first alert weather tracking this system for days and bringing rain and freezing rain to parts of the area right now. rain started coming down steadily overnight in philadelphia. this is a look at the ben franklin parkway. we can't overemif assize enough that you will encounter standing water on the roads this morning because of the volume of the rain. here's a live look down the shore in cape may. rain and wind kicking up there. we're watching for possible coastal flooding along the shore and parts of delaware. good morning this is nbc 10 news today on this tuesday. i'm chris cato.

let's begin with bill henley and for the lehigh valley, the driving could be a little tricky this morning. >> that is my greatest concern right now. temperatures hovering right around the freezing mark, with rain moving in, that could lead to icy conditions north and west and jillian mele just told me they're getting reports of that. look at the flags blowing. this is not just a rain storm, but a strong, gusty wind will be here through the morning and into this afternoon. at the shore winds gusting to 50 miles per hour and near 40 mile philadelphia. moving, strong nor'easter with us throughout the day. bringing flooding rains to the region and likely at the shore and the wintry mix that chris mentioned north and west starting things off. it is rain that has started to taper off in delaware, but streaming heavy rain in south

jersey and into the philadelphia area. but north and west, that large area of pink, that's the wintry mix of potentially freezing conditions. icy conditions are possible, not in philadelphia at 38 degrees, but look at the temperatures for quakertown. allentown right at 33 degrees and freezing in reading and below it. if you're hitting the trail this morning watch for some treacherous travel, especially areas north and west. and hiydroplaning for much of te area. 39 degrees at 9:00. temperature climbing and the threat of flooding will be the major concern for philadelphia along with gusty winds that continue at the shore. we'll take a look at the shore and the possibility of problems there when i come back in less than ten minutes. right now jillian mele has a lot to look at. good morning, yillian. >> report of icy conditions on the northeast extension right near the exit for lehigh valley,

exit 56. even the roads that branch off from the northeast extension, 22, 78 and even route 309 in that area. that is where you can expect to see potentially icy spots. slow down and take your time. this is what route 22 is looking at at airport road. not reporting any accidents on those roads. you could see those icy conditions. that is something we will continue to follow for you. a number of accidents across the area, washington lane at red rambler road and this is 95 right near the betsy ross bridge. it looks like a vehicle actually spun off and is facing the wrong way on 95. some police activity out there, but not causing a slow down. some possibly treacherous driving conditions and we want to give you a first-hand look at what the road conditions are like. katy zachary live in sky force 10. storm force 10 on the roads tracking those conditions. katy, yeah, you're not in a

helicopter, you're clearly on the highway. what are things like out there right now? >> chris, what you're seeing right now and what our viewers are seeing we're driving north and five to ten miles away from the exit for quakertown, so, as jillian and as bill mentioned, we are expecting to see some freezing conditions as we head north and west of the city. we haven't seen the rain turn over to freezing rain quite yet. i can tell you the roadways are very wet. we have been driving consistently several miles under the speed limit, which is really the safest condition for you to be driving. there is significant ponding on some of our interstates. we have primarily been on 76, 476 and now the northeast extension and then when i see you in a bit, we are hoping to get off at the quakertown exit and show you the conditions on some back roads. right now for people driving on the interstate, it is very wet. there is ponding. there is a lot of mist coming from any of the vehicles that travel in front of you.

