"nbc 10 news" starts now. two families devastated. two communities outraged and two drivers wanted. this morning the search continues for vehicles that ran over children and then ran from the scene. and a wet, cloudy tuesday ahead of us here. first alert radar tracking rain moving in this morning. it will be sweeping across the area today. good morning. welcome to "nbc 10 news today" on this tuesday. i'm chris cato. let's check with meteorologist bill henley. bill, no rain in the area yet, right? >> philadelphia seeing a few rain drops. warmer than yesterday. the melon bank building.

warm, in the upper 50ed and low 60s. this is going to keep us cool. the rain that's moving in from the west hasn't reached philadelphia yet but it's already in portions of upper birch county just to the northwest of redding. very light rain to start with. clouds over philadelphia at 6:00. 59 degrees. showers at 9:00 but by noontime in philadelphia those showers could be pushing to the east already. 60 degrees at 9:00 and we'll stay cool as we head into the afternoon. heading out the door. katy zachry has a look at traffic. >> good morning, bill. watch the rain. watch our traffic cameras and let you know how it's affecting things on the road. a closure on the main artery through philadelphia. this is along the vine street expressway eastbound closed until 5:00 a.m. between 76 and the exit for 16th street. that's because crews are out there repairing some of the

bridges that are over the vine street expressway. if you're on 76 east and westbound, exit at 30th street. that will get you around that. live look at 95 at broad street. there is active overnight construction lifting in the next hour. moving into new jersey drive times on the freeway, right there, five minutes. looks good right now. chris. >> a couple of sad stories to pass on you but important to pay attention to here. a philadelphia woman and her young daughter fighting for their lives this morning as police continue to look for the driver of the car that left them lying in the street. around 7:00 the woman was carrying her 2-year-old son when a car hit them and just kept going. "nbc 10's" jesse gary is live outside of saint christopher's hospital. that's where the boy is being cared for? >> reporter: that's right. he is in very critical condition

right now and his mother is at temple hospital. near a playground in the 2700 block of mascher street. witnesses say a nissan was driving down the road. the 19-year-old was knocked under the pickup truck and the child was thrown to the curb. >> we have a good amount of witnesses that saw the accident but some saw the aftermath of the vehicle and the striking vehicle traveling west on lehigh. we're pretty confident we can identify the vehicle and the occupants. police have surveillance video, what they believe to be the vehicle leaving the scene. we're editing that. trying to have that for you in the next 30 minutes. live outside saint christopher's hospital for children, "nbc 10," jesse gary. less than an hour before that hit and run a driver ran over and killed a 4-year-old boy

in philadelphia. that driver also took off. it happened on south 57 street in the king sussing. witnesses tried to help but couldn't save the boy. the boy was carrying a toy as he crossed the street around 6:30 last night. surveillance video captured the black suv that slammed into the child. the impact threw the driver 20 feet. the boy's mother rushed to the scene minutes after the accident. >> horrible to watch because she was just crying, crying for the baby's name. it was so horrible. >> now police are looking for a black suv, again, on the right side of your screen here possibly a ford edge. a woman was driving at the time. if you have any information that can help call philadelphia police. new from overnight, a 26-year-old man is in stable condition after being shot in the leg. it happened just after 12:30 at 22nd and susquehanna in

millville. sky force 10 was over the scene of a shooting in camden street. it happened on van buren. police are using flashlights to look for clues in the area. they tell us a woman believed to be in her late 20s was shot twice. she was taken to cooper hospital. no word on her condition and police continue to look for the shooter. police are investigating a crash involving a car and a motorcycle. it happened on clemons road in gloucester township. 4:05. now to the political chaos in a delaware county community. police had to step in to break up shouting matches outside colwyn borough hall. rosemary connors is live for us in our digital operations center. rosemary, anyone who went to colwyn looking for fireworks did not leave disappointed.

>> reporter: yeah, there was a lot of screaming and shouting going on just outside of borrow hall. there could be some confrontations going on there today. >> you will not intimidate me. >> reporter: the reaction was in response to the controversial firing of borough manager, paula brown. the chaos began to unfold last thursday. the council of the cash strapped borough reaffirmed their decision to let brown go as a cost saving measure. >> that speaks volumes that they are not confident to run a government. the governor needs to come down here. somebody needs to come down here. >> reporter: also last night as you can see the council president authorized the locks of the town hall to keep paula brown out as she vowed not to leave. fred lescher is expected to be

