"nbc 10 news" starts now. philadelphia's preparing for a vip visit today. we are live more on vice president joe biden's trip to the area. a philadelphia mother accused of leaving her disabled son alone in the woods will face a judge today. her legal options as she heads into court. thunder rumbled throughout the light, bright lightning flashing through the sky and heavy rain fell throughout our area. a live look at the first alert radar shows that the storms are moving now but they could cause some problems this morning. good morning, this is "nbc 10 news today." i'm rosemary connors. let's get right to that forecast with meteorologist bill henley

who is tracking the change in the weather. bill. >> we will see it clear out. we're still tracking a few showers and a few spots of thunder and lightning. streets are still damp and the rain is still falling in philadelphia. view of i-95. here's why. a line of showers and some thunderstorms streaming through the reasonable gone right now. there are some spots of heavy rainfall moving into delaware county from eastern chester county. that's what's happening right now. you can see concord and west goshen getting heavier rainfall. to the south we're seeing some pretty good rain as well. that rain is coming with some thunder and some lightning as well. stormy start this morning. flash flood is in effect until 5:00 this morning. just an hour left on that in northern new castle county. for other areas in the past that is a flood advisory. floods pushing off from the northeast into northern delaware. forecast, calling for showers.

6:00 in philadelphia the rain is over. we've got some breaks of sunshine by 9:00 and really clearing out as the wind picks up. at noontime we're in the low 60s. go through today hour by hour and now let's check in with jessica boyington. >> we're out on the schuylkill expressway. no volume obviously at this time. the roadways are particularly shiny. the drive times are up and running. westbound from the vine street expressway no problem. 12 minutes and 12 minutes heading eastbound. as we check on our majors in new jersey you can see rain in the distance. walt whitman bridge 55 only 5 minutes. mass transit is great. no problems there. the tacony-palmyra is still not

open. we are clear on the betsy and the ben. >> today vice president joe biden will be in philadelphia to talk about energy issues at pico headquarters. "nbc 10's" jesse gary has a preview of today's visit. >> reporter: rosemary today vice president biden's visit comes as the president kicks off the earth week. president obama will be in the everglades to talk about global warming. today he'll tour pico headquarters. he'll discuss the importance of investing in the energy infrastructure. they tout gains in clean energy resources such as wind and solar power and better fuel efficiency in cars and trucks. they want to cut carbon and

we'll talk about the opposition to the plans coming up in an hour. live in center city this morning, "nbc 10," jesse gary. new from overnight, police are investigating a shooting in south philadelphia. investigators tell us the victim was shot in the shoulder on jackson street. taken to presbyterian hospital in stable condition. no word yet on a suspect or a motive. today a philadelphia mother accused of abandoning her disabled son in a park will appear in court in maryland. nyia parler is set for an extradition hearing to return to philadelphia. parler left her 21 quadriplegic son in the woods in cobb creek park so she can visit her boyfriend in maryland. her son has cerebral palsy and cannot communicate. a passerby found him. police tell us that they plan to charge parler with attempted

murder. a philadelphia day care worker will stand trial. she is accused of leaving five children inside of a running car while she went shopping. karen thompson is charged with child endangerment. prosecutors say she left the kids ages 6 months to 9 years old alone when she went inside the shop rite in richmond. another shopper in the parking lot heard the children crying and called police. again, this is video from that incident last summer. according to investigators the kids were in the car for at least 30 minutes but were not seriously hurt. jurors in the boston marathon bombing trial will hear more evidence today before making a life or death decision. the penalty phase of the trial for dzhokhar tsarnaev begins this morning. earlier this month the 21-year-old was found guilty on all 30 counts for his role in the marathon bombing that killed three people. it will now be up to the same jury who convicted tsarnaev to decide whether he should be sentenced to death or spend life in prison.

happening now, crews are working to get the power back on to 24 customers on the main line after an explosion last night. "nbc 10" was on the scene late last night along north wayne avenue in radner township. officials tell us the explosion happened underground around 6:00 p.m. and some underground cables need to be replaced. the impact damaged a few businesses and rattled residents. >> next thing i know we are heading out the door. after that a big explosion. got knocked off my feet. i could feel the heat. >> i heard the fire alarms go off and then i ran to the back. i hit the ground really hard from the explosion, the force hit me. >> crews are not sure exactly what caused the blast and are still trying to determine if yesterday's storms were a factor in that explosion. the cumberland county prosecutor's office is arresting the arrest of the millvilleh:# officer who happens to be in

charge of the police department. lieutenant edward zedroga is accused of driving while intoxicated. they say he was pulling out of the parking lot of sideline sports bar sunday night when he collided with another car. nobody was injured in the crash but officers say he failed a field sobriety test. >> i guess he has to face the consequences like everybody else. >> they're regular people too. sometimes we make mistakes. >> the lieutenant had been a spokesman for the police force and more recently he was the ranking officer in charge of the department after the retirement of millville's police chief. this is not the only negative attention surrounding the millville police department lately. a woman has started an online petition calling on the justice department to investigate three police departments in cumberland county, including millville. the other two are vine lan and bridgedon. the other comes after several police involved deaths. first was september when jerome reed was killed during a traffic

