signs. the plaza is loaded. ellen has made her mark. >> remind me to thank her for that. we'll talk about that and dan price in a second. but let's talk about our top story. a new wave of protests across the country condemning police brutality. even as officials in arizona defend the actions of an officer who used his patrol car -- you're looking at the video right now -- to take down on armed suspect. miguel almaguer has a look at the dramatic dash cam video. miguel good morning. >> reporter: matt good morning. the video was actually taken in february but was just released by police. the officer involved has been cleared of any criminal charges. the video is graphic and difficult to watch. >> i'm staying back -- >> reporter: dash cam video shows a suspect fleeing on foot when a second police officer speeds in for the collision.

>> man down. >> reporter: the view from the squad car is graphic. the suspect mario valencia is seriously injured, but survives. police say his crime spree began when he committed theft at this 7-eleven. later starting a church fire carrying out a home invasion then driving a stolen car to walmart where authorities say he steals a high powered rifle. police officer dan rowen spots him nearby holding the rifle to his chin. he radios dispatch. >> he's got the gun to his neck. >> reporter: the man ignores the drop of the rifle. a single shot fired by the suspect. officers are warned. >> stand off. the gun is loaded. >> those are one of those things that elevates a situation. >> reporter: moments later, officer michael rapico slams

into the suspect. a violent and dramatic ending. >> i think it's clearly excessive police force. >> reporter: the suspect's attorney. >> my hope is there's going to be an internal investigation into the actions of this officer. >> i think that the decision to put an end to it as quickly as you can was a good decision. >> reporter: hospitalized for two days the suspect is in jail and faces 11 felony counts. he has not yet entered a plea. as for the officer behind the wheel, he was put on administrative leave for three days and is now on review here under the police department. the police say that takedown while violent and unorthodox was necessary and saved lives. >> miguel almaguer thank you very much. i think if you just see the video and you know nothing about the story, you immediately jump to one conclusion. but when you hear more of the details of what happened before that takedown it's much more nuanced. >> yeah once you see a man firing a gun and who knows what

he's going to hit. thanks. hillary clinton is spending a second day campaigning in iowa. but this morning she is facing new questions about that e-mail controversy during her time as secretary of state. kristen welker is in iowa. kristen, what can you tell us? >> reporter: good morning, hoda. hillary clinton will be meeting with business leaders here in norwalk in a few hours. so far she has gotten jabs from republican opponents all this as that e-mail controversy has resurf. as hillary clinton looks for political redemption in iowa she's still facing questions about her use of personal e-mail. "the new york times" reporting this morning that in 2012 congressional investigators asked clinton in a letter whether she'd used a private e-mail account while serving as secretary of state. according to "the times," mrs. clinton did not rely to the letter. when the state department answered in march 2013 nearly two months after she left

office it ignored the question and provided no response meanwhile in iowa on tuesday, her first public event that was open to press sparked a media frenzy with camera crews racing to get a shot of her at a local community college. talking to students inside clinton sharpened her message on the economy, trying to rally critics who say she isn't progressive enough. >> there's something wrong when ceos make 300 times more than the typical worker. >> reporter: i asked what she learned from losing here in 2008. how do you win this time? >> i'm having a great time. can't look forward to any more than i can. thank you. >> reporter: her republican opponents are watching closely including chris christie who's in new hampshire this week. >> good for her. anyone that wants to run should do it. we'll see how she does. >> reporter: jeb bush poked fun at hillary clinton for her trip to iowa. >> we had a hillary sighting.

be presumptuous about this. the irony here is you have a bunch of republicans trying to look presidential. she's desperately trying to not look presidential. i thought her first day was outstanding. i thought these last two days have been satisfactory for this re is why i give her a satisfactory grade for the announcement. she's had all this time to say something and yesterday the first thing she says platitude, she had no message yet. until we find out the why, you can't get an outstanding grade for this. >> she declared on sunday slightly overshadowed was marco rubio. he held a huge rally. he tried to talk about his experience being benefits. how's he doing? >> he turned the situation into lemonade. i thought his speech was good. i thought he created a contrast