at borough hall. they're going to go over the payroll and the budget as the borough is facing a $1 million deficit. brown says she will be at borough hall today to collect some belongsings and getting some papers ready. i'm rosemary connors, "nbc 10 news." 7 minutes after 4:00 happening today, leaders in chester county may sign off on a controversial plan that would bring a gas pipeline through a crowded community. sunoco wanted to build a pipeline. neighbors fought the plan over safety concerns. recently though sunoco agreed to modify an existing station rather than building a new one and add safety features to the pipeline. the township's lawyers have recommended that supervisors approve the settlement. tonight the board will share more details with citizens at a meeting at westchester east high

school. there is a vigil tonight for a cumberland county man who was killed during a crime spree. he was killed after a fight and home invasion led to two separate shootings. police have not found the killer. family members are holding a vigil on montrose street where he died. they will announce a reward for information leading to an arrest. the second trial of a couple accused of abusing and neglecting their three young foster children continues in newark today. they arrested army major john jackson and his wife carol at their home in mount holly. they're accused of withholding food and water, hitting them and forcing them to drink hot sauce. their first trial last year ended in a mistrial. the montgomery county man sentenced to death for the murders of a 10 month old baby and her grandmother said he wants to be executed

immediately. he had an appeal hearing and he said he was not happy with his attorneys and he wants to be executed now. he claims that his attorneys are now ignoring his calls and letters. his attorneys deny those allegations. last october a jury convicted him of the killings during a botched kidnapping plot in king of prussia in order to pay off a gambling debt. today pennsylvania lawmakers will take up a reform bill designed to lower property taxes across the state. that bill would raise personal income and sales tax rates and return that new revenue to taxpayers through relief from school property taxes. the bill's sponsor says homeowners could eventually see a 40 to 60% savings. the house finance committee will hold a hearing today in harrisburg. now your "nbc 10" first alert weather with meteorologist bill henley. >> coming up on 10 minutes after 4:00 we're watching clouds move into the area and we're keeping an eye out for wet weather.

showers will arrive in the morning in philadelphia but for the morning commute they're farther north and west. we're watching for the reading for the first rain drops already starting to rain in berks county this morning. 61 degrees. it is mild this morning. temperatures running 10 to 25 degrees warmer. but they're not going to stay warmer. yesterday was up to 57 degrees. the clouds and rain will prevent that. the pocono mountains we're watching for rain. so far they're drive. the palmerton area the first rain is moving in. that is the northeast extension getting some rainfall. slowly moving in from the north and west. this is light rain falling in lancaster and to berks county. part of a line of showers going to sweep through. not going to be an all day rainfall for our area. temperatures will climb into the low 60s. rain showers for alan town reading and pottstown. they sweep into philadelphia.

the main line of showers by 10:00 in the morning. might be some spots where it's coming down heavier. not terribly heavy. steadier heavy amounts in delaware and south jersey are possible as the rain will linger there in the afternoon. by 1:00 in the afternoon raining in wilmington millville. showers, toms river keeping temperatures in the 50s at 1:00 in the afternoon. grab your umbrella. rain moving through this morning. some showers. that will kindeep us cooler. changes in the forecast. i have it in 10 minutes. >> hopefully sunnier changes. you may see wet roads when you hit the roads. of an impact it's making. with the little volume we have at this time in the morning, it shouldn't be causing too many delays. vine street expressway eastbound is closed between 76 and 16th street because of bridge repair that they're doing over the vine street expressway. that is in effect until 5:00 this morning. there are detours in place. many signs out there for you to follow. finally a live look in new jersey for drivers along route 73 at 295 and mount laurel. free and clear along 295 and the garden state expressway. taxpayers may be forced to bail out a struggling bucks county school. i'm matt delucia live in camden. this morning we're talking about hunger in new jersey. coming up after the break, why some people say that problem is now putting stress on others. and it's not just sand and seashells washing up on the

4:15 now. hemming today. people of new jersey will voice their concerns over recent cuts and proposed cuts to the state's food stamp program. "nbc 10's" matt delucia explains. explain the cuts. >> reporter: one in ten depends on food stamps. they say that cuts to the snap program that manages the food stamps, more stress is placed on the food pantries. the food bank estimates that roughly 160,000 new jersey residents lost about $90 a month in food stamp assistance with the most recent cuts and more cuts are likely over the next decade. without that money some people

go to food pan tris. rosa penia works the pantry at saint andrews church in camden. in seven years she says the demand has grown. most of the time she's running out of food before everyone can be served. >> most of the complaints we have are the cuts. that's all the story you hear. >> reporter: the food bank of new jersey will be discussing those problems in greater detail later on this morning. when i asked them why they believed there was such a problem with hunger in south jersey. i'm working on that part of the story. now live in camden matt delucia, "nbc 10 news." delaware residents who receive food stamps are getting help. the u.s. department of agriculture made that announcement yesterday about a test program that would train people to match them directly with employers helping them get jobs. the $19 million program will

