it's a new effort to solve cold cases involving hundreds of local families and communities that begins today. the plan and the notorious case at the top of the list. plus from cold cases to cold kids. the temperature will plummet to possibly record-breaking lows. and this morning we're asking pediatricians how to best protect your children when they head outside to catch the bus. and it's going to be a cold wait at the bus stop or the train platform wherever you are this morning. we take a live look here at the american flag blowing in a stiff wind out there. 17 degrees in philadelphia. feels much colder with windchill. and what's coming tomorrow will be even colder than that. good morning. this is nbc 10 news today on this thursday. i'm chris cato.

let's begin with meteorologist bill henley. bill, that wind is whipping out there again. >> yesterday was cold. there was no wind yesterday. today, a different story. it is a cold wind blowing that is bringing the temperatures down today and will make for very cold air tomorrow. that's a live view from center city where the winds now are near 25 miles an hour gusting to 24 in wilmington and 30-mile-an-hour gusts in the pocono mountains. so temperatures that are in the teens and below, 16 degrees in philadelphia. 14 in wilmington and 11 in pottstown. with the wind, it feels like three below in pottstown. three in trenton and one is what it feels like in philadelphia. the forecast is calling for bitter winds. we will see sunshine this start with. 13 at 7:00 but clouds will be blowing in. some breaks of sunshine. 16 at 9:00. and by lunchtime, not much warmer. just 18 degrees. and the wind looking just as strong at noon time today. we'll go through it hour by hour

with the future weather when i come back in ten minutes. right now let's check in with first alert traffic reporter jillian mele. >> good morning. this is a live look in center city philadelphia. the vine street expressway near 95. you can see it's clear in both directions. just a few drivers out there. no accidents and no delays to deal with. if you are going to be taking mass transit, new jersey transit operating on a normal schedule. modified schedule for amtrak northeast corridor. patco, operating on a normal schedule and same thing for septa. the cold weather understandably has kids and their loved ones anxious at the bus stop. our matt delucia is live in center city. on days like this, it can really be dangerous to stand outside for too long. >> reporter: especially if you're standing outside for a very long time. schoolchildren are waiting for the bus at the crack of down when it's normally the coldest part of the day. of course we've been talking to a few parents who are out every day with their kids waiting for the bus, trying to keep them

warm. tens of thousands of students in our area wait for the bus every day. and also they play outside just before school. and this morning as well as tomorrow, it will be very cold. windchills in the single digits going down below zero. we did ask doctors about this. they advised that parents should make a decision on what they feel comfortable with especially some of the colder kids might be able to handle it better than the younger kids. the temperatures can be very tricky to handle on a day like this. and so we did talk with some pediatricians, working with some of that audio coming up in the next 30 minutes as you get the little ones ready for school today. live in center city i'm matt delucia, nbc 10 news. and with the potential for record-breaking cold looming tomorrow, you can count on the nbc 10 app for alerts and the latest forecast on this arctic blast. the app is a free download at the app store. 4:03 now. and happening today, the start of a new effort to solve a philadelphia cold case. it involves the fbi and local law enforcement. the focus is on this couple who

vanished without a trace exactly ten years ago today. nbc 10's katy zachry is live on south street where that young couple was last seen. what's the fbi doing differently now? we heard about the patrone case. what is the fbi doing differently now? >> reporter: they're going to have a press conference later today to lay out their new plan chris. investigators tell us this has been a tough one for them over the years because this couple just vanished from this stretch of south street. no sign of their car, their credit cards were never used again. richard patron was 35 at the time. danielle was 34. the couple had dined at the now-defunct south street bar. they left just before midnight never to be seen again. the fbi will update us about the case later today. there are a lot of theories out there, but investigators say they aren't supported by evidence. >> we just can't have a day without thinking of him and

thinking what could have happened to him and did he suffer? >> reporter: now, this case is the first from the philadelphia division to be part of the fbi's new cold case initiative. so what exactly does that mean and specifically for this cold case? we'll talk about that coming up at 5:00. reporting live on south street katy zachry, nbc 10 news. it and the case of course is just one of hundreds of missing person cases in this area. nbc 10 is beginning a special series called "finding the forgotten." you'll see it on the home page of nbc10.com. just click on a picture to look at details about each case including where that person was last seen and the circumstances of his or her disappearance. also filter by state and gender to find a specific case. we hope you'll check it out. happening today in bucks county, the trial is set to begin for a teen accused of trying to rape another student at knifepoint in a school bathroom.

