weather we had yesterday. trying to get things back more to january normal this time of year. good morning. this is nbc 10 news today on this thursday. i'm chris cato. let's begin with bill henley. a little warmer out there, right? >> yeah not as cold. temperatures 10 to 15 degrees warmer than yesterday, but it's still cold outside. clouds overhead really preventing temperatures from coming down like they did yesterday morning. and nothing's coming down over beach avenue. they got that light snowfall first thing yesterday. it's now just cloudy and dry. and yes, cold. 30 degrees in philadelphia. 27 in pottstown. upper 20s for wilmington and trenton. millville at 20 right now. we will see the clouds thin out after a cloudy start. 30 degrees at 9:00. and by lunchtime, we'll be into the middle 30s. a look at your hour-by-hour forecast when i'm back in ten. let's go to nbc 10's jillian mele with more on that crash on

i- i-95. >> this is 95 northbound shut down near exit 4 which is route 31. traffic being diverted off of 95 northbound onto route 31. so here's how you get around it. you can take route 1 as your alternate route. we have the closure on the northbound side. we continue to get more information. we do foe this accident involves a passenger vehicle as well as a tractor trailer. but as soon as we get more information, again, we will pass that along to you. in ewing township following a water main break just past olden avenue. the water main has been shut off, but we still have repair work going on. watch out for lane restrictions there. chris? happening right now, crews in northeast philadelphia are still trying to get a handle on a water main break. this was the scene from sky 4 ten hours ago last night as water was shooting about 200 feet into the air. the main ruptured around 7:00 last night. it has been spewing water ever since.

we're at about nine hours and counting now. nbc 10's katie zachary is live along grant avenue. katie, what's up with this water main break? it's still gushing, huh? >> reporter: yeah, well chris, that's what we asked the water department. take a look behind me. it's really hard to take your eyes off of this water just shooting into the air. i'm told by people standing close to it it's about 200 feet in the air. this break happened on private property. and there are philadelphia police preventing us from getting any closer. but this is what we know. according to the philadelphia water department the line is a fire service connection not a water main that's supplying customers. that's the good news. it has been shooting high into the sky because of the freezing temperatures out here, trees and branches around it are frozen. a spokesperson for the water department says they're having trouble finding the right valve to turn off the broken water main. we have no reports that it's affecting people's water pressure in the area. we are checking back with the philadelphia water department to get an update.

i can tell you in the last few hours, they have left the scene here. again, this happened on private property. and we are right now, there is a vacant lot between us and the water main where it happened. and police are in that lot preventing us from getting any closer to it. as soon as we have more information or we know when they'll be able to find the valve and turn it off, we'll bring that you information. reporting live in northeast philadelphia katie zachary, nbc 10 news. 4:04 now. breaking news in the atlantic city casino crisis. caesar caesar's entertainment has filed for bankruptcy. this happened in just the last couple of hours. their plan is for restructuring that includes getting ready of $10 billion in debt by splitting the company into two divisions. one division would own casino hotels. the others would lease them. they own four casinos in atlantic city including the showboat which is closed. police finished searching the property of the parents of kyle crosby the man accused of

killing his wife. his wife disappeared new year's avenue. he was arrested sunday night. prosecutors say even though they haven't found a body they do have enough evidence to charge him with murder. nbc 10's jesse gary is live. what did police find if anything, in the search of his parents' property? >> reporter: chris they removed bags of evidence from that property, but we don't know what was in the bags and how it may or may not impact the case. investigators searched by flashlight during the overnight hours. they focused on woods and a shed behind kyle crosby's parents' home in camden county. erica was last seen with kyle and posted a facebook picture from a cherry hill restaurant before her disappearance. kyle crosby is being held on $1.2 million bail. coming up in the next 30 minutes, what the victim's family says will help bring closure to them in this case. live in mt. laurel jesse gary nbc 10 news. 4:05 now.

