i'm chris cato. and let's begin with meteorologist bill henley and his first alert forecast. bill, we can talk about that frozen precipitation later, but this morning things are chilly out there. >> yeah, i know. they're colder than yesterday morning. we've seen the temperatures for most of the area drop into the 30s this morning, and they're still falling at this hour. there's a clear view from center city, from high atop the comcast center. 31 degrees right now. it is below freezing in allentown, pottstown, millville all below freezing, and right at the freezing mark for mt. holly. philadelphia international 38 degrees and falling. so, a cold start this morning and a cool morning. we'll see the temperatures, though, climb with sunshine. 39 degrees at 7:00. by 9:00, we'll be in the middle 40s and then middle 50s at lunchtime. we'll talk 60s this afternoon. we'll go hour by hour with the future weather. i'm back in less than ten minutes, but first, first alert traffic reporter katy zachry has your monday morning commute. good morning, katy. >> temperatures in the 60s, bill? i like that. >> sounds good, doesn't it?

>> definitely, after getting into the car in the 30s this morning. no accidents to report. looking behind me, this is 76 right at montgomery drive. so, for philadelphia drivers, you are free and clear of any problems on the vine street expressway, 76 or 476. if you're headed out west. there is some construction issue to tell you about if you're trying to access 76 westbound from spring garden. there is construction on the ramp until the end of the month. take girard to 76 westbound. 95, cottman in philadelphia, there's long-term construction, but it's not tying anything up. and bear, delaware, route 896 at the summit bridge, the right lanes are blocked in both directions. chris? three stories that are new from overnight. about three hours ago, firefighters had to rescue a woman from a burning home in philadelphia. this happened on belleville avenue in germantown -- belfield avenue, rather. crews say there were heavy flames coming from the back of the home. firefighters pulled a

60-year-old woman from the house. she was taken to the hospital but is said to be doing okay. no word on the cause. and an overnight fire in chester at 7th and caldwell street last night. no one was injured. investigators say it doesn't look suspicious, but no word on the cause. police were calling to a burlington county hotel. nbc 10 was at the knights inn as police investigated. they tell us people inside one of the rooms were playing with a gun when it went off. no one was hurt. happening today, camden school superintendent is talking about how to improve student performance. now, this comes in the wake of new test results that show most kids in that district are not ready when it comes to math and english. nbc 10's matt delucia is live in camden for us this morning. and matt, you talked exclusively with that school superintendent leading up to this announcement. what is he saying this morning?

>> reporter: well, chris, he tells me that school success will not happen overnight and it's not going to be easy, but it starts by having a frank conversation with parents. and here's why. students at camden took standardized tests late last school year, and the results were not very good. when it comes to english, only one in five students here are considered proficient, and there are similar numbers for math. that is well below the state average, and it hasn't changed. the results were about the same from the year before. >> we need to make very clear to families where we are as a school district and how we need to do better, and again, what that collective will is for us to see the changes we need to see to improve our schools, because our students deserve that. >> reporter: and later this morning, he is kicking off a two-week school-by-school tour to talk with families about how to get this district going in the right direction, and that will happen here at the catto school, one of the schools that is performing little bit better than others. so, what strategies that are

employed here can be used in other schools? i'm working on that part of the story when we see you again in about 30 minutes. live in camden, matt delucia, nbc 10 news. 4:05 now. critics of pennsylvania's public schools are taking their complaints to court. today, six school districts will join parents and the naacp to announce legal action against the state. the groups claim the governor, lawmakers and state education officials are responsible for a school funding system that is skewed against equal funding for racially diverse districts. details of this lawsuit will be announced at 11:00 this morning in harrisburg, and you can count on nbc 10 to bring you those details. happening today, deliberations are expected to begin in the trial of a former decorated philadelphia police officer. prosecutors say richard decoatsworth assaulted his then live-in girlfriend last year at the port richmond home they shared. decoatsworth spent more than a year in jail after also being accused of rape and human trafficking involving two other women. those charges were dropped, but the assault charges stuck. he retired from the force in

