nbc 10 first alert weather breaking news. >> that breaking news is the weather. temperatures plunging as we speak. a very cold day ahead and even colder weather in store to follow today. so this morning nbc 10 is giving you a first alert on this tuesday. good morning, welcome to nbc 10 news today. i'm chris cato. following up a very rainy monday with what should be the coldest day of the season so far. let's start with bill henley and first alert forecast. bill, we are in the 30s right now, but not going to stay that way. >> no, the temperatures are dropping right now and they will continue falling until we see sunshine and then holding steady for most of the day. a cold one. add to that winds that are already gusting in our area to 35 miles per hour. you see the flags blowing at

camelback this morning. the temperatures still coming down at this hour and actually warmer now in philadelphia than it will be this afternoon. 34 degrees right now in the city. it dropped into the 20s already for pottstown and allentown. factor in the wind and feels like four degrees in the pocono mountains and 17 the wind chill at pottstown and allentown. cold across delaware and south jersey, too. we will see sunshine but gusty wind will keep temperatures on the low side. 30 at 9:00 and 31 degrees with gusty winds at lunchtime. a look at your hour by hour future weather when i come back in ten minutes. let's check in with jillian mele. good morning, jill. >> construction on 95. especially this is what we're seeing right now. 95 northbound right near the betsy ross bridge. construction on the northbound side and that goes until cottman active avenue.

we have an accident and this is a live look at the ben franklin bridge. no reports of delays on any of the local bridges. chris? new from overnight, an increase in incidents like this. hotel guests were forced out of their rooms because of a carbon monoxide leak. matt delucia is on the scene there in concord township. matt, what is going on there? >> the hotel guests that are back inside were forced out right around midnight because carbon monoxide was found inside the building here at the best western, along baltimore pike. we'll show you video of what it looked like. within the past couple hours as firefighters vented the gas, the cause was found a malfunctioning heater and the readings were high enough to keep all the guests out of the building for a few hours. this is right at concordville

inn to give you some perspective. the carbon monoxide was discovered quickly enough so no one was hospitalized. because it is very cold more and more people are running the heaters and that has been found to be the cause of many of these carbon monoxide leaks, just like the ones here, especially when it happens in your home. you may not know about it, unless you have an alarm. i sat down with fire commissioner derek sawyer from philadelphia to talk about those dangers. i'll have that coming up in the next 30 minutes. for now i'm live in concord township, delaware county, matt delucia. 7:03. the pennsylvania gaming control board will decide to award a second casino license in philadelphia and who will get it if they do award it. jesse gary is live in center city. two gaming properties in philadelphia. >> chris, that's right. although the road to reach that

point is long and littered with lots of obstacles. the same process that was used to select the casino last decade. the winning applicant will need to garner at least five votes. once that's done, an appeals process for those who have lost and there are already voices from philadelphia and beyond. coming up in the next hour, i'm digging into why some are concerned adding the casino will subtract from gaming revenues around the region. jesse gary, nbc 10 news. chris? another story we're following today, back to prison or back to priesthood. today the pennsylvania supreme court will hear arguments about monsignor william lead. his landmark conviction in 2012 was overturned last december. a move that angered and upset victims of presex abuse. nbc 10 tracy davidson is sorting it out live in our digital operation center. tracy, for lind the supreme

court hearing is had final barrier between him and freedom. >> in 2012 he became the first u.s. catholic church official to be prosecuted and convicted of covering up clergy sex abuse. here's the background. here's what happened. lind was secretary for clergy for sexual archdiocese. moved from parrish to parish. convicted of child endangerment and sentenced three to six years in prison. overturned the conviction agreeing with lind's attorney that the state's chinge endangerment statute did not apply because he was not a direct care giver to children. appealed to the supreme court. here's what he told us on nbc 10 at issue when he explained why he was appealing. >> no specific statute for catholic church official that allows priests to children.

we charged him appropriately and we in superior court said he had no duty to protect children. >> a constitutional right involved here. the right to be charged with an offense that actually you committed. what the supreme court is saying is not only did he commit to this offense, he legally could not commit to this offense. >> the argument supreme court justices will hear in harrisburg today. weeks or months before the court issues the decision. lind is not required to appear in court today. for the last 11 months he has been living under house arrest in lawn crest. the archdiocese says if his conviction remains overturned, he will be offered a job with the archdiocese. live in the digital operation center, tracy davidson, nbc 10 news. a philadelphia priest appealing his sex conviction has died. charles engelhart died at the

hospital over the weekend while being treated for heart problems. following breaking news. a row home fire. this is a fire that has threatened several nearby homes. a live look from the scene. photo journalist on the scene there showing us the activity taking place up on the second or third floor. you can see flames still inside there. that's what firefighters are working on now. this is on ridge avenue in the strawberry mansion neighborhood section of philadelphia. we're told the house where the fire started is vacant. we're also told thno one is hur. but this spread to neighboring properties and firefighters on the scene now trying to get a handle on it. we'll keep an eye on this and see what happens. stay with us as we continue to monitor this developing story. seven minutes after 4:00, happening today later in delaware county, the man accused of shooting and killing had his case worker inside his doctor's office is set to be arraigned in court. richard plot being held.

