just as we have had breaking news in the past 30 minutes, crews have evacuated six homes because of a gas leak in philadelphia. you can see the utility crews on the scene trying to find the source for the leak. and three men stormed a local mall steal inging from inside a jewelry store. and a change at the top. pennsylvania gets a new governor. we are live at the state capitol ahead for inauguration. and we are dry this morning but snow tomorrow. and this morning we are off to a warmer start than we have been but up don't worry, more winter

weather is on its way soon. good morning, this is "nbc 10 news today" on this tuesday. i'm chris cato. we begin with meteorologist bill henley and the first-alert forecast. we are a few degrees than yesterday. we are still in the cold zone but not as cold as yesterday. and ice is not the big problem we had yesterday morning as there was a lot of melting during the day yesterday. this morning it is dry. boathouse row and much less wind, an 8-mile-an-hour breeze at philadelphia international. much of the area seeing less winds at that. with clear skies and a few scattered clouds in some spots, temperatures are falling below freezing. pottstown is 29 degrees and 32 at international. cold but some breaks of sunshine. 34 degrees at 9:00 lunchtime in the upper 30s to climbing. we'll go through the day hour by hour with the future weather when i come back at 10:00. good morning jillian. good morning.

we have an accident that happened late last night on 295 involving a tractor-trailer right near route 168 near exit 18 and 19. just within the last 30 minutes, i watched this completely clear. 295 is looking good no issues near the new jersey turnpike. and we are yet heading into pennsylvania. heading out on 422, lines of green. things are clear and quiet. drive times are on average on 422 with the interchange of 76. we'll get to breaking news in philadelphia where several homes were evacuated less than a half hour ago because of a gas leak there. jesse gary just arrived on the scene there in south philadelphia. jesse, exactly where are you? >> reporter: we are in the 1300 block of snyder as pg&e crews are busting into the street where they believe the leak is

occurring. and right we are told that the saturation is 60% of natural gas in the air. that's floating into the apartment building and into the basement. that's why they evacuated nine people. i have one of them right here with me. chris rapper who is outside of his home tell me what happened? >> well, i was falling asleep and someone knocked on my door pretty loud. i looked outside and saw the fire trucks and thought i better answer. now i'm waiting here for them to finish. >> reporter: could you smell anything? >> yes, you could smell the gas inside and outside as well. >> reporter: how strong was the odor, how pungent? >> well, my nose is stuffed up but i could still smell it. >> reporter: okay. so they told you to go back inside when this is over or you'll be out here for a while? >> well, i don't know how long it's going to take but presumably i can head back in. >> reporter: appreciate your time. thank you very much.

right now crews are working to cut down to the source of the leak and shut it off to get residents back into their homes. we'll have a live update from the scene coming up. and isis is threatening to kill two japanese hostages if it doesn't receive $200 million by friday. here is an image from the video isis released overnight on militant websites showing two men identified as japanese citizens dressed in orange jumpsuits. we have blurred their faces here. this video is similar to the other isis video of hostages. in the past 15 minutes, the japanese called the threats unforgivable. new from overnight, a tractor-trailer carrying frozen food slipped over in gloucester county happening around 11:00 on 295. crews spent several hours trying to get the tractor-trailer

turned back over. the driver had minor injuries. no word yet on what caused it to flip over. a changing of the guard at the state capitol in harrisburg. today democrat tom wolf will be sworn in as the new governor of pennsylvania. george spencer is live in the state capitol in harrisburg where wolf's inauguration is set for noon. will the governor get straight to work or is there time for celebration today? >> reporter: chris, we counted 13 hours of main events happening here in the east wing of the capitol at noon with the wearing in ceremony. you can see the chairs as they expect a crowd for thousands for that ceremony. tom wolf will be the state's 47th governor. but before taking his own oath it's the swearing-in ceremony of mike stack at 10:00 a.m. a private event that is for the

philadelphia state senator. then outside here at noon we have learned wolf will speak about the state's $2 billion-plus budget deficit about cleaning up the harrisburg culture and about bipartisanship. the special inaugural exhibit there will open and the new governor will host a ball at the governor's mansion. one thing we can tell you about is the big inaugural ball set for 8:00 tonight at the hershey lodge in hershey, pennsylvania. it will be a night of dancing and dining. obviously big events like that do not come cheap. eight different donors including lobbyists and corporations donated $50,000 a piece. that is in addition to a number of smaller donations. we are live this morning in harrisburg george spencer, "nbc 10 news." and you can count on nbc 10 for complete coverage of today's

