the first alert radar tracking wintry changes that will bring us a messy, cold day. in the last hour, our sky camera captured a mix of snow and rain falling in center city, philadelphia. good morning, this is nbc 10 news today. i'm tracy davidson. let's find out more about the wintry mix with michelle. >> the story throughout the day. looks like we'll get a break. a dry morning before that building back in. let's look outdoors. rain in some spots and rain and sleet and snow mixing in. live look outside.

cape may camera and you can see the wet roadways. right now, it is a cold morning and 20 degrees colder in some spots compared to yesterday. 25 right now in mt. pocono and 39 in philadelphia and 38 degrees in millville and 39 in atlantic city. here is a look at radar. you can see a wet tuesday. rain south of philadelphia and wintry mix and looking at wet stuff and still slowing up as we start our day off and we'll see that later on for the evening commute, as well. for today by 8:00, 35. by 10:00, a cold 36 and by noon 37 degrees. so, bunding le up today. for that we go to katy zachary. >> hi, michelle. good morning. we'll start things off by looking at 76 and not seeing any rain on the roadways and a few cars out there typical for this time of morning. there is some construction to tell you about. so, if you're trying to get on to 76 westbound from spring garden, that ramp on to 76

westbound is closed because of construction over the last month or so. and that is expected to lift over the next few days. but right now it is still closed and also some construction up in ewing and hopeual township, new jersey. northbound and southbound between scotch road and route 529. there is construction expected to lift. looking at the 42 freeway, a very busy roadway, but right not. no issues to report in nothing new jersey. new from overnight, a woman is in the hospital after a fire spread to her home. it started in a vacant house on north 24th street around 1:30 this morning and then spread next door. the neighbor was taken to the hospital for smoke inhalation and heart problems. investigators are looking into a cause. also new from overnight, philadelphia police search for a 15-year-old boy they say attacked his uncle. matt delucia is live at the

hospital where the uncle was tak taken. matt, what do we know about this. >> this man is in extremely critical condition and they're not sure he'll survive. just after 9:30 olast night an argument inside this home on the 500 block when officers got there they found the man on the living room floor unconscious and bleeding from the head. the man's 15-year-old nephew punched him during that argument and now they are trying to find that boy. >> you know who he is, so, police in the second district are checking the areas known where he freak wnquenfrequents. only a matter of time before he's taken into custody. >> reporter: again, the 58-year-old victim is extremely critical and unknown if he will survive, according to police. family members were in the home at the time. a witness was interviewed by deted

detectives and police found something else at the scene. i'm matt delucia. 4:03. a man is in critical condition after he was shot at point blank range just after 11:00 in philadelphia's strawberry mansion section. the victim was shot in the stomach, ran a block and then collapsed. investigators hope surveillance cameras at nearby businesses recorded the shooting. and the search is on for a hit and run driver just before 9:00 last night. police say a volvo station wagon hit a man who was crossing south 59th street in philadelphia. the driver kept going and the victim is in critical condition. we have new information from overnight about a missing boy in camden that we brought you as breaking news at 11:00. 10-year-old williams was found safe at a relative's home in camden. he was missing for about eight hours. still no leads going in day search for westchester university student after a night out with friends in antioch. the last time shane montgomery

was scene was early thursday morning. family and friends reposted fliers and investigators looked through surveillance video and reinterviewed potential witnesses. shane was not drunk when he left. he was polite and respectful. >> i have not seen my son or heard from my son in five days. this is killing me. this is horrible. this is horrible. it's horrible. >> the reward for information has grown to $25,000. meantime, westchester university eis planning a vigil on campus for shane tomorrow. bill cosby resigned from temple university board of trusties as more than a dozen women have come forward. he was an alum and possibly the school's most famous cheerleader. the president of temple's board called cosby's decision to step down a noble one. the board had no official plans to remove cosby but they had

been informally handling the fire storm when cosby made the call to step away. >> i wish temple would have had a better reaction as an institution to separate themselves from the allegations that are coming across. obviously, i don't think, you know, you could have a fully formed opinion until the whole story comes out. i think temple should have had a better response and communicated that to students and to the general public. >> in a statement released cosby did not mention the allegations specifically. i was always proud of my association with temple university and have always wanted to do what is in the best interest of the universesty and its students. new jersey child welfare workers will report to work today. they called off a boycott over safety concerns. the workers' union was pushing for more security at offices around the state after a case worker was stabbed two weeks