cody hendricks was just 15 at the time of his arrest. he's charged as an adult facing charges including attempted murder. police say he chased a classmate with a knife, dragged her into a knife and tried to rape her before a teacher stepped in and stopped him. we're learning more now about a murder victim with ties to one of entertainment's biggest names. devin pickett, a tour manager for nicki minaj was stabbed to death early yesterday morning. we brought you that as breaking news. police say pickett was at the che bar and grill with some friends when they got into fight. pickett was in town getting ready for minaj's next tour. we spoke with pickett's cousin who was too upset last night to show his face. >> they were all here for her. i guess they went out celebrating and things just went wrong. >> now, pickett's coworker on the minaj tour was also stabbed. he's expected to recover. police have made no arrested at

this point, but they are looking at surveillance video. the city is offering a $20,000 reward for information in the case. this morning we're seeing documents that could outline how pennsylvania's attorney general would defend herself against possible criminal charges. kathleen kane is fighting the results of a grand jury. the panel recommended charging her in connection with the leak of grand jury information. in documents presented to the state supreme court today, a montgomery county judge said he did have the authority to appoint a special prosecutor that led the grand jury probe, but kane is saying he did not have the legal standing and she's calling for the appointment to be declared unlawful. happening today in our delaware bureau education secretary arne duncan will visit delaware to mark the progress of schools in that state. duncan will tour classrooms in wilmington and newark. he'll also join the governor on preparing students for colleges and careers. medical marijuana is legal in new jersey. now there's a new campaign to

legalize recreational use of that drug. a group of prosecutors, civil rights activists and health officials announced plans yesterday in newark. they're pushing for legislation to legalize tax and regulate marijuana distribution. they want adults to be allowed to possess up to an ounce. governor christie has vowed to veto any such legislation. now your nbc 10 first alert weather with meteorologist bill henley. >> 4:08. it is another cold morning. the difference between yesterday and today, it's the winds. bitter winds are blowing. windchills in some spots now below zero. and they're going to be hovering right around zero for most of the day. then tonight, we're tracking record cold. this weekend, a possibility of snow rain and a little possibility also of some freezing rain as well. 13 degrees right now in ail be allentown. 16 in northeast philly and 15 in millville. it's another cold morning. but the wind is blowing.

that's a northwesterly wind that's making for a very cold start this morning. and today we'll have the cold with us through the day. the winds, 16 miles an hour steady in the poconos. steady and 13 miles an hour in wilmington where the windchill right now is zero. feels like one in philadelphia. 14 degrees below zero in the poconos. so another very cold start this morning. bundling up will get the job done. saw a few scattered snow showers last night. they're out of here. we'll be dry this morning. watching up to the north and west, the winds are strong enough, it will blow some clouds into the area and with those clouds, a chance of scattered light snow showers. 9:00, we'll be looking at sunshine and 16. but the clouds will be blowing through as the winds increase during the late morning and afternoon hours. this is 2:00 this afternoon. look at reading, 15 degrees. some scattered snow showers that could arrive in philadelphia by the evening commute. not expecting to see much of any accumulation, maybe a dusting in

some spots. but they're going to be fast moving and light. it's the cold that's the problem today. temperatures nowhere near as warm as we saw yesterday afternoon when we topped out at 32 degrees. we'll be in the teens and low 20s today with winds gusting to 30 miles an hour. we'll talk the potential for record cold tomorrow morning when i'm back in ten. ten minutes after 4:00 now. and time for an early check of the roads. jill wranian mele is standing by. >> good morning to you, chris. definitely not a morning where you want to be standing outside too long. the vine street expressway is clear. 95 is quiet. 76 even looks good. these are your drive times right now. 76 eastbound from the turnpike to the vine that will take you about 21 minutes. 14 minutes on 95 southbound. and if you're traveling the blue route northbound from 95 to 76 that's a 16-minute trip. heading north to the lehigh valley, route 22 at route 309, all is clear here.