inauguration. george and jaqueline will bring us live reports throughout the day here on nbc 10 and watch on the "nbc 10 news" app as well. tonight for the first time president obama will deliver his state of the union address to a republican congress. he will highlight the economic recovery making home ownership more affordable and raising taxes on the wealthiest americans. a new poll finds more americans are satisfied with the economy now than at any other time in the past ten years. you can watch the state of the union live tonight at 9:00 right here on nbc 10 and on the nbc 10 app. 4:07 now. it was a scary night for shoppers at the willow grove park mall when three robbers stormed into a jewelry store armed with sledgehammers and the owner did something that the thieves and customers did not expect. police sent us these

surveillance photos overnight from precision watches inside the mall. the thieves entered the store at 7:30 and used sledgehammers to smash the cases and grab rolex watches. then the store owner fired two gunshots into the ceiling to send a panic into the mall. >> it sowned like a gunshot and i looked at another coworker and ran with the crowd out the door. >> the robbers also ran outside and jumped into a waiting minivan later found abandoned near the mall. the van may have been stolen. and one of the robbers cut himself on the broken glass of the display case which means there should be dna evidence. a shooting last night in philadelphia's strawberry mansion section left one man dead and a man and a woman in critical condition at 31st and montgomery last night. somebody fired at least 18 shots at those people. they are still looking for the

shooter and have no motive at this time. a woman accused of burning hurt newborn to death could be in court today. kimberly dowlier is accused of setting her newborn on fire friday night. one of the first responders who arrived on the scene said the initial call was for the report of a fire. nothing could have prepared them for what they saw. >> it affected all of us that were involved. so it's what we do but it's going to take some time to get over. >> that baby girl died at the hospital. tomorrow night community members hold am vigil at browns mills united church in pepperton. a cold start this morning with a few scattered clouds around. but there are enough breaks in the clouds to allow the

temperatures to come down at this hour. clouds and breaks of sunshine like yesterday. like yesterday we'll see periods of bright sunshine. we'll have clouds move in during the day today. most of the day should be dry, but we're tracking snow and rain to move in. most likely it will develop tomorrow afternoon. right now heading out the door 34 degrees and falling in allentown. down to 36 in northeast philadelphia. but millville just below freezing at 31 degrees. and a nice clear view across the delaware. no sign of any fog. excellent visibility this morning. that shouldn't be an issue, but we'll be watching the clouds move into the area. you can see it is nice and clear across delaware and south jersey. just scattered clouds north and west. more impressive are the clouds moving into western pennsylvania and through the ohio valley. behind these clouds there are a few scattered showers. you can see a dusting of snow move through central ohio right now. most likely those will fall apart before they get to us today. a better chance to see some wet weather tomorrow.

bridge collapsed. city officials are now investigating what caused the bridge to collapse. and new information as we brought you as breaking news yesterday in maryland. federal investigators will return to the scene today to examine the ruins left behind after fire ripped through a multimillion mansion in annapolis. relatives of the people who live there have been contacted and six people are unaccounted for. happening today, the murder trial will begin for the man charged with killing a teenager at a philadelphia playground in 2012. saleem smid is accused of murder in that part of the city but the motive is unclear. and 73-year-old josef daugherty is accused of ordering violent threats and extortion against contracts using

non-union labor. he led the ironworkers union for several years beginning in 2008. nearly a dozen of his members have already pleaded guilty. well, philadelphia's historic love park is getting a makeover. tonight city officials will meet with the public to get their input on the philadelphia landmark. katy zachry is live in center city with a closer look at plans for love park. >> reporter: hi chris. take a look behind me this is one of the most photographed sculptures in philadelphia. but it turns out people are not in love with love park itself. the good news it's getting redesigned with a new love park in 2017. i talked to the project organizers who say people want more green space here and they want better use of water. right now there's a fountain that is dry several months out of the year. the city hired a design team creating public parks throughout the world. these are pictures you're looking at of discovery green in houston as well as olympic park in london. there's a meeting tonight in the

library that is the last chance for people to offer their ideas of what they would like to see happen to love park. and organizers will talk about the first design phase. there's a lot more in this story to talk about, so coming up at 5:30 i'm working on the angle of why this is all happening now. what prompted these improvements? i'll have that in an hour. center city, katy zachry, "nbc 10 news". and another makeover happening today. the first steps in transforming the face of camden. crews will begin demolishing dozens of abandoned and unsafe properties to date. here's a look at the two neighborhoods at the center of phase one of the revitizlazation phase. this marks redevelopment for the

area of camden. >> for those living near the structures that are unsafe, they are instruments of crime and it can't happen soon enough. >> congressman norcross helped to secure funding to get this program off the ground. a total of 600 abandoned properties will be removed from camden. at 4:18 we are learning more about where pope francis will visit during his trip to the u.s. for the world meeting of families in september. the pontiff's first stop is expected to be the nation's capital where he'll likely visit congress and the white house. then he'll head to new york city where he'll speak at the united nations. an archbishop helping to plan the visit said the pope may visit a children's hospital or a juvenile prison while he's in philadelphia. his outdoor mass on the parkway is scheduled for september 27th. and you'll be the first the know

