nbc 10 news starts now. >> well we hope you enjoyed that one-day warm-up. temperatures will soon start to tumble again as a bitter blast of air moves in as we take a live look at center city. now looking at first alert radar, look at this. tracking light snow for part of the area that will fall during your morning commute. on this thursday morning. good morning, everyone. this is nbc 10 news today. i'm chris cato. let's go now to meteorologist bill henley and his first alert forecast. the good news this morning at least we're quite a bit warmer than yesterday. >> yeah 10 to 20 degrees warmer, but that is going to change during the day. we are warmer right now than we will be this afternoon and the wind is going to make a difference, a big difference. and it's going to blow some snow

showers into the area. we're watching the poconos for snow showers. so far it's pretty quiet on camelback. that's a live view there. meantime, north and west just a very light snowfall showing up on radar. in the allentown area and points to the north and west. there you can see light snowfall. not expecting to see much in the way of accumulation. a dusting in some spots or less is possible. those are going to be fairly quick-moving showers. and they are running into warmer air. accumulation not liking for the i-95 corridor. 36 now in philadelphia. 34 in pottstown and in the 30s, closer to 40 in wildwood while the airport is reporting 40 degrees right now. but the temperatures will fall. a light snow in some areas this morning. 9:00, it will be heading out to the i-95 corridor. and breaks of sunshine not going to warm us up. a gusty wind kicks in, and we'll see 30 degrees at lunchtime, and it will grow colder this afternoon.

your hour-by-hour forecast when i come back in ten. first jillian mele is standing by. >> it's quiet on the highways out there this morning. this is a live look at 75 right at the interchange with route 202. both 76 and 202 are quiet now. in fact, drive times are pretty average. route 100 southbound from 113 to route 30 will take you four minutes. the same on 30 eastbound to route 113 and 202 northbound from route 29 to 76 will take you about eight minutes right now. chris? >> thanks. new from overnight, crews had to put out a fire in a row home in west philadelphia in the basement a most of on katherine street. everyone inside did make it out safely. happening today, an ocean county man faces sentencing for his 4-year-old son's deadly shooting of a playmate. anthony senator of toms river pleaded guilty to child endangerment in october. in 2013 his 4-year-old son got his dad's rifle and accidentally

shot a 6-year-old friend to death outside the home. senator said he left the loaded gun under his bed. this morning a delaware county man faces charges in the death of a toddler. police say daniel grafton was baby-sitting his girlfriend's 2-year-old son. authorities say he step add way and when he returned he found the boy face down in a bathtub. investigators say it took almost an hour for him to take the boy to a doctor's office even though he was upstairs from a doctor's office. we spoke to that doctor who tried to perform cpr on the boy. >> we can't tell you how much we've been affected by it and it's going to be very hard to go back to that same place. >> graf didthe charges could be upgraded once an autopsy is done. police say a 67-year-old man shot a would-be robber in the head killing him. upper darby police say that man

was walking along a trail yesterday in cobbs creek park when a masked gunman pointed the gun in his face and demanded money. police say the victim who is licensed to carry pulled out his gun and killed the robber. police call it self-defense. >> i personally spoke with him. he was very upset that this incident happened. but at the end of the day, i don't see any criminal charges whatsoever. and to be quite frank with you, i think he did what he had to do. >> and police later found out that the gun used by that would-be robber was a pullet gun. the victim is at the hospital being treated for chest pains. police have not released the name of the robber. happening now, rescue workers in taiwan are still looking for about a dozen passengers missing after yesterday's plane crash. this is a life look at the scene there in taipei where as you see crews have hoisted the mechanicwreckage from the water. the pilot of that transasia said

"mayday, mayday engine flameout." dashcam video appears to show the left turbo propeller at a stand still. the crash killed at least 31 and injured 15. near new york city federal investigators are now looking into that deadly collision between a commuter train and suv. the crash killed six people tuesday night. we've learned that one of the victims, eric vandercar, was a graduate of penn. investigators are now focusing on why that suv was stopped on the tracks. this morning a former delaware county police officer is facing more troubles. two years after losing his job, lower merion police say when they pulled him over in october, he told them he was still a police officer. he's charged with impersonateing a public official. police fired him two times. the last time in 2013 after he tasered a teenager who was shackled to a bench in a holding cell. in philadelphia a judge

yesterday sentenced two former police officers for robbing drug dealers. jonathan garcia got more than 17 years in prison. his former partner, joanis got more than five years. garcia admitted to stealing cash and drugs from dealers, falsifying documents and selling heroin. happening today, no electricity, no heat no water. that could be the case for the former revel casino hotel if it doesn't pay some overdue utility bills. revel's energy supplier is threatening to shut off those services by 5:00 this afternoon. the casino closed last september and is in the process of being sold. revel says cutting off its power would violate a court order. its attorneys asked a judge to fine acr energy $10 million if it does. also in atlantic city caesars ceo gary loveman is stepping down. caesars entertainment group made that announcement last night. loveman will lead that post in july but will stay on as chairman. caesars largest subsidiary filed

