and the morning is off to a rainy, slushy messy start. as we look at a wet beach at cape may. water is on the streets there, but the big threat is coming later tonight. first alert radar is tracking the system to bring the next winter storm bringing snow to the entire area. good morning this is "nbc 10 news today" on this wednesday. i'm chris cato. we are giving you a first alert now ahead of more winter weather moving in. this is just what you wanted to hear. brittney shipp is in for bill henley this morning. good morning brittney. good morning. we'll see conditions milder than yesterday, but as we head into

the overnight hours, we'll see the rain changeover to snow. and that's going to linger into the thursday morning commute. here's a live look outside this morning, foggy conditions throughout center city. you can see the foggy conditions out there. as we switch over the radar, we have a large area of moisture that is heading our way. temperaturewise, we are at freezing, 35 degrees in philadelphia. 34 in pottstown. 34 in allentown. 33 in mount pocano. dover is at 40 degrees. we will see the lower 40s by 3:00 p.m. with rain continuing. but the first alert goes into effect this afternoon. right now it looks like the snow is going to be heavier to southern philadelphia. that looks to be the bull's-eye of the next system. i'll have details in my full forecast coming up but first now here's jillian mele watching

for trouble spots. good morning to you, brittney. no trouble spots out there, no accidents on the highways. we are quiet except for the lane brittney shipp mentioned. nothing to report on 76. the majors out of the western suburbs are looking good. route 100 southbound from route 113 to route 340 is five minutes. and 202 is clear in both directions. northbound from 29 to 76 that's seven minutes. we have a wet, slushy commute this morning. a snowstorm on the way for tonight. nbc 10's can i tykaty zachry is here. i guess winter has not gotten the memo spring is just a few weeks away. >> reporter: i know right? this spurred, lack of a better term we are in the warmer

temperatures near the 30s. right here in penssauken it is wet on the roadways. we did a considerable amount of driving this morning. we can tell you on the main roads this is what you're going to see on the side streets, neighborhood roads that have not been treated or plowed and haven't quite reached that thawing point yet. it's still going to be slick and slushy. up to this morning, this is ice we wouldn't have been able to break through. look at this you can break through this pretty well. i could not have done that at this time yesterday morning. that's pretty heartening. we are talking to people on how they are coping with the back and forth yo-yo of weather and how they are dealing with yet another storm in our future. we'll give you creative ways of how they are thinking spring coming up next half hour. katy danryzachry "nbc 10 news." the crews are keeping busy

at the philadelphia international airport. this morning the rain is washing the chemicals away on the runways. as long as there's no accumulation on the runways, planes should be able to take off and land. they also have new equipment to use. in the end, it is the flight crew's decision whether or not it's safe to take off. we'll be watching for travel delays and other problems popping up. count on the nbc 10 app to get you updated on the latest weather. you can get this in the app store. and a teenager told officers she was walking to school yesterday when a man in a

four-door green pickup truck asked her to get inside. more than a dozen attempted child lurings have been reported in berks county over the past month. calling them a danger to any child. federal prosecutors will again ask a judge to keep a chester county priest behind bars until trial. mark haines was arrested last october and charged with storing child pornography and enticement of a minor. he was released on bail but there are now allegations against him. according to "the daily local." three teens said haines molested them when they were children. the u.s. attorney asked to withhold bail for haines but the judge denied the request. the appeal will be heard today. the woman accused of burning down the home of a limerick police detective will be arraigned in court today. donna cruft is accused of setting her neighbor's house on

fire. a cat died in that fire. and this morning a social worker is recovering from a gunshot wound to the head after a robber attacked her near a train station. this happened monday night on sixth street in chester. police say the woman was walking to catch a train when a man could have gone to her side and wrapped his arm around her. she tried to get away, he shot her. the bullet pierced her neck and lodged behind her ear. a neighbor says she was shocked by not surprised by the violence. >> you know the saying that's the way it is. he was scoping her and watching her. >> that 31-year-old woman is in the hospital. no word on her condition this morning. she's a supervisor for delaware county and youth services. and today minimum wage takes center stage in philadelphia. workers are pushing the city council to double the hourly wage in the city. workers will testify about the impact low wages have on their families. a group of activists and fast food workers have been pushing for the minimum wage to be

pumped up from $7.25 to $15 an hour in philadelphia. now governor tom wolf is also addressing minimum wage. during his budget address yesterday, wolf said the wage should be increased to $10.10 an hour statewide. governor wolf said no one working full-time should live in poverty. >> it is like, hard but at the same time i have to keep working. i cannot work. >> now pennsylvania's $7.25 minimum wage is the lowest in this region. delaware's is $7.75 and rising this summer while new jersey is $8.38 an hour. also in governor wolf's budget address, a hike in the state's sales tax to pay for education going from 6% to 6.6%. and it will call for an increase in the personal income tax. and it will cut the tax burden on the middle class by about

