the homesburg neighborhood. and on top of that it's a first alert day here as nbc 10's team of meteorologist is tracking snow that could move in to affect a lot of people in terms of getting out of school and making the evening commute pretty rough this evening. good morning, this is "nbc 10 news today" on this wednesday. so far no schools are closed or delayed this morning, but many say they are going to make a decision in the next few hours as to whether or not to send students home early. we'll, of course keep you posted on that information as it comes in. now to meteorologist bill henley with his first alert forecast, we're set up for snow to move in later this afternoon, right? >> during the afternoon hours, sleet and snow. and it may be early this afternoon for much of the area. but this morning there's another hazard. the potential for icy spots this morning. that's part of why we have issued a first alert weather day. overnight, some areas of fog. and yesterday, showers didn't completely dry up. freezing temperatures right now.

watch out for spots of black ice. now, the widespread black ice we saw over the weekend is not there, but there will be some patches. and this afternoon we'll see some wet snowflakes and more widespread snow to start in some areas as sleet. but the snow will be accumulating this afternoon, but we could see some steadier heavier snowfall during the evening rush and into the evening hours. the evening snow will come to an end late this evening and then we'll be drying out, at least for a couple days. temperatures cold below freezing at philadelphia. the 20s for northeast philly pottstown, dover and millville is at 26 degrees. and we are watching for some areas of fog. it doesn't look too bad across delaware and south jersey. it had eased a bit, the fog, but it still could be a bit icy on the grounds. the forecast is calling for icy spots to start with in some locations, especially the

reporter jillian mele is here to show us how to get around this. this is on milnor street closed in both directions near cottman avenue. state road is a good route to take instead. the blue route is pretty quiet and watch out for only icy patches. we are watching breaking news in north philadelphia. two police officers were trying to rush a shooting victim to the hospital when the officers got into an accident. nbc 10's jesse gary is live on the scene there. we just saw the chief inspector giving you an update. tell us what they told you. >> reporter: well, here's what he said chris. the people that ran into those officers are unlicensed drivers. you can see the wreckage here on west lehigh at north 25th. that's a lexus right there, the dark-colored car and the can marrow mare can /* camaro here on the left.

this lek just runs into the police car as the police car is bringing a shooting victim to temple hospital. the police car then hits the camaro. the police were responding to a call on 2400 block on hollywood where a man was shot in the legs. he is in stable condition, shot three times in the legs. the most severe injury from the crash goes to the officer who was driving with a deep laceration on the head. the other officer suffered from bumps and bruises but should be okay. and the two civilians driving the lekxus and the camaro have aches and pains and are unlicensed drivers. jesse gary "nbc 10 news".." if you reach for something, you're going to be dead. >> he said if you reach for

something you're going to be dead. this is the dramatic shooting that has been under investigation for several weeks now. this was posted on nj.com overnight. the fatal shooting happened during a traffic stop on december 30th. nbc 10's katy zachry is live in the digital operations center with more on this video. katy, i can imagine there's going to be a lot of reaction to it today. >> there's already been reaction to it this morning but i'll talk about that in a minute. you have a quick look at the dramatic new video we have been watching throughout the morning. looking at it i can tell you it takes two minutes to pull the car in question over and fire the deadly shots. take a listen. >> show me your hands! don't you move! >> that's one of the bridgeton new jersey officers screaming at jerome reid to show his hands and get out of the car. the officers contend the car ran a stop sign the night of november 30th. in the audio you hear police say there was a gun inside the

glove compartment and they order reid and the car's driver out not to shoot saying quote, if you reach for something, you will be dead. as soon as reid steps out of the car, the first shot is fired followed by several more. 36-year-old jerome reid was pronounced dead at a nearby hospital the night of december 30th. now, i did speak to a civil rights activist this morning who tells me that he is outraged by the police misconduct that he witnesses on the dash cam video. and he's calling for several things including the new jersey attorney general to appoint a special prosecutor to this case saying the cumberland county prosecutor who would normally handle this case is too closely involved with the two police officers who you saw in the dash cam video who are involved. now those two officers have been put on placed leave. we should tell you, neither has been charged with anything at this time. we'll have more on this story throughout the morning coming up at 4:30. reporting live in the digital operations center katy zachry

"nbc 10 news." seven minutes after 4:00 now, we have breaking news from overseas. a palestinian man stabbed nine people on a bus in tel aviv. nine people stabbed. israeli police call this a terror attack. four of the victims have serious injuries. the attacker ran off the bus. officers chased him down and shot him in the leg and arrested him. the islamic militant group hamas did not claim responsibility but did praise the attack. it is a first alert weather day. they are making snow in the pocanos, but the mountains will get off easy from the fast-moving clipper to move into the area. we'll actually see more snow in philadelphia. and even a bit more in parts of delaware and south jersey. this morning, nothing is falling from the sky. it's going to be a dry morning, but you may see some patches of black ice after yesterday's rainfall. and some areas of fog with temperatures below freezing can create ice. so be on the lookout and take it easy this morning.

