nbc 10 breaking news. >> and that breaking news unfolding in ferguson missouri where two police officers were shot overnight. this is new video from that scene within just the past hour. the shooting came during a night of protests outside the police department there. here at home a rolling danger, oil trains are in the spotlight in philadelphia today. the vote that could make life safer for people who live near the tracks. plus another sunny day ahead as we take a live look at citizens bank park. it felt like baseball weather yesterday, but some soggy changes are coming for your weekend in the form of rain of course. good morning. this is nbc 10 news today on this thursday. those stories in a moment. first let's tell you what you can expect.

meteorologist brittney shipp standing by. >> good morning. it's still going to be a mild start. into the rest of the afternoon, we'll see plenty of sunshine. temperatures not quite as warm as yesterday, but still anticipate a nice afternoon. here's a closer look at the flags blowing. so we are seeing breezy conditions this morning. 34 degrees in mt. pocono. 44 in mount holly. temperatures in atlantic city at 41. and we're at 47 degrees currently in philadelphia as we head into the rest of today, you will notice our temperatures staying in the 50s and plenty of sunshine expected for us as well. so here's a look at how your day is going to break down. by 9:00 a.m. 41. by noon 47. by 4:00 p.m., 50 degrees. but i am tracking wet changes ahead closer to the weekend. for now we'll check in with first alert traffic reporter christine madella. >> good news if you are up and at 'em already this morning. a live look at 76 this is at city avenue one of those areas

that typically really slows down during the morning commute. but right now things are in the clear. same thing goes for interstate 95. both northbound and southbound between the vine street expressway and woodhaven road. again, another one of those problem spots as the morning progresses. for right now the average drive time is between 12 and 14 minutes. 476 and germantown pike in the clear as are all our major roadways. chris? back to that breaking news out of missouri. chaos in ferguson again. two police officers were shot during a protest outside the police department overnight. let's get right to nbc 10's tracy davidson live in our digital operations center. tracy, you've been tracking the new information as it comes in on this breaking story. >> right. i just learned three shots were fired and the st. louis county police chief just released more information. he says a 32-year-old officer was shot in the face. a 41-year-old officer from st. louis county was shot in the shoulder. the chief says both are conscious but he also says their injuries are, quote, very

serious. a huge police presence including officers in riot gear surrounded the department after the shooting which happened around midnight. a crowd of about 150 protesters had begun to dwindle when the shots rang out. >> it's up the street. a cop got shot. >> this video taken just after the shooing was posted on twitter. you see people drop to the ground as soon as they heard the gunshots. protesters had gathered at the police department following the resignation of ferguson's police chief. it happened yesterday. chief thomas jackson resigned the sixth employee to resign or be fired after the justice department that found racial bias in the police department. some of missouri's top leaders have been calling for him to step down over his handling of michael brown's shooting and weeks of protest that followed. now, police do not have any suspects in custody. they don't know who opened fire. three shots were fired. we know the two officers were hit. we're monitoring the feeds because our affiliate in st. louis has reporters live at the

scene. we'll let you know as soon as we get more information. live in the digital operations center tracy davidson nbc 10 news. new from overnight, crews are working right now to fix a water main break in montgomery county. a six-inch main broke on mill street. it's affecting just one vacant home now, but police have blocked off cannon between second & main streets while crews work on that main there. also new from overnight, look at this. crews had to battle a fire at a restaurant. it started after midnight inside china taste. police had to close a portion of broad street while firefighters tried to put out the smoky fire. apartments above the restaurant remember were damaged but no one was hurt. a fire did leave one person injured at 43rd & locus around 2:00 this morning inside cafe rehn renata. one person was treated for smoke.

