single digits. and the temperatures are still falling at this hour. skies are clear and the wind has come way down this morning. that's a live view across the delaware. center city in the teens right now. and the temperatures are made even colder feeling with a light breeze this morning, zero is the temperature in mount pocano. allentown, 6 degrees. 9 for pottstown and teens in wilmington millville, atlantic city down to 12 degrees with a little bit of a breeze. it feels like 2 degrees in trenton and wilmington. 4 degrees right now in northeast philadelphia. and 3-below zero for allentown. so get ready to bundle up heading out this morning. the good news is we'll see lots of sunshine. so temperatures will be climbing, but it's going to be cold throughout the morning. 17 degrees at 9:00. 24 at lunchtime. we'll go through it hour by hour with the future weather to show you which areas are going to warm up first when i'm back at

10 ten minutes. jesse gary has been on the scene for a few minutes now in wilmington. jesse, what can you tell us? >> reporter: chris i'm standing on the northbound lanes of 495 shut down as are the southbound lanes. you can see crews trying to get some of the other trucks around the scene cleaned up. they have moved the cab of this accident off to the right-hand side just passed the fire engine and state trooper car. the tractor-trailer portion of it is on the southbound lanes across from the other side of the freeway. and so they have to clear that as well. so right now both the northbound and southbound lanes of i-495 at the east 12th street interchange are closed. you're looking at video now just taken a couple moments ago. they are showing that the cab was pulled off from its side back onto its wheels. and now it's on its wheels the truck drivers are trying to hook it up to pull it out of the way.

coming back live the firefighters and personnel are sweeping debris scattered across the freeway. we have another update coming up in just minutes. jesse gary "nbc 10 news." and tracking the impact of the morning drive is first alert traffic reporter jillian mele. good morning jillian. good morning. this accident happened at 2:40 this morning and it's been there for an hour and a half. i anticipate this sticking out there for a while because of the cleanup needing to be done. the accident itself happened near 12th street and 495. traffic is diverted on both directions of the highway, but unfortunately for a lot of drivers, a lot of people take 495. avoid taking 95 near wilmington where that can get backed up. but that's your best alternate to avoid that portion. see on this map right here the line of red is where the actual closure is taking place. and 95 is clear right now. we are not reporting any accidents there. if you're heading out the door and traveling in the wilmington

area of 95 that will be your best bet. chris? 4:03 now and breaking news on the transasia plane in taiwan. officials say flight data shows both engines of the turboprop jet lost power before the plane crashed into the river. officials upped the death toll overnight to 35. crews have recovered more debris as well including one of the engines. and they continue to search for eight people still missing. transasia says they have made compensation payments to 18 families so far with more to come. new overnight, investigators believe robbery was the motive for a deadly shooting in philadelphia's path session neighborhood where the victim was shot several times. his wallet was found next to his body. investigators are looking at security cameras in the area in hopes to find the shooter. also new from overnight in philadelphia investigators are looking for the cause of a fire

at an apartment building in center city that happened along south 17th and spruce streets at 1:00 this morning. everyone inside made it out safely. also new this morning, firefighters had to put out an ambulance fire in old city philadelphia. nbc 10 was on the scene at third and market. the fire in the engine area of the ambulance broke out at 2:00 this morning. crews had it out in a few minutes. no patients were inside at the time and no one was hurt. 4:05 now. happening today, a philadelphia man subpoena being sentenced for a deadly home invasion. a jury convicted ali marsh of murder and conspiracy and other charges. in 2012 marsh shot and killed john paul and took his life. the crime appeared to be random. paul was described as a loving father of two. also today a former philadelphia police officer

kevin corke rancoran is facing two years in prison for handcuffing an iraqi war veteran and drove him around for several hours after being questioned about a turn he was making in his police cruiser. the death of a 59-year-old man is being called suspicious and they believe he may be a retired philadelphia officer. they have not released his name yet but the medical examiner has not determined the cause of death. but we have been told that the man may have been beaten. this morning we're hearing from a woman's 13-year-old son accused of giving crack cocaine to an 8-year-old at a philadelphia school. the boy gave the bag of crack to an 8-year-old at the elementary school yesterday and the 8-year-old asked two of his classmeats to sniff the bag. one of them told the teacher. the police came to school and found eight more bags of crack in the bedroom. the teen's mother admitted her

son had marijuana in his system but nothing to do with the crack. >> they have it wrong. he did not do it. he's a 13-year-old. he did not do it it's not him. he's in the clear. >> now medics took the four kids who came into contact with the drugs to the hospital as a precaution. the police and the department of human services are investigatesinge investigating. the justice department is now looking into allegations that governor chris christie and his staff dropped the grand jury indictment against the christie campaign donor in 2010. a former prosecutor claims he was fired because he objected to that indictment being thrown out. the governor has denied involvement. we reached out to his office for comment and at that point we have not heard back. new video this morning shows a burglar in action. look at this at a home in camden. you see him coming out the front door there with a 55-inch flatscreen. this video is from the january 27th climb to show the suspect

riding a bicycle down church street at 3:30 in the morning past a home. he then goes around to the back of the house and comes outs an hour later carrying the tv. and in delaware state police will charge a man for driving his car into the path of a train. this is what is left of the car. not much there. after that accident happened in georgetown last night, investigators believe the car did not stop in time and was hit by the wheels of the train. the train did not derail and amazingly the driver of the car was not hurt. one of the family members charged in that $20 million insurance case in bucks county killed himself. tom french shot himself in the driveway of his home in bucking ham last night. he was the retired sheriff and the accused mastermind to the family's extravagant lifestyle. the family has had three homes at their mansion.