4:13. and new from overnight, vanilla ice was released from jail on bond. robert van winkle is charged with burglary. police say he was renovating a home next to a house that was broken into and stole some of the items -- or rather some of

the stolen items were found on his property. ice told reporters that the situation was, quote, blown out of proportion and he said it's sad that good news doesn't travel this fast. a teacher accused of having sex with one of her students will head to court. sara o'neill faces formal arraignment on child corruption charges. she is 35. her alleged victim was 16 at the time. o'neill lost her job as an english teacher at church farm school. police say she had sex with the student numerous times in 2014 on and off campus. police say school leaders asked o'neill to redesignsign after finding a love note to the boy on a printer printer. opening statement says are expects in the murder trial of the woman known as the black madam. she was accused of causing a woman's death from an illegal silicone injection. police say she was unlicensed and untrained when she gave a 20-year-old british woman the injection in 2011 at a hotel. that victim died of a blocked artery.

happening today in the atlantic city casino crisis a judge is expected to rule on whether the former revel casino can scrap a deal to sell to a developer. both sides are still negotiating, trying to come to an agreement before the judge's ruling. revel's owners moved to block the sale after the developer missed a deadline to finalize the $95 million deal. and atlantic city's mayor says last year was a, quote, terrible year for a.c. in last night's state of the city address, the mayor said he's focused on attracting new and different businesses. >> i believe atlantic city needs to make the transition from what was a casino-based city to a city that will be much more diversified. >> guardian promised citizens that property taxes will not go up. he says he'll slash the budget by $30 million and will press the state for tens of millions more in aid. at that same meeting last night, city council made a move that could draw more families to atlantic city. according to philly.com city

council aproved an expansion of the steel pier. it will include a giant ferris wheel and zip line. council also approved plans to rebuild the boardwalk and add restaurants and recreational facilities. and the future will also include stockton university. richard's stockton university in galloway township officially took on that name last night. the school opened in 1971. enrollment has dropped from 1,000 students to more than 8,000. now, that name change comes just months before the school will open its island campus on the boardwalk in the old showboat casino. the school expects classes to start in the fall. stockton officials told us they're also talking about using an existing building in cape may. nbc 10 is covering the changing landscape in atlantic city. to read more go to nbc10.com or use the nbc 10 app. and there's a new effort to develop a portion of the delaware riverfront in philadelphia. the delaware river waterfront corporation wants to develop festival pier an 11-acre site

that juts out into the river. they've initiated a plan to ask developers. now, that site is located at spring garden street and delaware avenue. developers have about a month now to express any interest. this year philadelphia will get a veteran's day parade. leaders announced plans at city hall yesterday. congressman bob brady explained why he thinks philadelphia is ready to host a parade. he says other cities in this area have veteran's day parades. philadelphia should, too. >> across the river, jersey has a great parade. we've got a great city. why don't we get a parade? why can't we put one on? >> and if you'd like to put it on your calendar now, the veteran's day parade is scheduled to happen in philadelphia on november 11th. happening today, a sign that spring isn't too far away in spite of how it feels outside. phillies tickets go on sale. this is the first day of single-game ticket sales for the team. and today also pitchers and

catchers will have their first workout of spring training as we take a jealous look at the conditions there. in sunny florida. they reported to camp yesterday. position players get to camp next week. and of course we will stay on top of the phils as they get ready for their season in clearwater. you can get real updates any time with the nbc 10 app. now your nbc 10 first alert weather with meteorologist bill henley. >> a blustery start this morning. gusty winds will be with us through the day. this is just getting started. this is the cold air that's pushing into the area that's going to get very cold tonight. 16 degrees. it's already very cold but it will go even lower tonight. look at the winds at 16 miles an hour. one in the windchill. by tomorrow morning, one could be the temperature in philadelphia. much of the area even colder than that. cape may doesn't look any different this morning. a little icy scene there. anything that was a little bit melted yesterday afternoon has refrozen tonight.

