"nbc 10 news" starts now. a house fire in bucks county turns deadly overnight. now crews are trying to determine how many people were inside and if they all made it out alive. look at this. a hughes on the edge. "nbc 10" live in burlington county where engineers are trying to stop this home's backyard from swallowing it. plus "nbc 10" first alert radar tracking showers this morning but stronger storms and a chilly change are on the way for later today. good morning, this is "nbc 10 news today" on this wednesday, i'm chris cato. let's begin with meteorologist bill henley in the first alert forecast. bill it's a little cooler this morning. >> temperatures running 10 to 12

degrees cooler. mostly clear skies but that's about to change. already seeing showers moving into the allentown area. dry in philadelphia. mostly clear. that's the view across the delaware. rain showers to the north and west. upper montgomery county. see, it's very light rain showers moving through pottstown. in reading a few rain drops as well. nothing heavy, not yet. that can happen this afternoon with thunderstorms but it's going to be a mainly dry morning. 49 degrees at 6:00. near 60 at 9:00. the temperatures keep on warming thanks to southwesterly winds. they'll be up to 20 miles an hour at noontime. then a chance of storms going through it hour by hour with the future weather when i'm back in ten minutes. right now let's check in with first alert traffic reporter jessica boyington. jesse, how is it doing? >> good bill. it's just 4:00 a.m. roadways are quiet. just a random construction project. here's one on 95 around cottman

avenue. not even compromising the exit. not a lot of volume past that scene. we also have some road work out on the schuylkill expressway westbound between city avenue and the blue route northbound compromising a lane as well. we'll update you on when the road work is being lifted. drive times we'll see how it's affecting the drive times. not affecting them at all. woodhaven to the vine 14 minutes. no slow down on the blue route. mass transit all running on time. new from overnight, a man died in this house fire in bucks county. sky force 10 flew over smoke and flames on point pleasant in plumb plumbstead township. a man from his 50s was pulled from the rubble. investigators are trying to figure out how the fire started. also new overnight, people

escaped a home from the logan area. it was on the north 13th street. they haven't told us how it started. everyone in the twin homemade it out safely. >> 4:03. happening today, growing concern over disappearing property. today investigators will investigate a home that is inches closer to the home. rather, the cliff is inching closer to the home. a backyard that is on the bank of the delaware river, erosion intensified during recent heavy rains. "nbc 10's" katy zachry is live this morning with a closer look at the sinking backyard. what a sight there. >> reporter: what a sight, chris. you have to see the video from sky force 10 to see how bad it is. their homes back up to the delaware river. one couple tells us their backyard has been erodeing for two years now. that took a dramatic turn

following the heavy rain. from sky force 10 you can see their property is literally sinking. what's left is a dangerous cliff where their backyard used to be. engineers are expected to be out here today to talk about and to tell these homeowners how dangerous it is for them to still be in their house. what could be causing this erosion and what is florence township and what is burlington county doing to help these homeowners? we'll talk about that. you'll hear from the homeowners themselves coming up in the next hour. reporting from florence township katy zachry. why did a pickup truck plow into four children in gloucester county. authorities say this truck swerved and hit the children on chestnut avenue in woodbury heights. neighbors tell us that a 4-year-old and 8-year-old were inside the child carrier being pulled on a bicycle by a 14-year-old. a 9-year-old was also playing in the street at the time. the truck hit all of them.

there's no word yet on their conditions now. the driver did stay at the scene. police are investigating. happening today, officials will announce a major renovation project at philadelphia international airport that will affect your flights into the future. "nbc 10's" tracy davidson is live with more on these plans. tracy, we're talking about a project that's going to last more than a decade right? >> right. official sals say the multi-billion dollar plan will take years. mayor nutter will announce the project that officials say will expand and modernize the airport. included in the plans, runway extensions consolidated runway facility. redesign of terminals b and c, new automated people mover system that will move people between terminals faster. escalators restrooms. revenues and grants will fund the grants.

