i'm running for president. those four words officially kicked off the next race for the white house overnight. how the first major candidate announced his campaign. the week is off to an expensive and frustrating start for people in this philadelphia neighborhood after a string of car break-ins overnight. the built-in item the crooks were going after. and it is back to winter this morning as we take a live look at citizens bank park. certainly not baseball weather out there today. much of the weather is off to a below freezing stamplt ande inging start. and we're looking to a much chillier day today than yesterday. good morning, i'm chris cato. we begin with bill henley and

the first alert forecast. good morning, bill. good morning. temperatures are falling right now. we are 15 degrees colder than yesterday at this time and it's going to be a chilly morning the first day of spring. temperatures have dropped into the 20s and below freezing in philadelphia where the wind is blog. a live view from center city 30 degrees at philadelphia international. trenton, pottstown, 24 degrees. 30 at philadelphia international and millville. you'll see sunshine today. 20s to start with but by lunchtime we'll be in the middle 30s. and fortunately still climbing. we'll go through the day hour by hour with the future weather when i'm back in ten to show you how warm it's going to get in your neighborhood. but first, we'll check in with christine maddela in the first alert traffic center. happy monday to you, bill. taking a look outside, there's not a lot of volume out there. so not seeing any delays. the schuylkill expressway is moving along nicely. interstate 95 is dry as well as

the blue route here. so i'm going to keep an eye on the cameras to let you know if anything slows down. right now when i checked in delaware new jersey and pennsylvania we are accident-free. chris? all right, chris teen. 4:02 now and the first major candidate in the 2016 presidential race announced his run for the white house overnight. texas republican senator ted cruz has thrown his hat into the ring and used social media to kickoff the campaign. tracy davidson is live in the digital operations center with what is expected to be a big day for the senator. tracy? >> reporter: right, the tea-party candidate will launch his campaign today. let's look at the video cruz posted on twitter. >> i believe in america and her people. and i believe we can stand up and restore our promise. it's going to take a new generation of courageous conservatives to help make america great again. and i'm ready to stand with you to lead the fight.

the longhurst community. rhawnhurst community. >> reporter: take a look at this video, nbc 10 first on the scene here along the roadway. you can see the damage to the vehicles. police came here within the last couple of hours. one of the residents heard their car being broken into. others had no idea until officers knocked at their door. all the vehicles are hondas. here's the thing, march 1st a few weeks ago, nine hondas were broken into and their air bags were stolen as well. those thefts all happened not far from here, about a five-minute drive. coming up at 4:30 we spoke to the owner of this car here and he says he's not happy about this. it is very expensive to fit the air bags. for now i'm matt delucia, "nbc 10 news."

five minutes after 4:00 two men were stabbed during a late-night brawl in camden. when police arrived to fifth and cherry street they found one man stabbed in the chest and the other in the face. both were taken to cooper hospital. no word on their conditions yet. and we are also checking with police to find out if anyone has been arrested. also new overnight, a man is in critical condition after a shooting in a philadelphia neighborhood. it happened on bridge street in summer dale before 1:00 this mop. someone shot the man in the chest and arm and got away in a dark-colored sedan. investigators found a bag of marijuana at the scene. happening today, we may have changes coming to the philadelphia police department when it comes to the use of deadly force. the u.s. department of justice will release a report today after reviewing a number of police-involved shootings in philadelphia. charles ramsey requested this in 2013 after his officers shot and killed 15 suspects in 2012. the department of justice is reportedly expected to recommend a plan of action to reduce

officers' use of deadly force. a former volunteer firefighter accused of setting fires that he responded to will go to trial today. investigators say john corcoran set at at least three homes ablaze in darby township. in two of the cases, arrived on the truck to put out the fires. in a separate case corcoran is also accused of raping more than a dozen children over a span of two years. police are calling the deaths of a bucks county couple an apparent murder-suicide. yesterday afternoon someone called police to a home on lempa road in the holland section of north hampton township. police say inside the home they found the bodies of a husband and wife in their 60s along with a handgun. the couple's name has not been released but we know they owned a son on jeweler's row in center city. the coroner will make an official ruling on how they died. police say a man may have saved several lives when he shot and killed a gunman who opened fire inside a barbershop in

philadelphia. witnesses say yesterday afternoon a man got into an argument with a barber on north preston street and pulled out a gun and started shooting. another man heard what was happening, ran into the shop and shot and killed the gunman. nbc 10 spoke with a teen getting his haircut when the bullets started flying. >> when i would watch tv in the barbershop, i heard gunshots so i ducked and i ran. >> now police say the man who killed the suspect had a permit to carry a concealed weapon. they say they are investigating this as a case of self-defense and have not filed charges. they have not released the name of the man killed. happening today in delaware jack markel will sign a new law to allow smaller restaurants to sell alcohol. he will sign this later in newark this morning to give smaller businesses the opportunity to apply for a liquor license. the restaurant must seat a dozen people and serve complete meals. new jersey senator robert