stop and then phillip white died shortly after an encounter with the police in richmond. we did reach out to the cumberland county prosecutor's office but have not heard back. let's head to delaware county where there was more controversy in the burrow of colwyn after council members held their first meeting since changing presidents and ousting the now former borough manager. >> you're nuts. >> there were two issues that boiled over. first, the council now needs three people to sign borough checks to pay bills. the district attorney told him that he can't be one of them. also former borough manager paula brown showed up and accused some council members shedding documents. >> shredding documents friday.

>> nobody did any shredding of borough documents or anything like that. absolutely not. >> brown says she plans to take the bags of shredded papers to the district attorney's office today. they've asked the town to appoint a borou fw h manager. thunderstorms rolled through tonight with heavy downpours leading to the potential for some flooding this morning. there is a flood threat, a warning and advisories are up in our area. the rain is coming to an end this morning first thing this morning. that will clear the way for sunshine this afternoon. the wind will be picking up too. we'll see lots of sunshine through the day. right now rain has ended in allentown. still coming down in northeast philadelphia and millville. temperatures not all that cold. we're 10 degrees warmer at 60. skies are starting to lift over center city.

that's a live view from the adventure aquarium as the rain tapers off. still a few sprinkles in the immediate area. the flash flood warning in effect in wilmington due to heavy rainfall overnight. still rain in the area. that's due to expire at 5:00 in the morning. off to the north and east the storms are pushing through with some heavy rainfall. a flood advisory. still some thunder and lightning crossing delaware bay and into cumberland county. heavier downpours to the west of the city. that's a possibility in the next few minutes for west philadelphia and into northeast philadelphia. by 6:00 just a few spots on the radar. could see a brief shower around 8:00. by 9:00 it's clearing out and that will make way for sunshine. decent warmup typical for this time of year will warm into the 60s. we'll go through the extended future weather with another round of showers coming our way for tomorrow when i come back in

in news overseas the captain and one crew member of the boat that capsized off libya are now facing charges in what may be the deadliest migrant tragedy in history. as many as 900 people are feared dead and only 27 survivors are accounted for. according to one survivor when a cargo ship approached their boat many thought they were being rescued and rushed to one side tipping the boat over. hands up. >> don't shoot. >> hands up. >> don't shoot. >> in maryland protestors marched down the streets demanding answers. they're angered over the man who died sunday. one week after his spine was

fractured while he was arrested. it's unclear why he was stopped and arrested in the first place. six police officers have been suspended from the force and the commissioner has ordered an immediate review of the policy. the california man who has admitted that he jumped over the white house fence on sunday must wear an ankle monitor while he waits for his next court appearance. that's in addition to not being allowed on white house property. jerome hunt and his attorney appeared in court and pleaded not guilty to an unlawful entry charge. hunt says he meant no harm and will never do it again. he is due back before a judge next month. police have identified the body of a woman found in berks county over the weekend. she was missing since mid march after being treated at a hospital for dizziness and dehydration. mayfield's body was found on saturday in the schuylkill river near beaver club lane. an autopsy is underway to

determine the exact cause of death. we are getting a first look at the woman who police say ran down a romantic rival in an intentional hit and run in philadelphia. precious coleman is charged with attempted murder and assault. coleman was behind the wheel of a white suv when she deliberately hit beatrice spence in nighttown. spends lost her leg and is still in the hospital. according to police the two women were fighting over the same man. "nbc 10" asked the police about the apparent hit and runs. in 2014 there were five hit and runs total for the whole year that killed pedestrians. this year so far we've already reached that number. two of those hit and runs happened last week. one of the victims, 2-year-old david alcea was killed in kensington. he was laid to rest yesterday.

the owners of the car live in central police officer police officer. they tell police a family member borrowed it. that same day 4-year-old latif wilson was killed in philadelphia's kingsessing neighborhood. the driver has a lawyer and is expected to surrender but she has not done so yet. this morning, all seven candidates in the race for philadelphia mayor will participate in a forum about affordable housing. i'll be moderating the event. the candidates will be asked about real estate tax reform i'll talk to them about the decline of homeownership. last night candidates were busy. some met at the free library to talk about technology and entrepreneurship. that forum was part of philly

prep week. there are seven democrats. lynn abraham, nelson diaz. oliver nancy street and anthony hardy williams. the democratic primary is four weeks away. the one republican is melissa murray bailey. the general election is november 3rd. a new pole from quinnipiac university shows that new jersey governor chris christie's approval ratings are at an all-time low due to the new jersey bridge scandal. more than half polled believe he was aware of what happens happening. more than 60% say he did not officially order the lane closures. 29% say christie should be removed. the same percentage of voters think an apology is good enough. the lane closures let to severe backups in september of 2013. e-mails revealed that a christie aide ordered the closures. the governor was cleared of any