new from overnight, a family escaped a house fire in camden county around midnight on marseilles place. everyone got out of this townhome safely and crews quickly put out the there. as you see there, the home is badly damaged. no word on what caused the fire. happening today, u.s. attorney general eric holder will be in philadelphia to hold a roundtable meeting on building trust between police and the community. nbc 10's tracy davidson is live in our digital operations center. tracy, why philadelphia? >> it's part of a nationwide tour in the wake of deaths across the country at the hands of police. during his visit today, holder will discuss president obama's task force on 21st century policing. that includes a federal review of the use of military style equipment by local police departments and a community police initiative to pay for up to 50,000 body one cameras for police officers. >> we in the department of justice are continuing a

dialogue to increase the understanding between police and community of each other's role function. >> holder will meet today with local officials including mayor michael nutter and police commissioner charles ramsey who you know heads up the president's community policing task force. count on nbc 10 to cover the story throughout the day. check back for details on what happened during today's meeting starting at 4:00 and any time you can check nbc 10's news app. as i said, this is a nationwide tour. the attorney general has held similar discussions in other cities across the country, and after philadelphia, he oakland, california. tracy davidson nbc 10 news. this morning delaware national guard remains on heightened alert after security scares at two local military bases. today the fbi and homeland security will join the investigation at the new castle air national guard facility. over the past few days four or five different cars have driven up the long winding road to the gate. each time the driver asks for directions and then turned

around. officials say this is unusual enough to raise some red flags. today investigators will be looking at surveillance video in hopes of learning more. meanwhile, operations will be back to normal at the base following a security scare yesterday. sky 4 10 was over that scene after someone found a suspicious package on the base that led to evacuations and one major gate on the base was shut down. officials eventually found that package is nonthreatening. >> they came in with a robot, they checked the package out. there was eight packages within one package. >> now, the package was found around 2:00 p.m. three hours later officials gave the all-clear. eight minutes after 4:00. happening today, the man accused of three rapes at a northeast philadelphia park is scheduled for a preliminary hearing. this is robert palin, he's facing charges in the assault at pennypack park in 2010 and 2011. palin is also facing attempted murder charges for beating his

victim. detectives tracked him down in a wisconsin prison where he was serving time for an attack on a woman in that state. also in court today, the man accused of pushing his estranged wife's corvette into the delaware river in northeast philadelphia. we all remember this video. john kramer's trial was expected to start today. police say kramer and his wife were going through a divorce when he rolled the car into the water last november. his wife says he was upset over a protective order she had filed against him. now your nbc 10 first alert weather with meteorologist bill henley. >> temperatures are falling right now. but they're nowhere near as cold as yesterday. but it is still cold outside. with readings below freezing for just about the entire area. dry stretch of weather that will continue through the day today and into the weekend. but it comes to an end over the weekend. tracking some rain that's going to be arriving over the weekend. it will come with some warmer temperatures, but it's going to be rain nonetheless. right now 27 degrees in reading.

that's a lot warmer than it was yesterday. it was in the teens at this time yesterday. in reading. philadelphia, cape may, clouds overhead, 30 degrees right now. making snow on blue mountain. a nice snowy scene there. temperatures climbing into the upper 20s in the mountains today. and there will be breaks of sunshine. but we're starting off with clouds unlike yesterday, the clouds across delaware and south jersey, not producing any snow. not expected to. we'll stay dry for the next few days. and we'll be watching the temperatures. they will be climbing with some breaks of sunshine 30 degrees at 10:00. we'll be in the lower 30s to middle 30s by 3:00 this afternoon. we get a little more sunshine these temperatures will go a bit higher. but then as the temperatures -- the sun sets temperatures back down just below freezing at 6:00 this evening. so kind of cold january day. but there is some warmer weather on the way. and wet weather, too. a closer look at the weekend when i come back in ten. ten minutes after 4:00. let's get back to jillian mele with more on that accident that

has shut down 95 northbound in mercer county. julia? >> in the last few minutes, i have seen the left lane of traffic as you see right here getting by. it's unclear, we're trying to figure out right now if this is still officially closed if vehicles are able to get by that scene. you can clearly see at route 31 we still have a lot of official activity. one source is saying that the right lane and center lane are blocked and the left lane is open. we're going to work this without and get back to you. in the meantime if you need to get around this accident on 95 northbound, route 1 will be your best bet. i'll get back to my computer and check up on that and i'll see you in a few minutes. a homegrown plan to attack the u.s. capitol. the purchase that got an ohio man caught by the feds. plus a prominent high school coach is charged with having sex with a student. we'll tell you about the impact his arrest is having on the school's wrestling team. and a big customer credit coming for some of you. the local utility company that is dishing back money to you.

