news today." i'm chris cato. let's begin with meteorologist bill henley and the forecast. >> the weeds on my lawn were out yesterday. the clouds are moving out. there go the last few rain drops off cape may. already cleared out in philadelphia. that's why it's running a little chillier this morning. 49 grease in the city, 51 in trenton and pottstown is 52 degrees. we'll see a quick warmup though. sunshine. high clouds. 57 degrees at 9:00. by lunchtime we'll be in the middle 60s and back in ten with the future weather hour by hour. now let's check in with first alert traffic reporter katy zachry. >> good morning, bill. 95 at girard where we're seeing very light volume. you might encounter overnight traffic construction. drive times between woodhaven and the vine street expressway, 12, 13 minutes in both directions. you can't beat that.

we have a closure of the vine. this is for traffic westbound on the vine between broad street and the exit at schuylkill expressway. that is closed because of long term construction they are doing. there are closures out there. the 42 freeway, you might find some overnight construction but no accidents. "nbc 10" has learned the driver who police believe ran over and killed a 4-year-old boy and then took off is preparing to turn herself in today. nbc"nbc 10"'s" matt delucia. matt, yesterday all we had was the surveillance video. what happened to lead us to this point? >> reporter: first of all, chris, police have recovered that black ford edge near a parking garage by love park last night. meantime the da's office says this morning the driver's attorney contacted them and arranging for this woman to turn herself in. last night a memorial at 57th

and litchfield streets where 4-year-old adoul wilson was hit and killed. there was a vigil there. this all happened monday evening. the boy ran into the street, was thrown 15 feet into the road. police say the driver then ran over the boy and drove away. neighbors we spoke with have a lot of questions they'd like to ask that driver. >> if you hit him and you see you hit him, why didn't you pull over and stop? you supposed to stop to help that little boy. >> reporter: investigators will hopefully get some more information if and when this driver turns herself in. again, the da's office has been in contact with her attorney. that could happen today. more neighbors sound off on what happened with this hit and run. that's coming up in the next 30 minutes. now live outside police headquarters. matt delusion sha, "nbc 10 news." the mayor's office has put up a $10,000 reward involving another hit and run. monday evening a white acura hit josephine rivera and her

2-year-old son. surveillance video there driving away. we checked on their conditions and both mother and son are still in critical condition. new from overnight, police are looking for the person who shot a 19-year-old man in southwest philadelphia. it happened around 1:00 a.m. at 57th and carpenter street. police say the man was hit once in the leg and ran to a home for help. witnesses tell officers the victim also had a gun. police don't have a possible motive for the shooting. happening today, a former colwyn officer suspected of murdering his girlfriend will be arraigned. steven rozniakowski will be arraigned. morrows husband who is also a police officer shot and wounded roz any a rozniakowski. a judge will decide if this

former police officer will stand fliel a murder case. david howard faces charges on witness intimidation and terroristic threats. police found his body inside a van inside the kay yoga section of the street. they arrested the girlfriend but she denies pulling the trigger. this morning investigators are tracking more lead after a caught on camera beating of a homeless man. the sister of robert barnes snapped this picture of him in the icu. surveillance video shows six or seven people attacking barnes outside a gas station beating him with a piece of wood a mace and a stick. her brother suffers alcoholism and chose life on the street. he is still deeply loved. >> loving family. he's a brother he's an uncle, a nephew. we love him.

didn't make him any different of a person because he was homeless. >> so far two people have been arrested in this case contrary to earlier reports, police say there was no evidence that barnes did anything to provoke thabeeting. the philadelphia man who found a disabled man abandoned in the woods said god led him to make that discovery. though it's one that will trouble him forever. fits roy anderson said he walked into the woods to try to take a picture of two deer. that's when he says he found an empty wheel chaer. he found something wrapped in a blanket. he called police who unwrapped that blanket. they found a 21-year-old quadriplegic man with a bible on his chest. >> if it wasn't for god, that young man wouldn't be alive. >> the man's mother nyai parler left him there to die.

they will charge her with attempted murder when she's released. the doctor charged in the corruption case with new jersey senator bob menendez is facing more trouble in florida. they indicted solomon melgin in a medicare fraud scream. menendez denies allegations that he accepted nearly $1 million from melgin in exchange for political favors. this morning the former boerg manage borough manager will come back and get her belongings. she was officially fired monday night. she still has not turned over her office keys and she says she won't. >> very serious. you have suspects in this investigation running this borough and that's something that every resident should be concerned about.

>> colwyn borough is $1 million in the red. a locksmith opened the office yesterday searching for any money to pay the bills. happening today, fast food workers plan to join a nationwide rally calling for a $15 minimum wage. workers are expected to walk off a mcdonald's in west philadelphia. students at college campuses will join the rally. a $15 wage will help graduates avoid poverty. giants will raise its part-time pay to $9 beginning in june. the current federal rate is $7.25 an hour. giants said thousands of employees will see the increase. happening today pennsylvania lawmakers will vote on a bill to improve the state's 911 system. it will increase the surcharge you pay on your bill of $1.65.

it's currently $1. the counties need that money for the equipment that allows emergency responders to find you if you call 911 from your cell phone. now your "nbc 10" first alert weather with meteorologist bill henley. >> clearing skies. we will see a lot of sunshine. right now though with clear skies it's getting chilly outside. we're in the 40s in philadelphia. a good deal cooler than yesterday. mount pocono in the 40s at 44 degrees. atlantic city, 45. the rain has ended. it has moved off shore. it's a dry view for a change from blue mountain in the pocono mountains. we saw the first rain of the day yesterday at this time in that very spot. 13 degrees colder this morning. 19 degrees colder for reading and down by 10 in philadelphia. so the chill is in the air but rain is not. the last few rain drops have just moved off shore. we are quickly drying out in the area. and we will see a lot of sunshine today. so quick warmup. 7:00 this morning, still chilly.