"nbc 10" will be there today when mayor nutter signs the agreement to support the airport's capacity enhancement program. live in the digital operations center tracy davidson "nbc 10 news." a judge sentenced two cousins in the murder of a delaware county drugstore manager. ashinir white and christopher parks will be sentenced. jason mcclay was the manager of a rite aid in chester. robbers shot him to death in september 2013. today an atlanta county judge will sentence a woman convicted of dismembering her husband. earlier a jury found loretta guilty of stabbing her husband. prosecutors say she cut up his body and cut up the body and stored the remains for years as

she moved from house to house. police arrested the mayor during december. during the arrest hamilton asked officers to call the mayor of wool rich but they did not. they wanted evidence presented saying that he was on medicine that affected his behavior. two statehouse members from philadelphia will offer a resolution commemorating the life and service of sergeant robert wilson. wilson was shot to death. authorities charge ramon williams and carlton hicks with that murder. his family and several officers will be in harrisburg for the resolution. seven minutes after 4:00. they'll host a meeting looking for ways to improve city schools without spending money.

they want to turn some schools into community based schools. that involves partnering with colleges and hospitals to bring educational opportunities and health services to the community. the school will become places where the whole school could benefit. >> we have seen in research when these models have been applied, the academic clefl has increased. the health care has increased dramatically dramatically. >> they borrowed this from cincinnati where it's working. he said the target schools where more than 40% sf families are living below the poverty line. now "nbc 10" first alert weather with bill henley. >> 8 minutes after 4:00 where it is mostly dry. a few showers have t moving thunderstorms and gusty winds. right now, clouds at 41 degrees

at mount pocono. trenton is at 46. in the clear at dover in the 40s. center city in the low 50s but the temperatures are still falling. we'll see the 40s. moving through burks and lehigh county very light rainfall around limerick. dry in philadelphia. most of the area will be dry this morning. but then this afternoon look at the wet weather to the west moving into the ohio valley. that's on track during the afternoon. could come with some gusty winds. right now it's pretty calm outside for reading, lancaster. light wind at 5 miles an hour at philadelphia. could see gusts more than 30 miles an hour this afternoon. southwesterly wind will warm up temperatures. we'll be in the 40s. watch the fast warmup, 9:00 60 in philadelphia 60 in pottstown warming to possibly 70 degrees this afternoon.

"nbc 10" jessica boyington looking at the roads. what are you seeing this morning? >> not seeing much so far. dealing with construction patches but nothing setting anybody back too much. no major road closures. start off out in mount laurel on 295 around the route 38 exit. you can see the drive times, 13 minutes. no problems if you're headed southbound from route 30 to the black horse pike. going the opposite direction, only 11 minutes there. we take a check on the pa turnpike. drive times no problems there as well. 22 minutes if you're headed

westbound from route 1 to valley forge. eastbound, 23 minutes in the opposite direction. no problems as well. area bridges, everything is free and clear. at the mouth of the ben franklin bridge, a little bit of work at the mouth of it. no problems on the betsy ross or walt whitman. pennsylvania is about to head out more food stamps to those in need. next how governor walt whitman says that will save money. plus the push for change is paying off now. less than a year after this deadly food truck explosion in philadelphia, the new proposal to keep vendors and customers safer.

look at this video of subway riders? washington, d.c. jumping to the aid of a man whose motorized wheelchair dropped off the track onto the track below. several people jumped in to lift the man back onto the platform. he did have some bruises and a bloodiy lip. he's expected to be okay. d.c. metro says the nearest train was three stations away. we now know why the school bus crashed into a home in burlington county yesterday. the driver had a medical emergency and called his supervisor just before the crash to say that he wasn't feeling well. the bus hopped a curb, skidded across the lawn and then hit the house in mount laurel. there were 12 students on board at the time. no one was hurt. new information this morning on when the senate might vote on president obama's nominee for attorney general. the confirmation vote for loretta lynch has been held up for five months until a sex trafficking bill can be

