it is a misty morning. a warm-up is on the way for tomorrow, but so are storms. we're also learning this morning about how the now-fired officer charged with shooting an unarmed man to death in south carolina we now know about an earlier complaint against that officer. and we're hearing from people in the south jersey community where he grew up. more than a building. it's found an ally in city hall. but has the vat condition already made up its mind? we'll have its future. good morning. this is nbc 10 on this thursday. i'm chris cato. let's begin with bill henley and his first alert forecast.

just as you promised yesterday helped the phillies. they won. >> amazing. cold rain. they do well with that. they certainly did yesterday. a nice beat against the red sox. take that red sox. take your umbrella with you if you're heading out the door. more wet weather on the way for today. just some light rain however. so far not a lot happening at cape may, just a little light drizzle. radar not even picking up that light drizzle. the steady showers are missing us to the southwest. close enough though to keep clouds around keep the chance of some showers with us during the day today. 40 degrees is where we'll be at 6:00. still in the 40s at 9:00. we'll stay in the 40s with clouds and drizzle during the day. 47 degrees at noon time today. heading out the door right now, first alert traffic reporter christine maddela is watching the roads. >> good morning. right now things looking pretty good on the roads. a lot of green out there. the schuylkill expressway 295 into south jersey but there are

wet roads like bill was talking about. you can see the precipitation there that was on our screen. the vine street expressway. elsewhere we are seeing construction. that's on 295 right at 168. and you can see there are flashing lights out there. just be on the lookout for that construction project. it's not slowing anything down. there's just not a lot of volume out there right now. i-76 and the curve, we're seeing a lot of green. that's going to take you about 13 minutes. public outrage is growing over a deadly police shooting in south carolina caught on video. a white police officer originally from this area we've learned, is charged with murdering an unarmed african-american. and just this morning we learned that the officer was allowed to stay on the force after being accused of accusations that he used excessive force against another unarmed man a couple years ago. here's the latest. citizens held a protest rally last night calling for justice and for better communication between police and the community. officer michael slager charged

with killing walter scott on saturday is being held without bail. law enforcement is expected to release dash cam video the state says will help shed light on what happened before the deadly shooting. our tracy davidson is live in our digital operations center. tracy, what about the local angle, the officer that grew up in south jersey? >> right. michael slager grew up in south jersey, now facing a murder charge in south carolina. and for the people who knew him here, that's quite a leap. neighbors acquainted with him tell us that he's not what they remember. the former police officer used to live in burlington county. people in medford and mount laurel said they're trying to grasp that it is slager on that cell phone video shooting walter scott in the back as he ran away. >> i don't understand. i don't understand. to think that somebody out of this neighborhood could do something like that, i just don't understand. >> larry and helga shea told us slager grew up on their block

and went to high school with their children. now, michael slager told a lawyer that he felt threatened but after that video surfaced he was arrested. he was fired from the force and let go by that lawyer. live in the digital operations center tracy davidson nbc 10 news. and philadelphia's police commissioner called the video of that police shooting in south carolina shocking. ramsey, of course is leading president obama's task force on 21st century policing. the goal is to build more trust between police and minority communities. ramsey explained to nbc 10 just how much policing has changed just within the past few years. >> but in today's world with social media and how fast things spread you know the fact that now you have not just a story being told but you've got video to go along with it i mean certainly it does add to the environment that we're in right now. >> commissioner ramsey believes authorities in north charleston acted quickly and appropriately, ordering police there to now wear body cameras. now, that move in south

carolina is having an effect in delaware. the naacp and other civil rights groups are renewing their calls for all police officers to be equipped with body cameras. public officials say that they support the use of the cameras. once logistical and legal issues are worked out. happening today, a judge will hold a detention hearing for the philadelphia woman who's accused of trying to join isis. kiana thomas is scheduled in court this afternoon. she was arrested last week on charges that she tried to aid terrorists. authorities say thomas was trying to travel to syria to join isis fighters. right now she's being held without bail. if convicted, she could face up to 15 years in prison. 4:05 now. and the democratic candidate for philadelphia mayor are ready for another debate. tonight the six hopefuls will tackle questions at the community college of philadelphia in spring garden. this will be the third forum this week for the candidates. the primary election is may 19th. philadelphia police officer used a car's technology to track down a 14-year-old girl after