13%. if you would like to read governor wolf's entire budget address, go to our "nbc 10 news" app. the corruption case against the former superintendent of the coatesville school district will go to trial. richard como is accused of stealing funds and violating the ethics badge. some of the allegations against como are that he hired friends and submitted fraudulent expenses. como retired in 2013 after he and the former athletic director were arraigned in a text messaging scandal. good morning. we are going to see a rainy wednesday as we head into the rest of the day. on and off showers are expected for us. then heading into tonight, that's one thing that could change. we'll see rain changing over to snow. that's going to affect your thursday morning commute. we are going to see heavier

snowfall closer to south jersey and right along the shore. temperatures are 37 degrees in northeast philadelphia. 34 in allentown. 33 in mount pocano. 33 in atlantic city. temperatures in dover at 41. here's your chance to look at the rain moving into parts of philadelphia, south jersey right along the shore we are seeing more of a mix there along the pocanos. but we have a larger system that will continue to pump more moisture in. so on and off rainfall. then as we get closer to our morning hours, we'll see the changeover. you'll notice throughout your wednesday, on and off showers, more of a moderate rainfall. then at 1:00 near allentown, expect to see the changeover that we'll continue to track to the south here as we get colder air working in and temperatures start to drop. so closer to 4:00 a.m. we'll start to see the changeover in philadelphia. it will take a while if you live closer to south jer zoosey or along

it is 4:13 on a weather alert day. we are watching traffic moving along just fine with green on the roads. meteorologist brittney shipp says the rain will be with us all day today. you can count on a rainy wednesday and then overnight in the early morning hours of thursday morning, that's when the changeover to snow will begin. brittney is back in a moment with a look at how much snow we may see stack up tomorrow. some of you may have a slippery morning commute because of last night's mix of sleet and

conversation to have right now up. >> reporter: chris, the people here are trying to encourage people to come to philadelphia and set up businesses. they tell me this really is a chance to make philadelphia a world leader. and for that the chamber of commerce is looking for whoever will be philadelphia's next mayor. later this morning, a few of the candidates are going to be asked to give us insight on their vision for jobs. we have heard some in recent weeks talk about why this is the most important issue facing the city right now. later this morning, the chamber of commerce will hold another installment of its road maps for growth program. and organizations will fit the candidates with questions about that very topic. at 8:30 this morning at the university of pennsylvania. >> we think we are on the cusp of international greatness as a job creator. and really this is about competition for jobs globally. >> reporter: coming up in the next hour, i'm breaking down the governor's budget address he laid out yesterday. what it means for those looking

to hire and for who are looking to get a job in philadelphia. for now, we are live in university city matt delucia, "nbc 10 news." 4:16 now. happening today, the justice department will release a report that is expected to show a pattern of racial bias in ferguson, missouri. the civil rights investigation was launched after the deadly shooting of african-american teen michael brown at the hands of a law enforcement official. they say it shows police have routinely discriminated against african-americans in ferguson using questionable stops and arrests. city officials in ferguson will respond after the report is released. and the trial for the philadelphia woman accused of giving a deadly buttocks injection has been delayed again. the suspect victoria wips lowe is in the hospital with chest pains now. the d.a. office says the trial has been pushed back until tomorrow. winslow is charged with third-degree murder in the death

of a young british woman who flew to philadelphia in 2011 for an illegal butt enhancement project. once the case resumes, both sides will present closing arguments. and a man who survived after being beaten stabbed and thrown into the schuylkill river testified on the stand about the attack that claimed the lives of two of his friends. tom boon took the stand for the suspect suspect. he said he cut off the ties around his wrists and crawled up the river. ken le is expected back in court later this morning. a washington township police officer involved in a high-profile arrest was found not guilty yesterday. he was accused of hunting down paul moriarity and falsely arresting him for dui. the charges against the lawmaker were eventually dropped.

