and who they believe was behind it. and airborne. a tornado lifts a bounce house more than 50 feet with kids inside. >> oh bounce house! >> the dramatic images and a warning for parents today. tuesday, may 26th 2015. >> announcer: from nbc news this is "today" with matt lauer and savannah guthrie live from studio 1a in rockefeller plaza. >> and good morning, everyone. welcome to "today" on a tuesday morning. matt's got the morning off and what a situation down south all weekend long. >> yeah. we're talking historic storms aren't we? >> they have never issued a flash flood emergency for the city of houston. right now schools and the mass transit system shut down. >> it is our top story this morning. this unprecedented flooding in texas. new downpours overnight and it has created new misery for tens of thousands. we've got all of this covered from the hardest hit cities to

the threat of even more storms today. we'll begin with janet shamlian. janet, what can you tell us? >> reporter: savannah good morning to you. this historic flooding in houston today, authorities say it is the worst flooding we've had here in 30 years. right now hundreds of people are still stranded in their cars. people who tried to get home starting at 9:00 and 10:00 last night. unable to do so. this morning there are still people in houston's toyota center after last night's nba playoff game because they can't get out. and no one can get in. the city is crippled and because it is still dark here, the full extent of what's happened still isn't known. historic heavy rains in houston. flooding roads and stranded drivers leaving 80,000 residents without power. parts of the city almost doubled the all-time record for rainfall in just one day. >> excited about their big win over the warriors tonight.

however, we are stuck inside for a little bit. >> reporter: there was so much rain rockets fans were warned to stay inside the toyota center after the nba playoff game. dwight howard staying on the court working to keep up the spirit of the stranded. >> it sucks all these people can't get home to their loved ones. there are a lot of people without power. >> reporter: the rain water flooding the parking lot of this shopping center. residents posting it on social media. >> there goes our power. >> reporter: even our nbc station suffered a power outage live on the air. but that never stopped the reporting. >> we are practically in the dark but happy to at least get you the information you need. >> reporter: all public transportation in houston shut down today. hundreds of schools are closed. the rain is still coming down. authorities are telling people to stay home. some people are not doing that

and that this morning, is impeding the rescue. back to you. >> hard to fathom what they're dealing with there. >> scenes like those are playing out in other parts of texas as well. a neighborhood in austin had to be evacuated and in wimberley, crews are searching for missing flood victims. nbc's gabe gutierrez is there. gabe good morning. >> reporter: willie good morning. the death toll in texas and oklahoma is now up to eight. today authorities here in hayes county is searching for 12 people who are still missing and there were new water rescues overnight just to our north. this morning austin texas, is drying out after flood waters swamped some of the state capitol's busiest downtown streets. more than 4 inches of rain fell in one hour. nearly every creek overflowing its banks prompting dozens of water rescues. to the east a small dam ruptured. >> look at that tornado.

>> reporter: and several tornadoes touched down like this one in lagrange. the wild weather making it hard for forecasters across the state to keep up. >> in my 25 years, i've never seen anything like this. tornadoes touching down right and left across the area today and flash flood producing and river flooding going on all simultaneously. >> reporter: and the death toll is growing. alyssa ramirez the homecoming queen was on her way back from prom when her car was swept away. >> she did the right thing. she called 911 and her father but it was too much. >> reporter: in hard-hit wimberley texas -- >> i would describe it as a flood of biblical proportions. >> we're going to search with the boats. >> reporter: -- the national guard has now joined the search for the missing. >> i knew something was wrong. >> reporter: julie shields was on the phone with her sister laura. >> we are in a house floating down the river. call mom and dad, i love you, and pray. >> reporter: her husband jonathan managed to escaped with broken bones and a collapsed

lung. but laura and their two children are still unaccounted for. >> she is with her babies and she will be with her babies always in heaven. >> reporter: texas governor greg abbott has just expanded the disaster declaration for texas counties. 37 of them are now declared disaster areas. willie and savannah, back to you. >> those stories are just gut wrenching. gabe gutierrez in wimberley, texas, this morning. thanks. >> we have word from al these storms will continue. >> they'll get a bit of a break, but not much unfortunately. you look at some of the rainfall totals just for the last 24 hours, locally just west of houston, 12 inches of rain. austin over 5 inches. houston almost 10 inches of rain. double what they get for the month. wettest may in port smith, wichita falls. into texas, austin corpus christi their wettest months ever. right now 60 million people are under risk for some advisory