investigators say she abducted her 1-year-old cousin. police say yesterday afternoon, the girl went to her uncle's home in kensington, took the baby and stole his car. the ordeal ended in north philadelphia, and this is video here of an officer holding that baby who wasn't injured. police used the car's onstar gps to track the teen for three hours as she drove all over the city. >> this 14-year-old covered almost half the geographical distance of the city with this 1-year-old baby boy in the car. >> and at some point the teen picked up one of her friends. police say when officers closed in, the couple handed the baby off to the first person they saw and then forced their way into a home and tried to hide. as of last night police were still questioning the teen and her friend. and this morning a chester county school bus driver who left a 7-year-old alone on a bus for hours is out of a job. the kennet consolidated school

district says the student was the only passenger on the bus. instead of taking the child to school, though the driver parked the bus in the bus yard and left the kid alone for five hours. the school district and law enforcement are still investigating. two nba players who spent their high school careers in philadelphia and camden county are now being investigated for an alleged assault earlier this year. police are investigating five people including nba players and twin brothers for allegedly attacking a scout. police documents show it started with inappropriate text messages from the victim to the twins' mother. the morris brothers have not been charged with a crime. they say they don't even know the victim. today the fight continues to save a fishtown chump that the archdiocese of philadelphia says is in danger of collapsing. nbc 10's matt delucia is live outside the church for us this morning. all right, matt. what's the plan for this group trying to save the church now? >> reporter: well chris, there is a meeting tonight at the rec

center. that's when members of the church community who are trying to save this building will meet to decide the next step in their fight. now, yesterday some of the members met with city council president darrell clark who has taken a role in trying to stop this church from being torn down. the building has been here on burke street for more than 100 years. the archdiocese wants to demolish it because of structural and safety issues. some members of the community say they don't want that and have spent the past few months raising money for repair. above all, they want the vatican to officially decide the fate of the building before the wrecking ball comes in. >> we're prepared to go the distance in terms of getting some sense of why we can't be in a position to get the vatican to step in and give us an answer as to whether or not we're going to be able to save this church. >> reporter: the archdiocese contends it would cost about $3.5 million to make this church structurally sound. coming up at 4:30 one of the

members trying desperately to save this church talks about why it is so important. now live in fishtown matt delucia, nbc 10 news. now your nbc 10 first alert weather with meteorologist bill henley. >> clouds are overhead. and we will be in for some more rain during the day. look at the wind just a light breeze this morning. temperatures are a little bit cooler than yesterday which has us in the 30s and 40s. i've issued a first alert weather day for tomorrow afternoon and evening. there's a potential later tomorrow for severe storms with damaging wind possibly hail and some heavy downpours, too. those storms coming ahead of a big warm-up for tomorrow. not today. clouds are overhead. this is what it's going to look like for much of the day. yes, skies will brighten but sunshine off the table today. radar shows we are dry. no sign of any steady rainfall. it's a little bit foggy and misty in some spots. the rain so far is missing us to the southwest. it's not just rain. look at the big thunderstorms

rolling through portions of eastern virginia right now. those are the storms that type of weather could be here tomorrow afternoon. today, though hour-by-hour forecast, 6:00 this morning, some light rainfall in delaware and newcastle county reaching into salem county. by 7:00 those showers becoming a bit scattered. a little steadier to the south. 8:00 you can see cloudy skies over philadelphia while it stays dry north and west there is a chance you'll see drizzle or mist with a light fog this morning. so the hour-by-hour forecast calling for 40 degrees. another chilly one. 40 at 6:00. by 9:00 the wind is picking up just a little bit out of the northeast at nine. 43. and that east-northeasterly wind will keep us in the 40s at lunchtime today. those are a look at the potential for storms for tomorrow and your weekend forecast when i'm back in ten minutes. ten minutes after 4:00 now. and we've got some wet roads this morning. let's get a check of traffic and see if there are any problems popping up.

