[ male announcer ] another reason more people stay with state farm. get to a better state. ♪ ♪ "nbc 10" breaking news. and we are following two breaking stories this morning. first, the teenage prison escapee wanted in philadelphia turned himself in overnight. you're looking at video of him there. we've learned he's related to a former judge who is also headed to jail. plus firefighters worked overnight to put out this fast-moving fire that is in burlington county. and it is a foggy start for parts of the area this morning. a live look in wilmington. we're also looking ahead to some hot weather for the weekend. how about that for the first of may. this is "nbc 10 news today" on this friday. i'm chris cato.

let's begin with meteorologist brittney shipp making a start this morning. >> when you head out the door you'll notice the foggy conditions. not so much for philadelphia. we're seeing patchy fog. visibility down to 6 miles in philadelphia. take a look at south jersey mount holly. half a mile for our visibility. 1/4 mile in millville, cape may, parts of dover and wilmington. down to 2 miles. temperature wise nice and mild when you step out the door especially at millville, 58 degrees. philadelphia, almost 60 degrees already. 55 in allentown. over the next eight hours or temperatures will warm up nicely. 59 degrees by 6:00 a.m. by 9:00 a.m. 60.

82 to 85. mostly sunny and warm. i'll let you know what to expect in my seven day forecast. we have first alert traffic reporter jessica boyington with a closer look on the roadways. good morning. >> good morning, brittany. so far what we're dealing with on the vine street expressway is ongoing construction. today it's on the eastbound side. one lane getting by. around 24th street. you can see not affecting the drive times at all. as it approaches broad street is where the construction goes through. no problems there. taking a look at the rest of our drive times, pretty much the same story all across the board. no problems for 95 the schuylkill and the blue route. kelly drive will be closed for a regatta between strawberry mansion and fountain green

drive. back to that breaking news this morning. the teen who escaped from police custody has turned himself in in the overnight hours. hashim singletary was handcuffed when he a skapd wednesday. matt delucia is live. >> reporter: more than a day long search. it all ended here at southwest detectives. the teenager turned himself in just after midnight. he was alongside his family and lawyer. we were here when that happened. police told us his family worked with him to make this happen to get this young man to turn himself in without risking an all out manhunt and forceful arrest. his brother told us single teary, quote, was scared to get death. the teenager escaped from a rental car. he was on his way back from philadelphia to florida to face three armed robbery charges when

he let himself out of the car and took off near 55th and cedar on wednesday. his lawyer is now happy this ended peacefully. >> although he's a kid 16 years old, he was smart enough to realize that this was the right thing to do and he did it. frankly, he should be commended at least for surrendering. >> reporter: now singletary's brother is willie singletary. he's the former traffic court judge who was recently sentenced to 20 months in jail. of course this morning singletary is here right now at southwest detectives. he will be facing those initial charges of robbery and now likely another for the escape. we're live at southwest detectives this morning, matt delucia, "nbc 10 news." his defense attorney wants him to be commended for turning himself in. breaking news in burlington county. a fast-moving fire is spreading through wharton state forest. fire started at a ranger station

in shamong continue toship. katy zachry is live on the scene. are firefighters making any progress? >> reporter: there is good news. they've sent home all mutual aid. several fire service members have left this spot. we're at a rangers station off of route 206. they left here to go back into the forest to continue fighting the fire. here's a look at the area that was burning. it's grown to over 700 acres and they've created a fire line so there is no fuel to aid the growing fire. another good news, no one has been evacuated in this area.

all the major roads around wharton forest have been reopened specifically route 206 which we took to come on. some of the smaller trails and roads inside the forest, they are still closed off to traffic because firefighters are using them to help battle this fire. reporting live in shamong township katy zachry "nbc 10 news." new overnight in bucks county, police are looking for two armed robbers. police say the men stole cell phones wallets, and a small safe and beat a man with a pistol. they've tracked the cell phone. happening today in burlington county a judge will sentence a former pemberton town police officer for hurting an 11-year-old girl. police arrested kreig after he admitted being in the child's

bedroom and biting her lip. also today jury deliberations will resume in the corruption trial of these six philadelphia police officer. a judge gave the jury final instructions. the defendants are accused of stealing more than $400,000 from suspected drug dealers, beating suspects and conducting illegal searches. this morning we're following the fallout after the release of this dash cam video that shows a controversial arrest that happened two years ago. >> get on the ground! >> the video shows the 2013 arrest of latif dickerson. it shows dover police officer kicked dickerson in the face after dickerson had clearly given himself up. the kick knocked him out cold and broke his jaw. last year a grand jury cleared webster of any charges and now he's on unpaid leave and they're

bringing charges. >> we did our due diligence as far as following it up investigating it turning it over to the proper authorities to ensure that accountability was there. >> dover police released that dash cam video after his indictment. naacp is demanding a thorough review. a philadelphia teenager is charged in a hit and run crash. 18-year-old ra shan roberts surrendered to police yesterday. police say he drove off after hitting rachel hall while she was riding her bike near temple's university. police say if he had stopped he most likely would not have been charged because hall blew through a stop sign on her bike. she's still in the hospital with serious injuries. in fact, the 22-year-old would have attended graduation at temple today. instead, her mother went to temple's ceremonies and accepted

