more passengers arrived home to philadelphia overnight after the amtrak train they were riding on crashed in north carolina. we'll hear their stories and see how it impacts commuters for days to come. the soand philadelphia's top prosecutor prepares to charge more state lawmakers. and we are at the beginning of a warm but wet stretch of weather. first alert radar is watching a system to impact your ride home from work tonight. good morning, this is "nbc 10 news today." i'm chris cato. let's go to brittney shipp and

her first alert forecast. a little warmer than yesterday. that's right. we'll continue to see temperatures hover right around average. even above average. but heading into today, we'll be tracking showers and that is going to affect the evening commute. we'll take a live look outside right now. it's going to be a dry start to tuesday morning for philadelphia, 35 degrees and mostly cloudy skies. the air is calm and the feels-like temperature is right at 35 as well. here's the system that is going to be transitioning closer to us and moving into our area heading into the afternoon hours. closer to 2:00 to 3:00, you'll start to see the showers move in. as far as temperatures are concerned, we are going to push once again into the mid to high 40s. just a little below average. by 8:00 a.m. 37 degrees. by noon 45 degrees. by 6:00 49 degrees. allow a little extra time to get home this afternoon with the rain. now for a look at the roads, let's go to jillian mele.

starting off in montgomery county at 309 right at the pennsylvania turnpike 309 is clear of incidents. so is the turnpike. you have the normal spots of construction near willow grove, but it's not causing any big delays. that's good news for drivers. in delaware, the majors there are quiet. drive times on 95 are average, ten to 11 minutes between 295 and 495. we are following a developing story this morning. we are now hearing from some of the passengers who were on board the amtrak train that crashed yesterday in north carolina. the train was headed from charlotte to new york city when it crashed into a semitrailer in halifax, north carolina. some passengers did make it to the 30th street station late last night. matt delucia is live at 30th street station this morning with some of the people who witnessed the crash. they had a pretty frightening ride. >> reporter: and confusing because people were on the train and hear a noise and then it

stops. >> oh my gosh! oh my gosh! >> reporter: that's video of the train crashing into a tractor-trailer yesterday in halifax, north carolina. the train was on its way to philadelphia. the truck was trying to make a turn got stuck and was unable to move out of the way in time. now 55 of the 212 passengers on board, that's roughly one out of four, were taken to the hospital. all of them had non-life-threatening injuries but andrew hudson was a passenger on the train who says there was a big jolt and then people were crying. >> i was sitting in the dining car and we heard the train starting to slow down. and it just suddenly stopped and people were thrown from their seats. a woman who was working behind the counter was literally thrown in front of me onto the floor. it was pretty scary. >> reporter: now the manager of 30th station says they have been

trying to reschedule the passengers. up upwards of 400 people were impacted by this crash. many are stuck here and we'll be keeping an eye on the updates throughout the day that amtrak provides. if you have a train scheduled to leave out of here call 1-800-usa-rail. we'll be following this throughout the morning. for now, live at 30th street station, matt delucia, "nbc 10 news." 4:04 now. several pennsylvania lawmakers will be charged with accepting bribes. this is part of a larger sting operation that disgraced other public officials already. katy zachry is live in center city now to tell us what is new with this part of the investigation. katy? >> reporter: hi chris. seth williams is expected to announce the new names and charges who were involved in the investigation from less than a year ago. since then he has charged nearly

half the state representatives in selling their offices in the undercover sting operations. some of the lawmakers took thousands of dollars from an informant posing as a lobbyist to influence the parking authority. one of the lawmakers went on to introduce the informant to a traffic court judge who has since been indicted as part of the larger investigation. we are hearing that three for representatives will be charged today. coming up we'll hear why kathleen cane decided not to move forward with this case. katy zachry, "nbc 10 news." today lawyers will pick a jury for the trial of an atlantic county woman accused of dismembering her husband and keeping his remains in a closet. investigators believed loretta doyle boroughs stabbed her husband daniel to death in august 2007, hid his remains and said he left her for another woman. she moved the remains several

times before they eventually found them in a closet of her home in may 2013. the trial begins today for the philadelphia man who is accused of punching a teenager girl on a trolley. that attack caught on camera. damon oliver faces several charges. he worked for the city's park and rec department at the time of the attack. this is cell phone video of the route 15 trolley in january. investigators say oliver was upset because the girl kept pumping into him with her backpack. he hit her in the face giving her bruszs and a broken nose. the trucker ordered to stand trial last week in the deadly crash in berks county is due in court this morning. police say he was sleep deprived when his tractor-trailer slammed into several cars on i-78 in greenwood township causing them to burst into flames. three people died. the man is facing several charges including death by vehicle. his trial will start march 18th. in north philadelphia the