morning we're learning more about the raefsarrest of an ohio man. detectives say christopher cornell wanted to set up an isis cell in the u.s. they also say he was never in a position to do that because he was dealing with an undercover agent the whole time. according to the fbi, police arrested cornell after he bought two automatic rifles and 600 rounds of ammunition. indianapolis colts linebacker josh mcnairy is facing rape charges. prosecutors say he attacked a woman inside his apartment in december. mcnairy turned himself in last night. his attorney said the player denies the allegations. the colts issued a statement saying they're aware of the allegations and are still gathering details. in delaware a high school

wrestling coach in kent county is charged with having sex with a student on school grounds numerous times. richard dickey howell teaches and coaches at caesar rodney high school in camden. state police accuse the 50-year-old of having sex with a 17-year-old girl at least nine times on campus and several times at home. they say their relationship started last march and ran through december. a wrestling match scheduled for last night was canceled after howell turned himself in. >> they need to you know do what they need to do to at least get him out of the school and away from you know children. >> i've never heard anything derogatory about him before. you know i would say innocent till proven guilty. >> he's well known in delaware coaching circles for winning several state wrestling championships. he faces a slew of charges including 15 counts of sex abuse of a child by a person of trust. the school district says it's cooperating fully with the investigation. a $20,000 reward is now being offered for information on the person who killed a north philadelphia woman.

the search for kim jones' killer is now in its third day. police are looking at surveillance footage looking for any signs of the suspect. now, jones was walking to her bus stop on tuesday morning at 12th & jefferson when she was shot? the back of the head by someone. police say she wasn't robbed so they are unsure of the motive. one of the u.s. marshals most wanted is now in custody. marshals arrested lee in virginia on monday. he's accused of murdering two men and dumping them in the schuylkill river. they say lee also stabbed a third man and dumped him in the river, but he managed to climb out and call for help. this morning investigators are trying to figure out what caused this school bus fire in ocean county yesterday. the bus just burst into flames on old three hold road and palms river yesterday morning. thankfully no one was hurt. this morning investigators are also trying to figure out

what caused a fire that ripped through a pennsylvania prison north of harrisburg. flames and thick smoke forced the evacuation of more than 200 inmates from the 140-year-old prison. officials are moving those inmates to other prisons now. no one was hurt. we are hearing from pennsylvania attorney general kathleen kane for the first time since a grand jury has recommended charging her. she spoke outside the farm show in harrisburg yesterday. she says she will not back down and intends to stay attorney general for the rest of her term. the philadelphia inquirer reported last week that a grand jury has found that she should be charged for leaking secret material to the "daily news." now kane is calling on the governor to appoint a special investigator into how that information was leaked. >> a real disappointment in the way that this process has worked. you know i've dedicated my life to the law. i believe in it. i worked hard to get here. and seeing the way that this process has worked is a huge

disappointment. >> kane is not charged with a crime. governor-elect tom wolf will visit the pennsylvania farm show this morning. some of the people he has chosen for state cabinet posts will be there with him. this afternoon wolf will stop by the pennsylvania emergency management headquarters for a look at the operations center. pennsylvania's republican party is lashing out against governor-elect wolf's choice. the communication director for the republican party has said quote, tom wolf promised to bring afresh perspective, but instead he's chosen to surround himself with as many former appointees of ed rendell as possible. the party cites seven new members who also served under governor rendell. nbc 10 reached out to governor-elect wolf's office. they say wolf has appointed experienced leaders from the private and public sector including the ridge and corbett administrations. governor-elect wolf will be sworn in in harrisburg on tuesday. count on nbc 10 to bring you the