resolved. the senate plans to finish that today. a procedural vote expected tore fom morning with a final vote coming later in the day. vice president joe biden visited philadelphia. after touring peco headquarters he spoke. >> it's increasingly outdated. much of it was built decades ago and that can't handle today's demands. >> the goal of the four-year demand is to fight climate change expand the use of solar and wind energy. state regulators are urging philadelphia gas works to update their aging pipe lines. 2/3 of pgw's pipe lines are made of cast iron. that means they're vulnerable to corrosion and slow leaks. most others are trying to remove

their cast iron pipes in 22 years or less but pgw says it will be 88 years. in delaware county it could take some businesses weeks to reopen after this underground explosion that triggered a fire and blackout. cell phone video shows the moment after that blast sent people screaming from shots and restaurants in wayne monday night. peco crews working around the clock to fix the cable that start that had. >> 4:16. the "nbc 10" reporters have gotten results regarding food safety. tina davis says it's time to change the law for food truck inspections. the law on the books now prohibits municipalities from inspecting propane tanks, but after months of reporting by the "nbc 10" investigators davis tells us she will introduce a bill to give the city of

philadelphia and other communities the right to investigate that. >> i find it shocking. i don't think it should be. i think they should have the ability to do this. >> davis says she hopes to get the bill passioned by the end of next month. we'll keep you posted. people who want to receive food stamps no longer have to go through asset testing. former governor tom corbitt structured that. some say it had a big affect on the disabled and elderly. it will save the state $3 million a year in administrative costs and errors. leaders in a cumberland county community want to change state law to let undocumented residents receive driver's licenses. "nbc 10" had a packed house at last night's bridge ton county meeting. they want to ask state lawmakers to permit driver's licenses for

undocumented. it will protect the city and give them an economic boost. >> most of our city members are latino. our school system is overwhelmingly latino. it will be hiding our heads in the sand not to support this and ask the state to move forward. >> and several other cities in new jersey have already called on the state to pass that same legislation. today a bankruptcy judge is expected to decide if trump taj mahal's union workers should be penalized over the letters it sent to the community. the union says it's protected free speech. casinos say it was misleading and saying that the union waged economic warfare. the letters were sent out before the judge granted the casino's ability to cancel the contract. a page from revel's bankruptcy case showed what sank it. toopg the list was an expensive

still coming down. we will see 40s in philadelphia but most of the area is already there and a few spots in the 30s. toms river is at 36 degrees right now. 43 in pottstown. coatsville is 38. a chilly start this morning. a few sprinkles showing up on the radar. nothing significant yet. you can see the clouds that are starting to move into the area. the clouds will bring a storm this after noon. the storm are well to the west but they will be here at 1:00 this afternoon moving into allentown, reading, lancaster. sweeping into the philadelphia area. that's going to drop temperatures this afternoon. the storms have blown through. spotty showers at 7:00 tonight. by late this evening, most of the rain is done. look at the chill that's in the air. the temperatures are still falling. 51 degrees at 11:00 in philadelphia.

"nbc 10" first alert traffic reporter jessica boyington has a look at what's happening. jessica? >> thank you, chris. not dealing with a whole lot of volume around the majors. a lot of road work. starting on the schuylkill expressway we can take leftover equipment in the right hand shoulder not taking out a lane and being left there from previous times. this is right around gerrard avenue. headed westbound from the vine street expressway to the blue route, 13 minutes. opposite it's the same. route 202 the drive times here it's nice to not see any rain falling in the distance. 11 minutes from route 30 to the schuylkill and 15 if you're going the opposite way. are you already dreaming of the summer vacation?

were charged with setting that fire. joseph lapore and shaun ryan said they were celebrating a basketball strict try and lit a banner on fire and it quickly spread. nfl star devon still is taking action. he spoke at a conference yesterday. devon's 4-year-old daughter leah, her cancer legally went into remission. still says he wants more young people to become involved in the next generation of cancer researchers. >> i just want to instill in them not to give up. there are so many people out here depending on them, like my daughter. >> still and his friends in the nfl have helped raise millions of dollars for pediatric cancer research. now your "nbc 10" first alert weather. chill in the air this morning. the temperatures are falling. the wind speed, very light to start with. gusty wind and expecting to see