2011 after a five-year career. another former philadelphia police officer is also going to trial today. kevin corke ran is accused of the false imprisonment of an air force veteran. that incident was captured on cell phone video in march. they say corcoran roughed up roderick king, put him in an suv, took him to an alley and held him there for a half an hour. king says he was never told he was under arrest and corcoran only let him go after he told him that he was in the air force. police in chester county say a family fight over money led to an attempted murder-suicide that left the shooter brain-dead and the victim clinging to life. officers tell us 70-year-old john richard berry shot a family member before shooting himself. this happened saturday night at a home in paoli. berry is now on life support. the victim, john williams, is in very critical condition. and a man is in critical condition this morning after being shot inside his car in philadelphia. police were called to the scene on marron street in germantown

last night. they thought it was a car crash but then found that the driver had been shot in the head. police have made no arrests yet. in salem county this morning, we have new information in the case of a school board member and a borough councilwoman who are charged with assaulting a police officer. attorneys for walter hudson and jeanette jackson have now filed a complaint against pennsgrove borough, saying the borough failed to comply with an ordinance to pay their legal fees. this all stems from this incident in july, which was caught on video. investigators say hudson and jackson became upset with an officer who was questioning some teens about underaged drinking. the video shows hudson throwing the officer to the ground here. jackson was also charged with assaulting that officer and obstructing justice. we may learn this week if charges will be filed against the student accused of knocking out a substitute teacher. that unconscious teacher here at bartram high school in southwest philadelphia. this is the video showing pewu johnson lying motionless in the hallway after the attack last week. this is the third time a teacher

has been assaulted at bartram high in the past month. a philadelphia police officer may be released from the hospital today after a teenager rescued him from his burning car. look at this video that was taken saturday night after officer mark kimsey's cruiser collided with a pickup truck at 28th and tasker. he was trapped in the car. 17-year-old joe chambers, who is also a volunteer firefighter, ran in to help. >> i saw that it was a cop car, and right then, i started sprinting and i did what i had to do. >> officer kimsey was able to meet with chambers at the hospital and thank him. no charges were filed in that crash. the investigation continues in new castle county this morning as authorities try to figure out what caused a man to lose control of his car and crash into a house. police say the 27-year-old driver was on old willington road in hoe kessin when he went off the road, went airborne and crashed into the second floor of a barn that had been converted into a home. no one inside was hurt. the driver had minor injuries.

well, philadelphia is helping the u.s. marine corps celebrate its 239th birthday. a ceremony will take place this morning at city hall. the celebration will then move to thet ton tavern sign where they held the first recruiting drive during the revolution. and as we celebrate veterans day, we have a lot of events across the area. at rider university, students have put out 10,000 american flags on the campus lawn. these are photos of last year's display, actually. those flags represent every man and woman who has served in the armed forces since their founding in 1865. well, the eagles have their second monday night football date of the season tonight, and septa is adding extra service to help fans get to and from the game. beginning at 6:45 the broad street line's sports express train will run every ten minutes, making express stops from fern rock to at&t station near the linc. extra service will be available on the market-frankford line

starting at 6:30 and after the game, trains will be at the at&t station for the return trip home. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a cold start this morning. clear skies and very little wind have combined to drop the temperatures into the 30s. cold to start with, but this afternoon 60s are on the way. in fact, for the next few days we'll see afternoon temperatures in the 60s. but later this week, the cold takes over. we've got some cold showers on the way, which may include the first snowflakes of the season. right now 37 degrees in mt. pocono. look at trenton, down to 33, just one degree above freezing. and wilmington is 34 degrees right now. clear skies over center city. that's the view from the adventure aquarium. no sign of any fog, no sign of any heat, either. it's a cold start. fortunately, the wind is calm from lancaster through reading, pottstown, philadelphia, into new jersey and most of delaware seeing little to no wind. so, we'll see a nice temperature

