streets in caus. buildings on fire and no end in sight. this is the scene in ferguson, missouri, right now. sa seven hours after we learned that a police officer will not face charges for killing michael brown. in philadelphia protesters marched through center city trying to stop traffic on two interstates. more rallies planned for later today. then there is this, the threat of a holiday storm looming over travelers in the southeast. nbc 10 is giving you a first alert ahead of this weather. welcome to nbc 10 news on this tuesday.

i'm chris cato. let's begin with bill henley and his first alert forecast. everyone is watching this, bill. >> wonder no longer, chris. we're seeing some clouds in the area this morning. there is a chance of a shower today, but the storm we're talking about for tomorrow really won't get started until tomorrow morning. look at what has died down. the wind this morning. the strong, gusty winds of 40 miles an hour yesterday have come down and the temperatures, well, those are falling, too. for now, showers are to our south and east and there is a chance that we'll see scattered, light showers. just some rain showers during the day today. especially in delaware and south jersey. 59 right now in wilmington. 64 in northeast philadelphia at the airport. temperatures are coming down right now. this will be at 54 at 7:00 and not much warmer at 9:00 and at lunchtime scattered light temperatures at 56. go through hour-by-hour. right now let's check in with

jillian mele. >> to you at home, as well. no accidents to report on the majors. this is a live look at 95 right near girard avenue. you can see it's quiet out there in both directions. not slowing anyone down right now. heading south on 5 95 into delaware. and 141 and the two right lanes are blocked in that area and moving them up in new jersey, average speeds on the highways there. 55 is what you're seeing on 42 and new jersey turn pike. chris? protests broke out overnight around the country and violence erupted in ferguson, missouri, after a grand jury there declined not to indict the police officer who killed unarmed teen michael brown. . the video coming out of ferguson is hard to turn away from this morning. some protesters taunted police

pelting officers with bottles. you see them flip over that cruiser and another group set a police cruiser on fire. vandals broke out windows and vandalized cars and at least a few hours a dozen buildings were building. firefighters just had to let some of them burn because someone was firing shots at the firefighters. people say they heard hundreds of gunshots. officers in riot gear used tear gas to try to disperse some of the crowds. signs condemning the police. here's a live look from the air at ferguson, missouri. you can see the aftermath of the tear gas on the street. the st. louis county police chief said in his words that these protests were much worse than the worst night they saw in august. he was referring to the aftermath of michael brown's killing. the fabric of that community has, again, been torn apart. here's what else happened overnight. police in ferguson made 29 arrests during the protest. the faa is diverting some st.

louis bound flights because of reports of gunshots fire under to the sky over ferguson. and philadelphia police had to shut down parts of i-95 overnight as protesters here tried to march on to at least three onramps of i-95 and 676. we have live team coverage this morning of the grand jury's decision and the incidents that followed. tracy davidson is monitoring reaction to the decision and we begin with nbc 10 jesse gary who is following those developments live from center city philadelphia. jesse? >> yeah, chris, things are quieted down considerably here at city hall. the protesters who were here have all left and now the normal foot traffic of people heading to and home from work early this morning. the crowd of upwards of 300 people, police say, made a very determined, intense protesters. they started marching, protesting and once there a small crowd tried to enter northbound i-95. bicycle officers stopped

everyone except two people. one of whom made it on to the highway. >> one individual did kneel down in the traffic lane of 95. a female bike officer put herself at risk pulling that individual to the side of the road. >> and chief inspector sullivan said those two people arrested and the only blems on what he said was a peaceful night of protest here in the city. why some of those dissatisfied with the decision in ferguson took to the streets here in philadelphia. we're live outside philadelphia city hall. jesse gary, nbc 10 news. and protests took place in cities across the country. in oakland, california, hundreds of demonstrators converged on a major highway there snarling traffic. in the nation's capital protesters gathered outside the white house. many were college students or people with the d.c. ferguson movement and where trayvon martin was killed in 2012, there

was a silent vigil. our live team coverage continues now with tracy davidson who has details on that grand jury's decision and what went into that and more reaction to that decision. tracy? >> chris, shortly after they made the announcement that the grand jury decided not to indict darren wilson, authorities released more than 1,000 pages of documents from the grand jury proceedings, including testimony from officer wilson himself. the grand jury examined these pictures of wilson taken at a hospital following the august 9th incident. he was at the hospital for about two hours and was diagnosed with a contusion of the face, scalp and neck. wilson had testified that michael brown punched him in the face during their confrontation. wilson's attorney said the grand jury agreed that officer wilson's actions were in accordance with the law. president obummaobama reacted t decision last night. >> first and foremost, we are a nation built on the rule of law. we need to accept that this decision was the grand jury's to

