get ready for a one-two punch. first alert radar tracking a winter storm to make for a nasty evening commute today. and then more snow before the weekend arrives. new from overnight, police took a man to the hospital but didn't realize he was shot until doctors filled them in. and governor walker reveals his plan for pennsylvania today. why many americans think says will be a bold statement. good morning, it is "nbc 10 news today" on this tuesday. we are rushing to breaking news with a church fire in burlington county. first, we'll get to meteorologist bill henley who is telling us about the snow and other things on the way for

later today, right, bill? that's right. this morning we'll be dry, but here's a first alert for what is coming this afternoon and this evening. it will be snow. light accumulations of snow before it changes over to another round of some freezing rain for much of the area. outside right now, it's completely dry. but it's cold. we're at 28 degrees here at nbc 10. the first alert for this afternoon and this evening will start with snow developing during the afternoon. and into the early evening commute hours, the atmosphere will be warming. so the snow changes over to freezing rain. as the surface will still be frozen. so the rain comes down and freezes, and that will lead to hazardous travel later this afternoon and this evening. right now the radar is clear in our area. in fact we don't have that many clouds just yet. but what is on the way is moving through the midwest. you can see it through illinois indiana and just moving into northwestern ohio this morning. temperatures are cold enough for snow. 26 degrees in philadelphia. 21 in trenton.

and wilmington is 24 degrees. clouds are on the increase during the morning hours. 21 degrees at 6:00. by 9:00 up to 25. and by noontime we'll be at 30 degrees and skies will be cloudy. we'll be watching the first flakes this afternoon. we'll go through it hour by hour with the future weather to show you when to expect the snow the changeover to freezing rain when i'm back in ten. but right now we'll go to first alert traffic reporter jillian mele to see how the roads are doing this morning. good morning to you bill. good morning to you at home. things are quiet, a good look at the highways. in washington montgomery county, 309, the roadways are looking good. we are dealing withen a accident in port richmonder in east clearfield street and gaul street. take allegheny avenue to get around this. and you can count on all the latest from the free nbc 10 app.

and right now crews are fighting a fire at the easton bible church in hainesport. this fire was two alarms a half hour ago. no word on that changing. matt delucia is on his way there and we'll have a live report from matt as soon as he gets established there. new from overnight, a philadelphia man was found shot to death inside a home in potsville, schuylkill county. someone shot the 32-year-old man several times. we don't know his name yet and the motive is not clear and no arrests at this point. state police are investigating. also new from overnight, a man who was passed out in a car in philadelphia appears to be a victim of a shooting. the police took the man to the hospital and didn't realize he was shot until doctors notified them he was shot in the police. not sure how police missed that initially, but they found no evidence of the shooting at the

scene. the man's car had been blocking the street since 8:00 p.m. and no one called to report it. that man is on life support this morning. also new from overnight, two philadelphia police cruisers crashed into each other while responding to a car. you can see the vehicles there. this is the accident that jillian was telling us about in east clearfield and gaul streets. one of the officers was taken to the hospital to be checked out. no other cars were involved. and happening today in harrisburg, pennsylvania governor tom wolf will deliver his first budget address and he's already facing a major obstacle. katy zachry is live for us in fairmont park this morning with what we can expect from the governor's address. katy? >> reporter: hi, chris. that obstacle governor wolf will be speaking to a republican-dominated assembly. now democratic insiders tell us his budget address will be ambitious. you might remember during his campaign he promised to shift the tax burden to the highest

earner. this could benefit schools across the state. governor wolf said education is a priority. in fact n a surprise move this weekend, he removed bill green at the philadelphia school reform commission. this came after green voted in favor of charter schools, something the governor did not support. now the governor has promised billions of dollars to schools across the state. we are also hearing his budget address could call for higher sales and income tax. and possibly a reduction in the city wage tax. we will talk more about that coming up in the next half hour. reporting live in center city katy zachry, "nbc 10 news." all right. and of course you can count on nbc 10 for full coverage of the governor's budget address today. rosemary connors will be live for us and we'll be streaming the remarks live on the nbc 10 app. and we have new information this morning about a truck driver who is accused of falling asleep at the wheel and causing this deadly crash. robert garney sr. was sentenced

four to nine years in prison after pleading no contest to vehicular contest. prosecutors say in january 2014 his 18-wheeler slammeded into a car in williams township. theç$yky car was killed. an+ in shopping malls and in their homes. he was arraigned on 86 counts as he shot video of girls in the king of prussia mall and he also filmed two villanova university students undressing in their brynn mawr apartments. investigators tracked him down through his ichl p.p address. >> he's been doing this for at