honors. her mom says the graduation items will give her daughter hope when she regains consciousness in her hospital room. forecasters say another round of powerful tornadoes could develop in the southern part of the great plains today and tomorrow. that area is already cleaning up after a massive tornado outbreak earlier this week. the worst of them hit the oklahoma area. the east coast is bracing for its first tropical threat of the season. subtropical storm anna is brewing off the carolina coast this morning. first alert meteorologist brittney shipp is tracking anna and a summer warmup for our area. brittany will get us those details. >> i'm here chris. we are tracking subtropical storm ana. it's off the coast of carolinas. what's going to happen there it is right there off the coast of charleston. it's going to continue to work

its way to the north. it's stationary. it's going to turn closer to the shore and by the time it gets to philadelphia by tuesday it will be a remnant low. that's going to cause cloudy conditions and a little bit of possible rainfall and isolated thunderstorms. that is the good news. we are still going to see a high risk for rip currents right along the carolina coast. right now, our main concern for filled is our visibility. visibility is down in mount holly, same thing in toms river. current temperature at 54 in mount pocono. 58 in philadelphia and 57 degrees in wilmington. temperatures in atlantic city at 56 degrees. we also have a weather alert in effect for you for air quality. poor air quality. if you're waking up in south jersey. be careful for sensitive groups it's going to be unhealthy for sensitive groups children

4:15. we are following two breaking stories this morning. a teenager who escaped from police custody turned himself in around midnight getting out of a car having a little drink. the 17-year-old jumped from a moving transport van. firefighters in burlington county are still working to contain the fast-moving flames spreading through wharton forest. more than 700 acres have burned. happening today, the justice department could announce the start of a civil rights investigation of police practices in baltimore. the mayor of baltimore requested that investigation earlier this week and the new attorney general, loretta lynch, hinted

at a federal probe as she appeared before members of congress yesterday. baltimore, of course, erupted in protests and riots foblg the death of a man who was injured in police custody. six officers are charged in the case. happening today, all sides in the deal to turn the show boat casino into a satellite college campus will meet. stockton university bought the show boat from caesar's in december but trump entertainment says a legal agreement keeps the show boat from being used as anything but a casino. they agreed to sell it to owner glen straub but he has 90 days to back out of the area. philadelphia is preparing for the pope. they're holding a mini expo to see what families can do. tracy davidson is live in our digital operations center. >> it looks like montgomery county is getting the word out. >> we're a little more than four

months away from the pope's visit. montgomery county is trying to show its attractions make them more attractive to the people who plan to visit for the pope's visit. the valley fonch tourism liley forge convention will be at a travel rally. the mini expo will promote other places of interest. the event will have a papal theme especially because of where pope francis is expected to stay during his visit this fall. >> we're blocks away from saint charles seminary where the pope is expected to stay and we're delighted that will be his home away from rome. >> today's mini expo will offer them a chance to sign a welcome card that will be sent to the

vatican. live in the digital operations center tracy davidson "nbc 10 news.." anyone in philadelphia thinking of renting out their home ahead of the pope's visit, yesterday the city council introduced a bill required them to pay the city's 8.5% hotel tax. people who rent out their homes for more than 30 days have to get a rental license. we have an entire section on the "nbc 10" app and nbc10.com devoted to the pope's visit and a break down of the week's events. another event happening today. it's the start of the dad vail regatta on the schuylkill river. this started in 1934 and is the largest college regatta.

we will actually see that fog moving out of here especially as the sun continues to move in. here's a closer look at the headlines right now. 80s return. we will see our temperatures in the mid 80s. i'll have your mother's day forecast for you and i am tracking the development of subtropical storms. clear skies from philadelphia but we're dealing with foggy conditions especially in south jersey. 58 degrees currently. wind speeds out of the south at 5 miles per hour. humidity at 87%. current temperatures at 54 degrees in mount pocono. 53 at mount holly 567892 in glassboro. temperatures in atlantic city 56 and 55 degrees in dover. as we take a closer look we have a weather alert for you. all of the areas highlighted in gray is for poor air quality. anybody suffering from asthma

you want to be careful. we have stagnant air conditions. visibility is down to 2 miles in wilmington. down to 1/4 mile in millville. 1/2 mile in mount holly. along the shore in cape may, foggy conditions. we are tracking subtropical storm ana as it churns off the carolina coast. this is the track as it continues into the weekend. we'll actually see it turning on shore. by the time it moves past philadelphia it will be a remnant low. there will be a few showers and isolated thunderstorms. that won't be until we head into tuesday. closer look at mother's day, it will be a warm day on tap for us. temperatures in the low 80s for us. seven day forecast shows we head into the 80s. monday adding into next week we'll see temperatures close to

90 degrees. we'll track the chance of showers by tuesday. brittany 4:21. we'll get a check on the roads. jessica boyington. >> thanks, chris. yeah, we are checking out an ongoing construction project on 295 out in new jersey around the black horse pike. you can see some small road restrictions in the area but obviously all lanes are open. it's not affecting the drive times at all. southbound lanes right in here. 13 minutes still from 38 up towards the black horse pike. no problems if you're headed northbound as well. 202, drive times are nice and moving. 10 minutes northbound/southbound from 30 up towards the schuylkill expressway. if you need to take mass transit, currently no problems. i'm going to check in with the area bridges coming up in ten. for people on the road, there's a new law encouraging the opposite of what you may