this is a picture of marie and her two boys. a 3-year-old and a 1-month-old. gimmel is originally from brick township, new jersey. she was living in a suburb of washington, d.c. yesterday a small private jet crashed in the subdivision near an air park. parts of the plane hit three homes including her. >> you can hear it shake. >> now, all three people aboard the private jet also were killed. this morning investigators will try to figure out what caused that plane to crash. and this morning, police are looking for a man who they say tried to take off a woman's clothes in west philadelphia. it happened last night at 47th and chestnut. investigators say the woman was able to break free and get away during the attempted sexual

assault. police are looking at surveillance video now trying to get a look at the suspect. seven minutes after 4:00, happening today, christopher murray the man accused of strangling his wife at a park in northeast philadelphia and then reporting her missing will be arraigned in court this morning. murray is accused of murdering his wife. sparking fears of a predator on the loose near the park. after christopher murray failed a lie detector test, he confessed to killing her during a heated argument. now your nbc 10 first alert weather with meteorologist bill henley. >> rain is coming down, the wind is wrapping up and the worst of it, rain wise and wind wise will be right along the coast. new jersey getting pounded with heavy rainfall right now. it's a big system that is going to be with us through the day today, but will be changing as the day goes on and the icing that we're starting off with north and west will also be changing. right now, travel is going to be difficult in the lehigh valley

and berks county and upper montgomery and bucks county. the wet weather is moving in. as the day goes on, the atmosphere will be warming and change over to rain there. improving conditions there. but heavy rainfall already an inch on the ground at the shore. one to two inches of rain during the day today. add into that strong, gusty winds coming onshore and flooding appears to be most likely to reoccur at the shore today. 29 in mt. pocono clouds are waiting for the snow to fall. mainly snow event for the pocono mountains but rain and heavy rain for that at trenton and willemten, most of delaware right now is out of the woods with this system, other than the wind. the rain has really tapered off in delaware. rain clouds in philadelphia. live view looking across the delaware. there is the shore with drenching rainfall happening right now in cape may and inland into new jersey, as well. not just right along the coastline. there you can see the icing

north and west and here's thats heavy rainfall from cape may into atlantic county into burlington county this morning and this stream of rain is going to continue for several hours. it's only later this morning that we'll see parts of south jersey really start to taper off. that's heavy rainfall moving right now and seeing moderate and heavy showers in the area and into ocean county, as well. and it is moving to the north. this storm system is going to be a slow mover and take most of the day for things to start to change with a little bit of improvement this afternoon. add to that strong, gusty winds, which are already 18 to 20-mile-per-hour plus winds in south jersey and millville 26-mile-per-hour winds with higher gusts and steady at 26 miles per hour and an onshore flow is going to increase the flood threat at the shore. futurecast showing by 9:00 this morning, heavy rainfall. the i-95 corridor for trenton and philadelphia and the showers continuing at the shore, but not

as heavy as it is right now. we'll take a look at where you can expect to see the snowfall when i come back in less than ten minutes. again, some possibly treacherous driving conditions this morning. give yourself extra time before you leave for work or school this morning. at ten minutes after 4:00, let's get a check of the highways now with nbc 10 jillian mele. what have you got, jill? >> just in the last few minutes this scene changed on i-95 southbound. looked like an accident involving one vehicle facing the wrong way in this area right near the betsy ross bridge. in the last few minutes we have seen more crews come out and block all lanes. should be a temporary closure but no traffic is getting by and right down here you can see we are starting to see a bit of a delay forming on 95 southbound as a result of this accident. i'll keep you updated here. when i see you in the next few minutes, an update on that accident. an accident at lower providence. use caution if you're headed out

in that direction. once again, we cannot stress enough, icy conditions reported in much of the lehigh valley, especially along the northeast extension right near exit 56. down the shore, jesse gary has been telling me that there is a lot of ponding out there on the roads. that can also be pretty treacherous. this is the ben franklin bridge and we're not reporting any accidents on the area bridges but the bridge surfaces can be slippery. no matter where you're going, you need to take your time. chris? surrounding the developments and protests sparked by those decisions. the justice department has released the results of an autopsy on michael brown. what it found that backs up part of darren wilson's testimony. the protests are not slowing down. we'll show you what happened when demonstrators hit the streets in california overnight.