community came together last night to remember robert wilson iii, the police officer shot to death last week while trying to stop a robbery. there was a big show of support outside gamestop at 22nd and lehigh last night. now wilson was there last thursday to buy a birthday present for his son when two robbers walked in and he tried to stop them. the support last night was overwhelming for wilson's fellow officers. >> he was a warrior. and it's good to see that the 22nd community is giving us love and warmth and it means a lot. >> two brothers who both have a criminal history are charged with the murder of officer wilson. 4:07 now. crews are expected to continue repairing this water main break today in philadelphia's taconey neighborhood that happened last night at 6:00. one lane of traffic was closed until repairs were finished. one woman said she noticed the

water was draining slower in her home and then looked outside. >> i heard traffic going through water. and then i heard people talking and said what's going on? and then i saw the river in the road. >> neighbors in the area do have water service and so far have not suffered any property damage. crews spent the early morning hours putting out hot spots from this fire at a landscapeing business in montgomery county. skyforce 10 was over valley crest landscaping on north park avenue in lower providence around 9:00 last night. no one was hurt. investigators are still looking into what caused the fire. good morning. we are going to see another mild day with temperatures close to our average of 60 degrees. and right now we're starting off in the mid-30s for philadelphia. 31 in pottstown. 20 in point pocano. this is what we're tracking throughout the afternoon. we'll stay dry throughout the

morning hours, but you can see the system moving into parts of st. louis stretching down to memphis and jackson, mississippi. it's going to be a transition toward us as we head into the afternoon. so the morning is safe even by the time you head out for lunch it should be fine. by 4:00 p.m. the light rain moves in and it will continue over the evening rush into your evening plans. heading into tonight by 11:00 p.m., more of a moderate rainfall. as for philadelphia, trenton and just to the south of reading are dealing with the moderate rainfall closer to 11:00. then the system slowly moves out and clears up heading into wednesday. we'll be seeing temperatures warming above average which is also going to be nice for us. yesterday we're at 57 degrees. the average this time of the year, 50 degrees. today we'll warm to 49. heading into tomorrow we'll be above average at 47 degrees. i'm also tracking more rain. on your seven-day forecast, i'll have more coming up in ten minutes. nine minutes after 4:00 we'll get a check of how things

are moving out there on the roads. nbc 10's first alert traffic reporter jillian mele is keeping watch over all the happenings out there. jillian? good morning chris. a quiet start in and out of center city, philadelphia the vine street expressway looks good, 95 and 96 are clear. and a live look at the boulevard right at fox street as drivers make their way south to 76. the boulevard is also quiet right now. checking the drive times, chester county route 100 southbound from route 113 to route 30 that will take you five minutes. route 30 eastbound from 340 to 113 is a quick trip four minutes. eight minutes on 202 northbound from route 29 to 76. chris? they were filming a reality show about survival. now ten people are dead. next, the fiery crash that claimed the lives of several athletes including two olympic medalists. plus ousted from campus. there's more fallout this morning over this video of a

channel remains closed after two ships collided causing a spill. this happened yesterday afternoon during foggy conditions. one of the ships involved was a chemical tanker that began to leak. it's unclear just how much of that chemical spilled. officials are monitoring the air quality in that area. the cause of the crash is under investigation. 4:14 now. aority at the university of oklahoma is being investigated now for its recent involve in the sigma alpha epsilon fraternity chanting the racial slur and making references to lynching. one woman was seen on the video and has not been identified but the delta delta sorority says they are cooperating with the investigation. the university has shut down sigma alpha epsilon. and the president says some of them could be expelled for violating the civil rights act. people in madison,

wisconsin, are demanding answers as to why police shot and killed an unarmed man friday night. about 1,500 people marched to the capital last night saying black lives matter. veteran officer matthew kinney shot 19-year-old tony robinson when robinson attacked him in an apartment. >> we are all left to deal with the aftermath. he belongs now to everyone and that's something we have to accept. he's now a champion of progress. >> madison's police chief says he hopes robinson's family can find forgiveness in their hearts but isn't acknowledging any wrongdoing by the officer or the department. the wisconsin department of justice is now investigating the shooting as robinson's family asks for peaceful protests to continue. a missouri appeals court judge has been appointed to take over ferguson, missouri's court system, this comes after a department of justice report on last year's deadly shooting of michael brown describes ferguson's court system as

quote, profit driven and said it took advantage of black residents. dozens of marchers are heading to alabama's state capital to commemorate the historic bloody sunday demonstration. the week-long march began in selma yesterday and will end in montgomery. it retraces the steps that demonstrators took in 1965. the 54-mile trek recreates the first march 50 years ago that took place in an effort to push for equal voting rights. it ends friday when a rally takes place at the state capital. jurors in the boston marathon bombing trial watched surveillance video prosecutors say shows the suspects planting a bomb at the scene. the video shows dzhokhar tsarnaev and his brother each carrying a backpack minutes before the bombs went off. tsarnaev walked away just minutes before the explosion and was seen running away after the second blast. there he goes in spot shadow there. about 30 minutes later tsarnaev

