we're on the scene of this breaking news this morning, fire tearing through a local apartment building. crews are still on the scene now trying to get it under control. we will take you there live. also new from overnight, a killer on the loose after a man is shot to death inside his car. and this will affect a lot of you this week. we are tracking a nor'easter that could bring some heavy rain, possible coastal flooding, and for some of you, even some snow. could be a very messy tuesday into wednesday. good morning. this is monday morning, and this is "nbc 10 news today." i'm chris cato. and let's begin with meteorologist bill henley and his first alert forecast. bill, all is dry out there right now, right? >> yeah, and you're right, tuesday will be a mess, but today, monday will be dry for most of the area. though clouds are starting to move in, and that is our cold

wind blowing this morning. that's a live view from center city. 28 degrees and falling at this hour. but moving into the area, clouds. there are some breaks in the clouds right now. we'll see some sunshine before the clouds take over and before we get the rain, which will be moving in tonight. moving out the door right now, 28 degrees in philadelphia. look at wilmington at 30 and 25 in trenton. and the wind is blowing, so temperatures feel even colder. feels like it's in the teens for pottstown, trenton, philadelphia, while it's 12 in allentown and 20s at the shore. cold start this morning and a blustery day ahead. sunshine will break through the clouds to begin with. that will start the warm-up process. by 9:00, 32 degrees. then noontime, we'll be above freezing but mostly cloudy skies and the clouds increasing. a look at when you could expect to see some rain moving into the area. we'll go hour by hour with the future weather when i come back in less than ten minutes. right now, first alert traffic reporter christine maddela.

good morning, christine. >> good morning, happy monday to you, bill. we have a problem already, although it's early. in clementon, white horse pike and higgins avenue. we have an accident that hit a pole, so there's a downed pole and downed wires in that area. you'll want to take egg harbor road around that because that intersection is closed right now. moving over into pennsylvania, looks like there's a little bit of slowdown here at the conshohocken curve heading eastbound on 76, but overall, really slow right now. things moving along quite nicely. this is a live look near city avenue here on the schuylkill expressway. this will jam up later this morning, but right now, all in the clear. all our bridges are also clear. taking a live look out here at the ben franklin bridge. and in that long-term construction project on interstate 95, this is the southbound side at cottman avenue. you can see not a lot of cars on the road right now, so no major delays. chris? >> all right, at two minutes after 4:00, let's get back to that breaking news out of the frankford neighborhood of philadelphia, where crews are battling an apartment fire that's been burning for hours.

nbc 10's jesse gary is live for us on scene. jesse, are firefighters starting to have an upper hand on this fire yet? >> reporter: well, chris, they are to a certain degree. they've been able to prevent the flames from spreading, but you can see there's still burning on the roof, the top right corner and the top, back left corner, where the flames are heaviest. they have been able to get an upper hand, but they have not tapped out this blaze just yet. i just talked to the deputy fire commissioner on scene, who says there's been a partial roof collapse of this three-story, abandoned apartment building. the falling roof material is blocking water from getting to some of the portions that are still on fire, and that's led to the continued burning of flames. now, several residents from the house next door have been evacuated as a precaution. they have been sheltered in a septa bus, and many of them are going to go to relatives' houses until they are allowed back inside. one firefighter suffered a minor injury, was taken to the hospital. we don't have a condition update on him yet.

coming up in the next 30 minutes, i talked to one neighbor who was here shortly after the flames started. he said this is not the first time that firefighters have been at this abandoned building for a fire, and the fire department confirms that. i'll tell you more coming up in 30 minutes. live in frankford, jesse gary, nbc 10 news. firefighters have been busy all night. a fire in philadelphia's kensington neighborhood injured one person. that broke out on the 3400 block of kensington avenue around 9:40 last night. it took firefighters about ten minutes to get things under control there. a victim was taken to temple hospital with minor burns. no word yet on what caused the fire. and in germantown, police are trying to find the gunman who shot and killed a man inside his car on east hortter street late last night. police tell us someone shot the man several times through an open driver's side window while the car was parked. no motive or arrests at this time. police are still looking for leads in the murder of a security guard whose body was found in southwest philadelphia yesterday. the 67-year-old man's body was

