good morning. chaos on both coasts. pounding rains continue to hammer the northwest this morning. >> never seen it like this before. >> turning streets into rivers, triggering dangerous mudslides, while in the northeast snow and black ice sends cars spinning off the road as places like hard-hit boston prepare for as much as another two feet of snow dylan has your full forecast. bruce jenner's deadly crash. the olympian and reality star caught in a chain reaction accident that killed one woman. paparazzi on the scene. but did they play a role in the crash? serial plot twist. new hope this morning for a convicted killer. a maryland court ruling the man featured in the hit podcast "serial" may be able to appeal the 15-year-old conviction.

everyone's talking about. >> he has everybody watching him. he's 22 years old. some people feel like he's come out of nowhere. he's just exploding with a number of categories. in one category where he's up against beyonce, he says well if i win, maybe i'll give it to her. >> i think he would probably do it. we'll talk more about that coming up. we want to get to our top story of the morning and that's the crippling effects from that non-stop deluge in the west. there's already been flash flooding in some areas. miguel almaguer is covering it all for us. >> reporter: -- in on the way. first hammered by rain then swamped in three feet of water, the community. brennan is now caked in mud.

the flood is receding but the damage is not. >> each time we have one of these flood events i need to get this silt off my driveway or else it ends up in my house. >> reporter: after flash flooding trapped ten people here this waterlogged region is expected to get even more rain today. >> we're surrounding by it. >> reporter: small landslides have pushed mud on to roads and even forcing amtrak to suspend some service. the west whipped by the pineapple express, an atmospheric river dumping rain from washington to california. >> never seen anything like this. i walk every day and it is just crazy. >> reporter: overnight saturday sloppy sleet maidsde roads tough along i- 80 in lake tahoe. in the bay area trees toppled into roads and even impaled cars. for liz and her daughter

vanessa, it doesn't get closer than this. >> vanessa said that she felt something go through her hair and now that i'm looking at it how lucky was that? >> reporter: believe it or not, many feel they're lucky in this region although this area is prone to slides. the pineapple express could have delivered even more wet weather here. another punch is still on the way, though later today. >> miguel almaguer thanks. dylan is tracking that weather both in the pacific northwest and that big storm people are bracing for in the northeast. your bag is packed upstairs. >> i am on my way out the door as soon as this show wraps up. first, out in california yes, we do have almost a foot of rain in some areas where miguel is in brennan, washington 11.09 inches of rain. in parts of california already over 12 inches of rain. and as miguel said we are looking at a third wave to develop later on today. so here's how it is shaping up. we still have this moisture coming in off the pacific. we are in a bit of a lull right

now. there is not a lot of heavy rain but it will stream in. even lightning flashes right out through here indicates that we will see torrential downpours and also the possibility of more thunderstorms especially across northern california where we could see another two to three inches with isolated higher amounts as much as five inches. that's why flooding and the risk of mudslides is such a big concern as we go throughout this third wave. on the east coast we've got this snow. in alba i already, we've had just over an inch of rain. you can see how quickly it coats the roads. it makes them very slippery, catching drivers off guard. they ever therefore we have some cars off the side of the road in the ditch there. this is the situation we'll see into tonight and into monday and into tuesday as well. pockets of heavier snowfall. we could even see as much as a foot to a foot and a half of snow again in boston and just north of the city we could see as much as two feet of snow. it's just crazy to think how relentless it is. >> we have to be ready. >> exactly. here we're okay.

here it is just a little bit of ice. >> which is why you want toic is it around here. thanks very much dylan. let's turn to the tragedy for olympic champion bruce jenner after he was caught in the middle of a terrible car crash on a california highway that left one person dead. nbc's kristen dahlgren has more for us. >> reporter: hi lester. it happened along the pacific coast highway in malibu. we're told jenner wasn't injured but this morning police are still investigating to see what caused that chain reaction crash. pictures from the pacific coast highway show a horrific scene. a white lexus, its front end crumpled still smoking. glass smashed. nearby a familiar face. bruce jenner walks around the car as others try to help the victim still inside. it happened just after noon on saturday. accordsing to the california highway patrol four cars were involved. including jenner's cat lad escalade towing a dune buggy at the time. police say traffic was moving

slowly when a chain reaction accident started. jenner's escalade rear-ended the white lexus which veered into oncoming traffic and was struck killing the driver of the lexus. the crash closed the iconic california highway for several hours. jenner can can be seen picking up pieces of his suv after the crash. >> he fully cooperated with the investigation. did not appear to be under the influence. and performed a field sobriety test without any problem. he also volunteered to provide a blood sample to prove or disprove whether there is any alcohol or intoxicants in his blood stream. >> reporter: police deny reports that paparazzi may have been to blame. but it is the latest tabloid fodder for the former olympian now a fixture as the father on "keeping up with the kardashians." >> we are also hearing though that the entire family is rallying around bruce right now. >> reporter: in recent month photographers have dogged jenner amid reports he is transitioning to live as a woman. his long hair and painted

