for your friday and all-important weekend plans. good morning, this is "nbc 10 news" today. i'm chris cato. we begin with meteorologist brittney shipp and her first alert forecast. happy friday brittney. happy friday. heading into the rest of today, the rain will be moving in but it won't be until tonight when we see the sunny skies and light wind speeds out of the east at 8 miles an hour. you can see the flag blowing there with our temperatures in philadelphia, 34 degrees. the feels-like temperature, that is cooler than yesterday. so a look at the satellite radar track, a few clouds out there with mainly sunshine. then the clouds will increase throughout the afternoon. and then we track this next system which won't be here by tonight, closer to 10:00 to 11:00. if you are planning to stay out late, grab the umbrella. temperatures will range between 40 and 52. sun to clouds then rainy tonight. back to breaking news in plymouth township where a next of german turnpike is closed

off. here's a crash that took out a utility pole and brought down electrical wires. this is a live look at the scene near hallowell road. a lot of emergency response there with electrical wires sagging. and you can see the power pole leaning there as well. this is video pete shot earlier at 1:30 this morning with a car going off the road and slamming into the utility pole flipping over. medics took a man and woman to the hospital. no word on their condition. the crash caused power outages at homes and businesses along german pike. and a power outage as a police station. german pike is closed from hallowell road to german town pike. here's christie maddela with more. i'm going to be keeping an

accident on that section of the accident. as we move later into the commute, that will get busier and cause delays out there. else wherein to 476, we are not seeing a lot of volume out there early this morning. and taking a live look at the drive times on the schuylkill expressway and the curve, that's where things start to slow down. at this hour we are still seeing green lights, 12 minutes eastbound from the blue route to the vine. westbound, that's a 10 to 11-minute commute. elsewhere out there throughout the area new jersey and delaware, we are seeing things in the clear. here's a live look at i-76 at montgomery drive. if you are heading out this morning, be aware there are no delays. this is overall 37 minutes from the pennsylvania turnpike to the schuylkill or the vine street expressway rather. that's the only major slowdown out there. chris? paying respects to a man who paid everything. tonight the city of philadelphia will begin saying a final

farewell to fallen police officer robert wilson iii. >> thank you to the families. thank you to the community at large. >> wilson lived in west philadelphia and last night his neighbors came together to honor him lighting candles, shedding tears and saying prayers for wilson's family and fellow officers. monique braxton is joining us live where the first of two viewings for officer wilson will be held tonight. monique? >> reporter: hi chris. this is where thousands of people who loved and respected officer robert wilson iii will gather this evening to come here to express sympathy to his family and comfort each other. you can see that a police officer is now guarding the funeral home. this week there have been vigils to pray for his family and reflect on wilson's commitment to citizens in the 22nd district. last night i attended a vigil just a few blocks from where the father of two lived. dozens of police officers with

there, some who grew up with wilson. for the first time relatives join wilson's neighbors. among them his only sister shakirah burrows. >> the support helps. it really helps. the love and support, it's all in it. >> reporter: now the viewing this evening begins at 4:00 and lasts until 8:00 at francis funeral home at 52nd and woodby in west philadelphia. a second viewing will happen tomorrow morning from 7:00 to 10:00 at the polestra at the university of pennsylvania. his grandmother said she wanted a saturday funeral because she wanted to make sure as many people who could attend would be able to. following the viewing that funeral, a celebration of his life will begin at 10:00. officer wilson will be buryied in landsdown. we'll have more on this coming

up next half hour. monique braxton, "nbc 10 news." robert wilson was an eight-year veteran serving in the 22nd district, if last week he was off-duty to buy a birthday present for his son. two men came in to rob the place and wilson tried to stop them and they shot and killed him. one of the suspects was hurt in the shooting and is still in the hospital. two officers were shot in ferguson during a protest there last night. the groups held a vigil outside the police station where the shooting happened. they prayed for peace and expressed sympathy for the wounded officer. and that was the sound of someone firing three shots as protesters celebrated the

resignation of ferguson's police chief early yesterday morning. two officers were hit, one in the face and one in the shoulder. both are now out of the hospital. police are still looking for the person who shot them. a philadelphia man was out walking his dog last night when someone shot and killed him. that dog was still besides the man when someone found him. this happened at 9:00 on woodcrest avenue in the overbrooke neighborhood. someone tried to rob the man and shot him in the chest. someone found him with his dog next to him on the ground. police have not made an arrest. 4:07 now. happening today, pennsylvania governor tom wolf will be in berks county to drum up support for education spending in its proposed budget. the governor will visit the wyoming area secondary center. he wants to pump billions of dollars into public schools to help close the gap between wealthy and poor districts. also today, pennsylvania's first lady will take her husband's budget message to montgomery county. francis wolf will meet with

