come to my hotel room. they never came. >> look on the pillow. >> we are back in boston. the narrowness of the sidewalks here just showing you there is no place to put any of the snow. imagine living here. imagine if this was your car and you had to start the process of digging out from this hard snow that is surrounding pretty much everything. with another foot of snow on the way, the only thing left is for residents to figure something out. today, the northeast is bracing for another winter weather nightmare. adding insult to injury many already buried with this now the fourth straight weekend storm. some 35 million people are under a winter weather advisory this morning and the storm will not only bring snow but dangerously cold windchills with hurricane-force winds. gusts of 40 to 50 miles per hour in new york and philadelphia. 50 to 60 in coastal maine. 60 to 75 on nantucket.

driving treacherous, power outages are expected. >> we expect we will move literally millions of tons of snow over the course of last few days and next few days. >> reporter: the boston area has seen some of the worst of it. this could be the first time the city has been hit by two blizzards in the same winter. another foot of snow adding to the more than 42 inches in the past two weeks. on track to what could be the snowiest winter ever. >> this is probably by far the worst i have seen it. >> reporter: and people around here are really trying to clean up what they can now because this time tomorrow we are going to see whiteout blizzard conditions. it is starting to move in tonight. lester. >> dylan, we will check in with you soon. frustrations are mounting in boston and the surrounding area. people have barely had time to clear from one storm and now a new one heading their way.

ron mott checks in with folks who have had enough. ron, good morning. >> reporter: erica, good morning. people are wondering if the snow will melt. the bitterly cold air has moved in and it is forecast to stay here for a while. the thought of adding more snow is becoming a head scratcher. when push comes to shoveling, bostonians are ready, but growing tired of the fight. >> the whole city has been shutdown. >> it is the stages of grief, kind of. i'm accepting it now and i know more is on the way. >> reporter: as much as a foot or more of snow. that is why store aisles are jammed. shopping for supplies or milk and bread. some looking for hibernation. >> staying inside and trying not to ever go outside unless i have to. >> reporter: overhead snow coverage is overwhelming just about everywhere you look. now that temperatures have plunged, moving it around has

become much tougher. when the snow and wind meet later today, whiteout conditions are expected. massachusetts governor charlie baker urging people to stay off the roads starting saturday night. in the meantime national guard troops have joined the snow battle as the big dig continues in earnest. >> i'm starting to worry about the snow on the roof and the weight of it. >> reporter: weary, they are, humor abounds. no piling on here says one sign. if you are praying for snow please stop reads another. you have to keep your humor about you. one thing which is a silver lining, it is ha t weekend. the demand for public transit is not there like on a week day. service on the "t" is canceled on sunday. erica. >> ron, thanks. we like the humor at that church. you need it. >> what else can you do? let's go to dylan for a look at what boston should be expecting and the cold snap far beyond the northeast. >> it is so cold.

we have 26 states under some sort of winter cold advisory or windchill warning. they stretch into the carolinas. we have temperatures right now in boston about 4 degrees with a windchill of 9 below. it is extremely cold. coldest in caribou, maine. the storm system doesn't look like much but it will strengthen into the nor'easter system with the strong gusty winds. because of that we have winter weather advisories and blizzard warnings from maine all the way down to long island. not that long island will see a lot of snow but when you have wind gusts up near 60 to 70 miles per hour the blowing snow will reduce visibility. the storm will get going later this afternoon for parts of new england. overnight, we're going to see heaviest snow through sunday morning. sd start to taper off by early afternoon on sunday. it is a quick hitting storm. when you look at wind gusts near 70 miles per hour power outages

could linger on and we are looking for about a foot or two of snow in maine. we are on the line of 9 to 12 inches of snow in boston. anymore snow will cause problems. you have the cold on top of. that by monday morning, windchills in the area 30 degrees below zero. by far some of the coldest temperatures so far this season. >> two words. good grief. dylan, thanks. we will check in with you later on. >> followed by no thanks. turning to a shocker in oregon. the governor announced his resignation involving his fiancee. we have nbc's hallie jackson with the latest from salem. >> reporter: good morning, erica. we are learning about the criminal investigation into the governor that is expanding to include the feds. it is the latest twist in the political saga to cap off a week that has seen plenty of them.

