dozens of people are sleeping away from home this morning after a fire forced everyone in this building to evacuate. we work to find the cause of the inferno impacting the roads in the area. the university facing another scandal. the fraternity is suspended after a scandalous website is found. more fallout is coming. a chilly change coming this morning. you can see the flags in the parkway whipping in the winds. winter will end in true form as the threat of snow looms for the end of the week. goom in is nbc 10 news today.

i'm tracy davidson. let's find out more with meteorologist bill henley. >> hope you grabbed your winter coat on the way out. it's not going to be a big warm up during the day today. 60s yesterday, 40s this afternoon. right now, the wind is blowing. that is cold air blowing in the area. we are in the 30s now. it's a steady wind. in philadelphia the wind 16 miles per hour. 18 in atlantic city. blowing in the pocono mountains, too. the blowing is bringing the temperatures down. 33 in wilmington and 34 in philadelphia. so stand by to bundle up if you are walking out the door this morning. you need the winter coat. a cold winter wind blowing. 35 at 9:00. bright sunshine a blustery temperature. hour-by-hour, with future weather when i come back and look at that friday. so, let's check in with first

alert traffic reporter kristen welker. >> turn the heat on this morning in the car. take a look at the map. there's a lot of green out here on the major roadways. you heard tracy talk about the fire. it is impacting roads on interstate 95 on the northbound and southbound side. the ramp exit 32 that ramp is closed due to that. i'm going to continue to keep my eye on that and see how long it lasts into the morning commute. nearby, this is a live look at interstate 5. there's not a lot of cars on the road. not a lot of volume at this hour. it's early out there. we are monitoring the closure. look at the drive time still in the green on 95. tracy? >> thanks. it's 4:02. a developing story as they look at the cause of an apartment

fire. nbc 10s, matt delucia is live on the scene. roads are still closed. tell us more about that. >> reporter: academy road is still shut down here at home avenue. there's a lot of fire department activity here at the scene almost 12 hours after the fire started. you can see the rita grace apartment complex. when we pulled up an hour ago, firefighters were putting out hot spots. everything appears to be calming down. look at what this looked like last night. it was a four-alarm fire. the call came at 4:45. more than a hundred residents were forced out of their apartment. spreading the fire that originally started in the basement utility room and worked into the walls. some of the residents here watched as everything they owned went up in flames. >> i could see the smoke from my

apartment. as i got closer i saw the flames. it was crazy. >> major loss and still an active scene. so far, at this point, five people were injured. as i mentioned, more than 100 people were evacuated, taken to a shelter at lincoln high school, which is not far from here. i'm looking to see how the red cross is helping those who lost everything as a result of the fire. reporting live in northeast philadelphia matt delucia, nbc 10 news. new from overnight, a man treated for burn injuries after a house fire. crews were called to this house on pitman around 1:00. the man had burns on his feet legs and stomach. he was rushed to cooper hospital. no one else was hurt. a driver struck a pedestrian overnight in burlington county. this is near fairview street around 10:30. the man was rushed to cooper

hospital. we do not know his age or condition. the driver stopped and route 130 was closed for awhile and reopened. 4:05. students will return to class at a nearby college five days after their school was set on fire. students will head to another college. the fire marshall is working to track down the arsonist who started the fire in the school for children with special needs. everything in the building was destroyed. now, a fraternity scandal at penn state university. criminal charges could be filed in a frat accused of posting pictures of women on facebook. we have live in the digital operations center. the scandal appears to be widening. tell us what you know. >> it is. penn state university issued a statement saying that is appalling, inconsistent with the

university's standards. the nude pictures could be only a part of what this fraternity posted. yesterday, kappa delta suspended them for one year. they posted pictures of naked women passed out or sleeping along with drug deals and hazing rituals. police and state college say a former member of the frat turned them in. police want to talk to potential victims and witnesses. >> we are looking for any victims, any potential victims to come forward and contact the state college police department. >> the national office said they will hold the fraternity brothers accountable for their actions. penn state echoed the fraternity. the review process will determine who is responsible in this case. live in the digital operation

center i'm vai sikahema. another college frat rocked by scandal says it will unveil action to fight racial intolerance. they shut down their fraternity after they were caught singing a racist chant. the school suspended two students. an air force veteran is expected to plead not guilty for attempting to provide support to isis in syria. he's expected to be arraigned later today. documents say he flew to turkey to cross into syria. they denied his entry, he was deported to the u.s. and reported to the fbi. they found jihadi video and mass executions on his computer. >> crazy. really crazy. >> local boy. >> i'm from this town. this is shocking to me.

i would never expect that. it's 4:08. a trenton father could be arraigned on child endangerment charges in the death of his baby daughter. he was smoking marijuana when he was supposed to be feeding and caring for the child. a 911 caller reported that the 9-month-old wasn't breathing. when emergency respondered got to the home they were not able to revive her. >> as a father you supposed to have responsibility for your child. drugs shouldn't have been around the children in the first place. >> an autopsy is scheduled for today. a man is behind bars accused of molesting children his parents were caring for. he's facing several charges. he abused boys and girls for

several years in his parent's home. his parents are involved with foster care and provide baby sitting services. his parents have not been charged. we have new information about the bodice covered on a delaware beach over the weekend. police identified the man as 42-year-old daniel ward. he's been missing since january when he walked away from a hospital. his body was found washed ashore on sunday. police are waiting for the autopsy results to figure out how he died. announcer: now your nbc 10 first alert weather with meteorologist bill henley. it's a cold wind blowing this morning. gusty winds are going to stay with us through the day. it's brought the temperatures way down. you have to bundle up this morning. the cold gusty wind. a return of winter cold for the last days of winter not just today. the winds, they will be with us this morning, this afternoon then start to settle down.

