the waiting game began. three powerball tickets that matched all six numbers are out there somewhere. now it's just a question of who has them, we do know there could be millionaires in this area this morning. and a much anticipated step forward for the working class of philadelphia today. the move that would mean paid sick time for tens of thousands of workers. and look at this as we look at live nbc 10 first alert radar. snow is back in the picture today. and we'll tell you what's coming in behind that snow that will make it some of the most uncomfortable temperatures of the year so far. good morning. this is nbc 10 news today. i'm chris cato. let's begin with meteorologist bill henley and his forecast.

not too bad out there this morning. >> no, temperatures are in the 20s and low 30s, very close to where we were yesterday. clouds are overhead. i don't expect temperatures to fall much more but we will be watching for snow falling during the day. that's a live look from camelback where they've been making snow but mother nature is about to lend a hand. dry right now in the immediate philadelphia area but look into central pennsylvania. that's a light band of snow that will be arriving during the day today. 30 degrees right now in philadelphia. it's 28 in allentown. trenton is at 28 degrees while wilmington is at 31. clouds moving in. temperatures staying put for now. 31 degrees at 7:00. we will see a warm-up before the snow showers arrive. 40 degrees. but that's not going to last. the temperatures will plummet once the wind kicks in and that's going to happen later today. we'll go through it hour by hour with the future weather when i'm back in ten. but right now let's check in with jillian mele.

morning, jillian. >> good morning, bill. so far things are quiet on the majors including delaware pennsylvania and new jersey. this is a live look at 95 right at giraud avenue. that's typically where things get busy later but for now we are not reporting any accidents or delays. no accidents on 295. new jersey turnpike free of delays and same situation for drivers on 42. chris? this is what everyone's waiting for here. there are three winning tickets out there for that $564 million powerball jackpot. one of those tickets may not even be in the continental united states. stores in texas, north carolina and puerto rico each sold a ticket that matches all six numbers. also several tickets with smaller payouts were sold. so even if you didn't hit the jackpot, you may have won something. don't throw those things away yet. here are the winning numbers. 11, 13 25, 39, 54 and the

powerball, 19. one more time 11 13 25, 39, 54 powerball 19. now, a ticket worth $2 million was sold somewhere in pennsylvania. that means it matched all five white numbers. and $1 million tickets were bought in pennsylvania and new jersey. as soon as we find out where those were sold we will certainly let you know. new from overnight, the fire marshal is looking into the cause of a house fire in northeast philadelphia. it broke out around 1:00 on princeton avenue at montour street. in spite of initial reports of people being trapped inside firefighters found no one in the home. 4:03. and happening later today, philadelphia lawmakers are expected to approve mandatory paid sick days. this is a big deal for a lot of people. nbc 10's jesse gary is live at city hall. jesse, today's expected passage of this measure is a long time coming right? >> reporter: chris, that is right. this journey from concept to

defeated bill and now a bill poised on the edge of passage has lasted the better part of a decade. councilman-at-large bill greenly, instead the city of brotherly love followed the trail blazed by san francisco and austin. it makes paid sick time mandatory for an estimated 180,000 people working in philadelphia. many of those workers are in the food and beverage industry and do not get paid when they call in sick. >> the working people of the city of philadelphia will get i think a very reasonable benefit that people now all over the country are starting to get, and i think it will just keep growing. >> reporter: we're going to explain how this proposed new ordinance would work if it is signed into law after the vote later today. we'll talk about that in 30 minutes. live outside philadelphia city hall in center city jesse gary nbc 10 news. happening today, patco is changing its train schedules because of the latest round of

track work over the ben franklin bridge. after today's morning commute, they'll be working to update signals and communications on the south side of the bridge so riders will see service gaps of up to 26 minutes this afternoon and all day tomorrow. again, service gaps of 26 minutes. for a link to the revised train schedules, use the nbc 10 app or go to nbc10.com. prosecutors will call more witnesses in the misconduct of a gloucester county police officer. washington township officer bonaventura faces charges. the officer claims moriarty you see him here was driving drunk. the case though was thrown out amid claims the officer falsified reports. moriarty believes he was targeted by political opponents. we have new information now on the trial of a former music teacher accused of molesting his young students in chester county and tom fullman was scheduled to plead guilty in two cases he's