went to mercy wellness center in darby to see a psychiatrist. he got upset about signs prohibiting firearms shooting and killing his case worker and injuring the doctor who pulled out his own gun. a community thank you is planned for today for everyone who supported the pennsylvania state police after that deadly ambush in pike county. organizers want to show everyone they are pocono proud. one trooper was killed and one was wounded in the september killing. the celebration today held at pocono mountain east junior high school this morning at 11:00. new information now about a hearing in philadelphia to determine how the state should fund education. overnight, nbc 10 learned the public will be allowed to voice their concerns at this afternoon's hearing. the basic education funding commission has to come up with a new formula to fund schools in pennsylvania. one philadelphia faith-based group that was going to protest tod today's hearing hopes their message will be heard.

>> pennsylvania are underfunded. we need the state of pennsylvania to recognize that it's not funding school propertilproperty properly. so that our students all across the state, regardless of race, are having the best education possible. >> and that hearing is set for 1:00 this afternoon at city hall. now, let's take you to a developing story in jerusalem. a live look here outside a synagogue where worshippers were killed this morning in what the israeli prime minister is calling a terrorist attack. police say the worshippers were praying when two palestinian men stormed into the synagogue and at least four people were killed, six hurt. the palestinian men were killed in a shootout with police. israel's prime minister is vowing to respond harshly to that attack. now your nbc 10 first alert weather with meteorologist bill henley. it's a cold one this morning and getting colder. the temperatures are dropping and the wind is blowing and we

are seeing the temperatures go below freezing for much of the area. it's going to be a cold and windy one today with high temperatures actually this afternoon, they're going to be lower than they were during the morning hours for most of the area. right now, there's a clear view from center city from the adventure aquarium. the skies are also clear. and the temperatures are going to be blustery through the day. we're seeing wind gusts already at 35 miles an hour. could see gusts up to 40 miles an hour during the day today. sunshine will be bright and the temperatures will be climbing. we'll see afternoon temperatures only in the low 30s after dipping down into the 20s. it is going to be a blustery day today with sunshine. see bright sunshine and record cold tonight as the temperatures go even lower. we're looking at readings in the teens and low 20s for tomorrow morning. so, stand by for some very cold air. right now 26 degrees in reading.

philadelphia is 34 and 32 degrees currently in trenton and falling. you can see the camera shaking a little bit and this view looking towards south philadelphia. that is the wind that is already blowing. it is going to be intensifying as the day goes on. 34 degrees in philadelphia and blue bell at the freezing mark and falling and just below freezing for glenside and willow glove, go farther inland and eagleville hit 28 degrees and still falling and pottstown and other spots north and west where the temperatures will get even colder before we see the sun. the wind will be steady and gusty this afternoon. steady winds of 20 miles per hour. the temperatures aren't going to warmup all that much low 30s this afternoon and we'll see clear skies, but the wind will temperatures. the extended future weather to show the numbers for tomorrow morning, which you're going to see, much colder. >> i don't think we can call that a warm up.

definitely want to warm up the car before you get headed to work or school wherever you're going this morning. jillian mele has a look at the highways out there. hi, jillian. >> the second half of the construction i just showed you northbound between betsy ross bridge and cottman avenue. you can see only one lane of traffic is getting by right now with the exception, of course, of that construction vehicle that is using that lane. one lane of traffic getting by that area still not enough to cause a slow down in that area. that's what i just showed you, that construction there. construction 776 westbound and the onramp from spring garden street still closed as a result of that long-term project and dealing with an accident in plymouth township. that's kind of the overview of what we have going on across the pennsylvania majors anyway. in delaware, this is what 95 looks like at route 896. all is quiet in both directions. call to duty, the action happening in now ferguson, missouri, as a state of emergency is called there.

