nbc 10 breaking news. >> that breaking news, kid jumps from a balcony to escape their burning apartment complex. we're live on the scene talking to neighbors about the rescue. we are at the start of a big blast of cold air. look at i-95 in south philadelphia. it says 19 degrees on the bottom of your screen there, but it actually feels like single digits across the area this morning. with even colder weather ahead. good morning. this is nbc 10 news today on this wednesday. i'm chris cato. the snow seems like a thing of the past. we're facing these very cold temperatures. meteorologist bill henley is standing by with the first alert forecast. >> the wind is making it feel colder steady winds of 20 miles per hour.

look at the flag in center city. that's going to be the case for most of the day. the northwesterly winds bringing some cold air. it's a steady wind at 10 miles an hour in northeast philly and trenton. a bit stronger in redding a 20-mile-an-hour wind there. 20 degrees in philadelphia but factor in the wind and it feels like 9 degrees in the city. 0 in lancaster. 10 degrees below 0 in the pocono mountains. a cold start today but we will see a blustery day with sunshine warming us to near 30 degrees this afternoon. we'll go through it hour by hour when i'm back. let's check in with traffic reporter jillian mele. >> good morning, bill. a much different scene than this time yesterday. this is a live look in northeast philadelphia. torresdale at cottman avenue. the roads are dry. not dealing with any slippery or slushy conditions out there. it is a good start. we are not reporting major stents on the highway. this is in center city the vine street expressway westbound as

drivers would head out to 76 very quiet on the vine. 76 is clear. a live look near montgomery drive. see just a few people out there right now. chris? >> all right. let's get to that breaking news in montgomery county where an early morning apartment fire forced people out into the cold. some people had to jump from their balconies to escape the flames. firefighters raced to the rescue. this broke out around 1:00 a.m. a at an apartment tower in south bethlehem pike in whitemarsh. we're told three people had minor injuries and some kids had to jump from a balcony on the fifth or sixth floor to escape the fire. we don't know if they're the ones injured. katy zachry is on scene sorting out that information and talking to the fire marshal about what wept down there. she'll have a live report for us coming up in less than half an hour. s this morning, philadelphia inspectors will return to the scene of this roof collapse that sent three shoppers to the hospital. it happened at a trendy center city store yesterday evening. city officials say bricks fell

off of a building at 1529 walnut and came crashing down through the roof. you see the hole in the roof there of lululemon next door. the ceiling collapsed on three friends who were shopping inside that store. those women were released from the hospital last night, but the father of one of them says his daughter is pretty banged up. >> could have been a lot worse. we're very lucky, very thankful very lucky. you know she'll be fine sooner or later. hurgs a little bit but will be fine. >> city officials tell us the owner that had the brick fall hired engineer and contractors to investigate the collapse. the city is investigating. happening today, a bus county student accused of trying to rape a girl at knifepoint inside a school bathroom will go before a judge. 15-year-old codey ken dixes is set for a formal arraignment, charged as an adult, that's why we're able to use his face and use his name. authorities say he tried to rape

a girl in october. a teacher interrupted the alleged assault. this former band director at central bucks south high school will be sentenced for having sex with a 14-year-old student. bridgitte shahholski pleaded guilty yesterday. she admitted to having a six month physical relationship with the student in 2012. she is expected to be expected this spring. and prosecutors are now officially seeking the death penalty for accused pennsylvania state trooper killer eric frein. the pike county drix attorney filed a formal notice in court yesterday. frein is facing several charges including murder. he's set to be arraigned tomorrow. his lawyer says he will plead not guilty. prosecutors say last september frein shot and killed corporal dickson and wounded trooper douglas outside their barracks in blooming grove. investigators say frein wanted to quote wake people up and force a change. lawmakers in delaware will form a commission to tackle wilmington's violent crime problem.

the legislatures okayed that move yesterday after the governor proposed it in his state of the state speech last week. the commission's findings are due march 31st. wilmington has one of the worst violence rankings in the countries among cities of its size. on the same day that lawmakers announced the forming of that commission police in wilmington found themselves investigating another murder. sky 4 over the scene yesterday afternoon. a man in his 20s was shot to death. we spoke with that victim's cousin who said she's fed up with the violence. >> it doesn't make sense. young people are dying in the streets and people don't care. it's sickening. >> now police have not yet made any arrests in yesterday's murder. the sixth one in wilmington since january 1st. happening today, philadelphia city council will hold a hearing on a bill that will reduce the city's wage tax. the current wage tax is almost 4%. councilman david oh says his

proposed bill would lower that bill to about 2% over a period of 11 years, saving taxpayers $100 million. he says reducing those taxes will help create jobs and keep families and businesses in philadelphia. the hearing is at 10:00 this morning at city hall. and long-time philadelphia city councilman jim kenney is a step closer to announcing he will run for mayor. kennys says he will resign from his council seat during tomorrow's session. he said he can't formally announce his run for mayor because the city charter first requires his council resignation be official. he has been an at large council member since 1992. >> things will become more clear on thursday after i say good-bye to my colleagues and then we'll figure out what we're doing next week as a result of making a formal announcement for something. >> the democrat said he has stood firm in his beliefs even when they were not politically popular. if he does enter the race he will join a crowded field including len abraham, nelson diaz, doug oliver milton street