it is friday we are watching for wet weather. today and tomorrow will be cold enough for snow. craig, you are going to have to wait. 22 degrees in mount pocono. 34 in north philadelphia. atlanta, 32 degrees. much chillier than yesterday. we are in the clear. bright sunshine in fact brilliant sunshine like we saw yesterday afternoon. this is the problem. winds gusting to 31 miles an hour in the pocono mountains. the winds bringing the cold air in. the windchill feels like it's in the middle 20s. 24 degrees in philadelphia. 8 degrees in mount pocono. the final days of winter certainly feeling like it this morning. we are in the clear. we will see sunshine. we are watching the storm system coming together that will lead to the snow on friday. to be fair it's not just going to be snow. it's rain and snow. we may end up with a slushy mess during the day.

the storm is producing heavy rain moving toward houston. houston is dry. we will not be dry by friday morning. we are not going to be warm today. the hour-by-hour forecast showing temperatures will be climbing, but nowhere near the levels we saw yesterday. 38 degrees at noontime. it's 40 in dover. look at the middle 30s for redding and allentown. later this afternoon, we make progress sunshine, but the winds are blowing. temperatures in the 40s is as warm as it's going to get. a closer look at the storm coming friday. the extended weather next. christine, you are right, the heater is on the windows were rolled down and people driving around. let's get a check of the roads. >> this is really the only problem we are seeing out there. 95 northbound and southbound, the ramp is closed at exit 32 due to the fire we have been watching there. fire crews responding to the

happening today, pennsylvania lawmakers will be in the area to hear ideas on how to boost business attica see knows. they will hold two public hearings, one in chester, the second in sugar house casino. they plan to testify about what's needed for pennsylvania casinos to stay competitive in nearby states. in november they awarded philadelphia's second casino license to the live group ébz build the stadium next to the complex in philadelphia. it spoiled the plans to build a casino in spring garden. he was the last of three bidders an dropped the appeal. big names in the business world are going to meet with veterans looking for a job. it won't be face-to-face. this is being done online. katy zachry is live in center

his family. katy zachry nbc 10 news. new from overnight, three people dead and four wounded in a drive by shooting near a stockton california grocery store. two women among the dead. they believe the shooting is gang related. a woman will be sentenced next month after a jury convict convicted her of murdering her husband, cutting up his body and hiding the remains for years. then concealing evidence. prosecutors say she dismembered her husband's body and hid his remains for six years as she moved from house-to-house. she could face life in prison. now, an update on a story we told you about yesterday morning. we are hearing from the penn state professor arrested on a flight last weekend. >> declared a national security threat. >> that penn state professor is

facing disorderly conduct charges after that incident. authorities say it was from a flight to nicaragua to miami. she went on a rant and lit a cigarette in the middle of a flight. >> reporter: why did you do it on a plane? >> it was a moment of conscience. it was the timing. i felt compelled to speak. >> the sociology professor can't comment on whether she still has a job. administrators would only tell us is school is aware of what happened and is investigating. nbc 10 south bureau obtained this video. take a quick look. dennis brooks dropping his pants in public. during a metal detector screening, he unbuckled his belt and pulled down his pants in

front of her. they call it sexual harassment. >> it's clear, it wasn't an accident. it's not a situation where his pants fell down he intentionally took them down. >> brooks remains on paid leave while the city reviews the case. kraft is recalling millions of boxes of macaroni and cheese because boxes may contain pieces of metal. the boxes have best when used by dates ranging from september 18th through october 11th of this year. the boxes are also marked with the code c-2. kraft says eight customers reported finding metal in the boxes. it's a bundle up sort of morning. the temperatures have come down. it is cold enough for snow. we won't see it today.

later this week wind blowing the flags on top of the building on center city. 20s in the mountains. 30s for most of the rest of the area running at least ten degrees colder than yesterday. some spots closer to 15 degrees colder. that's the blue mountain. but, there is snow on the way for friday. friday morning, in fact. pocono mountains may end up with more than some of the other spots, including philadelphia, which is in for a rain/snow mix. we are dry today. the coming storm is in texas this morning. it will be on the move. the future rain/snow shows it will make steady progress. we'll see sunshine tomorrow. that's tomorrow afternoon at 1:00. the clouds move in late in the day thursday. that's rain to the southwest. as it moves into the colder air that is already here we see snow developing first thing friday morning. that will continue during the afternoon hours. at noontime the snow for areas

hour. there isn't any place we are seeing delays. we are watching problems due to the apartment fire we are watching along interstate 95. the northbound and southbound. on and off ramps at academy road are closed as fire crews continue to respond to that fire. also matt delucia is on the scene. he's watching some of the closures. he told us about this closure at academy road at home avenue. this is a busy area as the morning commute continues. we are going to keep an eye on that. nearby that scene, along interstate 95, it's not causing delays at this hour. tracy? >> thanks. environmental crews are cleaning up oil that spilled from a ship on the delaware area. it was part of the 100 or so gallons that spilled during a refueling last week. we spoke to people living near battery park. >> it's a beautiful place to