wrongdoing. today new york governor andrew cuomo is in havana to lead a trade delegation with top cuban officials. most trade and investment is still illegal. the meeting is a way to speak about the long standing u.s./cuba embargo. in king of prussia, crews evacuated the penndot building after it filled with smoke. this happened a few minutes before 4:00. investigators say this was an electrical problem and they are bringing in fans to clear out some of that smoke and some of the upper floors of that penndot building. showers, some thunderstorms in the area but the storms have already cleared center city. this is a live view from philadelphia. right now 50 degrees. mount pocono getting some fog in the wake of the storms. northeast philadelphia seeing some light rain but atlantic city is getting a break right now at 61 degrees. doesn't look terribly damp does it in cape may. showers and thunderstorms. heavier rainfall is inland. still tracking through wilmington and into south jersey. heavy downpours moving into montgomery county through upper delaware county. the heavier rainfall is starting to taper off. a moderate shower in norris town. seeing the rain lighten up a little bit. the heavier downpours coming up with thunderstorms crossing delaware bay and moving into cumberland county. those will likely pass to the northwest of atlantic city which is in the dry right now. then this is all out of here this morning. it will be ending over the next few hours. we will see sunshine taking over. the clouds thinning out to the

southwest. dramatic turn around today. we'll be in the 60s this afternoon. 7:00 this evening, pretty nice. 62 degrees in philadelphia while upper 50s for alan town and reading. as the sun sets we could see a few scattered isolated showers. tomorrow at 6:00 in the morning, showers possibly north and west. very light showers to start with on wednesday morning but then later in the morning and into the afternoon clouds will be returning with a chance of more showers. that's 11:00 tomorrow morning. tomorrow afternoon that's when we could see some thunder and lightning and heavier downpours. 2:00 wednesday afternoon. look at the heavy rain potential for south jersey and into delaware. so we'll get a break for the rest of the day but then storms will return tomorrow. we'll talk seven day when i'm back in the next half hour. 4:21 now. let's get a check of the traffic from first alert traffic reporter jessica boyington. what are you seeing out there, jessica?

>> we're seeing a lot of wet roadways rosemary. 295 in new jersey around the black horse pike you can see roadways looking a little bit shiny. southbound northbound no problems. from 38 into the black horse pike it will only take you 13 minutes. 11 minutes doing the same headed northbound in the opposite direction. as we take a check out on the blue route. drive times, you can see rain coming down really hard here. 15 minutes if you're headed northbound from 95 into the schuylkill expressway. the same thing if you're headed southbound from the schuylkill into 95. we are dealing with some road construction on the ben fair and accurate lynn bridge on the eastbound side but we're all clear on the betsy and the walt. rosemary. >> thank you, jessica. makeup under the microscope. why the fda is taking a new look at the products you put on your skin. plus the scam that's targeting local taxpayers. the letter authorities say you've got to ignore.

nfl player and penn state alumn devon still will speak to a group of high school students in philadelphia today. the students are taking part in the annual american association for cancer research meeting at the pennsylvania convention center. still is originally from wilmington. he made headlines last year when his daughter was diagnosed and treated for cancer in philadelphia. a government task force is now recommending that women should get routine mammograms every two years beginning at the age of 50. it suggests that breast screening in the 40s shows little benefit but it should be a personal choice. the women at average risk starting at age 40 instead of 50 could prevent one additional death. officials say though it can lead to nearly 600 false alarms for

every 1,000 women. washington lawmakers are proposing a new bill requiring the food & drug administration to evaluate some of the ingredients used in cosmetics, skin cream and shampoo. the fda would be required to investigate five ingredients a year. if approved they could order recalls or require warning labels on products that contain potentially harmful ingredients. the foundation that owns alfred i. dupont hospital for children is suing united health of delaware. the nemours foundation sued them for breach of contract. it's seeking more than $50 million in damages. united ended the agreement with nemours. they say they have not been paid in full. a tax scam warning for anybody in chester county. several residents say they've gotten letter from the state income tax department and the irs. that's what the letters say they're from.

the letters claim their tax returns cannot be processed. the people targeted hadn't filed their taxes at the time they received their letters. police think they filed returns without their knowledge. a stormy night and we're still tracking showers moving through the area with some thunderstorm activity as well. right now, 60 degrees at 4:27. jessica boyington in the first alert traffic center. how's it looking out there, jesse? >> looking good bill. we're dealing with wet roadways. we're actually looking at our cameras on 95 at cottman avenue where an off ramp is closed for construction. we'll talk about the drive times and see how the weather is affecting that when we come back.