most of the morning it will be dry. but around midday we'll see the first sleet and snow move into the southeastern suburbs. more accumulating snowfall will happen during the afternoon through the evening commute and during the evening hours. but it tapers off by late in the evening. cold is already in place, 25 in reading. philadelphia is just below freezing at 30 degrees. and 26 degrees right now in trenton. otherwise it's clear. you can see snow fog looking across the delaware. that's the view from the adventure aquarium. the fog won't be a big problem, but if you do drive through some fog, expect there to be some ice. because look at these temperatures. coatsville pottstown, doylestown, 22 degrees. philadelphia is 30 degrees. even in south jersey the temperatures have fallen into the 20s for parts of the area. camden audubon, and it is 27 in voorhees and glen dora. a cold start but as temperatures

come up a bit, we are more likely to see a mix, a wintry mix before accumulating stuff starts later this afternoon and this evening. right now the radar for the immediate area is dry. we can see the first precipitation in west virginia and the ohio valley. and we're waiting for this to move in and join it and coming into the area for this afternoon and this evening. that's when we'll see the steadiest snowfall. here's a look at the hour-by-hour future weather, at 6:00, nice and dry. clouds taking over. 9:00 this morning, 10:00, still dry. we'll have temperatures just below freezing in philadelphia. and in the 20s for allentown. the numbers will be coming up as the first snowflakes fall to the west at noontime. you can see it's pretty quiet for most of the area. that's at noontime. but during the afternoon, the snow will arrive first to the north and west portions of chester and into delaware county new castle county in delaware and into south jersey.

first alert radar here with a fast-moving clipper to come in to make the evening commute a big mess. this will move in after lunchtime today, potentially dangerous drive home with snow and possibly sleet coming in. depending on where you live you could see anywhere between one to four inches of snow. first alert weather is just ahead. and we checked in with the department of transportation in new jersey pennsylvania and delaware to see how they are prepping for this. and in delaware crews will not be pretreating roads because they say there's just so much salt leftover from the treatment they gave it over the weekend. in new jersey they will brine roads that don't have salt from over the weekend. and they are watching to see if any changes need to be made in their plans. and plows will be put in position later this morning as they wait for the first snowflakes to fall in

pennsylvania. take a look at this graphic that we made just to illustrate how to measure the severity of winter by how much salt is used. we wanted to know how much salt road crews have used this year compared to at this time last year. so here's what we found, so far this year we're talking pennsylvania here this is penndot, they have used 18,000 tons the of salt. all right, you see that on the left side of the screen there. now, last year at this time even though the pile is smaller in the graphic, it was three times that much larger 74,000 tons of salt. so last winter we had a lot of snow events to require salting. we'll adjust the salt piles there a little. with snow coming this afternoon, the question a lot of parents want to know is will the schools let students out early? nbc 10 talked to several area superintendents about their decision-making process and most say they plan to close before the weather conditions worsen. they say, of course their main priority is the safety of students so they will be

jones and his passenger are both facing charges. listen to this surveillance video is not giving investigators any clues about who fired those gunshots near the home of vice president joe biden in delaware. that is because the cameras were pointed at the house and not the main road where neighbors heard the gunshots fired and heard a car speeding away. that's according to a report in "the washington post" citing government officials with knowledge of the home security. the report also says the secret service is now proposing more cameras to cover a wider area around the vp's home. well, president obama will hit the road today to sell some of the proposals he spelled out in his state of the union address last night. the president will visit iowa today to outline steps to increase access and affordability of high-speed broadband internet. he gave his speech last night to a congress controlled by republicans. and he talked about recent improvements in the economy.

clouds are starting to move into the area. it's a dry start this morning. as you can see from the flags, it is not windy right now. 30 degrees in philadelphia with a wind at 5 miles an hour. it's going to become more easterly to drag in some moisture from the coast. and that's going to provide us with a potential additional snowfall, more so at the shore than in philadelphia. we could see higher accumulations in parts of delaware and south jersey. we'll still get snow in philadelphia, however. the satellite shows clouds are moving in. the clouds are thicker to the west and this is where the first precipitation is. you can see some light snow and some rain mixing in. it will turn all to snow for our area as the temperatures come down during the afternoon hours. the future rain and snow showing that system coming up from the south and coming into play this afternoon. so the forecast is calling for clouds to take over. a mainly dry morning. there could be some icy spots first thing this morning, but

interchange of 276. we are looking completely clear. and a gathering tonight to hold a vigil for the newborn baby that was killed police say, by her mother. her mother setting the baby on fire. that woman hyphernkemberly dorvilier does plan to hire a attorney. she was arrested on friday after witnesses say they saw the baby on fire on the side of the road while the mother was holding a can of what police say was wd-40 with a lighter in her jacket pocket. a camden county family has fought a lawsuit just over a year after their son was hit and killed by a school bulls. the parents of this 6-year-old

said their son's was preventable if precautions would have been followed. they are suing the school district and in the lawsuit the parents are asking for toxicology results from the bus driver and monetary damages, but most of all they are looking for change. >> i want justice for him. >> we want to make changes. >> and we want to make the changes. so no family ever ever has to go through this. >> now, nbc 10 reached out to hillman's bus company but they can't comment on pending litigation. we have not heard back from the attorney for the bus company or the superintendent of the schools. well sony is paying up for the big outage that left a lot of people unhappy over the holidays. we'll tell you how customers can cash in next. and we continue to monitor this breaking news out of north philadelphia. two police officers injured in a crash. they were rushing a gunshot victim to the hospital when they crashed.