make. there are americans who agree with it and there are americans who are deeply disappointed. even angry. >> president obama echoed brown's parents in calling for any protest to be peaceful. others share our pain, we ask that you channel your frustration in ways that will make a positive chafg. we need to work together to fix the system that allowed this to happen. it goes on to read, let's not just make noise, let's make a difference. now, the legal proceedings are far from over. the justice department is conducting a separate investigation into possible civil rights violations. that could result in federal charges. also the brown family could file a wrongful death lawsuit against wilson. live in the digfital operation center, tracy davidson. >> you can count on nbc 10 to follow those developments throughout the morning as people here and across the country continue to protest the grand

jury's decision in missouri. coming up in ten minutes shots fired near the building housing the media in ferguson. you'll see the dramatic moments that followed there. eight minutes after 4:00, a holiday storm is on the way that may change the plans of millions of you thanksgiving travelers this week. a nor'easter bringing rain and snow could cause havoc on the east coast from the delaware valley into new england as we look at the radar there. katy zachary is live this morning with how people are preparing for the storm. katy, this is pushing up plans for some people, right? >> it definitely is, chris. i don't know, i'm no skier but i predict this shopping center right off of westchester pike with its hardware store and then its grocery store just a stone's throw away will become very popular over the next day. we visited the true value store yesterday to see how people are preparing for this thanksgiving eve storm. people buying salt ahead of wednesday's storm, but when i

talk to others on how they're preparing, some didn't know they didn't want to think about it either with the 70 degrees we have hand warmers and everything. gloves. we're stocked up. >> it is a little contusing for some, i'll tell you, because right outside the hardware store they have a display of rakes that you would use to rake all the leaves that have just finished falling off the trees. inside they have the shovels, salt, hand warmers. so, people are really caught off guard, especially with thanksgiving just 24 hours away. chris? >> trading the rakes for shovels. if you're flying out this thanksgiving, look at thifs, you may be able to move your flight to beat the weather.

american airlines and usairways will let you change your ticket for free if you're scheduled to fly in and out of philadelphia tomorrow. you could travel today or thanksgiving day instead. those are your two options and that offer applies to 20 other cities, as well. now, delta has announced a similar offer for people flying out tomorrow. here's the important difference, though, you can only change your flight to thursday or friday. and one other airline note here, jetblue will also let you change your ticket for no charge if you're flying out tomorrow. so, everyone is watching the timing of this storm's arrival wondering exactly when it will hit first. meteorologist bill henley is back with us. which area of this region will see the precipitation first on thursday? >> south delaware will see the first rain in the area and this morning we're not seeing that. clouds overhead and a very warm start and scattered showers are a possibility today. but they will be rain showers most likely across delaware and south jersey north and west and more likely to see breaks of sunshine. for tomorrow, though, we are

tracking rain and then snow. we started talking about this storm system last week and the timing really hasn't changed. rain in the morning, snow developing later in the day. 51 degrees in mount pocono and right now 62 degrees. where is the snow? trenton 62 degrees and 62 degrees in dover. nice, warm morning and a clear view across the delaware looking at center city from the adventure aquarium. clear across the delaware and overhead there are some clouds and those clouds are producing rain showers just off shore. they started to move into southern delaware. starting off shore for most of the morning and there could be scattered light showers developing during the late morning hours and you can see it with the future rain clouds and 10:00 this morning and 11:00 into the noontime hours and rain showers will push off shore this afternoon. only rain today as the temperatures are going to stay mild. we'll see clouds, some sunshine, especially north and west. that's where you're going to see the sunshine today with rain showers in delaware and south

jersey and then into the i-95 corridor. tomorrow, though, it's a very different story. it is a first alert day. we are looking for the rain to move in in the morning and then temperatures falling during the day are going to allow the snow to development later on. and it's going to be heavier north and west. 12 minutes after 4:00 with rain moving in tomorrow morning, we know tomorrow morning could be pretty bumpy on the roads. we'll see how things are shaping up this morning. dry out there. jillian mele is in. maybe we should have given you the day off today to prepare for tomorrow. >> don't even say that. following construction out there. this is a live look. 202 northbound right near route 422. one lane of traffic gets by and still too early to see any delays as a result of that construction but i'll lel you know if it causes a slow down there. boulevard is looking good. southbound side as drivers make their way down to 76. 76 is clear of any accidents right now. area bridges are looking good for the most part but

we are tracking a storm system that is going to affect holiday travel tomorrow. you can see rain showers just off shore the jersey coastline and the delaware beaches that extend into the carolinas in the deep south. that's the storm system that is going to come together first as

