they described as war weapons, handguns ammunition bulletproof vests, and information technology type equipment. they say that this man was known to authorities. he was on their radar for expressing a desire for wanting to travel to syria. had been checked up on a couple of times. then arrested sunday. much more to come on this story as we see more develop. >> all right. obviously a scary situation for the people over in france. kelly, thank you very much. >> planning a news conference a bit later. at home the big story is the weather. tens of millions are in the path of major storms from new england to new mexico. >> exactly. and this is going to be a multi-day threat. and overnight threat as well. so this is a real dangerous situation. so here's what we've got going on right now. there's an upper level low coming out of california. we've also got a lot of low level moisture and a jet stream

that's going to be pushing in on top of all of this. combine the three and we are talking about the risk of very severe weather. we're talking about anywhere from 18 to 21 million people in the enhanced to the severe risk. dallas abilene, wichita falls, that's for today. alexandria houston, looking at strong storms. thursday it spreads into much of louisiana, corpus christi. damaging winds and tornadoes possible. and we move into friday. we've got an enhanced risk up into parts of missouri all the way to corpus christi, new orleans. everybody, all these folks under the gun for more severe weather, more tornadoes. and this is going to last right on into friday into saturday morning. so we've got a lot people will have to stay tuned for especially because of the overnight risk. >> thank you very much. meanwhile, protests are growing larger in the death of

freddie gray who died after suffering a spinal injury while in police custody. now the u.s. justice department is opening its own investigation. nbc's tom costello is live for us this morning. what's the latest? >> reporter: hi matt. as you know the department of justice announced just yesterday it comes as the baltimore police are conducting their own investigation. the trouble is many people here simply don't trust the police to investigate themselves. so last night they again took to the streets. about a thousand or so people marching from the exact spot where this arrest occurred down to the police station. it was a peaceful protest. a lot of families a lot of parents holding their children's hands telling me they don't want this kind of a thing to happen to their child. the question they have is how is it possible that freddie gray had his spinal cord nearly severed while in police custody. they want answers and accountability. and last night the police chief said he understand.

>> i think they're sharing their thoughts their concerns and i hear them. and i understand. if i was a parent and that was my child that i lost i would be concerned and i want to know and want to react. but our job is also to have balance and not to rush to a conclusion. >> the police commissioner my apologies. not the chi. they are promising a transparent investigation. they should have it wrapped by the end of next week and then will hand over the results to the prosecuting attorney here. six officers now on paid administrative leave. they include a lieutenant and a sergeant and three bicycle officers. some are veterans some are new officers. but right now the tension remains high in baltimore. >> tom costello on the story for us. thank you very much. to boston now. another day of emotional testimony expected at the penalty phase of the boston bombing trial.

and we should warn you, some troubling, even offensive images out of the courtroom. pete williams is in boston for us this morning. hi, pete. >> reporter: savannah prosecutors say the jury should impose the death sentence in part because the bombings were planned in advance to cause a maximum of death, pain and suffering. and they showed a picture of dzhokhar tsarnaev that shows a complete lack of rem. prosecutors said dzhokhar tsarnaev's bombs killed people on the streets of boston who had no time to say food bye. he was determined to become america's worst nightmare. the jury was shown a photo of tsarnaev making an offensive gesture taken in the courthouse. the prosecutor said it showed he was unconcerned, unrepentant, and uncaring.

some of the most emotional testimony came from bill campbell whose 29-year-old daughter crystal was one of three people killed in the bombings. as his wife sobbed he said he passed out in the hospital when he found out the woman in surgery was not his daughter. she was dead. he said i miss my hug every day. she never left the house without giving me a hug. defense lawyers haven't spoken yet. they decided to give their opening statement next week when they begin presenting their case arguing why dzhokhar tsarnaev should not be put to death. >> thank you. the sentencing phase of this case has a lot of similarities to the trial of the 9/11 co-conspirator that received a life in prison. it's good to see you. good morning. you have certainly been there before. you have an unsympathetic

defendant, frankly. you have a heart wrenching crime and terrible stories. and then this picture of the defendant where he's literally giving the middle finger to the security camera. what is the defense's argument? >> it's not helpful with that gesture. you have to embrace everything that's happening as the lawyer and maintain your credibility. if the family's story makes you cry, then go ahead and cry. just be authentic. give your final argument to save his life. >> one of the striking arguments in the musawi case is he wanted to die. you said don't give him what he wants. >> all terrorists like this gentleman, they want to die. that's what they want to do. you can see from the pictures of him bringing the bombs to the scene and the way they reacted, everybody in the jury box is going to know he wants to die. so you have to figure out a subtle way to make that message.