facing. prosecutors say he molested six students while teaching at the malvern school of music. his new attorney said his client never agreed to that plea. instead, he's ready to take the case to trial. fullman is accused of abusing several young kids during private piano lessons. in burlington county police are looking for two men who robbed and roughed up a man inside his home. you see them there. the home invasion took place sunday night in medford. police say the men came through the victim's home duct taped him to a chair and beat him with a pipe. we're told they got away with some cash and stole his cadillac. >> it's scary, you know when it's right here because that type of thing doesn't happen in medford. >> now look at this. investigators found these two bicycles in the woods near the victim's home. they believe that's how the robbers arrived. some sad news at cbs this morning. longtime "60 minutes" correspondent bob simon died in a car accident in new york city

last night. police say simon was riding in a car that collided with another car and then hit metal poles on manhattan's west side. simon's career spanned five decades. he covered everything from the vietnam war to "selma." bob simon was 73 years old. we're learning more now about the criminal history of that man accused of attacking a woman at a center city train station in broad daylight. we have this photo of officers arresting reginald green. they know him well. police say they've arrested him at least ten other times including for charges of indecent exposure and shoplifting. this time attempted rape robbery and assault. surveillance video was the key to catching him yesterday. he's accused of sexual assaulting and attacking a woman at the station on monday. philadelphia police say they've caught the man who was wanted for a series of hotel holdups. we brought you that story in december about that chain of hotel heists. police arrested george

meriwether last friday. he's charged with robbery, aggravated assault and other crimes. investigators say meriwether was caught on surveillance cameras during several of the robberies. he's accused of hitting hotels near the airport and in delaware county during a three-day crime spree last december. plus in bucks county are trying to solve the mystery of this empty atm. they say someone found this machine behind a shopping center on lincoln highway in falls township. police believe the atm was stolen probably a safe bet. they released these photos hoping to find the business that's missing one. now your nbc 10 first alert weather with meteorologist bill henley. >> heading out the door right now, you're seeing temperatures very close to where we were yesterday. but we do have clouds overhead. and that will lead to some scattered light snow showers during the day. then a cold blast takes over. and the coldest weather of the season is in store for us as we head into the weekend. right now, the temperatures, 27

degrees in doylestown. cloudy over philadelphia and cape may is mostly cloudy at 28 degrees. the temperatures are going to be holding steady to start with this morning. the clouds over center city you see them the flag is at rest. the wind will really kick in later today. and that's going to be a cold wind. saw a few flurries overnight. those are pretty much done. it's this light snow that we're tracking through central pennsylvania that will likely occur during the day. most likely during the afternoon. it doesn't look like it's going to hold together like that. we'll see some scattered snow showers in the area. but temperatures will be warming before the snow moves in. so accumulation with this is unlikely. your hour-by-hour forecast, temperatures in the 20s to start with and then climbing into the lower 30s by later this morning. and by noon time we'll be closer to 40 degrees. might see thinning of the clouds, but that's temporary. the clouds will be blowing back in. and here's when you get scattered snow showers. 3:00 in the afternoon, some light snow possible. to the north and west

doylestown and pottstown could see some snow. blowing through northeast philadelphia and then into central new jersey. and as that happens, the temperatures will be coming down. by 6:00 this evening, 31 degrees. so that 40-degree temperature around noon time is going to be a zabtdistant memory by 6:00. they keep coming down through the evening hours. look at the teens and below 12 degrees in allentown at 11:00. 18 for trenton. wilmington at 18. and the temperatures will still be falling. so get ready for a cold blast later today. to start with, we'll see the temperatures climb. scattered snow showers, possible this afternoon. and the winds out of the northwest 7 to 18 will be gusting to 25 miles an hour. and then it turns colder over the weekend. i've got your weekend if being when i'm back in ten. >> all right, bill. thanks for the warning. ten minutes after 4:00. at least it's relatively warmer for your drive to work.