that was good. he did a two for the price of one. the reason it's not getting an outstanding grade and only satisfactory there's no follow through this week. >> he went back to washington. >> he's not in iowa and new hampshire. if you look at ted cruz and rand paul they were able to stretch out for a week. >> couple of guys who appear to be running but have not yet declared jeb bush made a speech yesterday. he wants everyone to know he's his own man. how is his pre-campaign going? >> financially it's going great. he's going to raise a ton of money. i think messagewise and particularly look at this week. this week shows you how high the hurdle is for him. one dynasty candidate on the democratic side. then you've got your protege marco rubio in your hometown announcing making the case against you by making the case against hillary clinton. he's got a lot of work to do. i would say he needs improvement

to figure out how he's going to deal with the bush question. >> also a lot of work to do chris christie. he's up in new hampshire right now trying to bounce back from a dip in the polls. we could see indictments to close aides of his in the bridgegate scandal this week. yet he's saying i'm willing to take on issues like entitlement. >> that's what you do in hail mary mode. look. he's watching jeb bush scoop up all this new york area money. that's one problem. second problem, conservatives don't trust him. you brought up the issues in new jersey. and we didn't talk about his economic record which is frankly shaky. i understand the decision to say i'll be the brave guy, i'll be the tough guy. guess what. there's never a constituency in a primary for that kind of talk. primary voters want to fall in love. that's not a message to get you to have people fall in love with you. >> we appreciate it. we're going to head to new hampshire after the show today for an interview with governor christie. catch that tonight on "nightly

educators were sentenced to prison. others getting time as well for changing scores on standardized tests to meet standards. >> there were thousands of children harmed in this thing. this is not a victimless crime. >> reporter: the atlanta scandal dates back to as early as 2005 but the debate over standardized testing rages on. with many challenging the efficacy of tests. >> i think there's a consensus that while atlanta might be an outlier, there is a lot of bad behavior that happened. and schools' focus is being pulled away from what a lot of students and education experts want to see. >> reporter: much of this latest debate focuses on standardized tests to implement the standards of common core curriculum. >> they emphasize critical thinking and analysis. rather than teaching kids to remember things we want to

country will not accept a comprehensive nuclear deal with the u.s. and other major powers unless all sanctions on iran are lifted. this morning in germany, secretary of state kerry says he believes the u.s. can finish the negotiations with iran over the next few months referring to moves by congress to have a say on the deal. kerry says he is confident the president will be able to get congress to approve any final deals. an update on the oklahoma reserve deputy accused of manslaughter. robert bates turned himself in on tuesday in tulsa where he was booked and then freed on bond. he is due in court next week. the sheriff's office says bates accidentally shot and killed eric harris after confusing his gun with his stun gun. it took three months to do it but a jury's been picked and the colorado trial of james holmes charged with killing 12 people and wounding 70 in a movie theater attack three years ago. the 12 jurors and 12 alternates

include a survivor of the columbine massacre. the trial begins in two weeks. a big victory for the wife of donald sterling. shelly sterling had sued to recover millions of dollars in gifts her husband had given his former companion v. stiviano. on tuesday a judge ordered stiviano to pay sterling $2.6 million. if you needed reminding, it is april 15th. sorry, folks. deadline day for filing your income tax return or at least asking for an extension. the irs estimates millions of americans have yet to file. so the workers are bracing for a last-minute rush of returns. fresh groceries on their way to the international space station. on tuesday a spacex rocket took off. the crew will be getting an e pres sew maker.

dogs like walter with up to date flu vaccines. this morning veterinarians in the midwest are on alert. >> this virus has never been documented in the u.s. >> reporter: and pet owners are concerned. >> if anything happened to them, i'd be devas >> reporter: 11-month-old u ulysses has been diagnosed. he got it at doggy day care. >> he would wake up to go to the bathroom eat, and go back to bed. but he's okay now. >> reporter: the strain first showed up in illinois a few weeks ago. more than 1100 dogs in illinois have gotten sick. six have died. now cases are expected in indiana, wisconsin, and ohio. how big a deal is this? >> chicago has never seen anything like this before. the numbers and the severity of the disease has far outweighed anything we've seen. >> reporter: coughing, sneezing loss of appetite are the symptoms. for years this was found in