found tied up inside a van at the locker room storage incorporated on 62nd street. police say the man had facial injuries. they have not released his name or a possible motive for his murder. demonstrations over police killings turned violent for a second night in a row in california. protesters in berkeley attacked police, attacked each other and shut down a freeway. some tried to light a highway patrol vehicle on fire and threw rocks, bottles and an explosive device at officers. officers responded with tear gas. on saturday night, three officers were hurt and six people arrested when a protest turned unruly. an exception to the largely peaceful demonstrations that continued throughout the country over the weekend, including the one that took place outside lincoln financial field after last night's eagles game. >> hands up! don't shoot! >> in spite of a few scuffles between fans and protesters, the event was largely peaceful. police closed the intersection at broad and patterson for about

two hours. more than 200 protesters laid down in the street for 4 1/2 minutes in solidarity with the families of michael brown and eric garner, the two unarmed black men who were killed by police in missouri and new york. >> this is the first one i've been to and i thought it was an important one because it was during a big event where a lot of people who may be ignorant to our cause are here. >> philadelphia police deployed dozens of officers, including some on horses. no one was arrested. at least not at event. philadelphia police are investigating a threat against those protesters posted on social media. nbc 10 has confirmed with two police sources that law enforcement is investigating a woman's threat to shoot the protesters if her child could not get to the eagles game. and fans at the linc were also confronted with another issue that has dominated local head lines for the past couple weeks, the search for missing college student shane montgomery. volunteers passed out leaflets with shane's picture and ysion on it, hoping someone will come forward with new tips.

the west chester university student vanished the night before thanksgiving after a night out in manayunk. family and friends are not giving up hope. >> the response has been absolutely overwhelming. we need to keep it out there. we need to find our shane. >> now, the reward for information in shane's case is now at $50,000, and another fund-raiser is planned for today. seven minutes after 4:00 now. happening today, the public will get its first look at the full legislative report into the jersey jam bridge scandal. nbc 10's rosemary connors is live for us in the digital operations center. rosemary, on friday, we learned that this investigation does nothing to disprove what governor chris christie has said all along, that he had nothing to do with those lane closures. >> that's right, and as you know, chris, he had his own team do an investigation, and that's what they found. somebody leaked the findings of

the 136-page report, as you mentioned, to the media at the end of last week, and the report found no conclusive evidence linking governor chris christie with the lane closures on the gw bridge in september of last year. instead, the report blames some of his former top aides for the closures, which caused the traffic jams in ft. lee, new jersey. the report does not answer, though, important questions like motive. many, of course, have argued that it was political payback against ft. lee's mayor because he did not endorse christie's re-election bid. now, a joint legislative panel, including top democrats who led this report, they're the ones behind this investigation. we're going to continue to follow this story. as soon as that full report is released today, we will share the findings with you, so stick with us. reporting live in the digital operations center, rosemary connors, nbc 10 news. also today, the northampton county district attorney is ramping up the investigation into the case of a man who died after a police chase and shooting. the d.a. will meet with state

police and the coroner's office over the death of richard sherman. in october, sherman led officers on a chase that ended with a crash in easton. officers opened fire during that incident. at this point, it's still not clear exactly how sherman died. now your nbc 10 first alert weather with meteorologist bill henley. >> a cold start this morning. temperatures running 15 degrees colder than yesterday, and they're still falling. 20s right now, and with the wind blowing, it feels like it's in the teens. but the temperatures will be rising during the day, and we'll be well above freezing as rain moves into the area. expect that rain tonight. but there could be a few sprinkles in areas south and east during the day today, sprinkles, not the heavy rain that we're looking at tomorrow with the coming nor'easter that may also bring us some snow showers, especially north and west, that come wednesday and into thursday. it is a storm system that is going to be staying with us for days, lingering just offshore. right now, 24 degrees. we're watching temperatures fall.

