"nbc 10" breaking news. the city of baltimore is in chaos this morning. a state of emergency in effect after rioters torched cars and buildings and threw bricks at police officers injuring several officers and now we're learning about a gang plot that may be fueling that violence. here at home tuesday, it's off to a breezy start. 51 degrees in philadelphia as we take a live look in philadelphia. we're getting word of a building fire in cobbs creek section of philadelphia that "nbc 10's" katy zachry is heading to. we'll have the latest as soon as we get information. good morning. this is "nbc 10 news today." i'm chris cato. let's go to meteorologist bill

henley. a little breezy out there. >> that can't help with the fire if they're fighting that the first thing this morning. the winds have been gusting at 20 miles an hour. live dry view. no sign of rain in the area. more of a warmup. stronger gusts and winds in wilmington and mount pocono. the temperatures running higher than yesterday. 52 degrees in philadelphia. the chillier spots are in the upper 40s. not bad. at this hour the wind is helping to mix the atmosphere and keep the temperatures up. we will see a warmup 55 degrees by 9:00 and still climbing by lunchtime. we'll go through it hour by hour when i'm back in ten minutes. let's check in with first alert traffic reporter jessica boyington. >> good morning, bill. that's right. happy tuesday. good morning. we're outside looking at a bunch of road work on 95 right around state road. this is actually the northbound side but we have that exit right

there being not blocked off but just something to watch out for with road work over into the shoulder. you can see not affecting any of the drive times at all. 14 minutes from woodhaven road to the vine street expressway. no problems northbound. we have an incident from yesterday morning. a road closure montgomery. that's around crawford road. take egypt road or pine town road to get by. they're still dealing with massive cleanup. 95 we just saw, no problems there. currently no problems on the schuylkill heading into center city. chris. >> 4:02. an embarrassment. that's how baltimore's police commissioner described the scene overnight. they looted businesses threw cinderblocks at police. the governor of maryland has

called a state of emergency and called in the national guard. a week long state of emergency. all public schools in baltimore are closed today. "nbc 10's" matt delucia is checking out things for us in baltimore. he's live in the digital operations center monitoring new developments overnight. >> reporter: chris baltimore police saying they will work throughout the morning to try to restore order and deploy resources within the city. take a look at some video here from overnight. these are the images that we've been seeing of rioting in the city of baltimore. buildings on fire. you saw massive flames being seen. some fires burned out of control. baltimore police reported that some people were throwing cinderblocks at passing fire trucks that were responding to those fires. this violence erupted yesterday afternoon following the funeral of freddie gray and it's been nonstop ever since.

within the past few hours some of the injured officers have been treated and released. the police commissioner called the day's events trying and disappointing while freddie gray's mother called for peace. >> want y'all to get justice for my son but don't do it like this here. don't tear up the whole city just for him. it's wrong. >> this is not protesting, this is not your first amendment rights, this is just criminal acts doing damage to your community that do not need to be harmed in the way we have today. >> pastors and other religious leaders have been trying to calm the situation. the state of marry land has requested up to 5,000 additional law enforcement officers to deal with rioting in the city of baltimore. we're going to hear more from maryland's governor coming up in the next 30 minutes about the decision to activate the national guard. for now we're live in the digital operations center. matt delucia "nbc 10 news."

you can count on "nbc 10" to bring you the latest information and pictures and video. you can get updates through nbc10.com or our "nbc 10 news" app. coming up at 4:15 we ask philadelphia police whether they're sending officers to help the city gain control. 4:05. new from overnight, a man showed up at mercy fitzgerald hospital with a gunshot wound. that was after officers found five cars riddled with bullet holes. officers aren't sure who fired those shots. they'll interview the victim to see what he knows. crews are still working to reopen a montgomery county road closed since yesterday morning's deadly collision. a sewage truck smashed into a tractor-trailer on south park avenue in audubon. the driver of that sewage truck died. the trailer truck was hauling cosmetic powder. now peco did restore power overnight to customers in that

