back to the bargaining table. septa and union members will meet today as a threat of a strike looms closer this morning. as more people have concerns about ebola, we're going to different counties across the area to see how they are preparing to keep you safe. and heating up. we're off to a warmer start this morning and feel like september, again, later today. good morning, this is nbc 10 news today, i'm tracy davidson. let's find out more about the warm up with bill henley and his first alert forecast. bill? >> usually ewarm into the low 60s this time of year and middle 70s with lots of sunshine today and this morning not as chilly as it was yesterday morning.

no sign of the 30s and not expecting them. a live view from center city looking high atop the comcast center. the temperatures have dropped to 51 in philadelphia. we'll find 40s north and west for allentown, potstown and reading. 52 degrees in millville and a cool start, yes, 51 at 7:00 but bright sunshine and into the middle 60s and still climbing at lunchtime. we'll go through it hour-by-hour in less than ten minutes. first alert traffic reporter jillian mele is watching your traffic commute. jillian? >> bridges are looking good, except the tacony palmyra bridge is open right now. traffic will be stopped for roughly ethe next ten minutes or so and then moving, again. keep you updated there. heading out to northbound 202 at route 3 causing some delay. and then for drivers in delaware, dealing with road work

right now on 95. it's on the southbound side and the outbound route and be out there blocking the left lane. nbc on the scene on tomlinson road just before 10 clk am. heavy smoke throughout the home. they think the fire started in the basement and one resident had had to be checked out on the scene but is fine. septa executives and members of its largest union heads back to the bargaining table as both sides continue to avoid a strike. nbc 10 jesse gary is live at the transportation center. bring us up to speed, jesse. >> reporter: right now we have not received that notice, but, of course, the clock is ticking towards the end of the week when an evaluation will be made. the major sticking point at this point pension reform followed by health care coverage until the

affordable care act kicks in. the union says says the two sides are a continent apart but promises to continue talking all week. >> have to negotiate with septa for the rest of the week and i'll evaluate where we are and make the determination whether or not a strike will be necessary. >> coming up in the next 30 minutes septa response to this 24-notice before a strike will actually happen. riders were asked what they might have to do if there was a work stoppage. jesse gary, nbc 10 news. tracy e? concerns over ebola. a dozen army troops are in isolation after a tour in west africa. the group will stay near their base in italy for 21 days even though they did not come in contact with ebola patients and they show no symptoms. meantime the university of maryland has isolated a patient. they have not even conducted an

ebola test yet. and the nurse who was forced into quarantine at a newark hospital will stay in isolation at her home. kaci hickox was released yesterday afternoon after not testing for eebola over the weekend. the cdc released new guidelines for people returning from ebola ravaged countries and those at some risk should monitor themselves daily for 21 days and report to their local health department. people at a higher risk who cared for those who were sick should voluntarily quarantine themselves at home. in our area, many patients are being monitored. we sent nbc 10 katy zachary to find out what that means and how different hospitals are responding. >> i talked to the county's health director several times over the last few days and most recently last night and he confirmed the county is still watching three people who

returned here to bucks county from west africa. all are in the middle of their 21-day quarantine and all in good health. someone from the health department checked in on them at least once daily, a visit or a phone call. if the county does get a positive ebola patient, i'm told by health director dask vid dampster that they worked hard to prepare each of the six hospitals here in bucks so they can safely treat that patient. >> ems is also prepared. we don't have a has mazmat containment in new york city, but we're working along those lines where we have certain squads that can be trained that can be called out in the event of something like that. >> damster tells me that patients would ultimately be transferred to a larger hospital, one that specializes in infectious disease. he opened up about a concern he has if travelers give false

information at the airport, which is the country's first line of defense. i'm working on that story for 5:00 a.m. i'll see you. new jersey governor chris christie will talk exclusive about the debate on how to handle high-risk people coming into the country. that's this morning starting at 7:00 a.m. it's 4:06. happening today, the man accused of a deadly shooting inside a delaware county wellness center is scheduled for a preliminary hearing. richard plots is facing a long list of charges, including murder. he is being held without bail. back in july when he shot and killed his caseworker at the mercy wellness center on the mercy fitzgerald wellness center. a psychiatrist was wounded during the shooting. a former philadelphia police officer is scheduled for a pretrial conference this morn. tamika gross is accused of ordering her son and daughter to fight other students.

