bill henley and his "first alert" forecast. we're a little cooler than yesterday. >> it is related to the fog. the cooling temperatures from yesterday's showers and now fog. widespread dense fog. really mixed up. quakertown down to zero visibility paper dense fog for pottstown, allentown, blue bell, doylestown. half a mile in wilmington, that's an improvement but trenton socked in this morning. there's some light fog at atlantic city, half a mile visibility there. think fog and definitely much chillier. 46 degrees right now in philadelphia. it's 41 in pottstown and millville. fog to start with and it's going to last for a few hours but then we'll see sunshine this afternoon. and temperatures will climb to near 60 later on. back in less than ten minutes with hour by hour, future weather. right now, jillian mele is watching traffic.

how's it looking out there, jillian? >> depending on where you are, you could run into overnight construction. the vine street expressway. this is the vine heading eastbound out to 95. the west is blocked because of overnight construction and that's expected to be blocked until 5:00 this morning. and then for drivers in new jersey this is the 42 freeway at creek road. you can see some foggy conditions there. s where in new jersey we're dealed with a downed pole as a result of an earlier accident. southbound, route 30, past riverton, two lanes blocked, chris. new this morning, police are investigating a crash in the oxford circle neighborhood of philadelphia. nbc10's cameras there on okayford avenue where one vehicle you can see it overturned after it collided with another vehicle. a woman inside the car was taken to the hospital. no word on her condition. today, a delaware state

senator's husband who appears to be on camera stealing signs is expected to turn himself in to police. >> what are you doing this for? >> hey, don't stop me -- >> that's not your sign, bud. >> there's no -- >> there's no what? >> right here. we got you, brother. >> you can watch the entire raw video at nbc10.com. that is dana long. he's the husband of this senator benefitthny hall long. he was swiping the campaign signs in middletown. that video was taken by two gop workers who were staking out areas where signs were disappearing. >> they know better than to engage in this illegal activity. these weren't even her opponent's signs. these were signs supporting the rem can party. >> police have issued a warrant for long's arrest.

we're told he'll turn himself in. senator hall as issued this statement sadly this race has become tough and personal. my husband is my high school sweetheart and he loves me have. i was not aware that he allowed the campaign that get the better of him. of course, i'm disappointed and wish it wouldn't have happened. philadelphia police say an officer fired shots at a robbery suspect and nbc10 has learned it's all connected to an abduction that happened earlier in the week. last night around 9:00, police arrested a man in mayfair. the suspect was not hit by the gunfire. now, he crashed that car about 15 miles away. you can see that there. the man is a suspect in an assault and abduction that happened monday night. police say in that case, a man intentionally hit a woman with

his car then threw her in the vehicle and robbed her before letting her go. a sign of times in today's classrooms. students in delaware now have a last line of defense in case of a shooter. bulletproof erase boards. now, the mass shooting in 2012 sparked teachers across the nation of protecting students and teachers. the pilot program launches today at the colonial school district in new castle. nbc10's katy zachry is live there in new castle this morning with a first look at the last line of defense. >> reporter: hi. in just a few hoyer, the bulletproof white boards will be shown. the boards have special protective handles that are portable and meant to cover your midsection in event of a shooting. the idea that teachers and students can use these white boards as shields and when not

in use, they're a regular teaching tool in the classroom. today, delaware will get the white boards, every teacher in the colonial school district will have one. the colonial school district has not dealt with a shooting. i talked to the superintendent, he tells me they have not had any violent incident. we'll hear from the teachers and students be awe they feel so strongly about the extra protection for teachers and students. 6 minutes after 4:00, we're closely again following the possible septa strike. this morning, union workers are making preparations in case talks fall through leading them to walk off the job. nbc10 was there as local 234 members left a strike captain's meeting carrying an on-strike sign. the work stoppage could happen as soon as monday.union

president it likely to be held tomorrow. >> we'll look at it and evaluate where we are and we'll make a decision. >> septa's spokesperson said management is still negotiating in good faith and still believes they can work out a deal and avoid a strike. the two sides will meet back at the table at noon. >> now, in the event of a strike, you do have other transportation options. we have the alternatives to mass transit. you can find those right now at nbc10.com. today, a class action lawsuit saying they were underpaid. that suit is against olympic linen and laundry workers. today a former city council secretary is scheduled to be sentenced on charges she stole tens of thousands of dollars from an elderly woman whom she was caring for. police arrested nancy gonzalez

of that crime two years ago. investigators say she stole almost $22,000 in social security checks from an 80-year-old woman who she was taking care of at the time. today a former philadelphia police officer is expected nobody court on charges he violated a protection from abuse order. those new charges against kenneth allen come after being accused of assaulting a female officer who was his girlfriend at the time. a showdown may come today between the state of maine and the nurse who was quarantined in new jersey for several days after returning from west africa. kaci hickox is back home in maine where she says she has no symptoms and cannot give anybody ebola. she's been abiding by the voluntary quarantine order. but last night she stepped outside saying she will defy that quarantine if the state didn't list most of its restrictions by today. >> and i've been told that the attorney general's intention is to file legal action against me.

