>> good morning, bill, yeah, it's been raping for some time out here. we're at logan circle and i'll step out of the way so you can see what is going on out here. not too many cars or people out and about in center city at this hour, but we do see that rain falling. it's a little bit lighter right now, and of course, as you mentioned, those temperatures are a little bit higher this morning, so that water as it hits the ground is not freezing, at least right now. so, things are looking pretty good out here in terms of that, but it is still wet. the roads are a little slick as we were coming in, so just be careful if you are heading out on the roads. we do see that one vehicle out there just taking it slow, taking it easy, and the folks who are out here, they have the umbrellas, they've got the hooded jackets, just making sure that they are prepared for the wet weather this morning. and because there are only a few cars out here, hopefully, the traffic situation on the major roads is not too bad. we have traffic right now.

a little less than an hour ago. taking a live look outside at the cathedral basilica of saints peter and paul. we are expecting the archdiocese of philadelphia to comment on the announcement later this morning. tracy davidson is joining us live from our digital operations center with more on the official confirmation from the pontiff himself. tracy? >> a lot of people very excited. after a trip to the vatican in march, the prayers of the philadelphia delegation have been answered. plans have been in the works for this trip for months, but it just now became official. this will be the pope's first visit to the united states and he's coming to philadelphia. pope francis made the announcement in rome in opening remarks in a meeting sponsored by the congregation for the doctrine of the faith. he will talk about the world meeting of families scheduled for next september. the holy father's expected to celebrate sunday mass along the ben franklin parkway at the event next year, and more than a million people are expected. registration to attend next year's conference just opened

he is not going to be placed into a room. the other three have been discharged. the fire investigators say the flames started in the second floor middle bedroom of a boarding home on shelton avenue. several residents escaped on their own, but when police arrived, they used the vehicle's fire extinguishers to try to rescue the person who perished in the flames. coming up in the next half hour, i'm looking into the history of the four officers who tried to make that frantic rescue. i'll have that for you in 30 minutes. live in olney, jesse gary, nbc 10 news. happening today in montgomery county, the man accused of sending his romantic rival a toxic birthday card is set for trial. nicholas hellman of hatboro faces charges including attempted murder. he was arrested in march. authorities say he laced the letter with ricin and put it in the mailbox of a mandating his ex-girlfriend in warminster township. police intercepted that card after one of hellman's co-workers tipped them off.

investigators say he told them it was coated with sodium hydroxide. a bucks county teen accused of trying rape a girl at knifepoint in school is scheduled for a preliminary hearing. 15-year-old cody hendricks is charged as an adult after police say he forced the girl inside a bathroom and threatened a teacher who interrupted the attack. a 10-year-old boy is in good condition after accidentally shooting himself in the face. the officers who responded say it is a miracle that he's alive. the boy and his sister were inside a car waiting for their father to finish work in darby township late saturday night. police say the boy found his dad's revolver and accidentally shot himself in the face. we spoke to the officers who saved the boy's life. >> shut down every intersection on the way to the hospital, so, it was a clear shot from the scene right to the hospital. time was of the essence. >> he was unresponsive. he could not talk to me, so at that point, i was not looking

for a positive outcome that, fortunately, now we have. >> yeah, somehow, doctors say the bullet missed the boy's brain. officers say they want to meet the boy once he recovers. prosecutors are deciding if the father will face charges. eight minutes after 5:00 now and happening today in northampton county, we should learn the results of a grand jury investigation into a scandal involving the easton area school district. tom drago is accused of hacking into administrators' computers and keeping photos of nude women on his laptop. a grand jury was looking into allegations of tintimidation an tampering with records. they will have a meeting at 10:00 a.m. to release the grand jury's report. septa will update today its plans to bring trains to the king of prussia area. there is a project under way now that would branch off the norristown high-speed line into king of prussia and valley forge. septa wants to hear from residents tonight on possible routes for that rail service. it would bring people to the malls, casino, hotels and other

business district. >> this is a very expensive undertaking. that's why we're doing the feasibility study, to see if the service would be needed, which all signs point to with that area growing as it is, it would be. >> now, septa says this is very early in this process. the rail service won't happen for at least ten years. tonight's meeting will be held at the radisson hotel in valley forge in king of prussia from 4:00 to 8:00. today environmentalists are planning to protest the keystone xl pipeline. members of the delaware sierra club and other groups will meet outside of the senator's office in june. carper is a democrat voting in favor of the pipeline, transferring oil from canada to the gulf of mexico. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a chilly rain that's falling across the area this time. that's a live view of a damp cape may. the temperatures nicely above freezing for the delaware