"nbc 10's" rosemary connors is in our studio with interesting numbers. >> consumer website composed these details. 80% get tax refunds that's $3120. not all of it comes honestly. just last year the irs lost an estimated $6.5 billion due to fraudulent returns. the agency blames part of that on budget cuts. the irs has 20% fewer enforcement staffers than it did 20 years ago. what does that mean for you? when you call the irs, if you have a question it means it will take you a little bit longer to

will approve a bill. they set a june 30th time line for eliminating iran's nuclear program. this morning cuba is no longer on the u.s. list of nations that sponsor terrorism. president obama decided to take cuba off that short list yesterday. analysts see this move as yet another step of restoring diplomatic relations between the u.s. and cuba. lawmakers oppose the president's action. they have until june to block it. some republicans running for president are criticizing the president's move on cuba. senator marco rubio said this is terrible. senator ted cruz of texas said the american people need more than a promise of future change. senator rand paul of kentucky is also seeking the gop nomination for president. another possible candidate making headlines in new hampshire. that's new jersey governor chris christie. he's there outlining his ideas on reforming social security.

christie proposed an income cap on benefits and he proposed on raising the edge on eligibility. >> washington is still not dealing with this problem. frankly, washington is afraid to have an honest conversation about social security medicare and medicaid with the people of our country. >> and governor christie hinted that his appearance in new hampshire could lead to an official campaign announcement. >> a recent poll from rutgers university and the eagleton poll for politics asked if christie would make a good president. 69% of people said no. that's 10 points higher since voters were asked that same question in february. nbc's matt lauer is talking exclusively to christie during his visit to new hampshire. a portion will air tonight on "nbc nightly news" and the rest of it will air tomorrow morning on "nbc 10 news today" and the "today" show as well. on the democratic side of the race hillary clinton will campaign again in iowa today.

she plans to tour a fruit company and hold a discussion with small business groups there. yesterday she stopped at a coffee shop in monticello iowa for some conversation. she also sat down with community college students and teachers for an education forum. this is part of what clinton labeled a listening tour. >> i'm running for president because i think americans and their families need a champion and i want to be that champion. i want to stand up and fight for people so that they can not just get by but they can get ahead and they can stay ahead. >> the former secretary of state and u.s. senator announced her candidacy on sunday. hillary clinton is also dealing with news out of northeastern pennsylvania where vandals toppled the grave stone of her father, hugh rodham in scranton. the stone was set upright. police are calling the incident suspicious since it happened two days after clinton announced her run for the president. 4:18 now.

of course millions of people are expected to be in this area this fall when pope francis visits philadelphia. some homeowners on the jersey shore are already capitalizing on those expected crowds. those homeowners are hoping that some of the faithful will choose to stay at the beach. bob is listing his three bedroom condo in wildwood crest for about $3,000 for the week of the pontiff's visit. he told us he's never had much luck renting out that condo during september, but this year he thinks will be different. >> to me personally to the whole area nice little boost to the economy around here. >> now we found several online rental ads aimed at papal visitors. one of those listed a 3 bedroom condo in wildwood for $10,000 a week. as we get closer to the pope's visit, stay up to date with the free "nbc 10 news" app. you can get alerts and in depth articles with the latest breaking news as it happens. >> now your "nbc 10" first alert

weather with meteorologist bill henley. >> 4:20 and you don't need them now, but during the day sunglasses are going to be necessary. bright sunshine is what we'll see. we're already clearing out. this is the view from the bank building in center city. 49 degrees right now in philadelphia with winds out of the north northwest at 6 miles an hour. the view from the comcast center, nice and dry. the rain ended in philadelphia and the rest of the area is seeing the rain out of here. temperatures, well they're falling right now. toms river, 46 degrees. 45 in atlantic city. pottstown and coatsville are 52 degrees. there are some cooler spots, langhorn down to 45. rich borrow, falling. quaker town 45 degrees. it will be a sunny day. satellite shows a few high clouds in the area. mostly it will be sunshine. the rain producing clouds have already moved out of here.

there is a fire in the ogontz section of philadelphia. you might want to avoid west nedro avenue. in camden there's a fire along lansdowne avenue. >> be aware you will be detoured at broad street because the stretch from broad to 76 is closed for construction. chris. katy lawmakers in harrisburg want you to think twice before you pick up your cell phone while driving. two senators announced a distracted driving bill yesterday in harrisburg. basically the bill would make it illegal to use your hand held device in the car for calling and texting. >> if we can educate people then we can change the behavior. then the amount of the fine really becomes less important. >> now those senators were

fees are being cut by 21%. that's in addition to the billions of extra dollars for health care programs for low income families. the pennsylvania spca adoption center will reopen this weekend. the center closed more than a month ago when the spca found higher reports of a canine infectious respiratory disease. this weekend it will reopen with a celebration featuring discounted dog disease. no dogs died or were youth they niezed during that outbreak. rock store jon bon jovi plans to open a food center. it's called the beats center. he says it will be a one stop facility for anyone who needs food stamps health care meals and culinary job training. the center will also house a second jbj food kitchen. it's scheduled to open in toms
