right now we are in the thick of an upside-down storm. parts of delaware already has five inches on the ground this morning. a live picture here from the southernmost part of the new jersey shore where folks could be seeing five to nine inches. and we are looking live at the snow covered beach avenue in cape may right there. first alert radar shows the system that is moving across the region. you can see the darker bands of snow there. everyone will get some snow but the amount of shoveling you have to do all depends on where you live in southern and central delaware. if you have the snow shovel ready, get ready. this is "nbc 10 news today" on this tuesday. we went on the air an hour early at 3:00 a.m. just to help you get ready for what the storm is bringing across the region. and what it is doing for your morning commute. really, we have seen slippery

roads already with the loose snow accumulating out there. here's what's happening right now as we take a live look at center city, philadelphia. the philadelphia school district plans to make a decision in the next 15 minutes on whether or not schools will open on time or delayed or possibly even close. as soon as we get that information we'll pass it along to you. dozens of other schools have already made that decision. get the full list of school delays and closures through the nbc 10 app. and we're also watching what this is doing to flights in and out of philadelphia international. more than 100 flights canceled into or out of the local airport because of this new jersey and delaware. we are checking on the road conditions and conditions in your neighborhood. and stormforce 10 is a resource we have for you. a live look at one of the major routes out there. give the snowplows extra room this morning so they can do

their thing. we'll give you a realtime view of what is happening outside through the eyes of skyforce 10. and we have our eyes in the studio tracking the storm impacting our region. we'll begin with bill henley and the first alert forecast. some areas will get more snow than others but more importantly it's the type of snow it is. very light, fluffy snow making it easier to move. whether you have two inches on the ground or more than six inches on the ground it will be slick all around. accumulating snow happening right now for the entire region. this is going to continue through the early morning hours. by sunrise, it will start to taper off. until then we'll see occasional periods of heavy snow. and no matter where you are or how much snow you have on the ground, we are seeing very slippery conditions this morning. and there is plenty of snow from the philadelphia area to the jersey shore and even into the pocano mountains. new york city is getting their share. a lot of snow to go around but the steadier snow is moving

through portions of montgomery and bucks county. a narrow band is coming down a little bit heavier. the visibility in this area is going to be lowered to begin with, but we will see this area wind up with dry conditions before it dries out in philadelphia and farther to the south in parts of the delaware and south jersey area. in fact, areas farther to the south and east and central delaware, cape may county that's where we expect to see the most snowfall from this storm during the day today. 14 degrees right now in philadelphia. here's why, it's such a dry, light, fluffy snow. it's cold. cold at the shore, 12 degrees in wildwood. atlantic city at the airport, 13. and 11 degrees for pottstown and reading. so across the entire region the same sort of conditions. that's very light, fluffy snow. there you can see it in cape may on beach avenue. 5:00 this morning, a steady snow in philadelphia. by 7:00 it tapers off in the city.

by 9:00 it might still see snow falling in cape may, but not in philadelphia. just cold and cloudy. and we'll be waiting for the afternoon sunshine. first alert meteorologist brittney shippis is taking a look at the snow out there. if you are watching the central and southern parts of delaware along cape may county we'll look at the snow forecast heading throughout the rest of your tuesday morning. snowfall totals between five to nine inches for rehoboth beach. parts of sussex county picking up 4.5 inches of snow already. and if you're closer to millville, closer to seven inches is expected with this system. and you will notice as we get closer to philadelphia and some of the suburb locations, the snowfall totals go down. that's because we expect the heaviest amounts of snow to be closer to the shore and parts of south jersey. so two to four inches in the suburbs, doylestown west

chester, trenton and mount holly. closer to the lehigh valley, one to three inches of snow. and the pocanos are not so impressive, two inches or less with this system. now we want to check in with first alert traffic reporter jillian mele with a closer look at how the snow is affecting the roadways. good morning. speed restrictions on most of the area highways down to 45 miles per hour. bridges are down to 25 miles per hour. this is a live look at center city, philadelphia. the vine street expressway near 95. watch out for the on and off-ramps. the side streets, neighborhood streets, be careful of those this morning. this is a live look at city avenue near route 23. you can see the different conditions across the area. we still have an accident we are dealing with on 95 northbound past the walt whitman bridge. heading to montgomeriville, this is a live look at route 202 near 309. it is completely snow covered there. for a live look at the lehigh valley, route 22 and route 309 slippery conditions all across the area this morning. you definitely need to take your time out there. if you have to head out leave yourself extra time. when it comes to mass transit,