ago. late last night the union said things were worked out and members will be on the job today. governor chris christie criticized the possible protest saying children and families would be hurt. new this morning, penn state trustees will get access to documents used to create that then controversial report about the jerry sandusky child sex abuse scandal. the report found that school administrators failed to act on complaints against the former football coach. the ncaa imposed tough sanctions against the penn state football program because of the report. the trusties will have to sign a confidentiality agreement to review the documents. now from our delaware bureau, it's about to get cheaper to buy plastic and glass drink bougttles because a 4 cen tax expired yesterday. part of a recycling law. in atlantic casino crisis the taj mu haul is moving

forward with its plans to shut down in the next two weeks. the casino parent company, trump entertainment, stopped issuing credit to gamblers yesterday. the taj mahal plans to shut down completely on december 12th. when that happens, 3,000 people will lose their job. happening today, philadelphia will join forces with a nonprofit organization to help small businesses. a new initiative that will offer loans to help or start struggling small business owners. anyone that wants to help can lend $5 or more to an optripner of their choice through kiva city philadelphia. camden will take the next steps to clean up its neighborhood. consider a demolition contract to take down dozens of abandoned homes. more than 1 ,600 abandoned properties in camden. almost half of them met demolition criteria. now your first alert

weather. >> i'm meteorologist michelle grossman. some rain and even snow mixing in in some spots and that will be the story throughout the day also with cold temperatures compared to yesterday. headlines occasional showers throughout the day and i think we'll get a break in the morning for your morning commute and see them building back in. snow and sleet mixing in and otherwise we're looking at a cloudy day and looking at much colder than where we were yesterday. yesterday we topped out right around 65 degrees and it felt nice. we're not going to see that today. probably topping out around 39. see the clouds in place, a gray day and a dreary day with that wet weather in place. the rain for philadelphia, wintry mix to the north and west. right now 39 in philadelphia, winds out of the north, northeast at 14 miles per hour and those winds will make it feel even colder than that. 39 as we head throughout the afternoon. temperatures roeth now in the 30s. 35 in allentown and 25 in mount

pocono and temperatures also in the 30s to the south and east and 39 in atlantic city and 38 degrees in millville. bundle up if you're heading out today and bring the umbrella and these temperatures much colder than this time yesterday. 22 degrees colder in mount pocono and 14 degrees colder in philadelphia and you'll certainly feel the difference. a wet tuesday. that's our headline today. snow to the north and west mixing in with the rain. rain it the south and east and looking at spots with heavier rain. north and west and see rain on that radar. not expecting accumulation, but, still, slow you down on the roadways and here's the heavier rain as we look to the south and east and you see the darker shading, the yellow, the oranges and that will mix in throughout the day, as well. for today, plan on a wet day, plan on clouds in place and plan on wintry mix to the north and west. notice this by the afternoon. there's that break in the morning and builds in the afternoon. by 1:00 we're seeing the break. we'll talk more about this and also look at your seven-day that

and then the wet weather builds this afternoon. we'll get an update coming up. after all the spending, there is a big push to give back this holiday season called giving tuesday. nbc 10 jesse gary is live in melbourne where several stores are donating a portion of today's sales to charity. tell us about a portion of giving tuesday. >> nine businesses from a boutique to a gallery, the dental association to a rug designer. they're all in. and so is the business right behind me. a restaurant. you can see the placard right on their front door. additionally, people across the region are posting selfies like the ones you see here, showing how they're choosing to give. many are donating their time to their favorite charity. businesses, tracy said, donating part of their profits for the day all to help make a difference. carl is with a philadelphia-based mental health advocacy group. >> we kind of took that idea a step further and we thought that not just thinking about what

organizations you're giving back to, but what in general, how do you give back to the people that are closest to you. >> and coming up in the next hour, we're going to explore why the simple concept for some people is so difficult to implement. we're live out in malburn chester county, jesse gary, nbc 10 news. meantime the philadelphia orchestra is doing its part to giving back. the hour-long performance will include holiday favorite, including nutcracker. concert goers are asking to bring an item to contribute to cradle to crayons which will receive donations from a month-long drive. it's 4:16. president obama is calling on congress to approve emergency funding to help fight ebola. meantime the president visits the national institutes of health in maryland today. he will meet with the u.s. medical team working on a promising ebola vaccine in phase one of the clinical trial at nih, the vaccine appeared to be

both safe and effective. happening today, minnesota vikings runningback adrian peterson will try to get back on the field. he has a hearing with the nfl over his punishment involving his child abuse case. he was suspended without pay after he was arrested for using a tree branch to discipline his son. he pleaded no contest in the case. the accused boston marathon bomber is asking for change of venue. they received the trial be moved outside massachusetts. this is the second request since september. the first one was rejected. two college students from south jersey are charged with sexually assaulting a female student at william paterson university. they are just two of the five students accused of committing the assault inside an on-campus dorm last tuesday. the school's president released