watch, or warning. more firing up to the north of houston as we watch that. and as we move into the day, we'll see more storms firing up tonight into tomorrow morning across dallas. dries out a bit, but then more of the same again thursday and friday. locally heavy rain today. storms developing in the afternoon. possibility of tornadoes from dallas all the way to woodward. and tomorrow a smaller area but we are going to be looking at the risk of strong storms. damaging winds, hail and possible supercells. rainfall amounts generally 2 to 3 inches from atlanta into lafayette, louisiana. 1 to 2 inches really just about done in dallas down into houston. but we're going to see more heavy rain developing as we get into thursday and friday. and in fact the severe weather moves to the east today and into the northeast tomorrow. so we're -- a lot of folks will be affected by this severe stuff. >> thanks. check in with you in a bit. another big story we're following, how would you feel if you were on a flight and looked

out the window and saw military jets escorting your plane? anonymous threats against commercial flights led to some of those nervous moments for passengers on memorial day. pete williams is following the latest on this investigation. pete good morning to you. >> reporter: good morning. these telephone threats came in rapid succession to local police departments apparently from the same caller a man. he warned that chemical weapons were on board more than a dozen flights. most of them coming to u.s. airports from overseas. passengers on this air france flight from paris to new york's kennedy airport realized something was wrong when emergency vehicles surrounded their plane the moment it landed. >> i was scared. you know it's pretty clear when the plane isn't allowed to come to the terminal something serious is going on. >> reporter: two fighter jets like these escorted the flight. scrambled after a series of anonymous phone calls early monday claiming that airliners

were carrying chemical weapons. it was thoroughly searched and nothing was found. >> they were very efficient. >> reporter: federal officials say the anonymous caller's list included nine other fliens to the u.s. from london on dell da. from edding burr and madrid on united. and from paris on delta. they landed as scheduled at the airports. authorities determined early on that the hoax calls were not credible but passed it to the airlines to be cautious. the caller also mentioned five international flights outside the u.s. they also arrived with nothing hazardous found. now the hunt is on for the man who made these hoax calls. phoning in these threats is a serious crime. one man who tried it recently was sentenced to eight years in priss. >> no laughing matter. thank you very much. we'll learn more today about the plan to make public tens of thousands of e-mails from

hillary clinton's time as secretary of state. andrea mitchell has more on that and her first official challenger in the democratic presidential race. good morning. >> reporter: good morning, willie. vermont senator bernie sanders is joining the democratic race tonight, but hillary clinton could be paying more attention to what the state department tells a federal judge today. the deadline for producing a timetable for the release of thousands more e-mails from her tenure as secretary of state. on parade with her husband on memorial day in their adopted hometown in new york. posing for photos, ordering ice cream. but today for hillary clinton the holiday is over. the state department is under a court order to produce a timetable later today for releasing more of the 55 thourkss5,000 pages of e-mails. a judge ordered the e-mails released on a rolling basis

every 60 days. something she supports. >> i want people to be able to see all of them and it is the fact that we have released all of them that have any government relationship whatsoever. >> reporter: one democratic ally considered a potential running mate by some should clinton win the nomination called it a side show. >> what you have here with these e-mails is a witch hunt. >> reporter: despite he e-mail controversy, so far only one other democrat is ready to take her on. tonight vermont senator bernie sanders will announce he is running in the democratic contest. after serving almost a quarter century as a socialist. hillary clinton says she is the champion of everyday americans. why isn't she the best standard there for the party? >> we'll let the american people make that decision. i have been working for the last 25 30 years on behalf of working families. >> reporter: and in baltimore next weekend, former maryland governor martin o'malley is expected to join the race.

but so far clinton is dominateing the field. a far cry from the crowded field of republicans competing to be their standard there. >> it is a tale of two parties. andrea mitchell thank you. meanwhile turning to natalie on breaking news this morning. >> good morning. breaking news this morning out of north dakota. police say at least two people have been killed and several others wounded after a shooting at a walmart store. it happened in grand forks, north dakota and officers responded to reports of gunfire overnight. they arrived and discovered multiple victims inside the store. we'll have more throughout the morning. meanwhile this morning, iraq has announced the launch of an operation to drive isis out of the anbar province where extremists captured the capital there earlier this month. troops will be backed by shiite and sunni forces. the fall of ramadi -- had been making steady progress over extremists over the past year with the help of u.s.-led air

strikes. a new jersey man has died after being diagnosed with lassa fever. it's an infectious disease from west africa rarely seen in the united states. the man had returned from liberia earlier this month arriving at new york city's jfk airport. health officials say he died monday night. the cdc is looking for anyone he had contact with recently. but officials say the risk to others is extremely low. lassa fever is not spread through casual contact. the city of cleveland has reached a settlement with the u.s. justice department with the use of excessive force and rights violations. that's what a senior law enforcement official told the associated press on monday. it comes after a white police officer was acquitted of manslaughter for firing 15 rounds through the windshield of a car carrying an unarmed black man and woman in 2012. that incident prompted an 18-month justice department investigation. and a new warning over the

dangers of rip currents. advisories are in effect all along the pacific and atlantic coasts this morning after rip tides led to the death of five swimmers. on florida's east coast alone, over 500 people had to be rescued this holiday weekend. rip currents form when waves pile up water between the breaking waves and the beach. if you find ourself in a rip current, don't try to swim against it. swim parallel to the beach until the flow of water pulling you out to sea disappears. three periods weren't enough to decide the thriller. game five of the western conference finals. blackhawks tied the score with 38 seconds to go sending it into overtime. the celebration, though short lied. anaheim scored just 45 seconds into the extra period. so they win 5-4. the ducks take the series lead three games to two.