here's what we have happening. new castle county is on a fixed route regular service. kent county fixed route is regular service. sussex county the fixed route is suspended this morning. so keep that in mind and we'll get the update at 8:00 this morning. new jersey transit has been cross-honoring. i'm going to bring you the system map coming up in the next few minutes. and as you mentioned, the roads in southern/central delaware could be trickier than others as they are getting more accumulation in this system. this is a live view of beach avenue in cape may's southernmost part of the new jersey shore. they could also see five to nine inches depending. and you can see beach avenue looking unplowed at this moment. definitely give yourself extra time on the roads. southern and central parts of the delaware will see the most snow out of this winter system. this is a live look at i-95 in wilmington from the camera atop the blue rock stadium there. nbc 10's katy zachry is live for us in wilmington. you were showing us earlier the

plows and it looks to be coming down heavier where you are now. >> reporter: it definitely is chris. that has changed in the last 10 to 15 minutes. definitely coming down heavier, and it is more moisture-filled. i'm finding it is not as light and fluffy as it was when we last saw you. i'm going to look both ways before i cross route 52 here in willmington in the trolley square neighborhood. it is definitely slick. my boots have traction on them and it is definitely slick. if your tires don't have the best traction, especially the side streets and neighborhood roads, it's going to be slippery. on the majors in delaware, we took 95. we saw a number of plows out working. they are definitely working around the clock. but it was still very much slow going for traffic on i-95 coming into wilmington. we have seen a number of plows on the side streets. i checked in with wilmington fire. i checked in with new castle county dispatch.

they all told me they don't have any major issues right now. basically, they just know and they are hearing reports, hey, guys, that there are slick conditions. but they say for the most part, people are being smart. they are not out yet and are not commuting yet and are staying off the roads. so that's really your best takeaway from this. i've been monitoring the school situation here in delaware and almost a dozen districts have already closed for the day. we are just very close to walking distance to a few schools here in wilmington. and this snow is easily shoveled snow. you can wipe it off pretty easily from the windshield. but definitely we're having at least three inches accumulated so far here in wilmington. we are live katy zachry "nbc 10 news." and it's not that much accumulation yet in center city philadelphia. but you do see a fine coating there on the roads. again, this is a looser more powdery snow. so you definitely could get some slipping in your car, especially if you're at a red light and

starting to takeoff again. you can feel the rear of your car sliding a little so give yourself extra space between you and the vehicles in front of you. you can see the crews out there putting salt on the sidewalks and trying to get the sidewalks in shape for pedestrian traffic later this morning. people that are heading out, that is. meteorologist bill henley is standing by with a look at where the snow is falling and what to expect throughout the morning. bill? the turns are really slippery as well, chris. that's really not going to change much during the morning. treated surfaces they will be doing better than many of the others but for now just treat all surfaces to be slick. you can see very light snow falling here at the nbc 10 studios. not much wind. it's not going to be a very windy storm this morning. it's not going to be a fairly heavy snow for most areas. 11 degrees in reading with the light snow falling there. philadelphia wilmington seeing snow. and 13 degrees. it's cold enough for every location in the region to only see snow with this one. there you can see the light,

steady snow. that doesn't look any different than it did an hour ago when we went on the air at 3:00. that was a live view from center city. wilmington, that band of steadier snow that's what katy zachry just mentioned. you can see it there with bands farther to the south and east. and bands farther north and west that are seeing that heavier snowfall. but overall, this is the area that is going to see greater snow totals during the day. you can see heavier snow moving just to the south of dover. cape may is seeing some of that steady snowfall. and farther to the north, lower bucks county and into montgomery county, that line of snow is just glancing northern mercer county in new jersey. then north and west it's already starting to taper off in northwestern lancaster county upper burkes county. this is not going to be an all-day storm. in fact, the areas north and west will likely see the storm come to an end before 7:00 this morning. thanks to the temperatures it's that light, fluffy variety. 11 degrees in pottstown.