french was one of the men charged in that case. and a man is facing charges after scalding his girlfriend's toddler with hot water. hasad wittaker burned the little boy with scalding water, left the room and then when he came back he says it was too hot. a frigid start this morning. plan on layering um with temperatures coming way down. we are running 20 to 30 degrees cold than yesterday at this time. it is frigid cold. there's a little bit of a breeze blowing to be increasing throughout the day. the good news is we'll see lots of sunshine and even better news that we're ready for a warmer weekend with temperatures turning mild on saturday and sunday. right now 9 degrees in doylestown. 16 in philadelphia. and cape may. 18 degrees right now there.

clear skies across the area. we'll see a lot of sunshine with still hours away before the sun comes up just about three hours away. the radar is clear with nothing to show you here. we'll stay nice and dry. no sign of wet weather in chester county. but the rest of the area will be dry as we go into this afternoon. we'll keep an eye on the radar over the weekend, however we'll see clouds moving our way. the hour-by-hour future weather at 6:00 this morning, we are in the teens and single digits. but with bright sunshine the temperatures will be coming up. still cold at 10:00 in the morning, 20 degrees in philadelphia. teens in parts of new jersey. and into northern and western new castle county wilmington it will be in the teens. but a few high clouds means we'll see a lot of sunshine. by lunchtime, in the middle 20s and topping out near 30 degrees this afternoon. so temperatures will recover, but the wind is stronger this afternoon. so it's not like it won't feel warmer today.

we'll see a little bit of sunshine. the winds out of the west at 16 miles an hour. not as strong as yesterday topping out our temperature below freezing the upper 20s to lower 30s. but the numbers come up over the weekend. here's a look at the weekend forecast when i'm back in ten. 11 minutes after 4:00. time to get an update on the situation on 495 as both lanes of the interstate are shut down at the moment. jillian mele has an update for us. good morning, chris. it will be wild with this closed in both directions on 495 because of an accident out near 12th street. we'll show you exactly where this is located. this is 495. you can see the area in red. that's the closure point where the accident happened. so 495 is inaccessible right now to traffic in both directions. so if you need to stay? delaware and travel in delaware 95 is zbhounggoing to be your best bet. it can get congested because of the traffic in and out of wilmington. again, this is the closure point. this is 95 as your alternate route to take. but if you're going to end up in

new jersey as some point during your commute, then you can also take 295. so i want to widen out to show you different options you have for this morning's commute. interstate 495 is going to be closed for quite some sometime. we'll keep you updated on all the developments. chris? hack earns have a new target. the latest way they are trying to get at your information. we'll have that for you. and chris, a healthy, active woman just dropped dead on the soccer field only to be revived by medics. doctors say it's hard to believe. coming up we'll talk about the signs and symptoms. and another first for pope francis. what the pontiff plans to do here in his trip to the united states in september that no pope has ever done.

4:14 and we have live pick which you weres which you werespicktures here of a crash on 495 that has shut down both lanes. the first alert traffic reporter jillian mele is back in a few minutes with ways to get around this accident this morning. happening today, we'll get the latest snapshot of the nation's unemployment picture. experts expect the jobless report to show that employers added around 230,000 jobs in january and that tunhe unemployment rate will hold steady. and the president will speak at a town hall meeting at a community college in indianapolis talking about his proposal for free tuition, apprenticeship programs and funding for early childhood

education. officials in north jersey are looking into a suspected case of measles. the patient is a 1-year-old baby not yet vaccinated. the first dose of the measles vaccine is usually given when a child is 12 to 15 months old. officials have notified people living in the child's building. if confirmed, this would be new jersey's first case of measles this year. pennsylvania and delaware already are dealing with cases of the virus. and public health officials in chicago say five infants who attended a suburban chicago day care have been diagnose nosed with measles. the children are all under the age of 1. several other children at this day care may have also been exposed and are being quarantined as a precaution. it is important to note here health officials say all the children were too young to get vaccinated at this time. meantime, the source of the outbreak in illinois there has not been determined. today you'll notice a lot of us on air wearing red. today is national wear red day, a day to raise awareness for

heart disease. the country's number one killer. katy zachry is live in center city to show us how this disease can strike those who appear to be healthy. >> reporter: chris that's right. the woman you're about to meet is not your typical heart disease victim by any means. take a look, she's only 30 years old and exercises and eats right and nearly died from a massive heart attack. jaqueline was coaching soccer when she collapsed on the field. she was not breathing and did not have a pulse, but thanks to the quick-thinking actions on her young players, they found a doctor to do cpr until medics arrived. she was revived in the ambulance only to have a major setback at the hospital. >> i don't know what caused it. in fact, it was something that weighs on my mind. what could i have done better? what could i have done better to stop this from happening? >> reporter: it's a good question and not an easy answer.