horses but in 2004 it started turning up in dogs. now researchers are confirming a new strain. and it hit elizabeth estes' dog hard. >> i've never seen something move so fast. he went from coughing a little to almost dying. >> reporter: but he bounced back. still, chicago's bark bark club was forced to shut down its day care this week. there's been a lot more cleaning and a lot less barking. >> it is a big hit and it does hurt. >> reporter: but a co-owner said she had no choice. >> it's an epidemic and you've got to do the right thing. and you have to shut down and take care of your clients. >> reporter: now, that doggy day care plans to reopen today. how can you protect your pet? the vets here at blume animal hospital said if you're in the chicago area, avoid dog parks and you should make sure that you talk to your vet about the flu vaccine. if you notice any symptoms call the vet immediately.

that's how we're going to be successful. it's not about making money. it's about making a difference. so we decided to do this. >> i should point $130,000 not $30,000. this is cool. you are not in a charity business. you're out to make a profit. so how were you able to give all of your employees that kind of money? >> when i first started out, i was 18 years old. i didn't know that much about starting a business and making a profit but i knew i wanted to help independent business owners succeed. so the entire company has just grown from that premise. it's become quite profitable and quite successful but that was never the purpose. the purpose was to help these small business owners. now i'd also like to help solve the income inequality gap. >> when you told friends and family that's what you were going to do did they think you were nuts or say way to go? >> people were nervous for me to be honest. >> why is that? >> taking that big of a pay cut, first of all. secondly creating these expectations. i heard from people can you do

he quickly gains composure. i hate to watch people fall. >> i hate to watch it again and again and again. >> that's "what's trending" today. >> a lot of people are going online sending messages of support to rita wilson. the actress just announced she was diagnosed with breast cancer. she urges everyone to get second opinions when it comes to your health. >> reporter: over the past year rita wilson has been spotted on tv on broadway and in her new music video "girls night in." but on tuesday, wilson who's been married to tom hanks since 1988 revealed she is home recovering from a double mastectomy after being diagnosed with a rare form of breast cancer. in an exclusive statement to "people" magazine she said she's blesed to have a supportive husband and friend and doctors by her side. she says because i caught this

early and have excellent doctors and because i got a second opinion. wilson is the second big name to come forward recently. last month jolie revealed she elected to remove her fallopian tubes to prevent ovarian cancer. it came after she found out she was genetically predisposed to cancer. chrissy chris christy funk treated jolie. >> it's great when a star will be vulnerable and transparent enough to reveal a diagnosis. it's powerful. because they have a voice that gets heard louder than your neighbor telling you her story about breast cancer. >> reporter: overnight support poured in on social media. wilson has been monitored for years by doctors after past tests put her at high risk for breast cancer. two biopsies came back negative. but when a friend encouraged her to get a second opinion, she listened. >> second opinions can be incredibly important when an entire treatment strategy gets

altered by a change in diagnosis. >> reporter: for wilson she says going with her gut may have saved her life and urges others to do the same writing, i hope this will encourage others to get a second opinion and to trust their instincts if something doesn't feel right. >> here to talk about the importance of second opinions is nbc's medical contributor dr. natalie azar. i thought when you had a biopsy like rita did, it's black or white. good news or bad news. but that's not the case. >> that's what a lot of people think. this comes on the heels of an important study a few weeks ago that concluded that one out of every four breast biopsies that's read is read incorrectly. the take home message there was at the extremes if you have obvious cancer or benign lesion they were usually correct. but in the middle the precancerous legions, there was a lot of room for error. >> that's shocking. i think a lot of the reasons people don't go get second opinions is number one, they're not sure their insurance will cover it.