investigators are still looking into the cause of that fire. happening today, philadelphia city council will discuss oil train safety. some people say the trains like this one are a disaster waiting to happen. and you're looking now at a derailment that happened last year over the schuylkill river in philadelphia. our matt delucia is live in university city where that derailment took place last year. what are city lawmakers going after today? >> reporter: happening throughout the country and in our area. that's what at least one city councilman is worried about. they're expected to vote on a measure that would issue specifications for tank car design. it would also try to get philadelphia rail companies to upgrade and replace crude oil tank cars. the concern is based on the current model of tanker that's widely in use. environmental groups say it is just too dangerous, that it's prone to pungtcturing. a councilman pointed higher

standards in the ones most frequently used to transport oil. and the transportation has proposed to phase out or retrofitting of the older tankers. we, of course had a couple derailments within the past 15 months. the most recent one in late january in south philadelphia and in january of 2014 as we mentioned, tanker cars were left teetering over the schuylkill river. no leaks in either case but the concern again is what might happen if there is another derailment. of course, this is something we'll be following throughout the day. for now we are live in university city. i'm matt delucia, nbc 10 news. and canada took a big step yesterday to increase oil train safety. its railroad authority proposed tough new standards after a string of fiery crashes in canada. one rule would require railcars to have an outer layer of thermal protection and thicker steel walls. to read more about the efforts to keep people who live near railroad tracks safe you can check the nbc 10 app. six minutes after 4:00 now.

we have new information on another scandal involving the u.s. secret service. this time two senior agents are accused of crashing a car into a security barrier near the white house after a night of drinking. a source familiar with the investigation confirms a "washington post" report that says one of the accused agents is the man on the right in this photo here mark connolly the second in command on president obama's security detail. homeland security is looking into the crash that happened eight days ago. "the washington post" reports officers on duty wanted to arrest the agents and test their sobriety but a supervisor allegedly told them to let the agents go home. a secret service spokesperson says the agents have been reassigned to nonoperational jobs. the agency's director joseph clancy asked homeland security to investigate the incident. now, clancy you'll remember is a villanova grad who was appointed by president obama last month after a string of security lapses at the white house. well we continue to follow the eagles shake-up which shows no sign of stopping any time

soon. comcast sportsnet is reporting the nfl's leading rusher last season demarco murray will visit philadelphia today. he set a single-season record last season. football analysts say his visit here could be a ploy to get the cowboys to sweeten their salary offer. murray's college roommate from oklahoma happens to be sam bradford. bradford says he's trying to convince murray to come here. as for himself, he said yesterday that he knows he'll be more under the microscope in philly than he was in st. louis. >> i'm not sure but like i said, i'm up for a challenge, you know. i know that there's some days you guys will probably love me and some days you're going to hate me and that's part of it. hopefully more days of love than hate. it's going to be a fun ride. i know that. >> bradford is rehabbing from a torn acl. he said he will be ready for training camp in july.

the birds traded nick foles to the rams for bradford. happening today, the man accused of recording secret videos of girls and women undressing in dressing rooms at stores and at their homes will be in court. shawn moses is scheduled for a preliminary hearing today. investigators say he took cell phone videos of underage girls in dressing rooms at the king of prussia mall and also recorded villanova students through their apartment windows. they say he uploaded those videos to a porn website. police arrested him on 86 counts of invasion of privacy. today this septa police officer faces trial for indecent exposure. kevin fant is accused of committing a lewd act last august on the subway. he was off duty when he was caught on cell phone video that was later posted online. now your nbc 10 first alert weather with meteorologist brittney shipp. >> good morning. as we head into the rest of your thursday, expect to see breezy conditions. but also our temperatures will

fallen police officer robert wilson iii. and then tonight some council members will attend a memorial vigil in west philadelphia where officer wilson lived. and last night some of officer wilson's neighbors gathered outside his home for a prayer vigil. remember wilson is a well-respected member of the community. the vigil ended with those neighbors releasing white balloons into the sky. >> you know he went to work in plain clothes. he came back in plain clothes. >> he just went into this job. >> he just went into this job. >> the d.a.'s office continues to build its case against the men accused of killing wilson. prosecutors say capital punishment is still on the table in spite of governor wolf's death penalty moratorium. and you're looking here at a memorial for officer wilson at the from terminal order of police headquarters in northeast philadelphia where executives from gamestop yesterday dropped off a $50,000 check for officer wilson's family. officer wilson was killed in the line of duty while trying to stop a robbery at gamestop last