it's gusty and it's going to feel like it's in the teens to around 20 degrees for much of the day. dress in layers. the cold weather is a reminder that winter is coming and with that the potential for school delays and closings will cause bad weather. parents now is the time to prepare by signing up for alerts on nbc10.com. we will alert you via text or e-mail. the eastern area school board will meet today, just one day after a grand jury called on several school board members to resi resign. the grand jury was investigating this man, the school district's former i.t. director. accused of hacking into administrator's computers to pass along information to the school board. found no criminal activity among board members but did say that some members were willing to overlook violations to keep him employed. right now a state of emergency is in effect in ferguson, missouri, and the national guard has been activated. this comes as the grand jury waits for a decision in the

michael brown case. the grand jury deciding whether to charge darren wilson in the shooting of brown. the national guard would help state and local police keep the peace after a ruling is handed down. 4:17 now. later this morning, president obama will meet with his national security and public health teams to discuss the u.s. response to the ebola threat. also today two hearings are scheduled on capitol hill as lawmakers take a closer look at how to combat that virus. one house committee will listen to those on the ground in west africa and another committee will ask ebola experts about the response to the disease here at home. the pentagon has announced that ten army reserve units from across the country will be mobilized and sent to west africa. those reserve units selected based on their selective skills. part of reserve troops working to stop the spread of ebola. an autopsy not performed on the doctor who died from ebola.

doctors at nebraska medical center said his body is just too infectious. he was working as a surgeon in sierra lione. by the time he arrived in the u.s. he had no kidney function and his r respiratory system quickly failed. the house passed legislation last week to allow construction to proceed. even if the bill clears congress, though, it's still unclear if the president will sign it. meantime, protesters stood in the rain yesterday outside the wilmington office of tom carper in delaware. the pipeline project is bad for the environment and will cost too much money. he says it will create jobs and make the country less dependent on foreign oil. and later this morning, the architect in charge of the capitol dome restoration will

give us an update. repairs can now begin on the dome, which is more than 150 years old. the project will repair more than 1,000 cracks and other defects caused by rough weather and aging. now your nbc 10 first alert weather with meteorologist bill henley. >> the cold and snowy scene in the pocono mountains. making snow at camelback this morning. nice, cold weather for the next few days to allow for great snowmaking. meantime, in philadelphia skies are completely clear and the rain is out and the cold weather is moving in. it is going to be a blustery day today. temperatures are 12 degrees colder this time in the pocono mountains and down by six in philadelphia and nine degrees colder compared to yesterday morning at this time. even some inland areas are actually in the below freezing zone and in delaware county, 32 degrees and just dropped below freezing for st. davids and newtown square. even those closer in suburbs are getting cold quickly.

hour by hour shows peeking in the low 30s this afternoon and numbers dropping and heading into the 20s overnight tonight and tomorrow morning even colder near record cold temperatures for tomorrow. for today, lot of sunshine and gusty winds, winds gusting to 40 miles an hour. those westerly winds will be capping our temperatures in the 30s today. full seven-day forecast with believe it or not a temperature turn around when i come back in the next half hour. >> that is something we want to believe, thank you, bill, for that. let's get a check of the highways out there. jillian mele will let us know if everything is moving okay. jillian? for the most part things on the highway construction on 94 northbound blocking two lanes right near cottman avenue and merchant avenue and then another one we're following in plymouth meeting. but, as i mention, the magers for the most part are looking pretty quiet. this is in center city,

encourage children to read more and give them a positive view of police officers. 4:23 now. as philadelphia prepares for its historic visit from pope francis. who is footing the $45 million bill. the nonprofit organizing committee has already raised about half that total through private donors, philanthropists and not from taxpayers. the world meeting of families 2015 website promises as a donor you will play a specific role of bringing this vibrant global event to fruition. emergency crews and other services. now, septa expects to be the primary transportation for many of the visitors. officials say it will be the single biggest use of mass transit since the phillies world series parade in 2008 when many people were left stranded without a ride. septa has many months in advance to prepare and they say it will be an all hands on deck approach for the meetings week-long run

in september next year. now, while some people will make day trips, we wanted to find out if there were enough hotel rooms for millions of people. they are predicting 1 million to 2 million people coming to philadelphia for that event. center city has 11,500 hotel rooms. when you add the rooms from surrounding counties, you get 70,000 within an hour drive from the ben franklin's parkway. checking rental websites, too, as some homeowners may be renting out their homes or rooms. pope francis is expected to arrive on september 25th. besides the mass to be held on the parkway, the pontiff will attend the intercultural festival of families on the 26th. detail more plans in the spring or summer of next year. a special section dedicated to this major story on our website. you can read about the other papal viz toots the u.s. over the past 50 years.

4:25. look at this workers at an ocean county church is cleaning up a mess that a deer left behind. when church leaders saw this yesterday morning, they thought a burglar had broken in, leaving a trail of broken glass. this is at estolian evangelical church in lakewood. but then they found other evidence at the scene. fur. surveillance video found a deer was the intruder to blame. nbc 10 is trying to get a copy of that surveillance video there. a dog found starving in the backyard in a home in chester is now up for adoption. meet pearl, the female pit bull terrier weighed 20 pounds last month. at the time, she barely had enough strength to stand on her own legs. two people have been cited in that case. this is what pearl looks like now. let's see her. well, we understand she's looking a lot better now. there she is. quite a turn around. she's put on a lot of weight and now weighs 45 pounds.