wilmington, there's the 13 to 14 degrees in northeast philadelphia. there are some colder spots, lafayette hill is at 11 degrees. willow grove is 11. the entire region is seeing very similar conditions temperaturewise this morning. that's why it's going to be all snow for the area. but, by later this morning, it's going to be all done. at 6:00 this morning, yes, still very light snow in allentown and reading. and accumulating snow in northeast philadelphia. the steadier snow in atlantic city at that hour. that's where we are going to see the heavier snow at 7:00 in the morning. while it starts to taper off north and west by 8:00 just about done with southeastern pennsylvania. still some snow accumulating in southern and central delaware. and at 9:00 this morning, we'll see the light snow frror trenton and mount holly, but farther to the west the snow will be done at that hour. snowy start, but we'll get breaks of sunshine this afternoon with temperatures coming up into the 20s to closer to 30 degrees today.

a snowstorm started last night and is still falling in southernmost new jersey and delaware where they are seeing the most out of this. this is a live view from beach avenue and cape may. you can see snow covered beach avenue has not been plowed yet. give yourself extra time heading out on the roads. you have a slippery snow this is a loose, powdery snow falling. and from the area that is expecting to get the most to the area expected to get the least out of this system a live look here at the snow coming down at camelback mountain resort in the pocanos. this is an upside-down storm system. the pocanos in the northern most region of this viewing area are seeing less snow out of this system. the snow has been coming down pretty steadily for the past few

hours now. also, in philadelphia this is a live view here of 95 in south philadelphia. penndot plows are out on 95 already. we have seen those moving through. and traffic is moving along at a pretty decent clip here. not a lot of volume obviously, at this hour of the morning. let's go to center city philadelphia, where nbc 10's rosemary conners is standing by. rosemary, what is happening now in center city in. we are starting to see this snow. i don't want to see taper off just yet, but it is definitely coming down a little bit lighter. it's not heavy. i do want to show you about philly schools as we have been telling you. philadelphia public schools and parochial schools will be making a decision right about now. i've been texting with both spokespeople for the archdiocese and for philadelphia public schools, no decision yet. but it's coming. so stay with us. out here we are on walnut street between ninth and tenth. just by jefferson hospital. a few people are coming and going from work. i'm joined by rhonda here tell me where you are going and what conditions have been like?

>> i'm going into the building right behind you. the slippery. you have to be careful. actually i drove 20 miles an hour down here. and it was not that much salt on the ground even though they are on the job, you still have to take your time. i expect a lot of things to be canceled today. >> reporter: or a delayed opening. with a few cars on the roads once the cars get moving that will help to keep the snow out of there as well. >> yes, yes, that's true. >> reporter: it's a little bit warmer today than yesterday. >> yes, it's not that bad because the winds have died down. i'm very happy about that. and so, i'm just trying to get to work. i better get going right now. >> reporter: thank you, i'll let you go. appreciate it, take care. back out here you can see just beyond the corner here they are starting to do some shoveling. and coming up here at ninth and walnut, you can see one of the plow trucks. we have been seeing some plows,

we have been seeing some people shoveling the sidewalks. they have been in some areas, clearing the snow here. when you get closer to the street, this is where we are talking about this accumulation. the areas not shoveled, the areas not plowed that's what it's looking like here in center city. we'll keep you posted about philly schools so stay with us. i'm rosemary connors "nbc 10 news." as rosemary said we'll hear from the philadelphia schools soon on whether they are opening on a delay this morning. look at this video that was shot last night a few hours ago, in delaware county. you can see the snow falling there, widespread snow. not much is sticking through with a little on the cars and sidewalks. this is the snow that can easily brush off your car. you can do it with your snow as it's a powdery, light snow. stormforce 10 giving us a realtime view of the road conditions right now, we are tracking those across the area.