>> if i was found guilty of all the charges and she gave me the maximum penalty of 74 years, which is ridiculous. >> assemblyman moriarity said he respects the judge's decision but disoesn't agree with it. the driver who plunged his truck into a frozen river in ocean county is in trouble with the law. new jersey state police have charged andrew mayor with careless driving and criminal mischief. police say he drove onto the ice on the frozen-over toms river sunday morning doing donuts in his truck until his truck crashed through the ice. the dive teams searched the river but mayor already escaped before the truck went under. mayor's dog was in the truck and died. the spca is investigating and could also charge mayor. and rain is falling across the area this morning as you can

see right here in philadelphia. but temperatures are going up so we have a mild day. and ice won't be a problem like it's been in the past. the other thing that we're going to be watching throughout the rest of today, a lot of the snow is melting so we are seeing ponding on the roads. you have to be careful heading into work. so we're going to continue to track rain throughout your wednesday. and then the snow is going to come. we'll see a lot of the rain changeover to snow but that won't be until we head into the overnight hours. after midnight, that's going to linger in effect for the thursday morning commute and during the late morning hours into thursday and early afternoon. then cold again bitter cold conditions will happen again. on thursday the rain will change over to snow affecting the morning commute. it will be heavier right now to the south. so if you look closer to south jersey along the shore, we'll see heavier amounts of snowfall. for philadelphia right now, 35 degrees. our windchill is at 27 degrees. we are dealing with a wind out

of the west/southwest at 11 miles per hour. a little more mild today but we are dealing with wet conditions throughout the rest of the region. 34 degrees in trenton. 32 in mount pocano. 39 in wildwood. we have a bit of a foggy condition here closer to atlantic city down to a half mile visibility there. down to five miles in philadelphia. four in allentown. half a mile in mount pocano. one-and-a-half in reading. take an easy with the combination of the fog, ponding and wet roads this morning. we are watching the rainfall it is spotty. closer to central and south jersey, delaware light rain is coming down. this is the entire system that's going to continue across the area and bring more moisture into our region. as we go throughout the day, this is what it will like lookook like. the rain changes over to snow for the pocanos and it will take a while for the changeover to

happen for the rest of the area. so it won't be until after midnight for philadelphia. it won't be until closer to 3:00 if you live in south jersey. and right along the shore, we'll see lingering snow showers and accumulating snow through 1:00 p.m. even closer to 3:00 to 4:00 right along the shore. this is mainly situated as one of the last places to see the snow closer to shore. three to six inches locally higher amounts of snowfall. three to six inches for the central and southern parts of delaware stretching out to south jersey. three to four if you live in the southern part of delaware. the seven-day forecast shows temperatures today pushing into the mid-40s. 25 degrees heading into tomorrow. thursday the snow is expected. then the bitter cold settles in for us 27 on friday. overnight lows dropping to 12 degrees. all right, brittney. before you look forward to tomorrow morning's drive to work, which could be afternoon adventure, we'll look at this morning with wet roads out there. jillian mele is watching that

for us. good morning. wet roads will create a busier than normal rush hour. we'll see delays at 6:00 this morning in center city philadelphia. the vine street expressway is looking good in both directions aside from the wet roads that we are dealing with out there this morning. so keep that in mind. you are going to run into the rainy conditions out there. in east norriton we have a problem that we just learned about. railroad gates are stuck in the down position, so traffic can't cross. this is germantown pike near felton road. fire police are out direct traffic. you'll get around this but it will take a few extra minutes. the lehigh valley no accidents or delays on the major there is. chris? shady business. eagles fans react this morning about the surprise trade of running back he sean mccoy to the buffalo bills. they will swap him for a runningback

runningback. kiki alonso. >> probably the best running back i have ever seen. >> i thought he was valuable to us. so i think what we get in return will be worth it. >> what are the eagles getting in return? they are getting kiki alonso who played for chip kelly before. and quarterback kerry williams and linebacker trent foil. hitters now have to keep one foot in the batter's box between pitches. no more stepping out. pitchers also only have so much time for warm-up tosses between innings. the digital clocks in the ballpark will set the pace. if they take too much time they can be fined. they hope this will attract bigger tv audiences and younger fans. lottery lovers may soon try to hit the jackpot in a new way. a proposed change to bring the game right to your front door.