police say she was even caught on video punching a 14-year-old girl her daughter was fighting. hundreds of parents are left trying to find schools for their kids after a philadelphia charter school shuts down with very little notice. it was a heated meeting last night where parents wanted to know why the palmer leadership learning partners charter school closed yesterday. a few even cornered walter palmer himself. others did not find out until they sent their kids to school monday morning. >> i'm devastated because you could care less about our children. this is the best you could do? this is the best? >> right now my daughter is in 11th grade and she got no school to go tomorrow. >> the closing was triggered after the state supreme court ruled that the school violated its charter by accepting more students than it was allowed to have which is a major law in education funding. the penn state board will meet today over a controversial report related to the jerry

sandusky sex abuse scandal. the special meeting is being held to discuss that director by louis freeh that had head coach joe paterno and other adm administrators concealed facts to avoid bad publicity. the board wants to appoint a group to ask freeh and get answers. sandusky is serving a 30 to 60-year prissant seon sentence. sz÷ shamus of sending and receiving hundreds of e-mails with sexually explicit content over several years. mccaffrey is the fifth and highest ranking employee to lose his job over the scandal. mccaffrey has agreed not to run for the bench again. he was elected in 2007 and would have faced a mandatory reetirement in 2020. now to decision 2014, just one week to go before election day. voters will head to the polls

next tuesday, november 4th. and some big names are showing their support for governor of pennsylvania. former florida governor jeb bush was in philadelphia last night along with republican governor tom kcorbett. they attended the unveiling at the national constitution center which featured an original copy of the bill of rights. meantime former bill clinton in pittsburgh supporting tom wolf. clinton told several hundred wolf supporters that wolf is a man that can bring people together for the political and economic good. president obama will come to philadelphia to campaign for wolf this sunday. some high clouds are overhead and it is not as cold this morning as it was yesterday. we have a warmer day that will see a lot of sunshine. it's tomorrow that we'll likely see some scattered showers. nothing heavy, just some light showers coming through and behind those showers colder for the weekend and the chilling

shooting has been pushed back, again. the lawyers for james holmes asked the judge to push back the date to give them more time to evaluate a second report on their client's sanity. jury selection is set for late january and had been scheduled for the beginning of december. holmes has pleaded not guilty by reason of insanity. 12 people were killed in that shooting and 70 others hurt in the 2012 attack. that high school gunman in washington state apparently lured his victims with text messages. investigators say 15-year-old jaylen fryberg sent texts inviting five of his closest friends to a cafeteria table and started shooting on friday. two of the girls died. authorities are combing through text messages, phone records and social media posts as they search for a motive. this morning, the family of an atlantic city mother says she threw her baby into the water and jumped in herself because of post-partum depression. they rescued her and her

1-month-old daughter from the atlantic city inland on saturday. a retired firefighter performed cpr to save the child, who relatives say is now fine. while she had been struggling with post-partum, they never imagined she would do something like this. >> she thought she was doing what was best for her and her baby, obviously, not. >> she had seemed very sad. >> she is in fair condition and under police guard at a local hospital. she is charged withing aggravat assault. additional charges could also be filed. the family of a murdered gloucester county girl is suing local law enforcement agencies saying they failed her child. autumn disappeared in october of 20 2012. . sthee was found dead two days later. the suit claims that law enforcement, "did not follow appropriate procedures, including a canvas of the immediate area where the girl went missing two years ago." it was filed against gloucester county and its prosecutor office