jillian mele is watching the highways for us. >> good morning, chris. majors ss in and out of center city looking good. 76 from the pa turnpike will take you 21 minutes. 13 minutes 95 southbound. the blue route will take you about 16 minutes. nothing happening as far as any incidents. that's a bit of good news. also quiet on the highways in delaware. this is route 1 right at the dover plaza. murdered over a parking space or because of religion? the wife of a man accused of gunning down three college students explains what her husband's motive may have been. plus breaking the law to prove a point. we'll tell you why this local prosecutor intentionally got a ticket and the hope -- or the change, rather, he hopes to spark.

in north carolina authorities are trying to determine if the murders of three college students were a case of parking lot rage or a hate crime. last night the university of north carolina held a candlelight vigil for the victims who were all muslim. hours earlier, the suspected gunman, craig hicks, was given a public defender in court. his wife who was seeking a divorce said religion played no part in the killings. her lawyer said hicks was angry over the victim's parking hacketthabits at their condo complex. the trial of the former marine accused of american sniper chris kyle is under way in texas. kyle's widow fought back tears as she being too the stand on opening day of testimony yesterday. prosecutors say eddie ray routh killed kyle and his friend at a gun range two years ago. yesterday defense attorneys showed a text kyle sent to littlefield shortly before they died. kyle texted quote, this dude is

straight-up nuts. routh has admitted to killing the men. the jury has to decide if he's guilty of capital murder or whether he's not guilty by reason of insanity. an italian court has found the captain of the costa concordia guilty of the deaths of 32 people. the captain abanded the cruise ship as passengers and crew were still on board in 2012. the court sentenced him to 16 years in prison. well the future of the keystone xl pipeline is now in the hands of president obama. he has told us what he is going to do with that. the house passed a bill to build that controversial oil pipeline which would connect canada with gulf coast oil refineries. president obama has threatened to veto the bill amid concerns it could raise emissions linked to global warming. it doesn't appear the house or senate has enough votes to override that veto. president obama has asked congress to formally authorize the use of military force against isis. the proposed authorization would be limited to three years and would allow the u.s. to take the

fight to wherever isis goes. but it does not call for ground combat at least not a ground offensive. a senate panel will hold hearings at the end of this month, and a vote could come in march. a philadelphia community came together to voice its frustrations with police. >> we know where you live. >> the goal of the town hall meeting last night was to improve relations between police and the community. there were several heated exchanges, though. one was generated by the mother of brandon tate brown. >> trying hard to show a different side. >> i believe we're in a good place now. we've done a lot of positive things, and we're doing a lot of positive things in the community. >> now, police shot and killed brandon tate-brown last december after police say he reached for a gun.

the officers involved in that shooting are on administrative leave pending the outcome of an investigation. more police may be hitting the streets in wilmington now that a state panel approved grant money to temporarily pay for increased patrols. the attorney general requested that money. six officers will get overtime pay to work night patrols seven days a week in some of the most dangerous neighborhoods. wilmington's homicide rate jumped 53% from 2013 to 2014. there have been seven homicides so far this year alone. wilmington reassigned nearly 30 officers to high-crime areas last month. the city is also getting help from newcastle county police. this man entrusted with protecting the law said he broke it on purpose to prove a point. northampton county d.a. says he did not pay a recent parking ticket in easton because he said the ticket had no instructions on how to appeal in court. the mayor said tickets in his city are appealed through the police department. but he said instructions will be

added to the tickets now. pennsylvania governor tom wolf says his proposal for a new tax on natural gas drilling will help boost education in the state. governor wolf kicked off his schools that teach tour in chester county yesterday. nbc 10 was at callan elementary school where wolf said his tax proposal could generate $1 billion a year. he said the money would help restore public school funding that was cut under former governor tom corbett. >> you cannot continue to disinvest in our education system. this is our future for all of us. all of us standing here. everybody in pennsylvania. >> governor wolf said a small portion of the excise tax revenue would go to areas of the states that are affected by the drilling. some college students in philadelphia had a chance to hear from the acting director of the secret service who returned to his roots for this appearance. last night clancy smoke at villanova. clancy graduated from villanova

in 1978. he explained his new job as nonstop. >> right now overseas doing protective assignments, doing investigative assignments, and it never stops. at any moment someone may jump the fence at the white house. so at any moment, we've got to be at our best. >> now, clancy became acting director in october after the previous director resigned after a series of security lapses. now your nbc 10 first alert weather with meteorologist bill henley. >> we're seeing clouds this morning and waiting for snow. i don't think we'll see snow this morning, but this afternoon, likely see some scattered snow showers in the area. but by then temperatures will be even warmer. we're at 30 right now in philadelphia 40 right around lunchtime in spite of the cloudy skies. a little bit of breeze right now, but there's a cold wind later today that's really going to bring temperatures down. right now 31 in northeast philadelphia. it is 32 in blue bell.