and anthony hardy williams. from our trenton bureau new jersey governor chris christie will try to boost his foreign policy credentials for a possible white house run in 2016. his office announced he will meet with israel's president in new york tomorrow. earlier this week he announced he formed a committee to raise money for a possible campaign. philadelphia international airport should be back to business as usual today when regular flight operations resume. hundreds of flights were canceled yesterday and monday because of the winter storm. according to the u.s. travel association, more than 7,000 flights were canceled nationwide, most of those in the northeast. which means a loss of about $230 million. and amtrak trains are scheduled to get back on track today after the snow. a live look here at 30th street station. the acela express and the northeast regional trains to boston will be running on a modified schedule. a full schedule of trains will be operating between new york and washington. and you know getting around parts of new england is

still really tough in the wake of the blizzard there. they're dealing with more than 20 inches of snow on the ground and thousands of power outages not to mention they're in a deep freeze. temperatures there in the low teens. combined with windchill that makes it feel like near zero which actually we're pretty much in the same boat here. meteorologist bill henley stepping in now. we have the 19 degrees this morning, but it doesn't feel like that. >> no. we've got a steady wind. everybody is feeling that wind this morning. so it feels like it's in the single digits and it is going to be a cold morning, but we will see a lot of sunshine today. so we're going to see a quick rebound this afternoon. still chilly this time of year. look outside, back to blowing snow that they're making in the pocono mountains. this is the view from camelback this morning which is going to see a lot of sunshine. it's going to be a brilliant sun that's shining in the mountains and city and the rest of the area but right now, with no sun, and clear skies and that steady wind the temperatures are

falling. the temperatures are feeling cold this morning and it's going to get even colder as we head towards the weekend. a real cold blast that will be here today and again tonight. during the day, a steady breeze coming out of the northwest and the winds will be gusting at times to more than 20 miles an hour. but sunshine that will be bright. barely a cloud in the sky this morning. and cloudless skies this afternoon. allentown completely clear. 17 degrees. northeast philadelphia is at 19. and it's 18 degrees right now in atlantic city. add to that the wind that is already steady and you've got windchills that are in the single digits to 0 and below. and the gusts 30 miles per hour in the pocono mountains, 24-mile-an-hour wind gusts in allentown. some of those will be working down towards philadelphia during the day. look at the windchills. 4 in atlantic city trenton feels like 4 degrees. wilmington, 9 in philadelphia and colder in the north and

west. redding 1 degree. so if you have to head out bundle up. look how clear it is across delaware across south jersey last few clouds thinned out overnight and we're going to see plenty of sunshine. sun comes up at 7:13 this morning. the temperatures will be examining up as a result. it won't be as fast warmup, but we'll be up to 25 degrees at 10:00 and then even though we'll have the northwesterly winds we'll get into the lower 30s this afternoon. 3:00 today, 33 in philadelphia, right around freezing for redding an trenton. the temperatures are going to be feeling colder with the wind, even this afternoon, even though the temperatures warm into the low 30s, it's going to feel like it's in the lower 20s and upper teens during the day today. more cold on the way. got a look into the extended future weather when i'm back in 10. >> all right. let's get a check of the highway and if there are any problems popping up. nbc 10's jillian mele is looking at all of the roads.

>> things are pretty quiet around center city philadelphia majors in and out of the city looking good right now. heading into new england, we do have a disabled tractor trailer on the turnpike southbound right as you approach 195. the left lane is blocked there. but it's only one lane that's blocked. it's nothing that's creating a delay in that area. it's still something to be aware of. keep that in mind. elsewhere in new jersey this is what it looks like in toms river. route 37 at the garden state parkway, yesterday this is completely snow covered and this morning you can see the blacktop. we have a couple cars out there. for the most part things are still quiet. chris if. new from overnight, a mother's desperate plea to save her son from isis and that terror group's new demand. plus a local corner store worker comes face to face with a military style rifle. see it in the guy's hand as he goes around the corner. a crime that has a philadelphia neighborhood on edge this morning. >> plus securing the super bowl. what's happening today to make sure the biggest game of the year isn't interrupted.