least 13 years that we know about. >> police say their investigation turned up more videos of him she secretly taping sexual partners and young girls at the jersey shore. parents in burkes county are on alert after a series of attempted child abductions there. a fifth grader from riverside in reading said a man tried to lure her into a green dodge durango on center avenue. and another student said he was tried to be lured into a van last friday. police have stepped up patrols around schools and bus stops in the area. and philadelphia police have arrested a man accused of stabbing a store owner. joshua garner robbed the gold store on frankford avenue on holmes yesterday and stabbed the owner many the face when he tried to fight back. that store owner is expected to

be okay. 4:08 and it is cold outside. but it's completely dry this morning. in fact, we're waiting for clouds to move in. this is a live view from the comcast center. a dry and mainly clear view at this hour. 19 degrees. but clear skies and temperatures have come down into the teens for parts of the area reading at 19 26 in philadelphia atlantic city is 22 degrees. temperatures will be climbing and we'll see snow developing in the pocano mountains during the early afternoon hours. but it looks like mid-afternoon for philadelphia. the radar right now is completely dry. but you can see what is heading our way. just moving into northwestern ohio, indiana, the northern parts of illinois and into iowa getting some snow this morning. that's part of a system that is going to be coming in this afternoon. this morning though it will be dry. and the temperatures will be coming up ahead of the snow and the freezing rain. and at 11:00 this morning, 31 degrees.

but by then our skies are mostly cloudy and we're watching for snow off to the north and west. at 1:00 in the afternoon, first snowflakes arriving in reading and lancaster. with temperatures right at the freezing mark. you can see it's up to 34 degrees in philadelphia. at 1:00 as that snow moves in during the afternoon hours, that is when the temperatures will start to come down. so very light snow at 3:00 this afternoon. from pottstown to philadelphia to millville, look at this. this large area of pink is the freezing rain that is likely to push in during the evening hours. you can see at 5:00 we are right on the edge of that in philadelphia, but the potential for some freezing rain is making for an icy commute in wilmington pottstown will be on the edge and reading will see the freezing rain. eventually, we are warming in the atmosphere to push the freezing rain to the north. that's by 7:00 this evening. that's just plain rain for south jersey and for delaware. while the freezing rain continues farther to the north and west.

at 4:13 we are preparing you for what could be a messy commute. as you watch the radar here you can see this system approaching the area. it will bring snow according to meteorologist bill henley. the snow will turn to freezing rain, much like we saw come through on sunday. it could be sleet and it could make things messy for the drive home. so prepare for that this evening as you get ready. later this morning

investigators will return to the montgomery county sheet metal plant to try to figure out what sparked a massive fire here that broke out at 5:30 at a place last night on wine dot road. crews evacuated people around the property and had to shut downpour to hundreds of peco customers. the fire burned intensely for two hours before firefighters could gain control. >> there are no hazardous materials to the community, however as a danger to firefighters, there were multiple explosions and buildings collapsed. >> no one was injured. from the jersey shore bureau, a house exploded leaving a man in critical condition. kurt wagner was critically injured when he woke up and smelled natural gas. when he turned on the bathroom light, the place burst into flames.

>> any to spark a fire can create a serious situation. turning on a light or using a cell phone. >> the source of the leak was inside the house. this is the second gas leak to cause the house to explode in ocean county in the past week last tuesday a crack in a gas main under the street led to this stunning explosion caught on police dash cam in safford township. 15 people were injured including a gas worker still in the hospital. we have new information about last year's deadly shooting rampage in isla vista, california. the parents are now suing the county, the sheriff's department and the apartment complex where roger lived. they said they did not properly screen roger and the sheriff's department saw red flags. roger killed six u.c. students before killing himself. prosecutors in the boston marathon bombing trial want the

boat where dzhokhar tsarnaev was found hiding into the courtroom. they asked the judge to exclude autopsy photos of the three people who were killed in the 2013 bombings. opening statements are set for tomorrow. and controversial on capitol hill this morning. more than four dozen democrats now plan to boycott benjamin netanyahu's speech to congress. the republican lawmakers bypassed the white house when they issued the invitation to the israeli prime minister. he's set to discuss a potential deal with iran over nuclear weapons. netanyahu says it could threaten the survival of israel. we're expecting to hear from philadelphia police commissioner charles ramsey today about some of the results on the 21st century policing that were

released yesterday. the task force suggests that it cover issues ranging from training, technology to data collection and policing efforts. one recommendation calls for and independent review. now locally the chief of the new castle city police department told nbc 10's tim furlong he plans to read the report. the report is seen to treat citizens with dignity and respect. and the chief says it sounds like good goals. >> it keeps the officer sharp. and it's data that comes to us in case of a shooting, we have everything to give to the attorney general's office. >> he says it's information to tell if an officer is justified or not when using force. and the white house will review the task force report and decide how to move forward with the recommendations. we posted all the recommendations for you on the nbc 10 app including local police and illegal immigration.