valley, but we are watching some icy spots this morning. a steady rain this morning into this afternoon. it won't taper off until this evening. the only trouble spot this morning, the pocono mountains, which are starting with some freezing rain mixed with the rain. that won't last. it will warm up, even in the mountains, but things get much colder as the week goes on, and a little later this week, we will see plunging temperatures and a possibility of record cold, the coldest we've seen in close to 100 years in some spots. 32 degrees, right at the freezing mark for mt. pocono, where it's a mix of rain and freezing rain, but plain old rain for trenton and dover. dover at 43 degrees. we'll see an entire area warm up. pocono mountains, you can see some of the snow on the ground, not adding to it right now, mother nature isn't. no snow in the forecast for the pocono mountains. this rain continues through the lehigh valley. and here, farther to the north, into new york state, that's where the snow is falling this morning. it's an icy mix right now in the higher elevations of the pocono

mountains. and the future rain shows that it's going to stay with us this morning. 8:00 this morning, steady rain from philadelphia north and west. may be some breaks at times in delaware and south jersey, but you'll get some rain during the day. look how it fills in at noontime. in fact, at noontime today is when we could see some steadier rain in the area intensify just moderate rainfall, and the rain continues in this afternoon, but you can see the back edge of this storm system, which will be coming through this evening. at 3:00 today, temperatures will actually be climbing into the 50s, but don't get used to it. back in less than ten minutes with the extended future weather to show you the cold that is on the way. >> all right, bill. 11 minutes after 4:00 now. time for a check of traffic. jillian mele has a look at some wet roads, i'm sure. >> good morning, chris. people need to slow down, you need the wipers on. this is a live look in conshohocken, route 23 at fayette street. you can see the road's soaked right now, but the good news about this intersection is we're

not seeing much traffic. 76 is clear, 95 is clear, the blue route free of any accidents and the area bridges are looking good. this is the ben franklin bridge. you can see a few drivers making their way eastbound into new jersey, but it's clear in both directions as far as any delays or incidents go. our only problem is this accident on the new jersey turnpike, northbound side right as you approach route 322. the right lane is blocked in that area. that's a tractor-trailer that actually went off the road, we're told, and hit a guardrail. just use caution if you're headed that way. chris. >> thanks, jillian. a new travel restriction is in place due to ebola concerns. next, the change that is under way at u.s. airports. plus, defending our nation's secrets. what the state department is doing now to make sure hackers don't get into any more federal databases. and kids and caffeine. what doctors say energy drinks are actually doing to your children and their new recommendations.

it's 4:15, and we're getting breaking news out of rome. it is official, pope francis is coming to philadelphia for next september's world meeting of families. the holy father made it official in the past hour at a meeting in rome. this confirms what he has said in public several times, but now the word is official, he is coming to philadelphia and the city is preparing for a papal visit. we'll have more ahead this morning. and we are tracking rain. look at the mess on the nbc 10 first alert radar. the good news is right now it's not extremely heavy, but there will be pretty steady rain for your morning drive this morning. give yourself some extra time. meteorologist bill henley is back in a few minutes, and he's going to tell us about some near-record low temperatures that we can look forward to after this rain moves out of the area. president obama offered his condolences to the family of

american aid worker peter kassig, the latest hostage to be murdered by isis. the group released a video sunday showing the beheading of several men. kassig is believed to be among them. the 26-year-old was a former army ranger from indiana who served in iraq. he traveled to syria last year to volunteer as a medic and was captured by isis. he converted to islam in captivity, taking the name abdul rahmaan, and president obama released this statement, reading in part "today we offer our prayers and condolences to the parents and family of abdul-rahman kassig, also known as peter. we cannot imagine their feelings at this time. abdul-rahman was taken from us in an act of pure evil." travelers arriving in the u.s. from mali starting today will undergo the same ebola screenings as people arriving from west africa. now, that means those passengers will have their temperatures taken, answer questions about their precipitation as well as provide contact information so that they can be monitored for

21 days. now, mali is not experiencing a widespread ebola outbreak, but u.s. health officials are increasingly concerned about a new cluster of illnesses in that country. and the surgeon who contracted ebola while working in sierra leone remains in extremely critical condition at the nebraska medical center in omaha this morning. doctors say they are doing everything possible to help dr. martin salia fight that disease but call it an hour-by-hour situation. salia is the third ebola patient to be treated at that hospital in omaha. the other two recovered. in ferguson, missouri, a grand jury could decide soon if charges will be filed against that officer who shot and killed michael brown. yesterday demonstrators took the streets to mark 100 days since the unarmed teenager was shot and killed by officer darren wilson. over the weekend, the "st. louis post dispatch" obtained police records, including surveillance video showing wilson at a police station two hours after the shooting. police in new york city are looking for the person who pushed a man in front of a

subway train, killing him. witnesses told police the 61-year-old victim and his wife were waiting for a train at the station in the bronx yesterday morning. the attack appears to be random. the suspect ran from the station. security improvements to the u.s. state department's e-mail system are expected to be finished today or tomorrow. now, this comes after a hacker got into that system. a senior department official says activity of concern was detected in the department's unclassified e-mail system in late october. he says there was no compromise of any classified documents. the entire system has been shut down since friday while those security upgrades are made. right now, open enrollment is under way for the second season of the affordable care act. health and human services secretary sylvia burwell says 100,000 people submitted new applications over the weekend on healthcare.gov, and the president says the website works well now, referencing last year's technical problems. this year, more insurance companies are participating.