for bankruptcy protection last month. today in montgomery county parents and religious leaders are going to call upon the state to come up with a different approach for funding schools. the group says they want a funding formula that is fair to homeowners and is based on the actual costs of educating students. this morning they will hold a news conference at technical high school. that briefing will happen just before a hearing by the pennsylvania basic education funding commission. today camden superintendent will release a progress report on his 18-month plan to turn around city schools. he launched that strategic plan one year ago. it includes improving students' safety and support and refurbishing old school buildings. this morning the superintendent will join camden's mayor and police chief to update the community and outline what still needs to be done. now your nbc 10 first alert weather with meteorologist bill henley. >> it's 4:07 and we are tracking some light snow showers this morning.

off to the north and west to start with but they are destined for the i-95 corridor. they'll be riding in on some gusty winds. and those winds will be bringing in bitter cold air. the temperatures fall during the day and really gets cold tonight. right now, it's snowfall that is happening. the pocono mountains. mt. pocono getting light snow. 25 degrees. trenton and dover, 36 degrees right now. much warmer than yesterday. and the warmth extends to philadelphia, too, into the middle 30s right now to upper 30s in the i-95 corridor. there's the light snow. it's just moving into lehigh county right now and into the pocono mountains. just very light snow. and it is falling on some warmer ground. so maybe a dusting of accumulation, but that's about it. that or less for our area. the hour-by-hour forecast shows at 8:00 this morning, those scattered showers moving through the i-95 corridor. watch the temperatures as we go through the morning, they start to come down. those wind arrows those are all lining up, gusty winds will be kicking in by 1:00 this

obama's pick for pentagon chief, ashton carter, is facing tough questions on isis policy from lawmakers. all of this follows the militants executions of a japanese journalist and jordanian fighter pilot. this morning in maryland police are looking for the shooter or shooters who opened fire outside a high school injuring two students. it happened at frederick high school last night as a basketball game was being played inside. police secured the building interviewed witnesses at the scene. both teenagers are expected to recover, but no arrests yet. happening today on capitol hill, a leading group of republicans is expected to unveil a replacement for the affordable care act. officials say the gop plan would drop the mandatory coverage requirement. it would also give tax credits to help lower income families and individuals buy health coverage. the white house says president obama will veto any effort to scuttle the law. last month the aca reached its original goal of 9 million subscribers. 4:13 and to the flu outbreak now. one county in this area is

getting hit especially hard this winter. nbc 10's katy zachry is live. katy, you've been following this story for a while. and these numbers are pretty surprising. >> reporter: they are pretty surprising. so i spoke with the head nurse of infectious disease at lehigh valley medical center and she tells me the numbers are very very true. they've had an especially tough winter with the flu. in december they saw a huge spike. according to the pennsylvania state department of health lehigh valley has the second highest number of flu cases in pennsylvania this year. now, doctors here attribute that to the flu vaccine not matching up to the particular strain that is active this winter. now, that doesn't mean that the flu vaccine is not effective. it will give you some protection against other less aggressive strains. at lehigh valley medical center every employee there who cares for a patient must get the flu vaccine, so they are really trying their best to prevent the spread of the flu. also they tell me they have plenty of tamiflu in stock, but

that is not the case at all of the places medical facilities in our area. we will get to that over the next hour and i'll have the reasons as to why. reporting live in lehigh county katy zachry nbc 10 news. >> for more including a list of the top five flu myths, you can go to the nbc 10 app or logon to nbc10.com. the parents of that baby in delaware county that was attacked by a pet ferret, the parents have to undergo psychiatric evaluations within the next month. yesterday a judge made that ruling for jessica benales and bernie fraine. they said the couple is fit to care for all five of their children. they're charged with child endangerment after the family's pet ferret mauled their 1-month-old daughter. >> have you ever seen somebody's face eaten off that's 1 month old? you'd have a special interest in it, too, if you seen that.

>> it was an accident. just because it's an accident doesn't make something criminal. >> now, the baby and the other children are in foster care for now. police say the little girl will need more surgery to recover. new jersey assemblyman paul moriarty says he felt humiliated when he was handcuffed and falsely charged in a traffic stop. that was part of his testimony in a courtroom yesterday. moriarty was the first witness to take the stand against washington township police officer joseph. that officer is accused of making a bogus drunk driving arrest. he's charged with falsifying records and official police misconduct. >> pulled over accused of cutting somebody off, accused of having a smell of alcohol, i'm, like, what's going on here? it was like "the twilight zone." >> he's suspended now. his attorney says the officer was given information that moriarty may have been drunk

before the traffic stop. pennsylvania's attorney general kathleen cane wants the state supreme court to dismiss the grand jury case against her. cane is accused of leaking secret documents to a philadelphia newspaper in order to discredit her critics. cane's lawyers argue that the special prosecutor who investigated her didn't have the legal authority to do so. high court justices will meet in philadelphia in march for oral arguments in this case. as expected a longtime philadelphia city councilman is making a run for mayor. jim kennie made that announcement yesterday at city hall. he resigned from city council last week so he could enter the mayor's race. he served six terms as a councilman. who's in? he joins a democratic field including former district attorney lynn abraham, state senator anthony hardy williams and former judge nelson diaz. the primary is may 19th. now your nbc 10 first alert weather with meteorologist bill henley. >> it's a warmer start, but there's cold air on the way.