photographer john panfile behind the wheel. this camera is fixed to the dashboard so john doesn't have to operate the camera at all and can focus on driving. he's on 95 heading south toward port richmond. the port richmond area of philadelphia. he says the roads are snow covered now. pretty slippery out there. in fact john said very slippery is the note he passed along to our producers. we saw a plow train earlier on 95 getting to some of that. you'll see our signal from stormforce 10. sometimes the signal goes out depending on whether john is entering an area with interference from a tunnel or another highway structure, but again the snowplows are out now. penndot is putting 400 trucks in service overnight. as the snow starts to accumulate, the clouds are becoming more prevalent. give yourself extra time on the roads if you're encountering the clouds. give them a white range to do their jobs there. the roads could be slippery

because this is a light, powdery snow. meteorologist bill henley is standing by with a look at what is happening, good morning, bill. the woman we talked to in center city said it all. this goes for the entire area where it's a similar type of snow for the entire area. that light, fluffy snow. it's easy to shovel or sweep away or sweep off the car, but very treacherous to drive on. light snow is very light here in northeast philadelphia. atlantic city, all seeing light accumulating snowfall with temperatures like this. it's all snow for the entire event. and for the entire region as well. and it looks like it has changed a little bit in this view from the melon bank building still coming down. you will see some period where it will come down heavier. and it will get a bit lighter. in center city that was a patch of heavier snow moving through that rosemary mentioned. now just a steady light snow. and that is continuing in delaware and south jersey. dover has seen more of the heavy

snow. you can see it crossing into cumberland county. cape may be see more of the accumulating snow. we are seeing a band in bucks county to the northwestern of trenton in upper mercer county right now. that's heavier snowfall. but look how much lighter it is off to the north and west. and here it's starting to taper off and come to an end in reading. this is not going to be an all-day storm. this is going to be for pennsylvania a before sunrise storm. and then it will be slowly ending for delaware and south jersey. but it's only going to happen this morning by this afternoon as it's gone. then we'll be looking for the sunshine. in fact the clouds are breaking off to the north and west. so a snowy start, but the good news is most of it is happening overnight when the roads are not packed with people trying to get somewhere. so that will allow the crews to get the job done. a snowy start with the breaks of sunshine this afternoon. still cold. cold enough for us to stay with temperatures in the 20s this afternoon. there's another blast of cold to

be on the way after some scattered snow showers tomorrow. nothing like what we are seeing this morning, but look at the cold for thursday morning down to 6 degrees. and record cold temperatures potentially below zero in philadelphia. that is friday morning. 17 on friday afternoon. a lot of sunshine on friday. but clouds return for the weekend. and sunday there's a chance we'll see rain and snow. so how much snow will you wind up with in your neighborhood? meteorologist brittney shipp is standing by with a look at the impacts. that's right. i'm breaking down region by region what you can expect to see. if you live closer to the i-95 area, you will expect to see the snow taper off quicker than near the shore. i'll show you how this will break down over the next couple of hours getting ready to head to work. closer to 5:00 a.m. we are dealing with a decent amount of snow coming down for philadelphia. closer to northern camden county gloucester county salem, new castle we will start to see more tapering in the next few hours.

if you live in the southern part of bucks or montgomery or chester county by 6:00 a.m. we are talking about more light snow. still moderate snow coming down near burlington county. you can see temperatures just at 15 degrees. it's going to be very cold so this area we expect to see anywhere between two to four inches. again, if you're in the central and southern parts of delaware right along the shore, that's mainly the bull's-eye of the storm. so that's where we'll see the highest snowfall amounts. so i'll keep you updated the next time i see you as i look at the suburbs and also the pocanos in how much snow you can expect to see in those locations. chris? 4:24. the timing of the snow will impact the morning commute. obviously, the first alert traffic reporter jillian mele is looking at road conditions now. jillian? the delaware department of transportation officials just tweeted good information. please leave ten car lengths between you and the snowplow ahead of you. they are kicking up debris with large blind spots. that's just a reminder heading
