nbc's keir simmons is in london. good morning. >> reporter: good morning. we are just hearing from a u.s. intelligence official the london man being named has been confirmed as a person known as jihadi john in those isis videos. a number of officials in britain certainly this morning have refused to give guidance but haven't dismissed the reporting out of hand. nbc news learned british officials believe he has been identified and the fbi director confirmed u.s. officials have identified him. sources tell us he is of somali origin and known to have lived in london. jihadi john is responsible for the execution of americans james foley and britain's david sokolov. the western is of course for

those who are still being held by isis even as this news is being reported. they are hearing about isis and 33 villages has been targeted according to a local group representing the christian syrians who live there. this morning one syrian monitoring group is saying 220 christians have been taken hostage by isis if recent days. >> kir, thank you so much for that. we are learning about the biograbbingal details as well including he may have come from a piddle class family in england. >> in the meantime we are learning more about the three men in brooke len in federal custody accused of supporting isis. investigators say two of those men plan to travel to the middle east and if they were unable to to do that they would allegedly carry out attacks here in the united states. nbc justice correspondent pete williams has more on that. good morning. >> reporter: a part of a growing

trend, people in the u.s. are radicalized by the social pedia and are willing to join groups like isis or stage violent attacks here. pence this brooklyn apartment, fbi says they bought plane tickets for the journey. prosecutors say one was arrested wednesday at of course in's jfk airport preparing to fly to turkey and from there to syria. the fbi says the case began last august when one of the men asked on a website whether he could become a martyr if he were to shoot obama and get shot ourselves. >> we have to be careful about people getting radicalized. it knows no boundaries. it's hard to regulate. you have parents concerned. >> the fbi says when agents questioned him about the postings twice in august he admitted it and told them he would do whatever isis told him

to do. the fbi did not arrest him at the time but kept him under survams, sending an under cover informant to meet with him. the men on wednesday bought plane tickets with the financial help of a third brooklyn man who raised money to support them also now under arrest. in court, prosecutors say the two who bought the plane tickets admitted they planned to go to syria. one of the lawyers says the facts are unfolding. >> the presumption of innocence is still the law of the land in america. we have every intention of fighting the case vigorously. >> the fbi says despite the talk of shootings or bombings in the u.s. the men did not have any guns or explosives and did not formulate any actual plot. they are charged with supporting the isis terror groups. >> pete williams in washington. thank you very much. to the winter that will not end, snow is piling up in the south.

up to a foot in north carolina and virginia. you probably heard this before. more bitter cold coming. >> it just doesn't stop. we have storm after storm. look at what's happened banger maine yesterday they had three inches of snow. it came down heavily, with poor visibility it was a 75 car pileup on i-95 and closed it for several hours. thankfully there were no major injuries. minor injuries a lot of rough weather. let's show you what it is right now. it has been a tough winter. snowfall totals for example, banger has seen 117 inches of snow 120 in boston. as you can see, we got snow now making its way from into baltimore and parts of the del marva peninsula into the carolinas. it is snowing well in norfolk,

virginia. let's go to dave malkovff. >> reporter: this started overnight, when people went to bed there one wasn't snowfall. in some places there are six inches on the ground around the norfolk area. these schools are closed today. the naval base is supporting 75 ships here is asking their non-essential personnel to stay home. but at a faithful base there are a lot of essential personnel and look at what it is doing. it is even hard to dig it off the villagetation and on the ground. it's even worse because this is packable snow. and under feat it it has slunl. so that's -- sludge. driving conditions are dangerous here in the hampton area al. >> you can see, we have winter

and chaling voters to hold people accountable for killing reform efforts. >> in the only moves which you are the president of the people fought just congress you have to be thinking not just in term of short-term politics we have to be thinking what's good for the country over the long term. >> the president says the nations demographics are shifting and he predicted the latino vote could nearly double by 2030. in a vote of 98 to 2 democrats signaled their support for the bill without contentious immigration revisions. it will allow them to advance. funding will expire at midnight on friday for the department. police officers who fatally shot a mexican man in el paso walk earlier this month, fired their weapons 17 times and struck the

man five or six times, according to police task force. they say antonio montez was throwing rocks at officers. video taken by witnesses appears to show the man moving away from police before the fatal shooting. none of the shots were to the man's back. police say a taser was used at least twice beforehand. the first-hand has led to protests in pasco, where nearly half the population is latino. a photo truly out of this world, astronaut barry wilmore commander on the space station took this incredible selfie during a space walk over the week. astronaut terry birch can also be seen in this selfie reflected in wilmore's visor there. it will help prepare the iss for the eventually arrival of private american spaceships. not even ourself fiof al roker can top that. >> unless he's working on that

in philadelphia cloudy skies. a little light snow this morning. possibly a dusting. then the snow is out of here this afternoon. temperatures in the 20s and low 30s today. gets cold tonight. we'll be in the teens tomorrow morning. a brief snow shower possible on friday. then sunshine will take us up to 30 on saturday. warmer on sunday. so clouds arrive late sunday. we could see some wet weather that carries us into monday. have a great day. . >> and that's your latest weather. >> all right, al a controversial new law went into effect in the nation's capital overnight legalizing the recreational use of marijuana there. some members of congress are not happy about it. national correspondent peter alexander has more. >> good morning. the district of columbia is locked in its own drug war, unlike other states where pot use is legal. zk not a state and a time to answer to the congress. legalized marijuana in washington, d.c. to some it