the online application process has been simplified. people can now window shop without having to first create an account. dozens of families will have a thanksgiving turkey this year, thank to some of atlantic county's finest. members of the atlantic county sheriff's department dropped off turkeys yesterday at st. john ame's zion church in mays landing, hamilton township. officials said about 60 families will receive turkeys, thanks to donations from the sheriff's department and other charities in atlantic county. runners pounded the pavement in pittsburgh to help the families of two pennsylvania state troopers. bryon dickson and alex douglass were honored at the officers down 5k yesterday. dickson was shot and killed outside of the blooming grove police barracks in september. douglass was wounded in the shooting. thousands of t-shirts were sold yesterday with proceeds going directly to the troopers' families. now your nbc 10 first alert weather with meteorologist bill henley. >> get ready to leave the house, time to dig around and find the umbrella or your raincoat. it's a steady rain that we're

starting out with this morning in philadelphia, and it will only be rain. but it will be intensifying around midday in the city. right now 38 degrees in reading, rain there. rain in philadelphia, just clouds, though, for cape may right now, 48 degrees. we'll see the rain arrive later this morning and into this afternoon across delaware and south jersey for those areas not getting it. in the pocono mountains, they've been making the snow at blue mountain, but this morning it's a mix of rain, very light rain and some freezing rain as well. temperatures nicely in the 40s, well above freezing for the i-95 corridor. the coolest temperatures are north and west, but it's above freezing for levittown, langhorne, middle 30s for doylestown and 37 degrees at shell font and warren. kintnersville, 36 degrees, so no sign of icing and there won't be north and west. just in the pocono mountains and farther to the north. it's a steady rain for philadelphia and dover. cape may is just out of that rainfall. we'll likely get a break at

times before the next round of rain moves in from the southwest. you can see it. what we won't get from this system is the snow. that will not make it into our area. but the cold that is producing the snow? oh, yeah, we are going to get that. future weather hour by hour shows 4:00 this afternoon we'll be in the 50s with a steady rainfall again in delaware and south jersey. it will be tapering off during the evening hours. and by late this evening, that's when we'll see the colder temperatures start to move in. 11:00 tonight, 38 degrees in allentown and pottstown, 43 in philadelphia. then tomorrow morning, watch those temperatures plunge from the 30s into the 20s. 7:00 tomorrow morning, we'll be looking at middle 20s in philadelphia! and it's going to be a windy one to make it feel even colder tomorrow. the full seven-day in the next half hour. >> all right. thank you, bill, i think, for that. very cold headed our way. let's see what's happening now on the highways. nbc 10's first alert traffic reporter jillian mele.

i'm sure the roads are wet, but hopefully there are no delays. >> no delays, but we have our second accident of the morning, and this involves an overturned tractor-trailer. we're just getting details that are still coming in. it's actually way over here, in the dark, kind of hard to see. this is the ramp 295 southbound from the penn's landing area from the market street/front street intersection, so that ramp will be blocked off again. again, a little difficult to see what's going on. we have police activity out there, but the ramp is blocked as a result of that overturned trrlt. stay on the vine street expressway to get to 95 southbound. that's a good way to get around it. we're also still following an accident on the northbound side of the new jersey turnpike, right as you approach route 322, which is exit 2. the right lane is blocked in that area. chris? well, we know secondhand smoke from cigarettes is harmful, but what about secondhand marijuana smoke? next, doctors reveal what they found. plus, surprise search. the postgame sweep the nfl and which teams were targeted.

4:25, and it is world prematurity day, a day to raise awareness about premature birth and how it can be prevented. every year, 15 million babies are born premature worldwide. now, that's the leading cause of newborn deaths. dr. jay greenspan of the hospital for children in wilmington talks with nbc 10 about risk factors for premature birth. >> prematurity has a lot of risk factors. we know some of them, and so, it's ethnicity, poverty, education, poor maternal health. but there's some unknowns as well. >> now, babies who survive an early birth can face a lifetime of health challenges, including vision and breathing problems and learning disabilities. new this morning, thousands of children have faced serious

and potentially deadly side effects from energy drinks. poison control data shows that out of more than 5,000 calls about the highly caffeinated drinks, nearly half of those involved kids under the age of 6. many of those children suffered serious cardiac symptoms or seizures. a new study reveals the dangers of secondhand smoke from marijuana. researchers did tests on lab rats and found that their blood vessel function dropped 70% when exposed to secondhand marijuana smoke. that can harden arteries and cause a heart attack. the study says states that have legalized marijuana need to update their laws to protect people from both kinds of secondhand smoke. now your nbc 10 first alert weather. >> it's a rainy start this morning. rain falling from delaware through new jersey and pennsylvania. the only problem spot's way to the north, pushing north of the pocono mountains, where it's mixing with some freezing rain this morning. right now, 40 degrees here at nbc 10 at 4:26.