christine has that. christine? >> even though there's not the downpour, there is enough to make the roads wet like you said. right here route 70 throughout our area you're going to be dealing with. route 1 in delaware you see some of that light fog that bill henley was talking about. and throughout our area just be on the lookout for some of those slick spots as we take a live look along interstate 95. you see some of that precipitation on the camera lens out there. but overall, there's just not a lot of volume to slow you down. so that is the good news. if you are heading out right now, 13 minutes, your drive time. 95 southbound from woodhaven to the vine street expressway. also green lights on the schuylkill and 422 in montgomery county. chris? a scare in midair for a plane flying from europe to the u.s. the passenger jet ended up with a hole in its nose. find out what caused it and what people on board had to say about it coming up. and there could be another twist in the revel saga. the former casino may have a new owner now, but will he be able to keep the lights on?

investigators are still waiting on autopsy and toxicology results for the man who died in police custody in vineland. meantime we found another video that shows phillip white's arrest. it appears to show an officer calling over a canine and punching white while he was on the ground. critics say the officers used excessive force. but a lawyer for the police union disagrees, saying the man was combative and was resisting arrest, and he believes the toxicology report will show why the man was out of control. >> expect it to state that unfortunately mr. white ingested pcp along with cocaine and a mixture of other drugs which caused or contributed to a cardio pulmonary event causing his death, not the police

officers. >> now, white's family has paid for an independent medical examination. nbc 10 will continue to check for results on that along with the official autopsy results as this investigation continues. 4:15 now. happening today, a man charged with killing a man outside the dell music center in philadelphia will appear in court. eric jamison will be arraigned today. he's charged with shooting a man to death, shooting that man in the stomach outside an anti-violence concert at the dell in august. police found the victim in the parking lot. and today a judge is expected to decide if his accused killer will go to trial. tam le faces a preliminary hearing on murder charges. he's accused of stabbing three men, dumping their bodies in the schuylkill river last year. one of those victims survived the attack last august. u.s. marshals arrested le at a motel in virginia. authorities say he and other members of a gang abducted and attacked those men for gambling away drug money. utility services at the former revel casino in atlantic city will be shut off around noon today.

acr energy partners says revel's new owner, glen straub is already aware of the disconnect. attorneys for acr blame failed negotiations between the two parties. acr says it simply can't provide free power. now, straub may be interested in the atlantic city race course, too. the press of atlantic city is reporting the racetrack is now for sale according to a hamilton township official. straub has expressed interest in that. the owner closed the track in january due to what he calls a decline in the horse racing industry. a vote to help stockton university open a campus at the showboat casino is off the table. it would have designated it as a redevelopment zone. it's still not clear why city council members scrapped the vote last night. the secret service has placed a senior supervisor on leave and suspended his security clearance. this comes after a female coworker accused him of making unwanted sexual advances last month. the department of homeland security is investigating.

the supervisor will remain on leave pending the outcome of that investigation. president obama is waking up in jamaica this morning. from there he'll go to cuba where he's expected to meet with cuban leader raul castro about restoring diplomatic relations between the two countries. once he arrives there, he'll be the first president to visit cuba in nearly three decades. all right. imagine being on a long flight from iceland to the united states and your plane gets hit by lightning. >> there was a jolt and a bright light. lightning struck the plane. i had never been in a plane that was struck by lightning before, so i was really startled. >> it left a gaping hole in the nose of the jet. somehow, though the aircraft continued on and made a safe landing. it's grounded for repairs now. investigators are looking into what caused a florida woman to die during a sky-diving accident wednesday. a similar incident at this same