inauguration festivities on air and online through the nbc 10 news app. 4:18 now. this from our trenton bureau. new jersey's senate president is calling for a massive plan to fix the state's aging bridges, roads and tunnels. senator steve sweeney appointed two advisers to craft that plan yesterday. he did not address how to pay for the plan but he said it will be done soon. >> what we talk about all the time is maintaining roads. what i want to talk about is improving transportation like we've done on the turnpike. >> governor chris christie took heat on tuesday when he failed to mention the transportation trust fund in his state of the state address. happening today, penn state trustees will start discussing a plan for the university to switch sides in a lawsuit against the ncaa. right now penn state is a codefendant in the lawsuit that was brought by a state lawmaker and the state treasurer. alumni members want the school to become a plaintiff and challenge a $60 million fine and

football station stemming from the sandusky child sex abuse scandal. now your nbc 10 first alert weather with meteorologist bill henley. >> we're watching clouds overhead but there is nothing falling from the clouds. we should see them thin out a bit, get some sunshine today. temperatures are not as cold thanks in part because of those clouds. 30 degrees right now in philadelphia. that's nine degrees warmer than it was yesterday at this time. still a little bit of a breeze but that has even come down. it's now just at six miles an hour in the city. and you can see there's not much left of the light snow that fell in cape may. cape may saw just under an inch in some areas of the county. it's a little heavier in southern delaware under two inches there, but it's all gone now. just looking at clouds that are starting to thin out a little bit to the north. so there are hopes that we'll see some sunshine today. and we're in for dry weather today and tomorrow. future cast showing nice dry

conditions for thursday and friday, too. tomorrow looks like it's going to be a little warmer in the afternoon. we could reach into the 40s. then we get a shot of some colder air for saturday. but saturday also will stay dry. it's sunday that looks like we're going to get some rain. so today, clouds and breaks of sunshine. but cold. high temperatures below the normal high temperature for this time of year, which is 40 degrees. we'll be in the middle to upper 30s this afternoon. winds not as strong as yesterday, but they will be up to 15 miles an hour at times. the full seven-day forecast. more on that. rain for sunday in the next half hour. 4:21 now. let's get a check of the situation on 95 northbound. jillian mele has been following it. are any vehicles getting by? >> i am still seeing vehicles getting by in the left lane. police still say it's completely shut at route 31 which is exit 4. in this camera you see the closure point.

that's what we are following throughout the morning. we have two lanes blocks here. and then this far left lane this is the lane i've been watching cars just drive by. so whether or not it's just a temporary reopening of the highway so that they can get some traffic by that's still undetermined. but for right now, avoid this area. that's going to be your best bet. so route 1 is going to be a good option for you. and as soon as we see any new developments in the camera and get new information from state police we will be sure to pass it along. again, route 1, that's your best bet around it. in ewing township we have a water main break that happened last night. we still have repair work going on. route 31 northbound just past olden avenue expect to see lane restrictions there. chris? researchers say an experimental drug being tested in monkeys could help stop the spread of an infection that can cause aids. according to a study published in "science translational medicine," the antiviral drug protected female monkeys from an infection that can spread hiv. researchers say if it can be proven to be safe and effective in humans the drug may become a new way to prevent aids.

things. john, your money is coming tomorrow. improving water quality in the upper delaware river. that's the idea behind a new project that will be announced later today in pocono manor monroe county. the u.s. agriculture department are backing this water conservation plan. the partnership will offer funding for both water and land protection. atlantic city electric customers will come out winners under a proposed settlement. customers will receive about $114 in credits under an agreement with the board of public utilities. that agreement would allow the merger of the utility's parent company with excelon corporation. it still has to be approved by the board of utilities and the merger requires approval from three states. well when you think of what philadelphia is best known for, cheesesteaks pretzels those things may come to mind, but it turns out philadelphia is also loved for its shopping. the magazine "conde nast traveler" asked its readers to