new from overnight the mother of a japanese hostage held by isis is begging japan's leader to save her son. that appeal after isis issued what they call a final death threat. their ult may tum came yesterday they would kill kenji goto and a pilot being held by isis unless jordan releases a female prisoner. ja pap's prime minister is demanding the release of both prisoners. to utah where police released information of a couple and three kids. according to authorities the parents committed suicide after killing the children. all died from lethal doses of drugs. the family was found last fall locked inside one bedroom in

their home. the parents told friends and family they were worried about the apocalypse. in florida a woman who claims self-defense for shooting at her estranged husband is free from jail. authorities released marisa alexander yesterday as part of a plea deal. she pleaded guilties last year. the judge sentenced her to three years but gave her credit for the time she spent behind bars already. she will serve the next two years under house arrest. philadelphia police are searching for the robbers in this video who held up a food market using a mill try style rifle. look at this. this new video shows the two masked men as they barge into clearfield food market in north philadelphia last thursday. you can clearly see one of the robbers there pointing the rifle at a store owner. the owner tells us he thought it was a joke at first, but he quickly realized it wasn't. >> when he's shaking, so i say okay, he no play. he's shaking. and you see somebody shaking like they're nervous, i can get

shot. worried for my life. >> the robbers got away with $500 and no one was hurt. all right. on to super bowl xlix. we are just four days away. you have all the things you need for your party? look at this. four days 14 hours and 13 some odd minutes away from the showdown between the new england patriots and the seattle seahawks this sunday. federal officials have a lot of work to do. more important than party preparations, they're checking on security ahead of the big game. the homeland security secretary will stop by various venues including university of phoenix stadium where the game will be played. later today we'll find out how the nfl plans on keeping players, workers and fans safe. last-minute preparations are being made on all of the big events leading up to super bowl xlix including the opening of super bowl central and who else is there but nbc 10's keith jones joins us live from super bowl central in phoenix to tell us what's happening today.

both the seahawks and patriots not only that he was cut nine different times, started a valet service down south and then about a month ago, was resigned by the seahawks and he may be playing in the super bowl. we will have that story in about a half hour. for now, we're live in phoenix for our nbc 10 super bowl team. keith jones, back to you. >> in case people missed it you had an interesting look at some of the characters that came out to media day yesterday, including you made a new friend with a guy wearing only a barrel right? >> yeah. his name was barrel boy. aptly named, right? i think he was a radio deejay decided i'm going to get attention wearing this thing. surprisingly, he received a lot of attention. he has no shame. saw that guy. another guy was wearing a football pads and about eight gopro cameras. his name mr. selfie as you might imagine. some of the sights and sounds in addition to players and coaches answering questions. the silly questions and received

premises inside one of the buildings on the second floor, fire broke out. basically, the biggest issue about this is you had people who were jumping from their ek terror balconies to safety and we talked to one family who did just that. i also talked to the fire marshal. i had the details about what happened, what they think is beyond -- behind it and the biggest challenge they face here this morning, we'll have that coming up in just a few minutes. >> now your nbc 10 first alert weather with meteorologist bill henley. >> a very cold morning. the wind blowing to make it feel colder. the flags moving here at the nbc 10 studios. it's going to be increasing the wind this morning before it starts to taper off this afternoon. 20 degrees in philadelphia. that's 6 degrees colder than yesterday. and 6 degrees below normal for this time of year. for the steady wind at 9 miles an hour giving us a windchill of 9 degrees in the city one of the higher windchills right now. cape may, 25 degrees.

that's what middle 20s looks like. that's the warm spot in the region. look at the teens. trenton, northeast philadelphia north and west a bit colder. 16 degrees in pottstown, doylestown 15 degrees this morning and teens and low 20s for south jersey while middletown and dover reporting 20 degrees. the wind that's giving us windchills in the single digit this is is morning. by 8:00 the wind will be stronger in philadelphia and at the shore. that's a 25-mile-an-hour wind but as the day progresses, even though we'll get a steady wind out of the northwest it will start to come down at 1:00 this afternoon. by later this afternoon, it will really come down. and that's going to allow the temperatures to go up with brilliant sunshine during the day at 5:00 we'll be at 30 degrees. a lot warmer than it is right now. but with clear skies this evening, we're in for another cold night tonight by 11:00 tonight, middle 20s and teens. and the temperatures will still be falling. bundle up.

new information on this devastating fire at a north jersey apartment building. tenants who were burned out of their homes in edge water filed last week a civil class-action lawsuit. they filed that it suit on monday. the suit seeks a jury trial and accuses the building's owner of negligence. they say it started with two maintenance workers doing plumbing work when a blow torch sparked a fire. legalizing medical marijuana in pennsylvania is moving forward. the state's new governor is

backing it just as a bill to approve it was introduced in the state legislature. using marijuana under a doctor's supervision can mean less pay and symptoms for patients with chronic conditions. public opinion polls show strong support for the use of medical marijuana and users say it's just common sense. >> i use medical cannibis to stay well and there are a lot of patients who use medical cannibis to not be sick. >> but many opponents believe relaxing the rules on marijuana will undermine overall drug abuse prevention efforts. health and judiciary committees in the house will schedule hearings on the issue. the mormon church is calling for a balanced approach in the clash between gay rights and religious freedom. the church held a rare news conference in salt lake city yesterday to make its national appeal. mormon leaders promised to support some housing and job pro it texts for gays and lesbians in exchange for legal protection for believers who object to