climb with a good deal of sunshine. in fact, by 10:00 this morning, we'll be on the verge of 50 degrees in philadelphia, and it will be in the low 50s for millville, dover and right along the coast. upper 40s for allentown. but look at the sunshine. and notice the arrows. they're all over the place. a very leicight wind to start w. they'll start to come together with more of a southerly breeze this afternoon. you can see that taking shape, and that will help bring our temperatures up into the mild zone today. 59 degrees at pottstown at 3:00, 60 degrees for philadelphia and northeast philadelphia. mt. holly will be up to 60 degrees. a nice, mild day today with lots of sunshine. so, not a bad way to start off the week at all, sunny and nice, high temperatures in the upper 50s and low 60s with winds becoming southerly to 8 miles an hour. and the warmer weather is on the way for veterans day. in less than ten minutes, i'm back with your hour-by-hour extended future weather. 11 minutes after 4:00 now and time for another check of the roads with nbc 10's first alert traffic reporter katy

zachry. hopefully, things are moving smoothly out there, what is moving this morning, katy, right? >> that's right. not a lot of volume out there, chris, but for drivers who are on the roads, no issues to report in any of our coverage areas. so, if you're headed up to the poconos or taking 476 as part of your commute, the expanse is looking great from 95 to 76 and then up north. for drivers on 422 eastbound, the ramps to and from armand hammer boulevard, they are closed until later this month. that construction on the ramp should be lifted by early december. and then also for drivers in delaware, 295 northbound, the ramp to route 13 southbound is closed. when i see you in a few minutes, we'll look at your new jersey roads. almost out of the woods but not moving on. the nurse in quarantine because of ebola restrictions explains why her link to that disease will not end after the 21-day quarantine period. and no empty threat. how philadelphia police are now taking action against some ride-sharing drivers that the city has deemed illegal.

it's 4:15. today marks the final day of the incubation period for that maine nurse being monitored for ebola. kaci hickox flew into newark liberty international airport last month after treating ebola patients in west africa. new jersey governor chris christie said that she should be held in isolation. she fought that order and was eventually allowed to go home to maine. then she fought maine's state quarantine there and won. her 21-day monitoring period ends tonight, just before midnight. hickox says she will keep speaking out on behalf of public health workers and that she's not opposed to returning to west africa. we have new information now about that deadly plane crash in the bahamas. this morning officials will begin their investigation to figure out why that small plane crashed, killing all nine people

on board. myles munro, te, the leader of bahamas faith ministry, died in the crash, along with his wife. they were trying to land in freeport for a global leadership forum. happening now, president obama is at the asia-pacific cooperation summit in beijing. they landed this morning after an overnight flight from washington. during his trip, the president will also meet with china's president. this is his first stop on a nine-day, three-country tour. next, he'll head to myanmar and then australia. this morning, two americans freed after being held in captivity in north korea are settling back into life on american soil with their families. kenneth bae's family members say he is in better shape than they expected. the missionary arrived in the u.s. this morning along with matthew miller of california. both were flown into joint base lewis-mcchord in washington state. they were accompanied by the director of national intelligence, james clapper. his intervention is what led to their release. >> just want to say thank you all for supporting me and

lifting me up and not forgetting me. >> now, bae had been held for two years in a labor camp after being accused of antigovernment activities. miller, who did not speak to the media, was arrested last spring after reportedly ripping up his visa at an airport. he was charged with espionage and sentenced to hard labor. a police sergeant in new york has been suspended after video appeared to show him slapping another man. [ bleep ] >> i'm not resisting. >> you [ bleep ] want to resist? >> you heard the audio there more than saw anything. the video was taken friday night in half moon outside albany. two men say they were confronted by sergeant shawn glenz in a walmart parking lot. he began questioning them about a rifle in the back seat of their car that belonged to colin fitch, who says he tried to remain calm as glens became more and more agitated. [ bleep ] >> why? you can't do that, though. [ bleep ] >> i'm not resisting. >> you [ bleep ] want to resist? >> a spokesperson for the