new subpoenas looking for e-mails and phone records showing if the fbi can find that john kitzhaber broke the law. allegations with his fiancee as he steps down after weeks he would not. >> he has done good by this state for 36 to 40 years. let's not that one moment here today define him. that is totally not fair. >> reporter: analysts call it a shocking fall from grace for one of the state's most reliable politicians elected to four terms. in the past four months questions surfaced about his first lady cylvia hayes tried to ledge their relationship with firms hoping to do business with the state. a tearful apology after hayes broke the law two decades ago by accepting money to marry a

man who needed a green card. kitzhaber said he did not wrong. >> a person can be charged and tried in the media with no due process. >> this is a sad day for the state of oregon. >> reporter: secretary of state kate brown will be sworn in next week. becoming the country's first openly bisexual governor. while gay rights advocates say she will make history, but the truth is she is capable of leading the state to better days ahead. as for the criminal investigation into governor kitzhaber, the state has until march 10th to return the documents for the subpoena. the fbi is not commenting on this case. that is typical where the case could end in the hands of a grand jury. guys. >> hallie jackson. thank you. police in canada say they foiled a mass murder plot there.

sheinelle is following the latest. >> good morning. the canadian police expected to release details of the massacre expected to happen today. they uncovered the plot in the mall in nova scotia. a man then killed himself. a 23-year-old american woman is in custody and confessed. two more men are being held. officials say the suspects were obsessed with mass killings. they had access to firearms and planned to kill as many as possible. and intense fighting in ukraine as the cease-fire deadline approaches. russian backed separatists trying to gain control of the rail hub. at least two dozen people have been killed since the cease-fire negotiated on thursday. it goes into effect sunday at midnight. now to minnesota and frightening moment for 11 children on a school bus.

nbc's betty nguyen is here with more. >> good morning, sheinelle. deputies spotted a school bus driving erratically and they started following it warning other drivers and calling for help. a frightening bus ride for 11 students in minnesota this week. much of it caught on tape. you see the school bus weaving back and forth across the road. veering at times into the wrong lane. even driving off into a ditch. it happened wednesday about two hours north of minneapolis. deputies were trailing the bus with these images captured by the dashboard cameras. at one point, the bus nearly hit an approaching vehicle before its driver quickly backed out of the way. authorities say the driver of the bus lost control due to a medical condition. the ordeal lasted about 15 minutes with the bus coming to a stop in a ditch after deputies put spikes on the road.

the kids on the bus are okay. the medical condition of the driver has not been released. sheinelle. >> betty, thank you. a rescue operation under way in antarctica. the u.s. ice breaker hacked through hundreds of miles of heavy snow and icebergs. coast guard video shows the conditions one month ago. the crew of the fishing boat is not in danger but the condition of the boat is yet to be determined. let's talk about little league pitching star mo'ne davis. the 13-year-old is quite the talent. she has what it takes on the basketball court, too. the she was at the all-star game. we know kevin hart is all talk for his game, but this morning, everybody is talking about mo'ne. >> i love that photo.

>> she has done it before. in that moment she felt like it was right to do a spin situation. >> i can't wait to see her future. >> 13. >> she has a wonderful future. dylan, as we know is in boston. she talked about the 23 states feeling the cold. dylan, when it comes to the west it is a different story. >> yes, warm things out in california where 88 degrees was the high temperature in palm springs. they are under a huge ridge of high pressure bringing exy warm temperatures. upper 80s to 90s. these temperatures are 25 degrees above average for saturday into sunday. if you compare the difference between the warmest temperatures in california and coldest temperatures in maine, there's a difference of 101 degrees. of course i decided to go to the colder side of the a good saturday morning, meteorologist michelle grossman.

