt mentioned, the secret service is investigating another security lapse at the white house. this time the suspect was tackled almost immediately. this as we learn more about another troubling incident that dates back to 2011. nbc's white house correspondent kristen welker has the latest on that story. good morning. >> reporter: hoda, good morning. secret service officials identified the latest jimpumper. he was unarmed. the department of homeland security inspector general found three years ago there was a serious lapse in july that could

have jeopardized the president's security. this stunning video captured by fox fuse shows the latest fence jumper kicking and punching the secret service dogs that attacked him, a stark contrast to last month's fence jumper who had no dogs when he was there. this as lawmakers on capitol hill express outrage over the government report which slams the agency for its conduct three years ago. >> the safety and the security of the president is totally dependent on the secret service doing its job 100% of the time. >> reporter: according to dhs inspector general, the then santa director a.t. smith aplanned operation moonlight to divert agents on the so-called "prowler team" away from their post to check on a secret service employee involved if a neighborhood dispute. secret service prowler teams are made up of two special agents. they are supposed to be on alert

and respond to potential threats here and around the white house and on capitol hill. for for days, those teams were sent nearly an hour away to the employee's home where she complained a neighbor was harassing her. >> somebody has to be held accountable. >> the employee says it was the employee's personal friendship which motivated the decision and the i.g. found no justification for the prowler team being sent to the employer's home. now the next move is joseph clancy's, the interim director, who took the reigns after last month's unprecedented brooch. >> secret service has the ability and it can make a comeback, but it's in a very precarious spot. >> reporter: now, we reached out to everyone mentioned in that i.g. report, but for the response. in a statement the secret service said they're reviewing the report. as for the latest fence jumper, he was taken to the hospital

with dog bites to his arm, back, chest and 93. he faces multiple felony charges t. dogs thatting a ta tackled h taken to the vet. the family of amber vincent one of the dallas nurses fighting the ebola virus says she is steadily regaining strength and tests show no ebola in her blood. nbc free laerns ashoko mukpo received the all clear. before he left, he sat down for an exclusive interview with nbc national correspondent kate snow. >> reporter: tired but thrilled to be alive, ashoko mukpo boarded a plane bound for home. i'm kate. nice to meet you in person. >> i am just about as fortunate as a human being can feel. there are moments that i didn't

know what was going to happen. so it's nice to be here. >> reporter: ashoko says the hardest part of having ebola is fear. >> you know i have been seeing people with ebola for weeks and weeks and weeks. i knew the statistics of survival. >> reporter: you had seen people die. >> yes, i definitely seen people die. i saw things that i'll carry with me forever. >> reporter: did you think about your family, did you think about your girlfriend? >> every day. py girlfriend, in particular, that's a person that i love just so deeply and i'll be honest with you, as much as i was afraid for my own life, the idea of leaving her was just horrific to me. we have such an intertwined lives with each other that i just couldn't even contemplate that. >> reporter: ashoko isn't sure how he got infected with ebola, mid-way through his second day with nbc he felt off. within minutes he went to his

apartment to check for fever. he knew what to do. >> i checked two thermometers. they showed up with a as a matter of fact fear. i knew priority number one at that point was to isolate myself. >> reporter: stay away from everybody else? >> yes. >> reporter: he was flown to nebraska. days later, ebola survivor dr. ken brantley gave up blood. >> i felt he pulled over on the side of the road and opened up the vein. that was when i felt it was hard on my body. i could feel something foreign coming if. it was not the easiest day but i'd say the next day my body felt to kick-start some kind of response to it. >> reporter: he'd like to meet brantley and the dallas nurses whose family says she is one step closer to going home. >> they're heroes. you know, these people are saving lives for a living. >> reporter: and if they're watching and you could say

outside the police department. the autopsy report from the august shooting revealed that brown was shot nine times in all, once in the hand, giving some credence to wilson's claim that brown tried to grab his gun. a three-month-old american girl was killed and several others were injured when a man drove into a crowded train strop. the suspect ran over nine people. the driver was then shot by police as he tried to free. israel blames hamas for the attack. roger goodell, rice's cramp insists they punished him twice for the same offense. rice says during a meet physical june, he told goodell he hit his then fiancee. goodell reports his story was ambiguous t. arbitrator ruled the team's president and general

she's in good condition and her dog bentley, tested federal governmenttive. >> yes. >> for ebola. in fact, the video -- >> look at him. that's a happy dog. in fact, this is video posted on the city of dallas yesterday, showing bentley wagging his tail, playing with a stuffed squirrel there. all the things a little pup should be doing. they posted this for us all to see. now, this was monday when bentley was tested for ebola the results of this latest test released by the animal services and adoption center. here's what they posted online, fuse from team bentley, test results show bentley tested negative for the ebola virus, tammy tweeted, so happy for bentley, now to get his mommy well and have the two of them reunited. bentley is still under garn teen until november 1st. he has one more we understand ebola test. hopefully, we see an updated picture of these two together.

because your parents didn't rescue. >> it's interesting. a lot of people might disagreement we begin with the retrial of a florida multi-millionaire, paul goodman the polo mogul is charged with dui in the death of a 23-year-old man. during his first trial, remember this, goodman tried to shield his wealth by attempting to adopt his own girlfriend. nbc kerry sanders is in west palm beach with more to you. >> reporter: good morning. in the first trial, john goodman who founded the international polo club. his net worth was once established and pecked at $3 million was found guilty of vehicular homicide. a judge declared a mistrial. now in this second trial, john goodman is back on the stand telling a few jury, will is a good explanation his blood alcohol was twice the legal limit. >> i took my foot off the brake and pumped the brake harder.

>> reporter: john goodman is telling his story again. >> i have no idea what happened. >> on wednesday at his retrial, he told a new jury about the night four years ago when he's accused of running a stop seen and slamming his bentley into scott wilson's hyundai, blood tests taken at the hospital three hours after the accident show goodman's blood alcohol level was more than twice the legal little t. medical examineer says wilson survived the accident but slowly drowned as his car sank if a canal. >> i took a few swicks of alcohol. >> reporter: on wednesday, goodman told jurors he had been to three bars that night but he wasn't drunk a. receipt from one bar shows he bought ten shots of tequila at one time. >> how many of the ten glass did you have? >> one. >> he testified after the crash, he stumbled into a horse barn,

unlike most, pence a sort of man cave, where goodman says he found liquor and began to drink. >> when you saw the liquor, what, if anything, did you do, mr. goodman? >> i was in a little pain and i drank some of the liquor. >> reporter: scott wilson's pots and father each have been paid an estimated doctor 23 million in a civil settlement. almost every day his family is in court as is goodman's girlfriend, who goodman tried to adopt as his daughter in an attempt to protect his millions. a move rejected by a court. both sides are closely studying the script from the last trial. but the defense now knows they have to make some important changes in the way john goodman is presented. if not, he will get convicted again. john goodman told jurors he has a speech impediment and he often mumbles. if he is found guilty of

right now at 11:00, gusty wind and rain throughout our area. a live look at the flags atop the aramark building. they are flapping pretty well out there. there's flooding in atlantic city this morning due to all the rain we have been getting. it was a rainy morning to wait for the school bus. nbc 10 in montgomery county. that little girl had an umbrella to help her stay dry. we continue to track the system that's bringing rain and wind to our area for the second day in a row. fi