and new jersey state police. they have not received a copy of the lawsuit, but a spokesperson released a statement saying in part "any civil action seeking money damages by pointing blame at police is misplaced." justin robinson pleaded guilty to aggravated manslaughter and is serving 17-year sentence in autumn's death. a fraud alert at the jersey shore. investigators in ocean city say local businesses are being targeted. someone calls and says they're from the electric company trying to collect overdue bills and the business is given one hour to make a payment. if you get a call like this, hang up and call police. 4:17. now, to the casino crisis in atlantic city where one casino is looking for a final cashout. the former trump plaza is looking to sell the last of its old slots. the casino closed last months and still has 353 slot machines. trump entertainment plans to sell them to a new jersey gaming company for $150,000 once a

bankruptcy judge okays that deal. they're still working to keep the taj mahal company. right now the company will only agree eto run it through november. from our south jersey bureau promising economic news for gloucester county. liscio's will retain the current bake bake bakery's 176 jobs. it was considering a move to pennsylvania. in philadelphia, the newest addition to the shopping corridor in center city will open later today. there will be a ribbon cutting this afternoon for the century 21 department store at eighth and market. it has brought nearly 300 full-time and part-time jobs to the city. from our delaware bureau, an organization trying to promote a good living and work environment in downtown wilmington is asking a state panel for several hundred thousand dollars.

downtown visions is asking for a state strategic fund grant of up to to improve safety and patrol services in a targeted section of the city. it's being called a milestone. more than a decade after the september 11th terror attacks people are, once again, working at the world trade center. the port authority of new york and new jersey announced workers were moving into offices at four world trade center yesterday. the 70-floor office building was one of the first finished in the rebuilt complex. opened in november of last year but sat unoccupied until now. one world trade center is scheduled to open its doors to workers next week. hundreds of scientists are in denmark this week for a summit on climate change. 600 scientists are expected to complete a major report on climate change and co inside with the event a large block of

voohies. so, we're getting a warmer start and with lots of sunshine and nothing to show you on the radar for today, we'll have no problem reaching into the 70s. tomorrow, clouds will be moving in ahead of this line of showers moving through the midwest. extends from chicago to st. louis and in between, that's where the heaviest rainfall is right now. possibly some thunderstorm activity and by the time it gets to us, scattered light showers in the area. future weather shows it. this is this afternoon, 70s this afternoon. but overnight tonight, the clouds make some progress and 4:00 tomorrow morning the showers are north and west. we are getting an even warmer start tomorrow morning in the 60s and then the chance of some showers will be moving in during the day. 1:00 in the afternoon, just some scattered light showers. no heavy rainfall there. waiting back here is the colder air that will be here this weekend. got the seven-day forecast in the next half hour. now, let's get you updated

on your ride to work at 4:21. jillian mele is watching all of her cameras. what do you see, jillian? >> not seeing any accidents. but overnight construction that we're used to including some out here on northbound 202 right near route 3. no delays to report as a result. northbound and southbound near quakertown we have long-term construction there and southbound we have some, as well. just as these spots of construction out there, again, not creating any big delays in the area. the bridges are looking really good, however, just a few hours ago we had the tacony-palmyra bridge open and now the same thing will happen on the burlington bristol bridge in just a few minutes. here's a sobering statistic the number of bike traffic deaths is soaring. the governor's highway safety association issued a report and said california and florida had

the most deaths and more men are hit than women. the report didn't give a reason for that. here at home, though, the number of deaths in pennsylvania is down by 5%. the number is up by 1 in new jersey and 2 in delaware. and it looks like bike riding in general is booming in center city. officials say the number of bike riders in the city is up more than 33% since 2012. the increase is due in part to gas prices that were up, but are now down. there are also more places to store bikes and a growing number of people in center city vicinities. fat girl costumes that's how walmart labeled a section of its website. see how customer the company i responding to angry cost rary .

independence blue cross. live fearless. it is 4:26. a move to help fight illiteracy. camden kicked off its literacy campaign at the camden county library system yesterday. the county's freeholder board sponsoring free adult reading classes on week day evenings and saturdays. the hope is this program will help educate to help fight poverty. helped earned her a much-deserved honor. she is in wilmington. she is one of five winners of the peace first prize. a national award given out at the national press club in washington. the award honors young peacemakers across the country who work to make lasting social change in their community. the winners get a $25,000 fellowship allowing them to continue their grass roots work.