help people who are getting snap food benefits help them get unemployment or better jobs. >> i was working part time. i have a full-time job and i have a 14-year-old girl to take care of and i have bills to take care of. >> better paying job. >> about 20% of the 150,000 delaware residents will be eligible for the program. the other 80% are seniors, children, or people already in the work force. 4:17. today's democratic candidate hillary clinton is taking her campaign to iowa traveling in a van. while on the road clinton tweeted out this picture from a gas station in al tuna. and this one from chipotle. she has a two-day swing through iowa. we spoke to senator chris coombs

about whether he'll support hillary clinton. >> i think secretary clinton will have good and strong ideas and for making america stronger. if she were the nominee of the democratic party, she would have my support. >> the white house said president obama will not formally endorse clinton any time soon. he's reportedly staying out of it because other friends might run. vice president biden is considered a possible candidate. marco rubio made it official. the first term senator declared himself a new generation candidate. he talked about his cuban immigrant parents who worked as a bartender and maid. rubio said we need new leaders and new ideas. >> before us now is the opportunity to author the greatest chapter yet in the amazing story of america, but we can't do that by going back to the leaders and ideas of the past. we must change the decisions we

are making by changing the people who are making them. >> rubio is the third republican to declare he's running. new jersey's governor chris christie has not yet thrown his hat in the ring. today he does go to new hampshire to hold his first ever town hall event outside of new jersey. christie has said he'll make a decision to run by late spring or early summer. >> now your "nbc 10" first alert weather presented by bill henley. >> clouds moving in this morning. in philadelphia, just a little bit of rain coming in from the north and west this morning as a little bit of breeze has picked up. winds going to be light for most of the day. you see a bit of a southerly wind. that's why it's so much warmer. clouds are moving in. that's the moon that is getting ready to come up this morning.

we're not going to see much of that today. we're not going to see much of the sunshine today. 59 degrees. 14 degrees warmer than yesterday at this time. dry beach avenue. that will change later this afternoon and into the aeng. cape may may wind up with more rain than anyone else. temperatures keeping things mild but they will shift as the wet weather comes through. we'll go from the 50s and low 60s and see the numbers come down during the day with the rain. wilmington 59 degrees. 62 in northeast philadelphia. dry in cape may county. maurice river is completely dry. for the wet weather, not in philadelphia yet but you can see it's starting to move in from the north and west. lancaster lancaster, berks. first rain drops moving into reading right now. it is a line of showers that will move through which will mean not an all day rain for us

but cloudy skies for most of the day. if we see any breaks of sunshine behind this rainfall it's more likely to happen in alan town and reading than most of the rest of the areas. stand by with an umbrella. showers and temperatures coolers. readings in the lower 60s. this weekend milder for saturday. we may start the day with some rain showers. clouds will break some in the afternoon. high of 70 degrees on saturday. dry and sunshine on sunday up to 66. >> 4:21. we already have one accident out there this morning. let's see what else is popping up on area roads. you eight minutes. be aware there is an accident on 422 westbound as you exit on to egypt road. in philadelphia the vine street expressway eastbound between 76 and 16th street, that is closed until 5:00 a.m. as crews get ready to prepare some of the overhanging bridges there. that goes into effect until 5:00 a.m. the ben, the betsy, the walt. up in the lehigh valley you saw bill's radar. rain is moving in. we're not seeing any heavy rain. maybe some light rain up along the corridor of 78. this is video where things are looking good now chris. >> katy 4:22. one bucks county school district is bracing for its biggest school budget in years. what they're facing isn't easily fixed by a tax height. they're dealing with pension short falls. for the average home residents are looking for a 70 to $80 increase. the larger the home the larger

the increase. >> our ability to pay does not typically get a lot of state funding. >> the superintendant says the district will have to foot the bill for a $2.8 million mandatory increase into the state pension system. from our dell will he ware bureau new castle county will open the first fusion center. new equipment there will help the county track crime and respond to emergencies. testing the waters on a new feed. next the added cost that travelers could soon have to pay on cruise ships. plus the next stunt on daredevil nik wallenda's to do list that will pose a totally new challenge.

unexpected fines. that's what an environmental group says new jersey shorelines are famous for. in addition to seashells they may have encountered a whoop pea cushion, parking meter or stun gun. these items were picked up last year. the most common form of trash not as exciting but pieces of plastic. room service for a fee. that's a test that two cruise lines are trying out now. carnival cruise line is testing out an extended list. until now room service on carnival ships has been free. carnival said the menu could spread to more ships if it's a success. daredevil nik wallenda has walked across everything from skyscrapers to the grand canyon. next he'll take on this the orlando eye.