saratoga county sheriff's department says the video is disturbing. glens has been suspended without pay. he says the video does not show the whole story. flight attendants at american airlines have rejected a five-year contract affecting tens of thousands of workers. this now forces the airline and its union for cabin crew workers into binding arbitration. now, that will complicate the integration of american airlines and us airways. the two merged last year to form the world's largest airline operator. well, this morning, drivers of the ride-sharing service uberx could be arrested after threats from the philadelphia parking authority. uberx launched in philadelphia late last month. now, this service allows people to use their personal cars to operate their own transportation service. the ppa has been fining uberx drivers, though, $1,000, and impounding their cars. now the drivers could actually be charged with a crime. the parking authority says the service is illegal in philadelphia. uberx says it's all about consumer choice. >> they're not licensed, they're

10 studios. clear skies over center city, and we will see a lot of sunshine today. so, the temperatures will warm up in a hurry. 60s this afternoon. but as you can see, we're a long way from it now. 34 in wilmington. northeast philadelphia's 36 degrees. wrightstown in new jersey down to 32. look at west town in chester county, 28 degrees. also below freezing in fair meadow farm and chadsport and tredyffrin's down to 36 degrees. glen more is at 27 degrees, so it's a cold start. see high clouds to the northwest? they're going to be held at bay for us. we will not see them today. we will stay dry, see lots of sunshine, and the temperatures will be mild today and again tomorrow. but later this week, cold air that's already in place in the upper tier is going to be heading into our area. look at this, snow from wisconsin through minnesota, into the dakotas and farther west. that is much colder air that's going to be moving into our area

snow to tell you about. so, for those of you in the lehigh valley, looking good. route 22 at airport road, no issues to report throughout the lehigh valley. 95 at academy road looking great. of course, we know that as things pick up, it will likely have volume and issues will pick up. drive times between woodhaven and the vine both directions, 13 minutes. so, you're good to go on 95 this morning. for new jersey drivers, this is a look at the 42 freeway in belmar right at creek road. the headlights are northbound headed to the area bridges in center city, philadelphia. this is an area of overnight construction, but it's not tying anything up. there is some construction to tell you about in gloucester township, jarvis road between prospect avenue and williamstown erial road. there is construction taking out that section of road. an alternate is berlin cross keys road. chris? something besides brew? the two coffee shops looking to update their menus. plus, detergent danger. a new warning for parents about a laundry room necessity.

4:25. two places known for coffee are planning to serve dinner as well. according to thestreet.com, starbucks and dunkin' donuts will offer dinner-friendly food items starting next year. executives told that website that they want to extend themselves beyond breakfast and the morning rush. only 40% of dunkin sales come after 11:00 a.m. happening today, new jersey governor chris christie will help dedicate a soccer field in atlantic city. that field, part of the texas avenue playground along fairmont avenue, is a result of the recovery efforts following superstorm sandy. it's backed by officials from the united arab emirates embassy

in washington, d.c. it would take place in the memorial park. also today, philadelphia comedian bill cosby's private art collection is on display at the smithsonian in washington, d.c. it's part of an exhibition which opened yesterday, featuring african american artworks, and you can get a glimpse of more than 60 rarely seen pieces from the cosby collection there at the smithsonian. a school project to help feed some of the homeless in philadelphia. 12-year-old chloe sharpe decided that her act of kindness would be feeding the less fortunate. so, she went out to her local giant store, which helped her buy sandwiches, hats and gloves. yesterday, chloe and her friends went into center city and handed those out to people in need. >> feel like most people don't understand, like, how grateful, like, some people are for just the littlest things. >> yeah. >> even, like, food and stuff. >> and the girls told us that it makes them feel really good to do something useful with their free time. good for them.