area. workers hope to have south park avenue reopen in time for the morning rush. "nbc 10's" jessica boyington will let us know when it happens. we know no one was inside this burlington county home that caught fire last night. sky force 10 was over the fire on smith town road. initial reports said someone was trapped inside but that turned out not to be the case thankfully. investigators still looking into the cause. now to nepal where a seismologist says the major after shocks should be over three days after the devastating earthquake. smaller after shocks could be felt for the next month. saturday's quake killed close to 4500 people and that number is expected to keep growing. more than 8,000 injured. survivors are in desperate need of food shelter and medicine. in fact in this area some local families are relieved after finally hearing from their loved ones from nepal for the first

time. >> hello. >> "nbc 10" was in lafayette hill as he and his niece reached family members by phone. they told us they are thankful the family is okay. barsha tells us the panic they felt when the quake hit. >> we were eating lunch, stepped out, everything started shaking. had no idea what was going on. everyone started crying running towards the field. luckily there was an open field near our house. >> and a local man we spoke with whose family survived shared this photo with us. it showed his daughter-in-law holding his one week old grandson. today the trial begins for a bucks county man who barricaded himself inside his home. he threatened to kill himself and his family members. a s.w.a.t. team surrounded the

house before he was arrested. rutgers university is expected to give us an update later this morning on efforts to restore internet on campus. "nbc 10" talked with campus security overnight who said they did not consider this a cyber attack. the i.t. staff has been working since yesterday to restore service to the rutgers campus. happening today in washington, new jersey lawmakers will help launch the sandy task force. the task force was created to examine problems with fema's national flood insurance program that cropped up after superstorm sandy. a couple of issues. underpaid insurance claims and bogus insurance adjustments. now your "nbc 10" first alert weather with meteorologist bill henley. >> coming up on nine minutes after 4:00. we're starting off with a few

"nbc 10's" jessica boyington watching that for us. jessica. >> thanks, chris. we're starting things off on the schuylkill expressway where we have construction in the spring garden area. you can see we have lost a lane here but'qa& not affecting the drive times. westbound, 12 minutes from the vine street expressway up towards the blue route. the same thing if you're heading into center city if you're headed eastbound. as we check on route 42 out in new jersey, the same thing there. drive times looking great. headed northbound this is usually where would be the trouble spots headed towards the walt whitman bridge. 4 minutes if you're headed northbound northbound. area bridges, we are dealing with construction so we're losing one lane as opposed to the normal four. betsy ross, no problems. no problems for the walt. we'll check in with mass transit in the next 10 minutes. "nbc 10's" katy zachry got there and has an update on what's happening. >> reporter: hi, chris. we arrived on scene minutes ago. firefighters dozens of them are battling a fire. at this point it looks like they are in the stages of putting o you the the fire in the area of the 63rd street lounge. it's at the corner of kathryn street and cobbs creek park way. cobbs creek parkway between wester and kathryn are closed. some of the outlying side streets are closed. they have a pretty large perimeter. pretty big firefighter response. people who live in the adjoining apartments both above and next door have been evacuated there on the sidewalk. some of them tell me that they just arrived home to find this fire activity. they were not inside to hear a fire alarm or smell smoke or to know more of what happened. i did try to make contact with the ba tallian chief who's on

scene. he's quite busy going inside the building. as it looks from our standpoint they're in the stages of putting out this fire. no word on injuries. i am going to stay and get more information. reporting live in cobbs creek, katy zachry, "nbc 10 news." had a meeting yesterday, validated and verified and they said at the conclusion of mr. gray's funeral, they were going to kill and take out a police officer. >> the police officer talking about a gang threat made by gangs in baltimore. a city under siege. police officers are calling for reinforcement. they're being target the by vandals and gang members. freddie gray died from injuries he received after being in custody with police. the governor of maryland called

in the national guard to help stop the violence. about 1500 troops have been deployed. in addition to that, up to 5,000 more police officers will be sent to the mid-atlantic division. we checked with philadelphia police, as of then they were not part of that effort. we'll check in with commissioner ramsey leader this morning to find out if plans have changed. the rioting, fires, violence in baltimore, they have all been well-documented online on social media. "nbc 10's" tracy davidson has been gathering different sites for compelling immakes. >> social media is filled with images. maryland activated the national guard. we found this on our app banjo. >> yeo, this is [ bleep ] dealing with. yeo, this is right a [ bleep ] street from our house. >> you can hear the fear and panic.