that breaking news we continue to track the slow moving nor'easter that is pushing its way through the area this morning as our meteorologist told us yesterday it would. the storm packing the policy for heavy rain, wind and coastal flooding. some of you, as you see on the peak on the radar there seeing a wintry mix right now in the lehigh valley. definitely prepare for some possibly slippery driving conditions, especially in the lehigh valley this morning. this is a live look at i-95 heading out towards the airport. 95 south. you can see the wet roadways there and we are seeing some ponding on roadways because of the rainfall. so, give yourself some extra time and slow it down on the roads this morning. jillian mele will have an update on road conditions for us in just a moment. we're also following this breaking news out of west

oaklean. here's what we found out just moments ago. two firefighters were trapped while fighting a fire at this complex here on middle town street. the fire started in the basement. both firefighters did manage to get out with just minor injuries, that's the good news here. we're working now to find out how this fire started and how those firefighters became trapped. again, two firefighters escaping serious injury after being trapped while fighting this fire. it's 4:15. a reporten the cia's interrogation techniques is due out today and the white house is warning u.s. embassies around the world to step up security in light of the release. torture on al qaeda prisoners. is being released by the senate intelligence committee. about 2,000 u.s. marines have been placed on alert in persian gulf and medterrarian so they

can respond to any threats. it supports the release of this report. last week secretary of state john kerry had asked the intelligence committee to consider the timing of its release. meantime, kerry will head to capitol hill this afternoon to testify to the senate foreign relations committee on authorizing the use of military force against isis. air strikes were not formally approved by congress. when he went in front of the committee to talk about defeating isis. new information this morning in the case of a man who died after a police chase in north hamdoon county. the district attorney said he may use a grand jury or even ask the attorney general's office to step in to complete the investigation into richard sherman's death. in october sherman led police on a chase that ended in a crash in easton. officers opened fire at some point during the incident. ex

sherman's death. and the justice department has released federal autopsy results in the ferguson shooting. the autopsy reached conclusions similar to those hired by michael brown's family. the justice department report found that brown died from multiple gunshot wounds and had severe head and chest injuries. the autopsy found a minor gunshot wound is evidence of a close range discharge of a firearm. officer darren wilson told the officer that his gun went off with a tussle through his police car moments before he fatally shot the teen. hundreds of people protesting that grand jury decision not to indilt officer wilson and a similar decision by a grand jury in new york caused traffic problems again in california overnight. this is new video we got in just about an hour ago from berkeley, california. protesters blocked traffic on both sides of interstate 80 while another group stood on

train tracks forcing an amtrak train to stop. >> i can't breathe! >> reporter: protesters called this a royal shut down at the brooklyn nets game in new york. they are protesting the recent grand jury decision. some of the protesters laid down in what they call a die-in protest blocking entrances to the arena. and local college students are also making another call for justice. this was the scene along the main line. marched toom britainbiq"q$áá protest the shootings. >> i feel hurt. and i feel as though our voices haven't been heard and, so, today, we try to take a stand

and at least let our voices be heard and really say something and say how we feel. >> the march ended with a vigil on the campus of brinmar college. now your nbc 10 first alert weather with meteorologist bill henley. >> the rain is coming down for most of the area, but areas north and west, it is colder and a wintry mix this morning. philadelphia just getting rain right now. 38 degrees in philadelphia. and that is up a degree in the last hour. we're going to see temperatures climb, even though the sun is not up and even though we're not going to get sunshine. certainly not this morning and this afternoon. the rain tapering off and clouds will hang in there and so will the wind. right now 16-mile-per-hour wind gusts to 30 miles per hour. we're watching for something other than fog and mist in the pocono mountains. this is the view right now. misty and foggy and view from blue mountain. the temperatures are certainly cold enough in the mountains for snow. 29 degrees mount pocono, but that is not as cold as it would get with some storms and