>> dzhokhar tsarnaev has the option. it's his choice whether to testify and plead for his life. if you're his lawyer do you suggest he do so? do you think he could help himself? >> i don't think he could. if he testified and acted like he wanted to live and tried to look repentant, the jury wouldn't give him what he wants. >> zachariah musawi is in maximum security prison. explain that life. >> we had a prison expert who testified it's 23 hours a day in solitary confinement. it's a cell that doesn't even have natural light into it. the judge told him he'd never hear a bird sing again. and he gets one hour a day outside of his cell in a different solitary cell.

it's awful. just awful. >> and we may hear more about it during this penalty phase. good to see you. thanks very much. now a major shakeup in washington in the wake of mounting pressure the chief of the drug enforcement administration stepping down over her handling of a sex scandal involving dea agents. kristen welker has more on this. >> reporter: good morning to you. michelle leadhar has been with the agency for 35 years. now she's resigning amidst a cloud of controversy involving some of the agents she led. she was a rising star in federal law enforcement, but now michelle lendhart is stepping down. >> this is all national security issue when criminal cartels can get that close to agents. >> reporter: the attorney general announced her

resignation on tuesday calling her a trail blazer for being the first woman named special agent in charge and says she has devoted her life and professional career to the defense of our nation. this comes after an inspector general report last month which detailed those parties allegedly occurring between 2005 a >> law enforcement is not above the law. and this sexual misconduct cannot be accepted. >> reporter: last week lenhart was grilled by lawmakers who demanded to know why they were suspended and not fired. >> can you revoke their se clearance? >> i can't. >> honestly what power do you have? >> what i can do is build on and improve mechanisms. >> reporter: all this as the secret service has been reeling from a string of scandals. one of them dating back to 2012 when more than a dozen agents were linked in an unrelated

candles? >> reporter: but by age 2, their middle child was saying i'm a boy. >> he was talking about hating his body. he said why did god make me this way. is god stupid? >> reporter: he rejected the matching dresses she dressed her three girls in. and it wasn't just the clothes. >> when people would give him things or speak to him, what a good girl you are, you could just see him flinch. you could see him withdraw. and that never wavered. >> reporter: when someone brought up the term transgender, they were frankly terrified worried about their child's future. >> i remember crying. i imagined her being in the playground and nobody playing with her. i imagined her going through high school not having dates. because that's what she was at the time to me. now it seems very odd on my tongue to say her. >> reporter: while driving home one day with the kids she nearly had a terrible car accident. >> i said to myself if this was the moment where i lost her,

what would i have wanted to have done? would i want to force her to be mia that one last day? and i think at that point my mind was made up. >> reporter: last june they showed jacob a video about another transgender little boy. what did you think when you saw that? >> i think being transgender wasn't so bad after all. >> reporter: after watching the video over and over again, they gave their 4-year-old a choice. >> i explained to him we can bring you to a new school and everyone will know you as a boy from the beginning. >> reporter: what did you say to your mom and dad? >> i want to be a boy. >> reporter: he was only 4 when you made the transition. some people will say that's really young. how can you be sure? how could he be sure? >> he'd already spent half of his life telling us that he was a boy. >> reporter: he hasn't had any medical procedures not on hormones. >> no. >> reporter: way too soon for

that. >> way too soon for that. >> the big place for gender is our brain, our heart, and our soul. identity. who we are. which isn't parts. >> reporter: pediatricians like this doctor who specialize in transgender kids are seeing more and more patients at a young age. how does a parent know it's not a phase? >> all kids experiment with gender roles. but gender nonconformity is different. it's persistent consistent, and insistent. >> reporter: what about people who think the parents should be in charge the kids shouldn't dictate. you've heard the is. >> yes, i hear it all the time. parents do need to be in charge. but when a kid is told i don't see you, i don't hear you, i don't love you just the way you are, that's a pretty powerful message. >> reporter: they say when they listen to their son, they realized there was no question

you haertd the doctor say consistent persistent insistent. those are the hallmarks of someone who is really transgender. they're saying it over and over. they want to dress in all of the other gender's clothes. you heard some of the behaviors that jacob had. and his parents would tell you they were confused in the beginning. they thought maybe he was just a tomboy. but after awhile of him saying i'm a boy and my name is jacob, you know they had to talk to experts. and they did. they did a lot of homework. >> i think everybody who watches this is changed by it because you have to question what would you do what would i do what is the right thing to do. people are also curious. what does this mean. at 4 it means you change your name and wearing different clothes. what does it mean at 13 at 18? >> it changes as you get older. right now jacob doesn't have any medical interventions. still has the parts he was born with. but when you start approaching puberty, the questions get much more complicated. do you want to block puberty