and number two, they've been with their doctor forever and they think he or she knows best. that's not the best advice though. >> not necessarily. t to state from the outset everybody is entitled to a second opinion. it can be as mundane as you have arthritis in your knee to cancer. seek a second opinion. >> let's go through some things. you get a scan. is that something -- a breast scan or whatever. should you get a second opinion on that? >> not necessarily all the time. but a few things to remember here. number one and i don't want to take anything away from radiologists. they do a tremendous job training to read these things. if you're reading mammograms all day for 20 years, for example, you're going to have more expertise. so certain cases like mris and x-rays and cat scans and mammograms there are certain criteria the radiologist has to look for. but there is some subjectivity. it is read by a human at the end of the day. >> biopsies you say, always second opinion? >> i would. i really would. again, for the reason that with these middle lesions as we call

them there are -- you can see in the monitor, left we have a normal breast biopsy. and on the right we have the cancerous one. certainly at first blush they look a little bit difference. but if you get in there closely, there are so many specific things that pathologists have to look for and count and measure and everything like that. at the end of the day, there is a lot of interweavability. >> let's talk about other second opinions. let's say you need medicine for hypertension or blood pressure those kind of things. side effects of the meds is that something to check with a second doctor about? >> i like to recommend especially if it's a chronic maintenance medicine. you want to know are there other alternatives? are they monitoring for them? this is not we're not talking about a quick course of antibiotics but something the doctor anticipates you will be on for a long period of time. if you have a gut feeling, get a second opinion. and for surgery, you say always -- if it's elective surgery, should you always get a

second opinion? >> i always recommend this. one will say you need a knee replacement. the other will say you don't. and sometimes if there's a differing opinion, you get a tie breaker. what rita wilson did, she had two different readings. initial which was normal. one pathologist who read it as invasist. she had a third confirm it was invasive and she had surgery. >> that was great for her. stand by. tamron's in the orange room where people are sharing their concerns. >> some compelling stories on our page. jenni said she went complaining of shortness of breath he shrugged it off. then i went to the er where they told me i had a pullmonary em embolism .

and we've signed long-term deals with sponsors so here we are. it's been great for the city. >> these days when we talk about the film festival we talk about the crowds and great movies. but has it accomplished what it was intended to accomplish back in 2002? has it revitalized lower manhattan? >> absolutely. in terms of certainly those first couple years bringing people back downtown. people were afraid to go below canal street. so it certainly has. and the economic activity to the city has been enormous. >> you try to do something new every year robert. you don't want it to be the same old thing. you've got mary j. blige this year for a movie and also performing. concerts are part of it as well? we can talk right over that. stops you in your tracks. tell me what she's offering this year. >> she's doing -- it's a film

different dishes. here i've got olive oil and some garlic. >> and when you're cooking for big batches, you need a dip, dip skillet. >> and a big one. another trick is you know when you go to people's homes and it smells so good when you're cooking garlic put salt on top of it that what makes it come out. mind grabbing that meat for me? i'm going to do some onions and tomatoes. put that meat in there for me. get in there. there we go. and this is a lot of meat. remember it's bulk cooking. >> how much is that? >> three and a half. i've got a lot in there. now, at trick is when you're cooking ground beef how it's getting chunky. use a whisk to break it apart. >> and saute a bit. you want to cook it just until you have a bit of liquid like this. once you have this this is ready for your first set. you're going to split this in three. do it right in the skillet.

taking a look at the headlines. a new study is suggesting divorce may raise the risk of a heart attack. researchers at duke university looked at data on more than 15000 adults over two decades and they found that divorced women suffered heart attacks at higher rates than women who stayed married. the risk was even higher for women with multiple divorces. the risk also went up for men but not as much. new research is suggesting a possible link between exposure to diabetes in the womb and a child's risk of autism later on. the study of 300000 children found that gestational diabetes diagnosed by the 26th week of pregnancy was significantly associated with the child's risk of autism. but experts stress it doesn't mean that one causes the other. the findings of a new study

out today reveal that good looks and athleticism aren't the only attributes that help make kids popular. scientists say a better understanding of conflict, sarcasm and awareness of other people are what distinguish popular children from others. the study included over 2,000 kids aged 2 to 10 from around the world. and some important news regarding baby food. beach nut is voluntarily recalling nearly 2,000 pounds of baby food after a consumer found a small piece of glass in one of the company's products. the recall involves 4 ounce glass jars containing classic sweet potato and chicken produced last december. and today america's first-ever set of all-girl quintuplets could be released from a houston hospital. the fab five olivia, ava, hazel, parker, and riley were delivered via c-section last week. the parents danielle and adam busby shared news about their bundle on their blog.