almost begs for a punchline. but it's no joke. when the clock struck midnight overnight, pot became legal in the nation's capitol. but this is washington wheritative made smoking into an art form. the law says you have to be 21 to smoke and for that up to two ounces roughly a sandwich bag's worth and can grow as much as six plants. only three are allowed to be mature. it's still illegal to buy or sell marijuana. but you can give away up to an ounce. still to really understand the law, you have to get into the weed. this is a local law. about 30 inches is on settable land. you can't light up on the steps of the lincoln memorial. either way, it only allows pot users to light up in a house. just not this house, which is controlled by federal law. some members of congress aren't pleased. two leaning house republicans wrote to mayor murial bowser if he moved ahead she would be

doing so if willful investigation of law. the mayor who voted for it is taking the high road. >> we believe we're on a very strong legal ground in where we stand. >> reporter: proponents say the could be a critical step to passing more law, liamizing pot. >> farmly this is going to say, hey, if washington, d.c. can do it so can our state. >> reporter: one of those congress members warned d.c.'s mayor and other district employees could face possible prison time by moving forward. ultimately it would be up to the prosecution department. that's not likely. congress matt hasn't struck down a d.c. law if 25 years. >> probably not going to happen now. meantime we are hearing from widow of chris kyle speaking out for the first time. >> reporter: the widow of requested american sniper" chris kyle atend every day of the trial of her husband's killer.

nbc 10 first alert weather breaking news. >> 7:26. and it is a first alert weather day. this is video just into our newsroom from ocean city in cape may county. you can see the accumulation here along the boardwalk at ninth street. good morning. i'm vai sikahema. right now we're tracking that snow. let's get right to our first alert meteorologist bill henley with the forecast. bill? >> we started seeing that snow in south jersey at 5:00 this morning. now at just before 7:00, the snow started coming down in south philadelphia. that's the view from south philadelphia. a live view of the very light snow that's coming down. the radar shows that snow moving into philadelphia and chester. lancaster counties. but the steadiest, heaviest snowfall is now in delaware and into south jersey. that's where we'll see the

jon benefit faye ramsay. the former police chief is shedding new light and questions about the case. here's nbc's halle jackson. >> reporter: it's a crime scene few could forget the house where 6-year-old jonbenet ramsay was found strangled 18 years ago. but that scene may have been mishandled according to the police chief who writes in an online q & a. we also did a poor job of protecting the crime scene. it was sort of like a perfect storm that day that set things off in the wrong direction. he took over the investigation nine months after ramsay was discovered dead in her parents' basement. no one has been convicted and the crucial piece of everyday is the dna on her clothes. the location of the foreign dna is significant, he writes this could very likely be the person who killed jonbenet. >> i believe in saying that help is really saying you can't

prosecute anybody else certainly until you could explain whose dna that is. >> reporter: reporter charlie brennan says beckner didn't understand his online discussion would be so public where he writes police should have separated john and patsy and gotten full statements from them that day. letting them go was a big mistake t. ramsays always denied any involvement in their daughter's death. >> i loved that child. >> i did not kill my child. >> reporter: it has created intense public scrutiny for decades. >> the interest we have seen shows the jonbenet ramsay's case is alive and well if people's imagination. >> reporter: two boulder detectives assigned to the cold case check out tips which police say come in regularly, ramsey's father has now remarried. her brother burke lives in indiana and her mother died in 2006 buried next to jonbenet

morning. 7:40. time for an exclusive interview with robin williams' daughter zelda. she is speaking out carrying on her father's charitable work. kate snow sat down with her. good morning to you. >> reporter: good morning to you. zelda williams will be presenting what is known as a nobles award in los angeles. it recognizes humanitarian work. this honors athletes with disabilities. robin williams was a huge supporter of that organization. now his daughter is doing all she can to keep his work and memory alive. >> laughter was incredibly important to him. >> you wrote last summer your father was one of the kindest, most gentlest souls you have ever known. i want to quote what you wrote. you said quote the entire world is forever a little darker less colorful and less full of laughter in his absence. we'll just have to work twice as hard to fill it back up again.

incredibly kind and incredibly caring man. he was also very private and very calm and so the side of him that people know and love and that is attached to their childhood is the characters that he had so much fun being. >> hello! >> that's what's important. i think that's what a lot of people will hold on to. that's not going anywhere. it's lovely when people say my condolences. but for the most part it's nice to have just our private life be our private life. >> you know i lost somebody to suicide, too. so i know that there is often that sort of why did this happen question. >> i don't think there is a point. >> because you'll never know. >> and it's not important to ask because it's -- >> it's done. >> yeah. >> that seems to me like all the people who knew your dad as a fan. all the people that loved him and his work when it happened

through the snow. we are seeing thousands and thousands of people turning up each night. so in a way, music is as powerful as it's ever been. i think the life is fragmented. >> do you miss those days where you cut an album, you said there aren't record stores anymore. do you like releasing the songs the singles online u-2 and spotify? >> i accept it. i like artwork, the size of the cds, the ways we used to get the records. i like the physicality going in there. not just more my music that we make in bush, but to see other bands or seeing and browsing a record store is world past time. >> you naukd interviews recently you'ved a dammed the music, you are an uber car band. how is the music different? do you find yourself trying to hang on to that loyal group of followers or are you trying to reach a few audience? >> all the time we're needy. we're musicians.

atlantic city 1.5 and it is still coming down as you can see by this live view. the radar shows the snow streaming across delaware and into south jersey. that's where the highest accumulations will be. we did see some snow in philadelphia. taking a break right now but there's still a possibility of light snow before this one moves out of here. off to the north and west very dry air, so snow is falling, evaporating before it hits the ground. snow has reduced visibilities in georgetown and atlantic city down to half a mile improving a bit now in millville and in wildwood. nbc 10's first alert traffic reporter jillian mele is here with news of a problem on septa. >> good morning to you. the warminster is suspended due to mechanical problems so keep that in mind. as far as the roads go this is delaware. it is very quiet as far as volume. this is just outside of rehoboth. slippy messy conditions.