facility resulted in the death of a man earlier this year. investigators say that first death in january happened during a training exercise. now, check out this video of a water main break in new york city's greenwich village that halted some subway services last night and could affect service this morning. instagram video of water flooding the 14th street station. about 500 passengers had to be removed from trains that were stuck in the water. officials say utility crews may have hit a water pipe. >> now your nbc 10 first alert weather with meteorologist bill henley. >> 18 minutes after 4:00. a chilly start this morning. cloudy skies and a little bit of light fog and drizzle. you can see some of the light fog looking towards center city. the breeze is light and the temperatures have come down. 40 degrees now. we're running four degrees chillier than yesterday. with the breeze out of the east-northeast at nine, giving us a windchill of 34 this morning. clouds, drizzle, a little light

rain. might need an umbrella during the day and a pretty good jacket too. it will stay chilly. and most of the day the steady rain will be avoiding us. it is missing us to the south. and to the southwest. but to the west as part of the storm system that could give us severe weather later tomorrow. that's why i've issued a first alert. you see those storms developing this afternoon in the ohio valley. that's part of the system that is going to make for some stormy weather later tomorrow. this weekend, though going the other direction. we'll be drying out saturday. maybe a few showers first thing saturday morning. then sunshine takes over. we're into the 60s saturday afternoon. and again on sunday. 64 degrees. at least we may see the temperatures go even warmer than that. and the warm-up continues as well. the seven-day forecast coming up in the next half hour. >> all right, bill looking forward to that saturday dry-out. 19 minutes after 4:00. the roads are not dry this morning. let's see if there are any other problems that could slow you down.

christine? >> yeah we are seeing wet roads throughout our area. you can see some of that precipitation on the lens here right at route 1. the road conditions could be slick in some areas. just be careful as you head out. i just found out about this. interstate 295 northbound this is at exit 67. route 1. a car hit a streetlight there. and so the right lane is closed in that area because that streetlight is down. that's in lawrence township. i also just found out about an accident in bucks county. i'm working to get more information on that. but taking a look at your drive times right now, things are looking pretty good on 95 the schuylkill expressway and 422. and another traffic note here. you should look for more lane restrictions on part of i-95 in philadelphia tonight from 10:00 p.m. until 5:00 tomorrow morning. i-95 southbound will be reduced to one lane between the giraud avenue and i-676, the vine street interchange. so that crews can construct an overhead sign. this is all part of an overall project to widen i-95 and rebuild the cottman and juryaud

avenue interchanges. a lot campus now has a new identify. which school in this area has changed its name and what it's now called. that's coming up. plus we're set to get an early peek at summer. doesn't that sound nice? we'll find out what attraction will be returning to philadelphia when the weather gets a little warmer.

bucks county now has a new university. delaware valley college in doylestown is now officially delaware valley university. the university status expands academic offerings and improved facilities. it will also help attract graduate and international students. and a sweet new logo to go along with it. that was unveiled on campus

yesterday. and while new programs will be offered, leaders say del valle will remain a small school. >> with a focus on education and educational leadership and six master's degrees. more programs are in the planning stages. >> the university also announced a $1 million gift to fund the institute for biotechnology and high hydroponic hydroponics. happening today, we'll learn the rankings of the major airlines when the 2015 air quality rating report is released in washington. the annual report by a pair of aviation experts grades those airlines on a number of factors including delays and arrival times, baggage handling and in-flight service. last year the report gave jetblue and southwest the highest scores. today city and state officials will help launch a new pedestrian safety campaign for the temple university community. the campaign called its road safety not rocket science will focus on pedestrian awareness

and enforcement. also today, mayor michael nutter will unveil summer plans for the delaware river waterfront. those include a new attraction and the return of spruce street harbor park. the mayor will give us more details at city hall this afternoon. today's delaware -- today delaware's emergency management agency will hand out potassium iodide tablets to residents who live within ten miles of the nuclear generating station. people who live and work in that ten-mile radius can pick up the tablets between noon and 7:00 p.m. at the townsend fire station in townsend newcastle county. potassium iodide can help prevent the thyroid from ingesting radioactive iodide that could be released in an emergency situation. now your nbc 10 first alert weather. >> a drizzling start this morning. a little light fog and view of citizens bank park after a phillies win last night. 38 degrees.