something called fridge friday. every friday i clean out the fridge make a soup a pasta. we go to the supermarket and we can buy. we're impulse shoppers. and we don't have a plan for it. so we have to start maybe going shopping more frequently but really having a plan for what we're doing. >> $165 billion a year in wasted food. you think about what that food could do what it could accomplish. right. and during that time we have millions of americans that struggle to feed themselves. >> makes no sense. >> great to have you here. you have epic scenes that are gorgeous of your home country of australia. did you ever think, okay have i bitten off more than i can chew here? >> it's one of those funny things. i was staring at it and thinking of all the complications. the fact it was an independent australian film. the language complications in between english and turkish. the fact we're shooting in different countries with war scenes storms. you know, i was just staring at the idea thinking this is impossible. and the next thought was when do we start? >> is that your nature? that's a big challenge, let's do that. >> little bit. i've had opportunities to direct in the past but there hasn't been that thing that virs ralscerally grabbed me. >> now do you have the bug? would you want to do it again? >> it's substantially more interesting being a director than an actor. it's the color, is the texture,

where music and silence is and all of those things. it's the deepest, satisfying thing i've ever done. >> how is it dealing with a late late -- the actor in this movie, russell crowe? >> i think he'll get by. >> i heard you gave tough love to the three gentlemen who play your sons in the movie and you put them through what is described as a boot camp on your farm in australia. why? >> not just the three boys who played the sons but a dozen of the actors. preparation is always the key when you're working on film. and, you know you've got a defined schedule and assets. i chose to use some of what i had to make sure they were going to be in the right pocket. what i'm doing is showing them how i do it. so this is the physical aspect emotional aspect. and it drives

>> juices and stuff or what? >> the whole thing. so their whole day is completely focused on this subject matter and their character. so you might take them on a 50 kilometer bike ride and then work with weapons of the time. and then three bullseyes before you have dinner. and at nighttime bring in university lecturers to talk about the history. if you do that you fill them full of stuff. all you ask them to do is to be consistent leading into the day when they're on the set. what you get from the actors then is complete preparation and a depth behind their eyes that goes back a mile. i'm trying to take boys from 2015 back a hundred years. >> they really internalized the role at that point. can i ask something off topic? >> yes. >> did michael jackson really call and prank you in hotel

rooms? i read that and thought it was bizarre. >> if you know michael, that's a real thing. it's something he liked to do. i never met him and shook his hand or anything. he would call me every now and then and put on funny voices. as soon as you'd get worried, he's go don't worry it's only michael. >> i tell you. that was quite the story. when i read it i had to ask you. congratulations on the movie. it's really an accomplishment and i'm sure we'll see more directing from you in the future. thank you. and by the way, russell is coming back with kathie lee and hoda a bit later on. buckle down for that one. property brothers want to help you get a little greener. drew and jonathan scott are here with some great back yard upcycling ideas. guys with b good morning. >> good morning. >> upcycling is what? >> it's about taking items that are going to be tossed away and finding a new purpose for them. we do it all the time in design and our shows. but earth day is a perfect example. in the yard if you're looking for things to do don't buy an expensive set to do something. this is a prime example of what we've got here. this is made out of an old tire someone was going to discharge. >> go to a tire store or find this sitting somewhere. >> or steal it off someone's truck. >> no don't do that. >> but i used to work at a tire store, they'd just throw them away. >> you can get them clean them up. paint them with an exterior paint. and they make a good tub. >> and also they don't want this gigantic sandbox. this is portable. throw some sand in here.

obviously with this tire you need tiny children to fit in it. >> they can sit on the edge. >> exactly. and you actually just -- this is a pool noodle. >> it's not a litter box. >> but you use a pool noodle along the edge because it can be rough here. once it's cleaned up paint it up. the kids get involved in creating this. >> and if you live in a party of the country where it rains a lot, make a lid for it and cover it up. >> exactly. >> this is just plywood but you can treat it. >> this is a few hour project and it costs you just the price of the sand probably. all right. let's move on. this is one i hadn't thought of. this is a picnic table made out of old skateboards. >> everyone has four to six skateboards lying around the house. or if you're like my dad, he would hate when the kids would skateboard on his lawn.

steal those. >> you're talking about stealing twice so far. >> we're terrible people. if you go to craigslist or something like that you can find old ones. >> how much would you pay for that? >> if they're old and used people can give them away. you'll be amazed what you can get online for free. >> did you buy or build this frame? >> built that. that's something that will take maybe half an hour to an hour. the skateboards, everyone knows them for having cool designs. you can blend the different patterns and colors. we have a new contractor on our hands here. can i replace jonathan with you on the show? >> and this is about trying to find interesting ways. kids love the designs on a skateboard. this is meant for kids maybe under 5 years old. skateboards are meant for a lot of weight. that's a reason this is a cool idea. it can even take my weight. i'm not going to make you sit here you might rip your pants.