20s in the allentown area, northeast philadelphia is 27 degrees, and the clouds have already started to increase in atlantic city. that could lead to a sprinkle during the day today, but it's also keeping temperatures a little bit warmer this morning at 32 degrees. meantime, in the pocono mountains, the view from blue mountain, they're making some snow this morning. the snow-making equipment is going to be going through the morning. this afternoon the temperatures will be peaking near freezing in the pocono mountains. so, great snow-making conditions. sunshine. we'll see some to begin with. we won't see any activity to begin with on the radar screen. looking to the south, you can see some showers off the carolina coast. that's the first indication of change coming our way. you can see the clouds that are increasing this morning areas north and west. it's the cloudiness offshore that's moving inland that's going to provide us with a chance of some scattered showers at the shore. this is not the big nor'easter that's coming. this is going to be a few sprinkles at the shore that will likely not reach very far inland and most of them will probably evaporate before they get to the

ground. but notice the clouds. by 4:00 this afternoon, the clouds take over completely and we'll have clouds into tonight and then the rain will be heading our way later tonight and tomorrow. so, during the day today, clouds increasing, temperatures after a cold start this morning will be above freezing into the upper 30s to near 40 degrees this afternoon. when i come back in less than ten minutes, a look at the extended future weather with a better look at the timing of the nor'easter coming into play. >> 11 minutes after 4:00. there's no rain on the roads to dodge this morning, but some of you may encounter the activity surrounding that breaking news we were talking about earlier. nbc 10 first alert traffic reporter christine maddela has that. >> that's in the frankford section of philadelphia. there are several fire crews on scene. our own nbc 10's jesse gary is out there as well. we also have a car fire to tell you about in bristol, dorance street between wood street and pond street. be aware of that. crews are on the scene there. and clementon, white horse pike and higgins avenue, that intersection is shut down to

a good samaritan is recovering in the hospital after being hit by a car. daniel calloway was on his way to his job as a firefighter in belvedere, delaware, yesterday, when he saw an accident on i-95 in delaware county. he stopped to help the driver, and that's when he was hit by another vehicle. calloway also works for urgent ambulance. nbc 10 spoke with his boss there, who said being a good samaritan is something daniel does every day. >> that's what he does, you know. it doesn't matter who you are, you know. if you're in need of help, he's going to stop and help you. he's trained to do that. and that's in his head. that's what he loves to do. >> and we have this update for you this morning. calloway is now in critical but stable condition at crozer-chester hospital. his father told nbc 10 he is expected to make a full recovery. 4:15 now. in just a few hours, jury selection will begin in the trial of a man accused of

murdering a philadelphia police officer. rafael jones is one of two suspects in the murder of officer moses walker. he's accused of firing the shot that killed him. police say walker was walking home from work in the early hours of august 18th, 2012. he was in plain clothes when two men tried to rob him. this is surveillance video from when that happened in north philadelphia. there's officer walker there walking. the other suspect in the case, chancier mcfarland, pleaded guilty to third-degree murder in june. authorities say he will testify against jones. police in montgomery county are still looking for two vehicles believed to be involved in a deadly hit-and-run in bridgeport over the weekend. a black ford explorer like this one and a green cadillac or lincoln suv. investigators say a man named tom daley was hit and killed as he tried to cross rambo street saturday. police are questioning a person of interest. the volunteer firefighter who's charged with setting several fires in delaware county is set to go to trial today. this is 19-year-old john corcoran of glen olden.

he's accused of setting three fires over the span of a few months, one in full croft and two in darby township. in two incidents, corcoran actually arrived with fellow firefighters from the goodwill fire company to put out the flames. a 500-page senate report detailing alleged torture by the cia is expected to be made public next week. and it's causing another rift in washington. many top lawmakers say the release of this report will incite violence abroad. others say it has to be shared. the report is a summary on a secret study of cia interrogation tactics. the number of prisoners at guantanamo bay is now at its lowest point since that prison opened. that's after the u.s. government released six men and sent them to uruguay. those men have been prisoners at guantanamo for 12 years for suspected ties to al qaeda, but they were never charged. the government of uruguay agreed to take in the men as refugees. the outgoing secretary of defense, chuck hagel, is in kuwait after making a surprise