walked into a grocery store to buy milk. three people died that day and hundreds were hurt. she called herself the michelangelo of body enhancements but this morning she's a convicted killer. pat winslow was found guilty of third-degree murder. prosecutors say in 2011 winslow killed a british woman by giving her a silicone injection in the buttock at a hotel. it turns out her lawyer said she would have used her services. >> the battle isn't over. i'm still going to be there with my sister and will stand with her at the end. >> the jury also convicted her of aggravated assault for injuring another woman hospital liszed hospitalized after an injection. a camden woman accused of stabbing a childcare worker in november pleaded guilty to

murder. tasha edwards attacked the caseworker inside the building that houses the department of child protection. the victim was hospitalized but has recovered. edwards will be sentenced next month. good morning. heading into the rest of tuesday, we'll see rain moving in after 2:00 p.m. so during the morning hours and even by lunchtime you'll be fine. so allow extra time to get home from work today. we are staying milder with temperatures hovering right around our average, even above average. but i'm also tracking more rain as we head into the rest of the week. a current look outside right now, mostly cloudy for philadelphia. temperatures are at 35 degrees. and a closer look at some of the temperatures that are below freezing. be careful after a little patchy black ice because we did see snow melt and refreeze overnight. so areas of concern include allentown, pottstown, west

chester, reading and the pocanos. we are well above freezing in philadelphia. 34 degrees in wilmington. temperatures in atlantic city 32 degrees. a closer look at the satellite radar shot shows we're seeing a few clouds. here's the system that is going to move into our region heading throughout the rest of the afternoon. and so we want to bring the umbrellas when you head out the door today because you need them toward the afternoon and the evening. this rain won't move out once it lets up at 3:00. temperatures in the mid to high 40s. then throughout the rest of the evening commute this is a moderate rainfall pushing into wilmington lancaster and will continue throughout your evening hours. it won't start to clear out until after midnight. again, this is a decent amount of rain coming down. you need the umbrellas to give yourself extra time to head home from work. but temperatures are average this time of the year. 50 degrees today. yesterday we were at 57. by wednesday back up above average to 57 degrees. a look at what to expect today.

we are going to see temperatures ranging between 46 and 49 degrees. rain mainly in the afternoon and evening hours. mild conditions will continue for us in the seven-day forecast. so a lot of temperatures will jump right back up and we'll dry out heading into early wednesday morning. 51 degrees on your thursday sunny and mild. then we track another round of showers friday heading into saturday. we're loving the warmer weather. thank you, brittney. 20 minutes after 4:00 time to get a check on traffic from first alert traffic reporter jillian mele. anything propping up this morning? >> no big accidents to report on the highways which is good news for drivers out there. starting off on the blue route, pretty average start between 95 and 76. you're looking at a trip to take you 15 minutes in both directions. so very average as far as the drive times go there. and then in the lehigh valley northeast extension is looking pretty good. route 22 free of any problems. same situation on interstate 78. in fact, this is a life look at 22 right at 4th street in

easton. you can see 22 is clear right here. as i mentioned, 78 is also clear. no accidents to report on the majors in delaware. chris? new jersey has some of the nicest beaches on the east coast. but that sand between your toes doesn't come cheap. new jersey has spent about $800 million on beach replenishment over the past three decades. more than any other state including florida which has 1800 miles of coastline compared to new jersey's 127 miles. meantime, new jersey lawmakers are considering legislation that would double shore protection to $50 million a year. and several new jersey shore communities are actually fighting the state's plan to widen beaches and build protective sand dunes following superstorm sandy. among the proponents is mar bequay. and peco is offering 2,000

among those to introduce a bill to make marijuana for medical reasons legal. and hillary clinton may soon break her silence over the e-mail scandal rocking washington right now. clinton could make a public statement about her use of a private e-mail account while secretary of state. the white house is also now clarifying what president obama knew when he traded e-mails with clinton. the white house says the president was not aware that clinton was using a personal aware server and that was the e-mail address she was using exclusively for all her business. pennsylvania governor tom wolf set a timeline to reorganize his medicaid program. his administration plans to transfer more than a million adult medicaid enrollees into a single benefits package by the end of september.

it will dismantle changes that tom corbett tried to make to the program. the new benefits package is said to be similar to the ones that enrollees had last year. after months of arguing in court, the name trump can stay on atlantic city's taj mahal after all. donald trump and his daughter sued to have the name removed saying the openers let the property deteriorate damaging the trump's brand. but they reached an agreement with karl icahn who says he hopes to restore the taj mahal to its former glory. a former rutgers football player left paralyzed is now giving music a chance. he is working with an apyrespireing artist and co-wrote a song. in a game in 2010 he was left paralyzed below the shoulders. proceeds will go to the