menendez could face corruption charges this week. details of the case are still being would recollectrked out. this is about ties to a florida eye doctor. they want to know if men endez accepted gifts in exchange for business matters. congress is been denied the chance to question witnesses in the latest secret service scandal. they are demanding that joseph clan clancey allowed four agents to testify at a hearing tomorrow though that occurred outside the white house. several officials were drinking when they crashed a car into a security barrier during an active investigation. yesterday lawmakers sent clancey a letter and he has agreed to testify as the agency's only

witness. the oldest nuclear plant has been shut down. a spokesperson for the oyster creek plant in ocean county said the staff is working to fix the issue that controlled steam pressure. the plant is scheduled to close permanentfully 2019. they chose to do this instead of building a cooling tower to minimize the effect on marine life in the creek. temperatures are coming down this morning. we are below freezing this morning. it's a spring freeze we're dealing with but the temperatures will be climbing with bright sunshine. it's just going to be chilly for this time of the year. we should warm into the middle 50s. we're not going to get anywhere near that today. but as the week goes on a warming trend. in fact, in just a few days we'll see temperatures in the 60s. right now, though 23 in doylestown. cape may is right at freezing at 32 degrees. a few scattered clouds over

philadelphia international and below freezing at 30 degrees right now. there's a dry view of cape may with clear skies. we'll see lots of sunshine and warm into the 40s this afternoon. we're watching the radar, nothing falling from the few scattered clouds over philadelphia. the temperatures fall right now will be warming by 2:00 this afternoon. we'll be right at 40 degrees in philadelphia. look at the 30s north and west at that hour. and 20s for the pocano mountains. we will see the numbers climb into the low 40s by 4:00. just a little bit warmer at 42 degrees while wilmington is at 43. then a few clouds coming in tonight, but that means it's going to help us out. we won't be quite as cold tomorrow morning. for today, standby. you need the sunglasses and a winter coat this morning, too, as temperatures are going to stay chilly through the day. the upper 30s and low 40s. winds will be picking up as we go into the afternoon. they will be gusting to 20 miles an hour. more on the potential warm up coming our way with the extended

future weather when i'm back northbound ten minutes. so you need the heater in the car as you get set to hit the road. we'll see what you will encounter once you hit the track. christine maddela is watching the roads for us christine? we are seeing a lot of green out there. that's real-time traffic data. things are moving nicely but i see a slowdown on 295 southbound. but on closer look at the camera along 295, things are looking good near route 70 in cherry hill. not a lot of volume, still dark and clear out there. take a look at the drive times. we are still in the green on 95 southbound from woodhaven road to the vine street expressway. the schuylkill expressway and the entire stretch of the road things are looking good. i'll keep an eye on this and let you know if that changes. this morning isis says they have a kill list filled with the names of americans. next, the people that the terror group claims they are targeting here on u.s. soil. plus standing down.

robert durst is due back in a louisiana courtroom today. his lawyers will say it's unlawful based on an invalid warrant. he wants to be sent to california as soon as possible. he is convinced of killing his friend 15 years ago. prosecutors in the boston marathon bombing trial may rest their case this week.

they say dzhokhar tsarnaev admitted in court that he did it but he said his brother was the mastermind. they will decide if he receives the death penalty or life behind bars. the shiite rebel leader in yemen called on fighters to head south where yemen's president has taken refuge. rebels have seized yemen's capital and more than 100 provinces. more than 100 people were killed in a mosque bombing over the weekend and the u.s. made the call to pull out the last of its special forces out of yemen because of the escalating violence there. during an emergency meeting yesterday, the u.n. special enjoe for yemen told world leaders the country is being pushed to quote, the edge of a civil war. 4:15 now. we're learning more about an isis hit list that includes names and personal information of about 100 members of the u.s. military. a group calling itself the islamic state hacking division posted this information online.