we were tracking the chance for snow showers. also tracking bitterly cold air and gusty winds. winds gusting near 60 miles per hour overnight into sunday. for today snow developing snow squalls around dinner time. 30 to 33. a cold one today, just not nearly as cold as we're going to be. 18 on sunday frigid winds, winds gusting near 50 miles an hour. 22 on monday. by tuesday, 28 degrees and still cold for the rest of the week, 24 on friday. and that's your latest forecast. lester. >> dylan, thanks. we want to turn now to a startling story about the brutality of isis militants. we are all too familiar with the public executions but what you may not know is the terror group is quietly targeting women in a horrific way. we feel it is an important story to bring you. we recognize it could be hard to watch. nbc's chief foreign correspondent richard engel is in iraq with the story. richard, good morning. >> reporter: good morning, lester. as you mentioned, we all have

seen the horrors that have been carried out by isis when it murders foreign hostages or lines up and executes the local security forces here in iraq and syria. isis has also much more quietly been carrying out extermination campaign against the religious minority that isis deserved to be wiped out and women enslaved. in the refugee camps in northern iraq, we met survivors of what could be the worst documented atrocities. these were the men of the village celebrating a wedding in better times before isis arrived. when they took the men, we didn't know how many were going to be killed says 19-year-old farida. she not want her face to be seen. she said isis went on to execute nearly all of the men.

and the women were grabbed by the hundreds and sold off to isis fighters as slaves. this video released by isis shows its fighters discussing the women they are about to take possession of. she instantly recognized the men. she saw them making their way through 80 the of girls. picking out the ones they wanted to buy. farida was raped repeatedly for months. they sold me from one man to the next. farida is 19 years old. she says the ordeal was harder on the younger girls. they raped girls who were 9 or 10 years old or even 8. they preferred the younger ones. harada is one they sought out. she is just 12.

he was old, she says of the man who bought her. he was 50. harada and farida managed to escape but both girls are badly traumatized. harada had never seen the video of the men waiting to buy her. i see this she says, i think of all of the girls still with them. they could do everything imaginable to them. we want justice. both of the girls managed to escape simply walking away when the captors were not paying attention. they had to walk for hours in the desert. knocking on doors and not sure what reception they would get. they eventually found people to link them up with extended retive retive relatives. they are receiving help lester. >> hearing that story makes you ill. richard engel, thank you very much. the white house calls it a

national security threat. protecting your information from hackers. the president hosted a summit about it on friday. he is facing opposition from the tech industry. nbc's kristen welker has more for us at the white house. >> reporter: erica, good morning. president obama is calling for greater cooperation with the federal government and the private sector when it comes to cyber security and what he calls one of the defining challenges of the 21st century. securing the tech industry's help is a major challenge of its own. >> you want us to kill the leader of north korea? >> reporter: cyber attacks last year. home depot and target and sony pictures. the threat hit home. >> everybody's online. >> reporter: now the president has signed an executive order calling for better information sharing between tech giants in the private sector and federal government. also stressing the urgency in an interview with "re-code" magazine. >> the government has to work

with each individual company but we have to be able to pull the companies together so they are working together more effectively. one of the things that makes this challenging is all you need is one weak link. >> reporter: there are tension was the government and tech industry. apple's ceo tim cook was the only major tech ceo to attend at stanford university friday. with the industry skeptical after edward snowden's leaks showed spying of the nsa. >> i have constantly tried to update the laws and rules governing how we operate in cyber situation with the technologies. in the case of the nsa, we are probably slow. >> the white house needs silicon valley right now. the white house needs everyone to come together to protect against these cyber attacks. silicon valley doesn't feel they can trust the federal government. >> reporter: things took a lighter turn when the commander in chief was asked about the tech habits.