and if this does occur, then i will challenge those legal actions. >> now, state police have been monitoring hickox's home in maine and officials are seeking an order allowing state troopers to detain her if she breaks that quarantine. and the pentagon has ordered that u.s. military troops serving in west africa have to be quarantined 21 days after they return home. and in gloucester county a new batch of first responders are now training on how to deal with ebola. last night's session was free to all first responders. they learned protocol for recognizing an ebola patient and thousand properly use protective gear. now, remember we have an entire section on our website dedicate dwrord ebola concerns. you can read about how virus is spread and how local hospitals are getting ready in cases in this area.

going to take time to clear it's easing in atlantic city and it might get thicker before the sun's up and then after the sun's up, temperatures are going to start rising a bit. 21 degrees colder in wilmington cared to yesterday at this time. satellite shows low clouds and fog that we have this morning. and those bright clouds, that's the rain that came through yesterday afternoon, it's out of here. once the fog eases, that will happen during the morning hours as the temperatures climb into the low 50s, then we'll see a lot of sunshine today. and actually, it's going to turn out to be a pretty nice afternoon with temperatures that will climb into the upper 50s. >> we look forward to that nice afternoon but right now, you're seeing some fog if you're out on the roads. let's see if it's causing any problems this morning. nbc10's "first alert" traffic reporter jillian mele has her fog finders. >> yes, i do. limited visibility you mentioned the fog in the allentown area,

the storm victims including the man who was speaking out there had been frustrated by the slow release of payout money and they're calling on the state to finish the job so they can get back in their homes. >> they don't want to pay it out. and they do everything to people to discourage it. we're downtrodden but we're not laying down for this. >> i think people are wearing down. some people are walking because they've had it. i'm a little more stubborn. i want to come home. >> now, a housing rights organization in new jersey is reporting just $220 million of the $1.1 billion in state sandy relief money has actually made it the hands of homeowners. 4:17 now. a philadelphia politician is absolutely fuming over one company's idea of premarket capitalism. it centers on a precious commodity in the city. parking. nbc10's jesse gary is live in center city with what this

involves. of course this involves a fallout, right? >> reporter: that's right. we're talking parking in philadelphia. you go down any street and you can see cars lined up along the street and the only places you can park are the places you can pay. free parking, how hard is that to find? so hard, one company has an idea. they put it on a mobile app. if you're on a space and it's free. and you're getting ready to leave you can literally auction off the space for someone looking for parking. sounds like a good idea, except one city councilman said not only is it not a good idea, but it's illegal. >> if you just hold a free parking spot and charge for it, to me, is certainly out of line. and if you think about it, it could also lead to problems. >> reporter: that is democrat councilman at large bill greenley. we will talk about his ordinance that he will introduce to city council today.

i have it right here. we'll talk about this in the next hour. live in center city this morning, jesse gary, "nbc10 news." also today, philadelphia city council is tackling this. they're expected to call for hearings to explore the city's opportunities for what they call a regional energy hub. council refused to hold hearings on the proposed sale saying that the negatives outway the positives. hearings on the energy hub idea to start as early as next week. today penndot's secretary of transportation will visit drexel university to support the philadelphia street station district plan. that plan is to come up with new ideas for that area when it comes to rail and transit services. and that includes the possibility of development above the well yard. 19 minutes after 4:00 now. today, gaming officials will explore what they call ground breaking on gaming.

they will make that announcement in center city philadelphia. it's expected to highlight jobs and tax revenues generated by pennsylvania's 12 casinos. meanwhile a lawsuit over skimpy uniforms is over. 40 women who workeded at resorts hotel casinos. women claim that the roaring 20s theme three years ago forced them to wear short skirts and fish net stocks. neither casino is commenting on the terms of the settlement. a veteran police officer found himself on the wrong side of the law busted in a prostitution sting. he has been with the department for 26 years. he was charged yesterday with solicitation of a prostitute. thompson was suspended for 30 days and will likely lose his job. and a camden county police officer is facing charges in a drug trafficking case.

ashley bailey is married to the brother of the alleged ringleader. investigators say they moved drugs to lower levels. and bailey is accused of using her hour as a police officer to access reports and warn drug dealers of possible schemes. >> announcer: now your nbc10 "first alert" weather with meteorologist bill henley. >> we're seeing a lot of fog in the area this morning. you won't find it everywhere, however. center city is fog-free this morning. but just outside of the city where you'll encounter colder temperatures, that's where the fog is. it's 19 degrees this morning. looking out above the fog layer, there are no clouds overhead, once the fog clears we'll see lots of sunshine. look at the fog for allentown, pottstown, mt. holly, quarter-mile visibility, it's going to be slow going to start with. it won't last all day. the temperatures that are coming down right now will turn around.

we'll get sunshine and we'll say good-bye to the 40s. right now, 47 degrees in language horn. levittown is 47 degrees. 43 in doylestown. look at the 40s it's colder and foggy outside. once this fog clears, we're in for a lot of sunshine. clouds are already offshore and temperatures will warm into the upper 50s this afternoon. tonight, another chilly one, 30s and 40s to start with. 46 degrees by 4:00, in philadelphia, look at the 30s north and west and in new jersey. and then we'll climb back into the upper 50s for friday. but look at the clouds offshore. those will start moving in. and it's going to be rain and wind and cold as we go into the weekend. for today, the fog, this morning will clear this afternoon. sunshine and temperatures in the upper 50s near 60 degrees. coming up in the next half hour, the full seven-day forecast that will take you through the weekend. >> all right, bill.