teachers and administrators in north town. this afternoon philadelphia mayor michael nutter took a question on the primary ballot about universal free kindergarten. the city will create an independent commission to come up with the plan to give all the cities 3 and 4-year-olds into a preschool program. well, the eagles have their new star running back and they grabbed him from the team with the star on their helmet. former cowboys demarco murray is signed and sealed in philadelphia. and nbc 10's tracy davidson is live in the digital operations center. a few days ago everyone said what is chip kelly doing? and now everyone is saying, chip kelly is a genius? >> it sounds crazy, but it happened. several teams were interested in demarco murray who turned free agent after a record-setting year in dallas. in the end, we offered the right

money and right role on offense to get murray to sign here. skyforce 10 launched to see him launch his first touchdown, get it at the airport. the eagles inked a five-year, $42 million contract. murray said he's proud to be here as an eagle running back. >> those guys have to prepare for each running back so i think that will give us an upper hand. i'm excited to learn from those guys compete with those guys and it will be a great year for us. >> demarco murray is exactly what chip kelly was looking for. sam bradford may have coaxed him a little bit. tracy davidson, "nbc 10 news."

good morning. we'll see temperatures similar to yesterday so warming into the low 50s. right now 34 degrees in philadelphia. the humidity is at 26%. feels like temperature at 27. the wind speeds are out of the east at 8 miles an hour. and our current conditions across the region, 33 degrees. and northeast philly 34. 29 in horsham. 27 in chester springs. a bit colder in allentown, 20 degrees. mount pocano 30 degrees. closer to the shore, mid-30s waking up in avalon. and the satellite radar shot shows quiet conditions with plenty of sunshine to start off on this friday. but the clouds will start to increase heading into the afternoon. then the system will move in. this is going to bring us rainfall as we head into the rest of tonight lingering into most of your saturday. the future weather shows that we'll see plenty of sunshine to start. but by 2:00 to 3:00 that's when you will notice the clouds

starting to increase with temperatures pushing into the high 40s to lower 50s. then getting into your late evening hours, closer to 10:00 to 11:00, we'll start to see the rain move in from the west and it will continue all day into saturday. so we won't get rid of the rainfall until closer to 7:00 or 8:00 p.m. on saturday. as far as the day is concerned, we'll see temperatures ranging between 48 and 52 degrees with a mix of sun and clouds. then we'll see the rain moving in closer to 10:00 p.m. coming up i'll be taking a closer look at your seven-day forecast. that's in ten minutes. i'll let you know how much rain we expect to see in your neighborhood. all right. 11 minutes after 4:00 now, we'll get a check on traffic now, especially that situation on germantown pike where a traffic accident is causing problems. chris christine maddela is following

that. >> 295 in jnlgnew jersey, the pennsylvania turnpike not a lot of volume. but plymouth township is where we are watching this crowd on germantown pike. a portion of this is closed near hallowell road and pleasant road. it's a small section but there's no real good way to get around that section of germantown pike closed. the best way to get around it is to take sandy hill road and wind around the road closure. we'll keep an eye on it to see how long that section of germantown road remains closed. the nationwide battle to stop bullying may begin in bucks county. we'll expla inin a live report next. and some more tough news for the gaming industry in atlantic city. new numbers show casinos took a big hit last month. we'll tell you what experts say is the biggest factor.

here's a different approach. governor jack markel is helping districts reassess the tests they require at the local level and is changing them to state required. the new test is more difficult and for the first time it will assess students' writing and critical thinking skills. markel says the new smarter ball lance test will be given once a year and doesn't take as long so students won't lose as much valuable learning time. >> the tests we use are valuable and effective and done right. but let's not have too many sessions. so we're rethinking that. >> of course, many teachers in delaware like others across the country complained they spend too much time preparing students

for standardized tests when they should be teaching them new materials. many say the state unfairly uses test results to evaluate teachers. in new jersey parents have also been fighting a new standard standardized test there. the parcc exam is based on nationwide standards. but some parents are worried about overtesting and they want their kids to skip the test. but yesterday the student commissioner said the state could lose federal money if they don't take the exam. lawmakers are demanding more answers about the latest secret service scandal as more details emerge about what happened. the investigation centers on two agents including onewho protects the president. they are accused of driving a car through a white house security barrier last week after a night of drinking. they interrupted a bomb scene investigation and according to "the washington post" may have driven over a suspicious package. the agents have been reassigned.