fingernails often pictured in the tabloids. >> bruce is making headlines every single day for his reported transition so this could not come at a worse time for him. we are hearing he is just devastated. >> there have been no charges. police say jenner passed the field sobriety test. they will be looking at the cell phone records of all the drivers to see if anyone was on the phone or texting. a rep for jenner would only say that he was not injured. guys i know police are saying paparazzi wasn't to blame but they were certainly right there. they got pictures of the moment of impact even pictures of the victim. didn't seem like they were rushing to help. just taking video. >> sheinelle is reporting a couple of violent shootings in two different overnight. in pennsylvania police just arrested a 17-year-old in connection with a crowded mall shooting. panicked shoppers were sent running after the gunman opened fire saturday night. three people were taken to the hospital with gunshot wounds. >> we believe that one of those three people that were shot was a targeted individual.

we have evidence that leads to that. >> and it was a violent scene in an atlanta suburb saturday after police say a man shot six people killing four including his wife ex-wife and several children. the gunman then apparently killed himself. police in georgia have dropped an arrest warrant against bobbi kristina brown in light of her medical condition. the warrant signed in late january reportedly stemmed from a traffic violation. this weekend her grandmother, cissy houston, was seen leaving the hospital where the 21-year-old's family is keeping vigil after she was found unresponsive in a bathtub last weekend. wednesday marks the three-year anniversary of her mother whitney houston's death. officials in northern california say wildfires there have destroyed at least 40 homes. the fast-moving fire burned 11 square miles and forced two towns to evacuate near the nevada state line. a word this morning about our colleague, brian williams who has been under scrutiny over

his recollection of certain stories he's covered. on saturday brian issued a statement that "it has become painfully apparent to me that i am presently too much a part of the news due to my actions. i have decide fodd to take myself off of my daily broadcast for the next several days. new information uncovered in last week's crash, officials are investigating like the almost new turbo-prop plane failed to produce enough thrust after takeoff. at least 40 people were killed and 15 survivors hospitalized. rescuers are still looking for bodies of three missing people. one of the big luxury carmakers is issuing a recall that's affecting more than 100,000 vehicles. the announcement from jaguar land rover north america affects 2013 and 2014 range rover and range rover sports. 2012 through 215 has issues with

park being lights. the recall starts next month. finally, speaking of fancy cars. there's still some hope. lottery officials say no one picked the winning numbers of last night's $380 million drawing. the next powerball drawing is wednesday with an estimated $450 million prize. i have to tell you guys my 5-year-old is so intrigued with the lottery lately. we pass the signs at the grocery store and stuff like that. he wants to understand how it works, he's like why don't you just put in a dollar. he just doesn't understand why aren't you playing? this is such a big deal? >> i don't understand why you're not winning. maybe we can talk for him. >> he can get in on our picks. >> how do you know the numbers? >> i'm like -- >> that's the problem! we don't! >> we'll bring him in. sheinelle, thanks. we have brought dylan back. i could say dylan for a re-do, but the weather will be matter no matter what we do. >> the in i hadal of country looks kind of great. especially in texas, we have 70s. 73 in oklahoma.

tries to win congressional support to authorize the use of force against the terror group. chuck todd is moderator of "meet the press." he joins us this morning. chuck, good morning. >> good morning, erica. >> i know that you are speaking exclusively with secretary of state kerry about this. let's listen to a little bit of what he told you, then we'll dig a little bit deeper. >> first of all, the coalition is strong more committed than ever particularly in the aftermath of the burning of the jordanian pilot, the resounding re-affirmations of commitment throughout the arab world have been heartening and strong. >> secretary kerry mentioned this committed coalition of raw. the u.s. we should point out is shouldering a very large part of that. in terms of support at home the white house is expected to seek congressional approval for military actions in the coming days. how much support is there at this point? >> i think there's quite a bit of support broadly. the question is when you start actually writing this

resolution. and remember what we have here the president has two ways to do what he's doing right now legally without congress without asking for a new resolution. one is the war powers act itself which allows them to do these temporary measures or they believe they can justify this legally based on the initial war resolution after the 9/11 attacks, both dealing with iraq and afghanistan. but the president wants this new resolution. i think when they start trying to write it, can you write it broad enough that allows the president to go after isis in countries we haven't declared war on but narrow enough that it doesn't seem to give the executive too much power. and erica, that's where i think this thing is going to get caught up in a lot, a lot of heeft heated back-and-forth where they end up doing nothing and just saying the president can use the old resolutions. >> ukraine is also a major focus. i addressed that with the secretary as well and the role of the u.s. there is pressure for the u.s.

to provide further support beyond the aid that's already pledged. what about drumming up support for that? what are the chances of dealing with these two at the same time? >> well it is fascinating. on this front there seems to be a consensus growing. there isn't a lot of agreement on this one between republicans and the obama administration on this one. in fact you have the new secretary of defense. he hasn't been confirmed yes, but ash carter said he is in favor of more arms. john kerry in his interview with me sort of didn't get specific but said he was essentially in favor of helping ukraine deal with this problem with heavier artillery. the split is actually between our western european allies. it is germany and france. i think the aid is going to come but it really depends on what happens at this peace conference that germany, france and russia and ukraine will hold on wednesday. >> we'll look forward to that but before that we'll join you later this morning for "meet the press" for more of that exclusive interview. thanks again, chuck. a major new turn in the murder case featured on the hit podcast "serial."