trip overseas. hagel arrived in the kuwaiti capital after visiting afghanistan on saturday. he announced that the u.s. is partially delaying its drawdown from that country and 1,000 extra troops, he says, will remain in afghanistan for the first part of next year. we're learning more now about the military raid against al qaeda that failed to rescue an american hostage. security officials in yemen say ten militants were also killed in that attack saturday. about 40 special operations forces conducted the raid in hopes of rescuing luke somers. earlier this week, al qaeda released a video threatening to kill somers in three days if the u.s. does not meet its demands. a friend of somers says he believes the american photojournalist was targeted for a reason. >> i think he was given up because he's american, not because he's journalist or photojournalist or something like this. i think he was given up because he is american.

>> now, somers was killed in the raid along with another hostage, pierre korkie, a teacher in south africa. now your nbc 10 first alert weather with meteorologist bill henley. >> we are watching the skies this morning, seeing clouds move into the area. no rain to start with and none until late tonight for most of the area. it will be completely dry, but it is cold this morning, now 28 degrees in philadelphia. look at the wind, 14-mile-an-hour wind out of the northeast has us 13 degrees colder this morning and it feels like it is 17 degrees as you're heading out the door. there's a cold view from camelback. you can see the flag's blowing in the corner of the screen. wind will make it down into our area, but it will really be increasing tomorrow when we start to see rain. the future weather, the clouds showing the clouds moving into the area. you can see some breaks in the clouds for now, but it's the next 24 hours that's really going to see change offshore. you can see the first showers to our south and east.

farther to the south, there is the low pressure center of this storm system that is going to be moving inland and leading to lots of rain into tomorrow and through the day into tomorrow night. and then as we head into wednesday, the winds will shift. we'll start to get cold air coming in and we could see some snow falling in the northern and western suburbs at 7:00 tomorrow morning. but we won't -- excuse me, wednesday morning. tomorrow morning will just be rain. today clouds increase and dry. high temperatures in the upper 30s to 40 degrees. and it will stay well above freezing during the day tomorrow when we have rain. coming up in the next half hour, the seven-day forecast. at 20 minutes after 4:00 on this lovely monday morning, at least the roads are dry at this moment. a couple of things to get you around, though, that we're keeping our eyes on, and nbc 10's first alert traffic reporter christine maddela has those eyes. christine? >> that's right, we have some fire activity going on right now. as we take a look at the -- >> all right, we're going to get back to christ glean just a

now, this is the last of five bear hunts that began in 2010. supporters say it reduces the bear population and protects the public, but critics argue that the state should be more focused on educating people about bear safety. now, both sides are pointing to the death of this young man, do darsh patel, a student who was killed by a bear hiking in new jersey, new jersey's first ever bear death. opponents of the bear hunt say the state is too focused on killing the animals and should be more worried about educating hikers, like patel, about the warning signs. happening today, public hearings will be held on 40 charter school applications in the philadelphia school district. the germantown community charter school committee is just one of those applicants presenting its case this morning. germantown high school was forced to close last year due to declining enrollment. later today, charter and public school parents will deliver a complaint to pennsylvania attorney general kathleen kane. they're calling for an investigation into charter school fraud and state regulation. they say their requests for

information have gone unanswered. today, a big crowd of people are expected at a supervisors meeting in montgomery county, a community there that's facing some money problems. people who live in franconia says they want answers about $3 million in budget deficits over the last three years. due to that shortfall, officials had to lay off six police officers and four other township employees. they also raised taxes 19%. the cape may lewes ferry will soon be more environmentally friendly. today delaware governor jack markell will announce a $975,000 grant for that vessel. the money will go towards replacing the ferry's old diesel engines with low-emitting propulsion engines. 4:25 now. and in delaware, development plans are in the works to turn a golf course into a new community of homes and retailers. the proposed cavaliers country club would be located next to the christiana mall. according to "the news journal," more than 500 homes would be built on the 145-acre golf