right now the wind is light. that's going to change in a big way today. clouds are moving into the area and they'll be thickening up this morning. and we will see snow over philadelphia. it will happen during the morning hours. probably during the morning commute. but just a dusting in some spots or less. 36 degrees. there's why. it's just too warm for accumulation especially with how light it is. the westerly winds are just at three miles an hour. they'll be closer to 30 miles an hour and beyond this afternoon. waiting to see some snow on this view from camelback. there are some light snow showers in the pocono mountains. and moving into the lehigh valley too. but look at the numbers. above freezing for wilmington philadelphia northeast philly is close to 40 right now. there are colder spots. allentown is at 29 degrees. lehigh county. and look at mercer at 29. this is where the colder air is moving in. and the snow is moving in as well. slatington is 34. whitehall right now down to 29 degrees. there you see the snow moving

into allentown, on its way to bucks, montgomery into burks county right now. reading is going to see snowflakes develop over the next hour. and this line of snow is going to slowly progress towards philadelphia between i think, 7:00 and 9:00 is when we'll see some light snowfall in the city. until then, we're just looking at lots of clouds. the clouds though will break this afternoon. in fact, it's going to clear out in a hurry. there's much colder air and drier air that's going to push the clouds out of here for this afternoon. and bring the temperatures down too. so we will start in the middle 30s. but we will drop into the 20s during the afternoon. light snow only this morning. again, a dusting or less in some areas north and west. not expecting to see accumulation in delaware and south jersey. those winds kick in this afternoon. 10 to 20 miles an hour and gust to 35 miles an hour. so 24 degrees is going to feel like it's closer to 12 degrees. and that's what we're going to be pretty close to tomorrow morning, too. got the full seven-day forecast

when i'm back in the next half hour. >> all right bill. this morning at least when you step outside and get in the car, it won't be as cold as it has been on other mornings this week. let's find out what's awaiting you on the roads once you do get out and about. nbc 10's jillian mele is watching traffic for us. >> good morning. it is still really quiet out there on a lot of the highways including in delaware. this is a live look at 95 at route 1. you can see just a few drivers out there. 95 is clear of any accidents. even 495 is really quiet. drivers in new jersey checking drive times here. 42 northbound from 55 to the walt whitman bridge is a quick trip, five minutes is what it takes you right now. 13 minutes on 295 southbound from route 38 to 168. if you're waking up in the lehigh valley we're not reporting any accidents on the majors here. but as bill mentioned, that snow moving in, watch out for slippery conditions there. here's news a lot of people can get behind. people in new jersey are expected to save money on heating bills this winter. it's all because pse&g is

extending bill credits through february and march. customers who were originally given credits december through january. on average customers will save about $210 utilizing bill credits. that's a 31 krs% decrease. this weekend the world's largest display of lego art debuts in philadelphia. it's call the "the art of the brick." he says he designed the philadelphia theme collection exclusively for the franklin institute. it includes lego brick infused photography and even the mona lisa in lego form. look at this. the highlight, a replica liberty bell. >> there is some trial and error, of course. i flew each individual brick down as i go because these works travel all around the world and i want them to stay in one place. i'm actually gluing the bricks together. it's a slow process. >> and no one wants another crack in the liberty bell. he says it took 30,000 lego bricks and about a week and a

half of work to build the replica. a week and a half. that's not bad. a live look right now at the franklin institute in center city. the art of the brick exhibit opens saturday. tickets are $20 for adults $15 for children ages 3 to 11. a lot of legos there. a south jersey family is in a battle with the lottery over a winning ticket. the family says they won $50,000, but the lottery says they only get a couple bucks. we'll tell you about the discrepancy on this scratch-off next.

detention policies. at a hearing yesterday, a state department official said returning the base to cuba is off the table, even as the u.s. is normalizing relations with that country. also today in washington president obama will speak at the national prayer breakfast. you're looking at video of last year's event. the annual breakfast began in 1953. members of congress host the event which brings together people of different faiths the dalai lama is expected to attend the breakfast later this morning. the chairman of the fcc is pushing to have internet service regulated like a public utility. tom wheeler proposed expanding federal power over internet service providers to ensure what is known as net neutrality. that's the idea that internet providers shouldn't move some content faster than others or enter into paid agreements with companies to prioritize their data. the fcc will vote on that proposal three weeks from today. the new jersey lottery is disputing a cumberland county woman's claim that she won $50,000 in a scratch-off game.