nbc's kristin welker has more. >> reporter: it could be a second chance for a man hon spent nearly half of his life in prison. his case captivating millions and brought to national attention with the wildly popular podcast "serial." >> but someone is lying. and i really wanted to figure out who. >> reporter: he was convicted of strangling his ex-girlfriend in 2000 when the two were were high school students outside baltimore. now a maryland court has overturned a lower court's ruling granting syed's request to appeal that murder conviction. >> mr. syed has languished in prison for 15 years with really no hope. now he has a glimmer of a chance. >> reporter: syed's lawyer argued his legal team during the trial was ineffective. now there is new evidence -- one of his former classmates is willing to testify she saw him in a library at the time of the murder providing an alibi.

neither prosecutors nor lee's family returned our request for comment. syed's current attorney says saturday it is the first step in a pretty long process but we are extremely happy. in the podcast," serial," "this american life" journalist retraced every aspect of the real life whodunit. >> as for physical evidence there was none. >> reporter: poking holes in the prosecution's case questioning the credibility of the state's key witness speaking to the defendant from his prison cell he consistently maintained his innocence. >> man, i will no reason to kill her. >> reporter: the ruling is syed's best chance at a new trial. >> the key issue in the case is whether this new library witness is credible or not. >> reporter: now, a 15-year-old case is getting a new look in court with the fate of a young man at stake. for "today," kristin welker nbc news washington. >> this is somewhat of a revolution in that this is i think the first podcast that's become part of the popular culture. i could be mistaken on that psh.

a major storm has its sights set on new england again after two feet of snow expected for some of the hardest hit areas. meanwhile, the pacific northwest, rain there is expected to continue for at least another 24 hours. it's already brought flash floods and dangerous mudslides. one person is dead after a multi-car crashed in california involving bruce jenner. he was behind the wheel of one of the cars. no one has said who is to blame for the pile-up. no one won the powerball jackpot last night so it is now up to $450 million. the next drawing is on wednesday night. still to come in this half-hour, a smiling and happy toddler whose life just got a little bit brighter thanks to some dedicated surgeons. we'll talk to the little boy's parents about a recent surgery that's already life changing for him. later, love is in the air as we heat things up in the air. extra

extra extra read before you read on air. that would help. >> maybe you needed more of a breakfast in morning so we'll take care of that with brunch. we want to begin this half-hour though with the trial that's about to get under way for the man accused of killing navy s.e.a.l. chris kyle. kyle's story of course is the subject of the box office hit "american sniper" and that is raising request es this morning about how the movie could affect the jury. here's nbc hallie jackson. >> reporter: "american sniper" tells the story of chris kyle. >> navy has credited you with over 160 kills. >> reporter: but what audiences don't see on the big screen -- the navy s.e.a.l.'s death. it didn't come on the battlefield. instead, kyle was killed at a texas shooting range. a fellow veteran accused of murdering him. disturbing 911 calls placed by the sister of eddie ralph. >> he told me that he's committed a murder. >> reporter: now his family will watch as the prosecution and defense begin questioning potential jurors tomorrow just weeks after the release of "american sniper," and days before the oscars where the

movie is up for best picture. >> this is the worse wotiming for a criminal defense that i have ever seen. >> reporter: ralph's attorney tells "people" magazine the film will be an issue adding i think any case with significant publicity has an issue with picking a jury." he plans to enter a plea of not guilty by reason of insanity since ralph's family has said he suffers from post traumatic stress disorder from his time serving in iraq. kyle's widow tea tells the l.a. times to try and even find an excuse is disgusting. i know people with ptsd it is very real and very hard but it doesn't change your core character. in "american sniper," she's played by sienna miller. >> i need you to be human again. >> reporter: and applauds bradley cooper's performance. >> i feel 100% confident that people see this movie, they get the heart, the soul the character, the real chris. >> reporter: but some legal analysts say that could affect potential jurors if audiences

suspicions about their fitness as parents. >> when asked if we've hit colby, it's been difficult because going to doctor's appointments we've always debated whether we need a social worker. >> did they think you abused colby? >> we've gotten on buses before. the bus driver actually said he looks like he's been beaten a few times. >> reporter: frustrated by doctors who told them to wait to get it fixed, amy turned to the internet and found the little baby face foundation, a group of plastic surgeons who repair facial birth defects. >> it was critical to get this tumor off to preserve his vision. it's critical. >> reporter: was he at risk of blindness? >> yes, very much so. he definitely was at risk of blind blindness. and in fact, he may still have lost significant vision. we don't know. >> reporter: after this week's surgery to remove the tumor, doctors now he has some sight in his right eye. they'll learn more when his