a couple spots in the 20s. lafayette hill and willow grove, it's 29. satellite has the clouds in place already. we'll see a cloudy morning. and we'll be watching for a few scattered snow showers well off to the north and west right now. but during the afternoon, that's when we'll most likely see those light scattered snow showers. most of the area will have temperatures above freezing at that time. so sticking doesn't look all that likely. and the temperatures, they'll be plummeting tonight and this weekend it gets even colder. saturday doesn't look too bad. we'll see some light snow moving through during the late afternoon and evening hours on saturday. a light accumulation is possible saturday. then a blast of cold sunday. nine degrees in the morning. 18 in the afternoon. then it turns colder into monday. the seven-day forecast i'll show you how long that's going to last in the next half hour. 4:20 now and time to get another check of traffic. nbc 10's first alert traffic reporter jillian mele is watching things for us.

any big problems yet? >> no big problems. area bridges are looking good. this is a live look at the platt bridge. just a few drivers. no issues especially headed to the airport. 95 is clear in that area. for drivers in the lehigh valley, i-78 route 22 northeast extension are free of any accidents right now. chris? happening today in bucks county officials will use public transportation in a campaign to help prevent suicide. septa and county leaders will unveil suicide prevention hotline signs at langhorne regional rail station this morning. statistics show 50% of deaths on the rail system each year are suicides. they began posting the signs at stations in september. a mysterious illness is making students sick at a local college. next how that school is trying to rid its campus of the virus. plus a medical breakthrough for stroke patients. the treatment helping patients rebound faster.

we're following breaking news now just into the nbc 10 newsroom. here's what we're watching out of russia. president vladimir putin just announced during a news conference a cease-fire has been brokered for eastern ukraine. it will go into effect midnight saturday. now, russia as you know has sent troops into that part of ukraine one year ago, last february. a lot of fighting there. rebels had seized control of that part of the country, pro-russian rebels. and remember the malaysian airliner was shot down as those two sides fought. so again, the big news this morning, russian president vladimir putin announcing a cease-fire will take effect midnight saturday. putin is still speaking. we'll continue to monitor what he's saying and bring you more as we hear it.

this morning we're learning more about the measles outbreak in california. officials have now issued a warning to commuters after a person with measles has apparently been riding on a bay area rapid transit or b.a.r.t., that's their version of septa. officials believe that person also at at a popular san francisco restaurant and may have exposed his coworkers at linkedin. experts are now trying to trace that person's movements and alert anyone who had contact with them. officials at a college in the poconos are trying to figure out what caused dozens of students to become sick. at least 42 students at east stroudsburg university came down with a stomach virus. the school doesn't think this has anything to do with the dining service on campus there, but workers did disinfect the dining hall just in case. >> we're doing everything we can to minimize the spread so we'll be doing extra sanitizing in some of those spaces where people are more in close

quarters like the dining service, like in our residence halls. >> the university is now coordinating its efforts with the pennsylvania department of health. doctors and researchers have reported a major advance in the treatment of strokes. stroke experts say brain stents similar to the ones used to open heart arteries. stroke patients treated with stents were less likely to die or become disabled. the treatment was so successful in three recent studies that researchers actually cut those studies short so they could offer stents to more patients. sunday is the deadline to apply for health insurance under the affordable care act. if you've already signed up you could qualify for monthly tax credits to lower your premiums. more than 6 million people are now on track to save more than $200 each month. >> the whole point here is to make it affordable. if it's not affordable to you, you may be eligible for an exemption or a tax exemption. you have to really do your