nbc's jacob rascon has more. >> reporter: the first weekended with a bombshell. i heard mr. routh say i shot them because they would not talk to me. >> i got a military aged male on a cell phone. >> reporter: the year's most popular movie, "american sniper" depicts chris kyle's four tours in iraq and post traumatic stress. kyle's widow taya described the last time she saw her 38-year-old husband. photos from routh's home showed ammunition and an empty whiskey bottle. a few hours later, routh shot kyle and chad littlefield repeatedly with different guns. stole kyle's truck and led police on a ten-minute chase.

of what we heard? >> that was an extraordinary statement. it is up to us to decide. is this a man deliberately angry and rational or insane. they found marijuana and anti-psychotics. does this guy deserve punishment or should have been on his medication and was insane. >> there was a lot of talk about the body cam and dash cam video. that when you are looking at it in some ways this could go either way depending on the expert. >> you are right. we all listen to it as amateurs and say you have a guy who says i don't know if i'm going insane. he doesn't get to self diagnose for the trial. in the end, it is up to competing experts who put forth their opinions and it is up to the jury. >> the legal experts put in their opinion. it comes to the legal standard

for insanity. how does it measure up? >> it is extraordinarily high. in the end, the decision has to be did he know what he was doing was wrong? that is capable of parsed out a million ways. it seems he knew what was wrong or he did not try to flee. we hear other things that clearly don't sound the words of a rationale man. the experts will help us better understand the defendant. >> some of the things we will hear in the weeks coming up. what are you listening for? >> i want to hear how the defense and prosecution play this out. i suspect the prosecution will focus on the jury on the events of the shooting range and what happened after. you see a guy who goes to get something to eat and tries to flee authorities. the defense will look really carefully at the arc of the man's life. how many times he went to a veterans hospital. what prescription drugs was he

with more and more snow. dylan is driving through boston in the blue mobile. dylan, what do you see? >> i see a lot of snow piles. we are riding through boston before the storm hits to show you the streets are actually okay. right now, it is cold outside. i decided to come inside. we have windchills at 9 below. take a look at the front of the blue mobile. you can see the streets are actually fairly clear. we don't really have all that much going on right now. look at the snow piles on the sides of the streets. that is going to be the issue. for now, the roads are fine but over the course of the storm, with another 9 to 12 inches of snow expected we are running out of places to put it. that is the big concern. that is why we are so worried about the next storm crippling the city. the only bright side it is happening on a weekend. everybody is staying home anyway. i mentioned the cold. it is extremely cold.

>> it does not. no warming trend in sight. all of the red is the blizzard warnings up the coast of maine and through long island because of the blowing and drifting snow at the height of the storm. we have another winter storm down near areas like tennessee where they could see about 4 inches of snow. that as we go into monday and tuesday. that is the next system we will watch. the potential for icing. the models still a bit in disagreement of how quickly that will exit. we still have to watch that one. in the meantime we are watching the bigger storm that will hit here in boston. another 9 to 12 a good saturday morning, meteorologist michelle grossman. we're tracking the chance for snow squalls later this evening. also tracking bitterly cold air and gusty winds, winds gusting near 06 mile60 miles an hour and developing. the snow squalls around dinner time, 30 to 33. 18 on sunday frigid winds

philadelphia and tracking the chance for snow and then we're going to see the cold and the bitter winds. taking a look at temperatures right now, 27 in philadelphia, 14 in allentown, 22 in lancaster. 30 degrees in wildwood temperatures not feeling too bad right now. it is cold but we're looking at much colder air later on this weekend. as we go throughout time here the temperatures are dropping. as you factor in the winds right now, we're not seeing winds too bad. this is the calm before the storm. it's quiet right now before things turn up. it's more like 1 degree in mt. pocono the teens in a lot of spots. we're tracking valentine's day snow. for the most part we're seeing light stuff in the early part of the day on and off, very light. then by this evening, 5:00 6:00, 7:00 we're looking at the chance for snow squalls move in. still seeing 1 to 3 inches by the end of the day. we could see those 1 to 3 inches in a short amount of time. by noon 30