president obama will meet with officials at phoenix veterans affairs hospital today. that's the facility that falsified medical records and wait times for vet vans seeking medical appointments. the new v.a. secretary implemented changes to serve veterans more efficiently. today the president will be briefed on the progress made in that area. today an american health worker who contracted ebola in africa will arrive at the national institute of health in bethesda, maryland. that worker has been volunteering at an ebola treatment center in sierra leone. it may sound unthinkable, but a group of public health experts was calling for a tobacco-free world by the year 2040. and they say it's possible with political support and stricter regulation of the tobacco industry. although smoking rates have declined tobacco usage is expected to increase in low and middle income countries over the next decade. well, with tax season in full swing now, the i.r.s. is

warning people about a huge nationwide scandal that targeted nearly 320,000 people already. they are making harassing phone calls making phony payments and threatening jail time. more than 3,000 people have been duped out of $15.5 million since october 2014. they testified in front of a senate committee yesterday and they say the criminals are allof all ages. >> it is public awareness and is impossible. when the money dries up the criminals go away. >> lawmakers say the key to stopping this crime is educating the public making sure everyone knows that the i.r.s. would never initiate contact through phone calls. 4:18 now. atlantic city taking another

financial hit. february's freezing cold weather apparently puts gambling on ice. new figures show a casino revenue declining by 15% in february compared to last year. of course last year there were 12 casinos operating instead of the current 8. the ones still standing have lost money since the casino crisis began. on the flip side internet gambling increased 1% from a year ago. atlantic city's main casino workers union plans to picket outside the trump taj mahal today. it is closer to being taken over by carl icahn and they still say they need to drop health insurance and pension coverage for workers. the federal appears court will decide if they can do that. the taj employed about 3,000 people. in philadelphia you can start getting updates on the annual spring cleanup. mayor michael nutter did jñ the honors yesterday along with a big purple trash can besides

and if you are in stone harbor we are at 35. it's a colder start to the morning. we are down 12 in the poconos and allentown. 16 degrees cooler in pottstown. 11 in atlantic city. we are down 12 degrees in dover. the satellite radar shot shows mostly clear skies with plenty of sunshine to start. we have a system that is going to move through and we'll bring a lot of moisture with it. we'll see our rain continue for almost 24 hours once this system starts. so you'll notice throughout the entire day on saturday from the time we wake up until the time you probably head out for dinner, we'll be dealing with rainfall. even lingering showers past that time. closer to 8:00 or 9:00. it won't be until after 10:00 we are completely done with the system and see more clearing overnight saturday heading into sunday. how much rain can you expect to see? the heaviest amount will be in philadelphia and also parts of atlantic city picking up over an inch of rain. toms river, close to an inch in trenton. same thing for allentown and the

pocanos. keep those umbrellas handy once the rain starts tonight. heading into tomorrow our temperatures will range between 48 and 52 degrees. a mix of sun and clouds and then the rain moves in tonight. the seven-day forecast shows warmer conditions heading into saturday. we drop back down on sunday with windy conditions. the feels-like temperature is closer to the 40s. then heading into next week the mid-50s on monday with st. patrick's day. 62 degrees with mostly cloudy skies. 4:22 and time for traffic. christine maddela is watching that accident in plymouth township. chris teen christine, it is still out there, right? >> yes, it will probably be out there for some time with the vehicle overturning and it also hit a power pole. this will create a challenge for crews cleaning this up in plymouth township. a section of germantown tyke is closed between hallow well road and plantis road.

something differently that caught the attention of congress. >> reporter: right, and chris, the teachers say that bullying is still a challenge. it is really not getting any easier. i spoke with the students and teachers here in the centennial school district about what they are doing to try to stop the problem. the reason is senator bob casey paid a visit to the district earlier this week. using the centennial as a model for what he wants to see at schools around the country. he introduced the state improvement act earlier to congress and students here say, yes, bullying is still a big problem, but one they have been trying to work with by working with administrators, local organizations and each other. >> i mean you're always going to try to stop bullying. and there's always going to be a small percentage where it goes on on, but if you can do everything you can to try to eliminate all those things happen that's why you're open to it.