a statement saying the suspects have been banned from campus and that she had deep concern for the victim. in philadelphia, the high school community comes together to look for solutions after incidents like this one. the cell phone video shows a substitute teacher unconscious in the hallway after being attacked by a student last month. that attack and two others at the school prompted a gathering last night. city councilman met with teachers, parents and students. the group talked about making positive and lasting changes at the school. check out these flames. an nbc 10 viewer in newark sent us this video. first a car slams into a gas main and then four townhomes quickly go up in flames on lower valley lane around 1:00 yesterday afternoon. emergency crews rushed one person to the hospital and then our cameras captured this. the moment when firefighters helped a dog at the scene. crews gave the animal oxygen. police gave the driver of the car a ticket for distracted

driving. new jersey state senators want to expand early voting opportunities, even though governor chris christie previousprevious ly vetoed a similar measure. the state senate passed a measure yesterday. allow each county to have several polling places open for 15 dis before elections, including weekends. right now voters can cast ballots by mail or in person at county clerks offices for up to 45 days before elections. the state assembly has not considered the change. when it comes to the lottery, new jersey is not hitting the jackpot. new numbers show lottery revenue was down more than 9% for the first quarter of the year. the state was predicting an increase of more than 7%. that revenue is supposed to help fund education in the state. critics say something is wrong with the revenue stream and they're demanding more information from governor christie. now, your nbc 10 first alert weather. and a good tuesday morning. we are waking up to some wet weather across the area and

we'll see that wet weather staying with us throughout the day. looks like we got a little break in the morning, the commuting hours and we'll see it build back in. we are looking at a cloudy day and a big-time dropoff in terms of temperatures. yesterday we reached a high of 65 degrees. today we're just going to be around 39 degrees and feeling colding ther than that. this is what we're looking at this morning. so, 39 right now in philadelphia, winds out of the north, northeast at 14 mriles pr hour. 14 degrees colder than this time yesterday and we'll feel that this afternoon, as well. temperatures main ll lly in the across the area. 34 in westchester and below freezing in mt. pocono and to the south and east, we're mainly looking at the upper 30s. 38 degrees in millville and 39 in atlantic city and we're looking at 39 in philadelphia. so, a cold day today. a wet day at times. we're looking at a wet tuesday.

you can see north and west and a little wet snow mixing in. we have rain down to the south and east of philadelphia. this will be the set up later on this afternoon, as well. you see that snow reaching to the north and west. so, zooming in here. there is that line, that snow line back through chester county and then as you go south of i-95, we're looking at heavy rain in some spots in camden county and keep that in mind as you head out this morning. we may see ponding on the roadways. future weather as we go throughout time here. looks to get a little break for your morning commute. late morning through the afternoon hours, we'll see it ramping back aup, once again. this is 1:00 and wintry mix to the north and west and lehigh valley and poconos and extreme northern montgomery county that is about it. to the south we're looking at rain and everyone will see rain as we go throughout the evening hours. into tomorrow morning, finally clear out on wednesday and get your seven-day in just a few minutes. >> thanks, michelle. 4:21 right now.

if you're heading out the door early. some roads wet, some roads dry and mostly a smooth drive to work if there are no problems. katy zachary will tell us that. >> it sounds like we might miss the bulk of the winter weather that is coming in, but we are seeing some wet roads in delaware. starting things off, a live look at route 1. right at route 40 in delaware. no accidents on delaware road as a result of the welt rot roadwa. but some construction for delaware drivers. be aware if you're traveling on 295 northbound. the off ramp that is closed until further notice. moving up into center city philadelphia, no wet roadways throughout that area. route 1 right near the 76 interchange looks great as well as route 202 at 76, no issues to report there. when i see you in a bit, roads around the shore which are seeing some wet roadways right now. >> all right, katy, thanks. offering free ez pass transponders this holiday season.

the company graco is under investigation for its handling of the largest child seat recall in u.s. history. the national highway traffic administration is investigating whether graco took too long to report a safety defect in its

child car seats. this year the company recalled more than 6 million car seats because of faulty buckles. federal law requires the manufacturer to report safety defects within five days of becoming aware of it. if the investigation finds graco failed it comply, it could face $35 million in fines. new information on the deadly costs of general motors defective ignition switches. now we learned that at least 36 people have died, that's a new number and 44 have been serio seriously injured involving cars with these switches. hired by the automaker to compensate the victims revealed the new totals yesterday. he said he received 229 death claims and nearly 2,000 injury claims since august. gm new about the faulty ignition switches in some of its vehicles for more than a decade, but didn't recall them until february. well, there was one industry that did get a boost this black friday. gun retailers. according to the fbi, the