temperatures rising for allentown and pottstown. some surfaces icy for reading and lancaster. one location that is now 34 degrees. expect some icy spots to start with north and west. you and see a wintry mix there with that steady heavy rain and just rain in south jersey. a few spots in bucks county where the rain moves into the colder air and farther north and west, the wintry mix includes a bit of snow in the pocono mountains. a bit of snow. not just some light stuff during to start with this0dçmorning. but as the morning goes on, we're more likely to see snow form in the pocono mountains. 6:00 this morning and look at the rain through philadelphia and areas north and west. the temperatures climbing. allentown, reading and bucks will wind up with rain this morning. and the snow will start to diminish by 9:00. in fact, warming even in the pocono mountains, a wintry mix,

but mainly be rain around noontime today. so, conditions changing during the day. winter storm warnings in effect for the pocono mountains. this is going to be a slow movi moving storm system not only today and tonight but tomorrow. the pocono mountains and the higher elevations could see four to eight inches of snowfall by the time this nor'easter pulls away from us. for today, for philadelphia, heavy rain and gusty winds. the heaviest rain will be this morning. already tapering off in parts of delaware and expect to see that happen in philadelphia later today. we'll look at how long this nor'easter is going to stick around when i come back in less than ten minutes with the latest future weather. you heard bill say icy conditions and roads in the lehigh valley and first alert traffic reporter jillian mele keeping her eye on that and that situation on 95 and we don't know if that's weather related on 95, right sph. >> a vehicle that spun out and lost control. that one vehicle accident out there southbound right near the

betsy ross bridge and this line of traffic that is started to form and the accident over here blocking the left lane and for about ten minutes we have all lanes blocked and right now it looks like officials are starting to let some of that traffic get by and traffic is, once again, starting to move on 95 southbound but a pretty big backup in place. we'll keep you updated there. accident at5m red rambler road d icy conditions in parts of the lehigh valley. so, just slow down and take your time this morning in center city. this is the vine street expressway at 76. watch for ponding on the roads. i experienced it 76 earlier this morning and jesse gary was talking about the ponding on the roads like the atlantic city expressway and slow down and take your time out there. chris? ì& developments in an arson attack at three local churches. where police officers arrested suspects wanted in those attacks. stabilizing atlantic city casino market. lawmakers approved the new plan,

it is 4:25 on a first alert weather day. because of this system we are telling you. it is approaching the nor'easter is bringing heavy rain to parts of the area and you also see the pink area the wintry mix falling across parts of the lehigh valley that could lead to icing on roadways. watch out for that this morning and even snow moving in to parts of the area.b4 meteorologist bill henley will move back in and an update on the highways out there from jillian mele. at 4:25 from our delaware bureau this morning. two men are behind bars.

police arrested them and both are facing arson and burglary charges. last week we showed you how fire destroyed the healing hands christian church and within hours of this fire, two more nearby churches burned. no one was hurt in the fires. if you live in delaware, there is a chance you could get money back thanks to a major mortgage settlement. residents will get $1,200 each. each had mortgages served through ocwen financial or one of their subsidiaries and they lost their homes due to foreclosure. turning to the atlantic city casino crisis. lawmakers approved a new plan to stabilize or try to stabilize the city's eight remaining casi casinos. now the mayor could save the troubled taj mahal casino. the plan will allow casinos to make six yearly payments instead

of paying property taxes which could wildly fluctuate. together the casinos will pay $50 million and $120 million every year after that. that measure will go to the full senate for a vote. now your nbc 10 first alert weather. a drenching rain this morning and some of the heaviest rainfall is in the cape may area. that's a live view of beach avenue. rain is falling at a rate of two-thirds of an inch an hour. already an inch on the ground as you can see it is still coming down. right now, 37 degrees here at nbc 10, but temperatures are in the 40s at the shore. jillian mele is in the traffic center. morning, jillian. >> good morning to you,lb bill. still following an accident southbound lane restrictions and a delay and plus just getting word of flooding in millville. i'll give you those details coming up in a few minutes. a look at road conditions through the eyes of storm force 10.