and this morning, the temperatures are still falling. look at the clouds off to the north and west. some of those will be blowing into the area. 1:00 this afternoon, 19 degrees. that's about as warm as it's going to get during the day today. those gusty winds holding the temperatures back. and starting to drop the numbers, by 6:00 this evening. 13 degrees at 6:00. by 11:00 tonight, it will be in the single digits. in philadelphia one degree in allentown, five below in the poconos. and cold across delaware and south jersey. then as we move into tomorrow morning, there's one degree. that would tie the record for tomorrow's date it was set back in 1979. but the wind will still be blowing, so one degree. at 4:00 in the morning, we'll feel like 17 below. so some very cold air is on the way. it will be cold today, too. gusty winds, a few scattered snow showers this afternoon. high temperatures in the teens and low 20s. there are warmer temperatures that will be moving in for the

weekend, but the timing is the issue on saturday. cold enough that when wet weather starts moving in later on saturday it will likely start as snow and then change over to freezing rain and sleet and then rain for saturday evening and sunday is looking rainy with a high temperature of 46 degrees. full seven-day forecast ahead in the next half hour. >> 46 we will take that on sunday. thank you, bill. 20 minutes after 4:00 and time to get a check of the highways. all the roads are dry out there, jillian. >> they are. no big accidents to report. dry and clear conditions. in eldifficult difficult, it's a good start there. as far as your drive times on the northeast extension, average, 22 to 23 minutes with the pennsylvania turnpike. and lehigh valley 22 you saw that a few minutes, still looks good. no accidents to report on i-78. chris? take a look at this.

nasa cameras caught a bright fireball right there over the sky in pittsburgh. this was actually a space rock. a 500-pounder. entering the earth's atmosphere above western pennsylvania early tuesday morning. that rock was moving at around 45,000 miles an hour. people throughout pennsylvania new york and ohio reported seeing it. wonder where it landed or if it landed. president obama is working on a plan to fight terrorism. next we'll have his message to isis leaders. plus an unexpected moving day for dozens of people. the surprise forcing them to abandon the place they call home. and a live look outside the ben franklin parkway. the flags of nations fluttering in the wind there that is making it feel much colder than the 15 degrees that you see on your screen. meteorologist bill henley back next with a look at tomorrow morning's possibly record-breaking lows moments later.

4:24. new information this morning on the crisis in ukraine. government forces are retreating from a town in eastern ukraine. ukrainian troops have not been able to stop pro-russian rebels. ukraine's president calls this a tactical withdrawal but observers say this is one of the worst defeats of the war so far for ukraine. family friends and loved ones are remembering kayla mueller, the american aid worker killed after being captured by isis in syria. hundreds turned out for a vigil in her hometown of prescott arizona. it focused on prayer and love for others. her family organized a food drive saying that would be

consistent with kayla's mission, helping those in need. president obama had some words for that terror group and others on a summit in violent extremism. the president said the world is not as war with the religion of islam, but with people who have perverted islam, he said. civic leaders from dozens of countries are in washington for this three-day summit. new information about the national cathedral restoration in washington. the iconic episcopal cathedral has finished the first phase of work to repair damage from the earth wake in 2011. it still has to raise mother $20 million to complete repairs to its exterior and that work could take years. a church in southwest philadelphia is cleaning up after frozen pipes caused this mess. it happened at a catholic church as they were opening for wednesday's services. workers tried to turn down the thermostat to save money but the pipes froze. the cold has been blamed for several fires including one

which sparked after workers tried to thaw out frozen pipes. right now on the nbc 10 news app, what firefighters want you to know about keeping yourself and your home safe during winter. they say unthawing pipes with any method like fire is certainly something they don't want you to do. in newcastle county residents at a hospital will have to pick up and move because of a broken hot water system. it's been on the fritz for about eight months now. administers have decided to move the 48 people who live there. they'll move only a few patients at a time. >> another facility can't accept that many people without some major problems and we want to make sure there are no falls, that everybody gets the right medications, the right documentation. >> and that hospital treats people with all kinds of health issues including drugs, mental health and hiv. now your nbc 10 first alert weather. >> a frigid start this morning.