rain and then as snow for much of our area. and bill, of course, all eyes on that radar and all weather reports especially at penndot traffic management service. it's ready for whatever comes our way. workers have equipped their trucks with the latest snow fighting tools and penndot got a ten wheeler that can spread more salt than any other truck put on the road. 16 minutes after 4:00, we continue to follow the protest overnight in ferguson, missouri, and across the country after a grand jury announced it would not indict white police officer darren wilson in the shooting of unarmed black teen michael brown. that shooting that happened back in august. flames engulfed a dozen businesses in ferguson and gunfire kept firefighters from moving in to put out those fires. police have arrested at least 29 people. listen to that.

tense moments there last night from news crews and other outlets. jay gray that covers all the national stories for us was preparing to go live when a volley of gunshots rang out about a block away. there you see him in front of the camera. the gunfire continued and got louder as the vehicle drove by. with gunmen inside firing and that's when everyone ran for cover. right there they start moving. no one was hurt thankfully for that. here's a look at the timeline of events officer darren wilson shot michael brown on august 9th. the case was referred to a grand jury. the grand jury consisted of six white men, three white women, two black women and one black man. jurors were chosen randomly. it took them three months to go over all the evidence before deciding not to invite officer wilson. happening today, lawyers for former new england patriot aaron hernandez are back in court, this time for the murders of two boston men.

hernandez's lawyers plan to discuss evidence sharing at today's hearing. hernandez shot and killed two men after one spilled on a drink on him in a nightclub in 2012. charged with the 2012 murder of a semipro football player. the search is now under way for the united states next secretary of defense. yesterday president obama announced that chuck hagel is stepping down. secretary hagel is a republican in a democratic administration. senior defense officials say hagel was forced to resign because the white house has lost confidence in his ability to lead the department of defense. hagel will remain on the job until a replacement is named. philadelphia is among the three finalists in the running to host the democratic national convention in 2016. philadelphia is up against brooklyn and columbus, ohio. the democratic national committee narrowed that list down yesterday. the dnc is considering the weeks of july 18th, july 25th and august 22nd for the convention. the committee will announce a final city and date early next year.

we already know we're getting a visit from pope francis. philadelphia's archbishop is back from rome this morning and he's talking about the pope's trip to this area. >> i'm kind of excited and scared at the same time. big responsibility. >> archbishop told nbc 10 that two million people are expected to be here to see the pope in september 2015. the vatican announced last week that pope francis will travel here in september 2015 for the world meeting of families. the archbishop says the pope's advance team is expected it be in town in february. now your nbc 10 first alert weather with meteorologist bill henley. >> it feels like september out there this morning. the temperatures are in the 50s and 60s right now. we do have some clouds overhead, but nothing right now is falling from those clouds. it's just the semptures that are coming down. 61 degrees right now in philadelphia. a little bit of a breeze, much less windy than yesterday. winds out of the south,

southwest at 8 miles an hour. we will see clouds over the city. there is a chance of a mid-day shower and that threat will be across delaware and south jersey, too. north and west, though, you're more likely to see sunshine and 58 in potstown and 64 in northeast philadelphia at the airport. look at the 60s in chester county. meadow farm is at 60 degrees, chester springs, phoenixville in the low 60s this morning. a very unusually mild start. clouds overhead isn't helping to hold the temperatures up this morning. this is the cloud cover that is to come together with for a chance of showers today but also the storm system that will produce snow for our area tomorrow. the heavier rain is to the south and it's going to be moving in at the same time colder air arrives tomorrow. so, we'll start with a chilly rain and then later on it's going to be snow, especially north and west. but for today, some of these showers will be pushing inland at times. sussex county is seeing a few raindrops this morning. hour by hour weather for this

evening. temperatures in the 50s, not bad with clouds overhead and we will stay mild even into the late evening hours. 40s north and west and 50 degrees in center city. overnight tonight we'll be watching for the rain. in fact, this time tomorrow morning just after 4:00, you can see the raindrops portions of delaware and south jersey. those will quickly move inland and the rain arriving by 7:00 in the morning along the i-95 corridor. by that hour only rain but as the day goes on, temperatures will be cooling north and west and now we're looking at rain in delaware and south jersey and that is a steady snowfall that has fallen north and west. once it changes over to snow, those areas getting the snowfall, i expect it to stay as snow. now 36 degrees and snow and that's not too bad. not a lot of accumulation at noontime, but as the day goes on, those temperatures will be falling leading to a chance that we'll see significant snowfall north and west, especially in the city. so, we'll be watching the radar