the latest on preparing for the pope by going to nbc10.com. and a 2016 democratic national convention could be here. a decision is expected to be made between now and february. other cities in the running are brooklyn and columbus ohio. we're learning more now about the victims killed during the ice-related crashes over the weekend. this crash on i-476 in delaware county claimed the life of 33-year-old jason anderson. he was in a car with his wife and 1-year-old son. they survived. jason anderson did not. he worked at dover international speedway. at least five people were killed in four separate crashes in pennsylvania and south jersey. eric blau was killed in this pile-up that involved 60 vehicles. here's one of the pictures of this girl's injuries in her car.

>> i started to crack and my car did a whole 360 and i ended up facing the eastbound lanes and the oncoming traffic t-boned me. >> here's another traffic of the pilot there involving 30 cars can on the walt whitman bridge. the bridge was shut for four hour this is on sunday morning. drivers in new jersey had problems with the black ice, too. look at this video from the turnpike. this tractor-trailer lost control and narrowly avoided that car, went over the guardrail and crashed into the median. if you see news like this happen of course stay safe first of all, but then send us a video to our "nbc 10 news" app. clouds are breaking overhead and it's getting colder minute by minute this morning, but temperatures have been fanning. this is a view a quiet, dry

view from center city looking from the lowe's hotel toward camden. 25 degrees in mount pocano. scattered clouds in the pocano mountains. those will be blowing into trenton and dover, but overall the winds will be lower today. the temperatures will be climbing. just don't look for a huge warm up this time of the year as we usually top out near 40 degrees in philadelphia. and we'll be close to that this afternoon within two or three degrees. temperatures right now, 32 at philadelphia international. but there are some warmer spots and some colder ones, too. rice ricetown 29 degrees. pottstown, 32 degrees. we'll see sunshine to start with, but we'll watch the radar for a couple of things. first, a little bit of activity with some of the clouds associated with those showers in ohio will be moving in this afternoon. so there's a slight chance that we'll see a little activity today. the more likely we'll see rain and snow develop from that. doesn't look very impressive

does it? it will look more impressive by the time it arrives here tomorrow afternoon. the hour-by-hour forecast shows temperatures dropping by this afternoon. look at the clouds that start to break during the late afternoon hours. those clouds will be thinning out. and this evening that will allow the temperatures to drop down in a hurry. we'll be below freezing by 11:00 this evening. and most of the night the clouds will stay clear of the area. first thing tomorrow morning the cloud cover starts to move back in. this is 8:00 tomorrow morning. look at the temperatures that's cold enough for some frozen precipitation. but it looks like we'll have to wait a while tomorrow afternoon, 4:00. you can see light snow developing. in the lehigh valley reading and lancaster and farther to the west, that will be moving in during the evening hours. and we'll see some light snowfall for the philadelphia area. this is a fast mover. watch it go. it's going to be out of here by the early morning hours on thursday morning. but we could see an inch or two of snowfall as this comes through, but not today. today we'll see clouds some

breaks of sunshine. a chilly one with afternoon temperatures in the upper 30s to lower 40s. the seven-day forecast is coming up in the next half hour. 4:23 now. time to get another check of the highways and mass transit out there with first alert traffic reporter jillian mele. how is it looking, jillian? >> it's not too bad on the highways, but we are dealing with a closure because of the gas leak where jesse gary is live in south philadelphia. snyder avenue is blocked between broad street and 13th street. a few options here both are one-way streets so depending on the direction you need to go take jackson or wolf streets. this is a live look at delaware 495 at philadelphia pike. everything is quiet. 95 is clear and so is route 1. well, day care fees may soon take a jump. no parents are excited about this. a change that could cost families a lot of money. and the key to getting healthier could be getting dirtier. how a little mud may actually help you fight off infections.

new guidelines proposed by the federal government could create some problems for parents and kids. fruits and veggies are required to be served with every lunch but some day care centers say they are on board. >> in order for us to raise the children to give them a healthy lifestyle, nutrition is a huge part of it. >> the new guidelines are expected to be put in place by summer. any day care center that gets federal money will risk losing the funding if they don't come

plip. and hear this one, a new antibiotic made from dirt could be helping with fighting the super bug. a team of researchers is working with soil from maine proven to be effective against mrsa and tuberculosis. doctors say the results are promising. >> this is a good predictor that it may be efficacious in humans as well. >> we have healthy mice because of the dirt. researchers say it will be at least five years before we buy any drugs created from this super soil. temperatures are dropping and they are making snow in the pocano mountains. that's a nice view from blue mountain this morning.