thursday. gamestop also plans to set up donation jars at all of their east coast locations. and there is a trust fund for officer wilson's family. he left behind a 10-year-old son and a 1-year-old son. we've posted information on how you can donate at nbc10.com. the crews looking for that military helicopter that crashed off florida's gulf coast yesterday can now search by air now that fog in that area has lifted. loved ones and friends held a vigil last night for the 11 service members who were on board the army black hawk helicopter. investigators believe fog likely played a part in the crash. the helicopter went down during a training mission near pensacola tuesday night. wreckage and human remains washed up on shore yesterday. the seven marines and four national guard members who were aboard the chopper are presumed dead. >> our priorities are search and rescue for our soldiers in the marines. and secondly is to take care of our families. >> the service members on board

served multiple tours in iraq. they also completed humanitarian missions after gulf coast hurricanes and the bp oil spill. 4:17 now. happening later today, secretary of state john kerry will talk about climate change in washington. he will deliver remarks at road to paris climate series. kerry is expected to talk about the need for a global effort to fight climate change and the importance of transitioning to clean energy economies. pennsylvania attorney general kathleen cane is waiting to find out if a criminal case against her will go forward. her legal team argued before the state supreme court yesterday in center city. those justices will decide whether a lower court judge did have the authority to appoint a special prosecutor to investigate whether or not kane leaked secret grand jury material to a newspaper. documents showed that the grand jury has recommended charging kane with perjury and other offenses. there's no word on when the supreme court will issue a ruling. and this morning we're learning more about the cost of

the investigation of pennsylvania state treasurer rob mccord former state treasurer rob mccord. the state house appropriations committee revealed the state spent $100,000 on legal advice and document request cans. in an interview with "the philadelphia business journal," the executive deputy state treasurer says none of that money was spent on lawyers for mccord. he pleaded guilty to extortion charges and resigned from office last month. he'll be sentenced this summer. a new study shows americans in government is at or near an all-time low. the survey has been gauging attitudes on government institutions for the last 40 years. its latest findings show only 23% of americans have a great deal of confidence in the supreme court, 11% in the executive branch and 5% have faith in congress. but confidence is high when it comes to the u.s. military with 50% saying they have great faith in the armed forces. new from overnight, three

people face charges in a workplace robbery in an assault case in burkes county. investigators say this started when justin garmin saw his coworker joshua zolman taking money from the register where they work. police say garmin grabbed a gun, confronted zolman and punched him in the face. zolman ran out. garmin put his gun in the backpack according to police and gave it to his girlfriend. police booked the people on a variety of charges and released the woman on a reps charge. weapons charge. now your nbc 10 first alert weather with meteorologist brittney shipp. >> good morning. as we head into the rest of the morning, we'll continue to see temperatures climbing into the 50s. yesterday we warmed into the 60s. so it will be a little bit cooler as we head into this afternoon. but we will see more sunshine. so sunny today. weekend rain is on the way. so that is going to affect your saturday mainly. i'll show you the entire breakdown. and then we're staying milder. temperatures staying close to

4:24 now. this from our delaware bureau where we're expecting two announcements. the first involves a new initiative on school testing. the governor and education officials plan to visit classrooms at william penn high school in newcastle. the governor is expected to highlight the work of teachers in making sure that students are mastering state learning standards. also today, officials in newcastle county will unveil a new campaign to fight the growing heroin epidemic. the county executive and police will announce that program later this morning. it includes a tough message to combat heroin use. an interactive website aimed at teens and a map that tracks heroin arrests, overdoses and deaths in the county. federal investigators are planning to take a close look at some of philadelphia's most popular restaurants. they want to see if the restaurants are accommodating people with disabilities. the u.s. attorney's office is launching a review of 25 of the city's most popular restaurants. they're making sure that the owners are complying with the

americans with disabilities act. restaurant owners will have to complete a survey and maybe follow it up with an on-site inspection. now, the u.s. attorney says we will take all reasonable steps within our power to ensure that any restaurants that fall short of compliance make the necessary changes. with the field now set for philadelphia's race for mayor, the hopefuls gathered in center city for a candidates evening at the rittenhouse hotel. all the candidates vying for mayor of the city there are six democrats, lynn abraham, nelson diaz doug oliver jim kenny, milton street and anthony hardin williams. one republican is on the ticket in the race melissa murray bailey. the general election is november 3rd. ♪ ♪ the right stuff ♪ '80s and '90s nostalgia on full display this summer at the