>> thank you very much. now we're going to recycle and upcycle an old shipping palette. >> yes. this another idea. you put it underneath. you get some potting soil to put in here so you can have vegetables. all you do is wrap the entire bottom with the landscape material. get it in place. nail it down. then you can actually clad the exterior of the box. nail it on. it's actually gorgeous. and you can put vegetables whatever you want. >> and this is something small for a patio. or you can cut it down and have wheels on the bottom if you want to move it around. >> that will hold the soil in place. >> exactly. >> you guys should do this for a living. you're good at this. all right, guys. thank you very much. if you want more from the property brothers they're here

patients. so this all started when an operating room assistant decided to wear a tutu over his scrubs for a child who was nervous a little scared while heading into surgery. and quickly of course, cheered the child up and put him as ease. but now the staff and all the departments including nutmeg their therapy dog there is wearing the tutu. you see by the bright smiles on the kids' faces and the staff too. i mean, that puts a smile on the staff's face too. that's great. i think more hospitals should think about something like that. >> well, a lot of them have great programs. the children's hospital in chicago they make it a point of making that environment as warm and as comfortable as possible. down to like the most awesome video games they provide for families. >> well, our favorite brothers, twin brothers, are here. the property brothers joining us this morning. they're showing us how to use items around the house so you can create family sized games for your back yard.

deal with in our everyday lives? >> absolutely. i feel like those -- you know, what the character of justine who i play, it's similar and mimic things. she's trying to manage everything. and it's dealt with in a humorous way. it's a comedy. so people are really taking a shine to it. i'm really proud of it. >> but with all families, it's a very fine line between funny and crying. >> exactly. that's the thing. they can really wind you up. my brother or sisters can say one thing to me and i'm like -- it can just get under your skin. they're sort of witness to your whole life. so they know every version of you. hard to escape their eyes. >> what's amazing about your talent is you're australian but your ability to take on any accent. here's an american accent.

this morning in "today's" kitchen we're bringing a taste of the south with a twist. >> a favorite anytime dish. here is the star of food network's "southern at heart." good morning. >> good morning. thank you for having he me. >> this is a barbecue shrimp with casserole. >> it's a barbecue glazed shrimp. start with cayenne and chili powder. then just toss it around. then we can start the glaze. >> okay. >> we're doing a glaze shrimp. it goes over shrimp and grits. but i'm doing a grit casserole. cast iron skillet, only way to cook. little bit of butter. >> salt and pepper in here too? >> not yet. at the end. a little bit of honey for the

sweetness. >> i like how you put him to work. >> i know. i put you to work too. i'm just going to stand here and be pretty. that's why we're waiting on the salt. then a bit of water will help it all come together. it's nice and sizzly. that's going to cook for a couple of minutes. then you toss the shrimp in. then we end up with this beautiful glaze. >> and it doesn't take long. >> it takes about four minutes. shrimp are amazing for a quick meal. and then i just take them and spoon them right on top of a grit casserole. so this is grits like you usually have but i also put frozen collardmellards in there. >> you bake that first. >> yes. you can do it in any size skillet. >> very cute. >> topped with a little bit of that a little bit of lemon to bring out the freshness. >> you can try that. >> for the side you like the wedge salad. >> absolutely.

some of their physical prep and all that. they're standing there, all dressed up and shaved, ready to go, they're going to go out and meet the young ladies around, whatever. so i take them on a walk back through the building that they've been through but the opposite opposite way they normally arrived. by the time they get to the end of the building there's a door there which they would have passed 50 times through the course of the week. >> yeah. >> but now it's open and there's a bar and there's bar maids and music. they're like this has been here all week? >> hiding from them. >> this is such an emotional movie. you need the kleenexs for this. there are scenes with you and your sons and this must have been -- i mean having children yourself. >> handsome. >> sons must have changed just how you act in this movie i would imagine? >> not really, but it definitely connected me. there's a cultural connection to parts of this story because i'm a new zealand born australian and the battle is often seen as

the moment wheres those young nations were forged. they had been to wars before but as an extension of the british empire. this is the first time they're fighting and it's a volunteer force. it's not like regular army or -- the britain called for volunteers to help defend itself and friends in europe and hundreds of thousands of young australians put up their hands. that's an important thing. the fact that it's a story about a man with three sons who go to war and don't come back and his grief as a father of two, as you said that's going to hit me at a very essential level. there was also another opportunity that i could see in the script to reshape the way people perceived this. because quite often in war films and also in our remembrance of the sacrifice -- >> we pick a side, don't we? >> we pick a side and we actually -- it's not that we color the other side necessarily, we just put them in such darkness. >> right. >> we don't know them. we dehumanize them. and you know -- >> does the opposite of that. >> i try to bring out the other