and why they don't like the idea of body cameras being used. ebola concerns are fading out for some parts of west africa. the area of southern guinea who saw the first ebola case now says they have been virus-free for a month. doctors without borders is calling that a huge success, but they say it's staff is on high alert. and an american missionary who survived the ebola virus is returning to the west african country where she was infected last year. nancy writebol and her husband are heading back to liberia. a spokesman says the couple will first go to a conference in liberia. she was is second american infected with ebola last year. and it's a cold one to start with. temperatures are in the 20s and still falling at this hour. cold enough for some snow. that's what we're tracking for this afternoon and this evening. that will be moving in and then

changing over to some sleet and freezing rain during the evening hours. then on wednesday we've got rain but thursday more significant snow will be falling in the area. right now we're looking at clear skies and temperatures falling in the 20s to start with. the wind is light and should stay light throughout the day today. poconos mountains this morning, they will get some snow but then the potential for icing, sleet and freezing rain into the late evening hours. right now, 21 in trenton. wrightstown, 21 degrees. 26 in philadelphia. look at the teens north and west for chester springs. 14? quakertown. 12 in allentown. some cold air in new jersey. 22 degrees right now at the airport for atlantic city. newark is at 24 degrees. a cold start and snow is on the radar screen to the west. you can see it reaching into the ohio valley. the heavier stuff is farther to the west. and that's going to be moving in during the evening hours, but i'm not really expecting a lot

of snow out of this one. it's on the move by 8:00 this morning. still well to our west. it could be pushing into the area during the afternoon hours. that's at 2:00 in the afternoon. you can see snow and sleet and freezing rain and then rain. and we're going to get all three of those in our area. as far as snow amounts, it's not going to be a lot. at 3:00 this afternoon, a dusting on the ground for allentown, reading and lancaster. by 5:00 we could see an inch in those locations and philadelphia. but not much more than that. could be up to two inches in the allentown with the darker shaded color. that's the snowfall that's going to be just a little bit heavier. we will see the clouds increase and temperatures will climb before the wet weather moves in. we'll see them into the low 30s this afternoon. and then snow and ice develop during the late afternoon and evening hours. making weekend plans? by then things will be looking good. 40 partly sunny skies on saturday, up to 44 on sunday.

before we get to the weekend there's the possibility of significant snow in our area. the seven-day forecast is coming up in the next half hour. all right, bill. 4:21 now and we'll get an early check of the road conditions with the first alert traffic reporter jillian mele. any issues out there, jillian? >> nothing on the highways. this is a live look at 95 near girard avenue quiet in both directions. even in the midst of the long-term construction zone. 76 is also clear of any big delays. you can see the lime green means things are clear. 13 minutes is what we're seeing on 76 eastbound from the blue route to the vine. westbound between the two points, 11 minutes. if you're waking up in the lehigh valley 22 and 78 with the extension, we are all clear. and we have word of an accident in huntingdon park. i'm get the intersection and the alternate route coming up in the next few minutes. a highly criticized fourth of july concert that was on hold

now says they will hold the show in atlantic city on june 27. wildwood hosted the festival least year but leaders decided not to bring it back after numerous complaints of vulgar language and bad behavior by performers and underaged drinking and drug dealers. lumpert and sons will see if everyone is on their best behavior. they said mumford and sons will be at seaside heights set for june 5th and 6th. the flaming lips alabama shake and gone will be there as well. tickets go on sale friday. and if you are a fan of madonna, you're in luck. she's going to be in town this fall. madonna will perform at the wells fargo center in late september. the same weekend as the world meeting of families. the pop star's first concert in philadelphia was in 1984. tickets for the revel park tour

4:25. happening today, many are lobbying for change over the new school lunch standards. first lady michelle obama and other proponents want to give kids more healthier options. they say the new menus are costly and unpopular and fewer

students are participating. yesterday lawmakers introduced legislation that would relax the rules by the u.s. department of agriculture requiring less whole grains. the school nutrition association says there can't be a one size fits all and other options need to be considered. in new jersey state education officials reported no problems with students taking a controversial exam for the first time. students in third through 11th grade are taking the parcc exam this month. critics say the testing is unnecessary. last year a three-year moratorium was passed to use the results of the test for student placement and graduation. the senate and governor still have to sign off on that bill. all right. so we all remember this from the summer of 2014. the ice bucket challenge. people dumping freezing cold water on their heads to raise awareness and a lot of money for als. well, it's been about six months since that challenge took the
