us the driver lost control. it caught fire and the driver and passenger got out safely before it burst into flames. let's find out how it's impacting traffic on that stretch. nbc's jessica boyington has that four. >> yeah you see tow trucks people on the scene, police activity there, as we head to the maps we'll show you how to get around that. it's lower merion and lancaster avenue and remington road. you can take wynnewood avenue to get by that. look at the neighbors, doing really fine. heading out the door in center city 95, on the schuylkill expressway. black horse pike still a 13-minute trip. doing okay if you're headed southbound from 38 up towards black horse pike. you can see the screws taking

out part of that right-hand shoulder. and we're following this breaking news from overnight. police are looking for the person who shot a man and left him in the middle of street in philadelphia. minutes later, the shooting victim was run over by a suspected drunk driver. the victim is dead. nbc10's katy zachry is live in west philadelphia for us. at this point, police are still trying to piece it together right? >> reporter: they're trying to piece it together. they're looking for the shooter, chris, but they describe this as an unusual situation because you had a man shot multiple times in the middle of the chest and minutes later, accidentally run over by a drunk driver. from the earlier video, you can see how many shell casings police picked up out here. there were about a dozen and within inches of the 29-year-old victim indicating that he was shot at point blank range. police are still looking for the

shooter this morning. they say after the man was shot on girard avenue, he collapsed in the middle of the street. minutes later he was run over by a 79-year-old man who police say was drunk. that 79-year-old is in custody charged with drunk driving. police will describe for you how two other drivers who were out here narrowly missed and getting killed by the gunfire. reporting live on girard avenue katy zachry, "nbc10 news." and a developing story overseas reports say isis is now in control of the ancient city of palmyra. isis took control of that. and it is feared that isis will destroy the ruins as they have done at similar sites. police are looking for a man shot in norristown. medics airlifted that man to the

hospital. no word on his condition or what led to the shooting. police found eight shell casings at the scene. well the mother of a blind boy said her son was sexually assaulted at a school in philadelphia. the 9-year-old goes to the overbrook educational center. her son told her he was inappropriately touched by another student is inside a bathroom. >> when i asked him who was it he could only see shadows, he said home it was a big student. >> now, the special victims unit is still investigating. they say an assistant was outside the bathroom as required at the time the alleged assault took place. >> happening today, two local counties will go over their emergency plans in case of an oil train crash. montgomery and camden counties will hold training exercises and hold strategy meetings on that

scenario. and they'll hold drills on the schuylkill river. and next to the tracks next to the site of the deadly amtrak derailment. pennsylvania governor tom wolf sent a letter to two railroad companies asking them to slow down the oil trains as they roll through popular areas. >> we want to save the environment. >> they're not sticking their head in the sand. >> now camden county will meet with state official first responders and railroad companies for a planning session today in belmar. we have new information on that deadly amtrak derailment in philadelphia. union officials say the train engineer had what they call a grueling shift. they say brandon bostian's trip was shortened by earlier delays in boston. the railroad said bostian had

about an hour to rest and eat. the union says the engineers used to get at least 90 minutes' rest. but they changed that in march. amtrak said the change meets federal safety regulations. investigative reports show bostian did not seen tired also checking to see whether he was using his cell phone. new this morning, if you recognize this masked bank robber in berks county. surveillance caught him holding up a bank. witnesses say they saw him get into a dark blue chevy cruz a block away. a newark restaurant has begin an employee the boot after a video of a knocked out kick. it shows the doorman kicking a man in the head while another man appeared to be holding the victim's arm there.

police are investigating, they believe this was related to a call they received a few days ago about a disorderly customer thrown out of the shop. in a statement, a spokesman said the doorman in the video is no longer an employee of grotto pizza. we do not condone the behavior shown on the video in any way. new traffic on a tractor trailer fire we brought to you. over west deptford gloucester county, you can see the water crews putting water on the burned out tractser trailer there no one was hurt. and obviously back to normal by now. we also have new information for the search for a man wanted in this fiery crash in burlington county. police say they found the man, they say he is the owner of the truck involved in an accident at 295 and mt. laurel on sunday. a man inside that truck died. investigators aren't saying

says an attack on the philadelphia city's website could be compared to graffiti by hackers. yesterday visitors say the site was greeted with the statement saying "imus limb and islam is my way of life." the international hacking group cybercommandos has claimed responsibility. >> they likely hit it with some kind of web scam and picked up some vulnerability. and this is a prime target. >> now, that expert says that council's use of an outside vendor to manage the site may have also played a role. the site now has a new software update to address its vulnerability. speaking of cybersecurity, new jersey governor chris christie has signed an executive order to protect the state from online threat. the order establishes what's calling integration style it's designed to improve information sharing, analyze and coordinate

4:25 now. a new study out there shows that there are fewer cases of serious mental health problems in children. but a majority of them are still not getting the treatment that they need. the percentage of children and teens with severe problems dropped from 13% to 11 percent over the past two decades. and treatment rates for those

kids rose to nearly 44%. but that also means that more than half the children are not getting the help they need. experts say the trend shows that efforts are moving in the the right direction, but more needs to be done. and that's exactly what one pennsylvania congressman is pushing for on capitol hill. congressman tim murphy was joined by dozens of families at a hearing yesterday. murphy is looking to reform the country's mental health system. families met with murphy to inspire laws to make it easier to get treatment. >> mental illness doesn't know any boundaries here no matter what your race your gender your income level, your political party, your age. it doesn't care. >> congressman murphy is from the pittsburgh area. and earlier this year the republican introduced a congressional resolution declaring may as mental health month. the delaware animal response team is looking for a few volunteers. those volunteers will help keep