jaqueline did have classic heart-attack symptoms leading up to this but didn't recognize them as that. so what are the signs and symptoms and how often do they present themselves? you might be surprised to learn how infrequently they present themselves. we'll have more on that coming up next hour reporting live in center city, caykaty zachry, "nbc 10 news." later officials will reveal what they are looking at in terms of obamacare. meantime democratic lawmakers in new jersey want people to sign up early rather than having to wait until the last minute. if you don't have health insurance, you could face a fine of $325 on your federal taxes on 2% of your annual income whichever is more. about half a million people in new jersey are uninsured. half a million people. it will be a first on capitol hill. pope francis will address congress just one day before he comes here to philadelphia. the pontiff will speak to a joint session of congress on

september 24th. house speaker john boehner made that announcement yesterday. after the pope's trip to d.c. he'll meet three days in philadelphia. at the vatican, the pope said it's okay for parents to spank their children to discipline them as long as their dignity is maintained. pope francis made the remarks during his weekly general audience yesterday. he talked about the role fathers play in the family and say the pope was not endorsing violence against children. pennsylvania governor tom wolf held his first news conference since taking office last month. yesterday wolf announced the creation of the office of transformation innovation management and inefficiency. the agency is tasked with finding $150 million in savings for the 2015/2016 fiscal year. the governor says he learned how efficient he worked in the business sector and he intends to do the same thing now in government. >> i worked hard to make sure that what i was doing i was doing as efficiently as

possible. and i succeeded in doing that. and by transforming my company, i didn't do it by cutting or doing things that -- that's what i intend to do here. >> governor wolf says in the coming weeks he'll announce more specific plans for how the save savings will be achieved. a very cold start this morning. look how clear it is over center city. no clouds around. and that is not a good thing on a day when the wind is lighter and the air is so dry. the temperatures have just plummeted overnight. and they are still falling at this hour. we just turned off the light at the nbc 10 studios, but you can see the image of the flag moving in that little breeze there. we'll try to get that back on. 10 degrees in philadelphia. windchill is 6 with a 7-mile-an-hour wind outs of the northwest. the northwesterly winds always keep us cold. completely clear across the

area. we'll see bright sunshine today. but the wind that is out there right now will be picking up throughout the day. it will be cold throughout the day. look at pottstown and doylestown. 9 degrees right now. 12 in trenton. wrightstown, 13. and it's 12 degrees in toms river along with hanghorne. farther north and west 9 degrees, single digits in doyletown, furlong is 7. and 7 for quakertown. the coldest morning of the season here. but the skies are clear to help cool us down this morning, but we'll see great sunshine today. over the weekend, yes, the bitter cold is still flowing into the area today. but over the weekend that will be changing. we'll get some of the clouds with the temperatures starting to come up. and today they will be up too. we'll have sunshine up close to the freezing mark. the breeze kicks in during the daytime hours, so later this morning and earlier this afternoon that's along with a few winds at 16 miles an hour.

and if you're making plans for the weekend, plan on a dry weekend. if we get any wet weather, it's going to come in late sunday evening. but i think that's questionable right now. look at temperatures that's a huge improvement. 42 degrees on saturday. up to 49 on sunday. things change next week with the seven-day coming up next half hour. 42 and 49 we'll take it over the weekend. thank you, bill. we'll get an update now on the situation on 495. nbc 10's jillian mele is tracking the impacts of the morning drive. jillian, alternates for people out there, right? >> the good news is that 495 does not get busy at this hour. on a typical morning it is very quiet. unfortunate lip, it's shut down in both directions because of the accident near 12th street. take 95 if you need to get around it. 295 is congested near wilmington. keep that in mind. 295 is also okay heading into new jersey. that's an option for you. 295 and 95 both look good right now. i'll show you on the map where this is located. this little red box right here is the closure point on 495.

again, 95 is your alternate and 295. we'll keep you updated on that throughout the, mo. also, we are not reporting any other accidents on the highways throughout the area. this morning bloomberg is reporting u.s. investigators are looking into the possibility that state sponsored hackers from china may be to blame for the data breach at anthem health. those hackers broke into anthem's database that contains information on 80 million people in 14 states. 80 million. they stole personal data including names, birth dates, employment information and social security numbers. experts say the insurance industry is the new target for cyber criminals now that faith in retailers have increased their security. well, one pennsylvania town's new welcome sign is getting some second looks. the message town leaders are hoping this sign will convey to anyone thinking about committing a crime. and the backlash the town is receiving over the sign. plus the new step new jersey is taking to get rid of puppy mills to insure that pets

4:26. in new jersey the governor signed a new law to make sure the puppy you're getting at a pet store is not from a puppy mill. you have to give your name and where the puppy came from when you bring them to a pet store. and they will also look into the breeders. and some new welcome signs are designed to spark crime, but they are created controversy. conoy township says this is not