they say the dozens of americans on this list should be killed in their own land as they walk their street thinking their are safe. that's what the quote says. defense officials tell nbc news that some names listed are service members while others have not yet been confirmed. they also say the threat is all about, quote, intimidation and propaganda. meanwhile, the u.s. is helping train iraqi forces to combat isis. this video from a military base just north of baghdad shows iraqi soldiers doing weapons training. the soldiers are also learning how to coordinate security efforts on the ground to work alongside coalition air strikes. they are working to regain control of the city of tikrit. a philadelphia man is behind bars this morning after police say she shot his ex-girlfriend's son during an argument. jamille carter turned himself into police last night. he went into his ex-girlfriend's house yesterday morning and

started hitting her. her son heard the fighting, came downstairs and that's when carter shot the 12-year-old boy in the leg. >> this is a really big shock. like it's never happened here. never. >> the boy is expected to be okay. and no charges will be filed against a philadelphia teenager who shot his sister. this happened on saturday at a home on charles street in the city's wissinoming neighborhood. the 14-year-old boy took a loaded gun out of his father's nightstand and the gun constituent off hitting his sister in the back of the head. the little girl is in critical but stable condition. millions of americans are at risk of having their personal data stolen every time they use a credit or debit card. but as nbc's national correspondent kurt gregory explains new technology is slashing that risk. >> reporter: it's a payment ritual that's almost a century old and soon to be extinct.

prepare to say farewell to the swipe and sign credit card transaction. new smartcard technology is already being phased in. you may already have one and not know it. >> i didn't pay attention to what it was. i know this looks a little different. >> the first time i noticed it is when they required me to process it differently. >> reporter: chip cards with gold squares like this one on the front are already out there. instead of swiping and signing these new chip cards go into a card reader. the card in terminal work together to protect your in-store payment. you either sign your name or enter a pin number to complete the purchase. major credit card companies say these new chip cards will keep you from getting ripped off. >> chip cards will better protect consumers and their personal information. and down the road, of course, the shopping experience for customers and retailers will differ greatly. >> reporter: mastercard and visa are ahead of the game. both have set an october deadline to switch to the new cards. >> chances are you're going to

get a chip-enabled version of one of these cards in your mailbox in the next six to eight months. >> reporter: if you already have a new smart card you can use it both at walmart and sam's club. most other retailers have yet to make the switch. regardless of what kind of card technology you're using, remember the best way to protect your financial security is to check your bank and credit card statements regularly. because nobody cares about your money and financial security as much as you do. kurt gregory, nbc news. >> and by tend of this year it's estimated that 70,000 of credit cards and 40% of the debit cards will have the embedded security check. 4:19 and temperatures are dropping right now. and the wind is gentle at this hour, but it will be picking up as the day goes on. so we're looking at a chilly monday.

and a freezing start. 30 degrees right now in philadelphia. the airport seeing some of the stronger winds at 14 miles an hour. we're running about 15 degrees colder than yesterday. in the pocano mountain we are in the 20s. that snow, the ice, not going anywhere this morning. but bright sunshine will warm things up during the day today. right now, 20s for coatsville pottstown, look at rightstown in northeast philadelphia. and 28 degrees right now. down to 26 in newbold. and farther north and west 23 in doylestown. and 20s for quakertown. it's a cold start this morning for our first monday of spring. but it is dry. a few scattered clouds overhead. we'll see a lot of sunshine today. you don't need your umbrella but you will need the sunglasses and and winter coat. we're watching rain to the south. that misses us. look at the snow in the midwest moving into chicago. that will also miss us. but we will get some clouds from that snow tomorrow morning, which means tomorrow morning

nicely. that's what we are seeing throughout the viewing area. that's good news if you're heading out early this morning. taking a look at the drive time a lot of green here on the schuylkill expressway. that normal trouble spot in the conshohocken curve. 13 minutes in each direction between the blue route and the vine. things are looking pretty good as far as the drive times go. taking a look at the bridges with don't see any openings or anticipate any openings within the next few minutes. so everything is moving along fine there as well. chris? a traffic alert for those of you who drive through chestnut hill. the philadelphia streets department says it's going to take an extra tweak complete the demolition of the bridge on willow grove avenue. bad weather of course being blamed for the delay. demolition did begin last night at 11:00 to run through thursday this week. most of that work will be done overnight to avoid any interruption to septa's chester hill regional rail line. the demolition is just the first phase of a $3 million project with overall construction expected to be wrapped up by december of this year. well, a move that many

looking to fill full and part-time jobs. this is the first of three job fairs that a group of delaware senators is holding this spring. wilmington university's dover campus is hosting today's event. well, more and more cash-strapped americans are turning to tax-refund advances. and that's raising concern. they are opting for prepaid cards instate of just waiting for the refund check. consumers are not aware of how much the advances cost them in fees. the consumer financial protection bureau is finalizing rules on prepaid debit cards including those for tax refunds that would require easy to understand disclosures about costs and risks. well, starbucks has ended part of its controversial campaign to promote racial equality. as of yesterday, baristas will no longer write race together on customers' coffee cups. this is not because of customer backlash. they say this is not the