she's screaming from what she can see from where she lives. rioters set buildings on fire in many neighborhoods in baltimore as we've been telling you. we found this video. you've seen looters coming out of stores. this video gives us an inside look at the damage that looters did inside game stop. the windows are shattered and inside is a mess. we have an interactive google map showing the reports of trouble overnight. the red shows calls for looting. yellow is calls for fires and blue is calls for help for out of control protests. green and gray are unspecified calls for help. we'll continue to monitor social media and all the information coming into our newsroom. killing 12 people and injuring 70 three years ago at a shooting in aurora colorado. in boston defense lawyers for convicted marathon bomber dzhokhar tsarnaev have laid out his strategy to attempt to save his life. yesterday his lawyers told the jury that giving him life in prison would rob him of martyrdom, whereas the death penalty would keep him in the spotlight. a former philadelphia archdiocese official may be heading back to prison after the state supreme court reinstated his child endangerment conviction. he was the first church official being convicted. lynn's attorney argued that the state's child endangerment law did not apply to someone in a supervisor's role. they said lynn was responsible for protecting children from priest. he has 14 days to decide whether

to appeal. happening today, the u.s. supreme court will hear arguments over whether same-sex marriage should be the law of the land. people have been lining up outside the courthouse hoping to hear the historic arguments. at issue is whether states must issue marriage licenses to same-sex couples and recognize marriages from other states. recent changes have made same-sex marriage legal in all but 14 states. tonight president obama will host a state dinner in honor of japan's prime minister. the white house chef showed off some of their culinary creations that they plan to serve tonight. dinner will be plated on the president's brand new china set. now your "nbc 10" first alert weather with meteorologist bill henley. >> 20 minutes after 4:00. getting there. temperatures are coming down this morning. we're going to see some sunshine, however. in fact more sunshine than we saw yesterday. warmer this morning. up by 3 degrees now.

52 degrees with a northwesterly wind at 10 miles an hour in philadelphia but there are some stronger gusts around. already seeing wind gusts at 20 miles an hour. 40s for pottstown, doylestown trenton. 50 for millville. delaware county upper 40s and 50s. marcus hook is 41 degrees. it's 48 degrees at this hour. you will see sunshine. the clouds that are moving through the area are already starting to break to the north. something we did not see yesterday and those clouds with breaks will offer some sunshine. the last few rain drops are moving through delaware and south jersey. where they came from we're in the clear for showers from today. this morning a few rain drops quickly move through delaware and exit south jersey. that's within the hour. by 11:00 the upper 60s. 70 degrees at lunchtime. then into the 70s tomorrow

way. as we check out on mass transit. no problems there. everything running on time with no delays. we'll take a look at i-95 comeleing up in 5. uber is lobbying against legislation. uber says it supports state regulations but it's opposed to the increase of insurance requirements and it doesn't believe it should be held to the same regulations as taxi companies. if it does happen it will pull its services from new jersey. the fed says it's time to talk about what's in your water. next, the chemical coming out of your faucet that some people say is damaging some people's teeth. one step closer to survival. a rare animal that's calling a local zoo home.

4:25. think about this before you brush your teeth this morning. the u.s. government is lowering the recommended amount of fluoride in the nation's water supply. that's because officials say some people are getting too much of it from other sources like toothpaste. the new standard for fluoride in drinking water is now .7 milligrams. the old standard was 1.2 milligrams. health experts say too much fluoride can cause streaking or spottiness. 75% of americans have floor ri dated water. research shows some people are getting too much of it via toothpaste, mouth wash and other products. happening today, philadelphia mayor michael nutter will join other city officials for a pep rally ahead of sunday's blue cross broad street run. the race begins sunday morning, 8:00 a.m. at the central high

school athletic field near broad and olney. the 10 mile course winds through different neighborhoods of philadelphia along broad street. an ariel view here courtesy of sky force 10. runner's world has named it one of the fastest ten mile courses. no hills is the good news. this is the 36th year for the run. the race draws in some 40,000 runners.