good morning, i'm meteorologist bill henley. sunny skies today and a quick warmup, too. potentially the hottest day of the year so far. near 90 degrees this afternoon. humidity will be increasing tomorrow, and that will give us a chance of some late day showers and thunderstorms. it's not just tomorrow. the threat will be here thursday and friday though it won't be as hot. highs in the middle 80s. up to 84 degrees both day. a hotter day on saturday with a break from the showers but they're back sunday and monday. have a great day. >> and that's your latest weather. savannah? >> thank you so much. now to a shocking twist in the death of blues icon b.b. king. two of his own daughters are now coming forward with disturbing allegations of foul play. here's jacob rascon. >> reporter: less than two weeks after the king of blues died peacefully at his las vegas home, two of his daughters say in identical affidavits i

believe my father was poisoned and i believe my father was murdered. the affidavits named b.b. king's closest aides as the only people who had contact with the blues legend in the weeks leading up to his death. king is also executor of king's estate. the aide declined to comment. the attorney is calling the allegations ridiculous. the king family calls them reasonable. >> so he did not die in the presence of his children nor were they present for his hospice care. and that's why they have the concern. >> reporter: king's doctors initially said the 89-year-old died of a stroke. now the coroner has performed an autopsy and says at this point we don't have evidence that these allegations of foul play will be substantiated. however, we are taking them seriously. meanwhile the las vegas police department tells nbc news they are not investigating pending the results of forensic tests which will take six to eight weeks. for "today," jacob rascon nbc

early morning fire destroyed three vacant homes in the strawberry mansion center of the city. fire broke out around 4:00 at 29th and diamond streets. the commissioner tells us the building was boarded up which forced the firefighters to break through those boards. it took them an hour to get things under control. no one was hurt. the cause is still under investigation. the fire was impacting traffic of course in the area. jessica boyington has the details on that. jessica. >> vai, as we said out in strawberry mansion, 29th and diamond street is closed. there's other closure around the area as a result of this fire. 29th and ridge, susquehanna and you can take kelly drive to get by that scene. northbound side of 95 around the commodore berry bridge we have a disabled vehicle situation. multiple vehicles involved. two lanes squeezing by making for a rough commute, vai. i'm vai sikahema. we'll have another update in 250 minutes. weel -- 25 minutes. we'll see you then.

evacuated. the death toll across the south has grown to eight people. a new jersey man has died from lassa fever. a disease rarely seen in the united states. he became ill after a trip to liberia and had flown through new york's jfk airport. authorities are trying to find whoever called in threats against at least 14 commercial flights claiming chemical weapons were on board. one of the targets, an air france plane headed to jfk. fighter jets were scrambled to escort that flight. we begin with a rossen report with video people are talking about. kids injured when a tornado picked up and tossed the bounce house they were playing in. today national investigative correspondent jeff rossen is here with more on all of it. >> reporter: good morning to you. hard to believe it's happened yet again, but it has. the summer just kicking off but

they didn't even look real. >> reporter: luckily they landed on sand. injured but alive. >> the bounce house flew while i was in there. then i fell in the dirt. >> reporter: and there have been other accidents caught on camera. in colorado last year two kids were hurt when high winds sent this bounce house tumbling. in 2011 13 people were hurt when it happened on long island. and remember this from upstate new york? two kids seriously injured when wind sent them airborne. they fell out plummeting 20 feet to the ground. dan suci is the manager of jump and jam. >> this wall of the bounce house is like a kite or sail. it could take the wind and tip it over. i'll show you now. this is not properly secured. it's easy for wind to get

underneath it. >> reporter: if kids are inside that's dangerous. >> yes. they can get hurt very seriously. >> reporter: he says the best advice something so many of us forget lock the bounce house down. how do you stake this in so it stays? >> it's got to be at least an 18 inch stake. 45 degree angle, drive it into the ground. you want to go as much as you can. so you don't even see it anymore. >> reporter: all to avoid terrifying moments like this. that's what we all want. experts say bounce houses are safe when people follow the instructions like nailing it to the ground on all sides. after all of us doing it with kids this summer here's another tip. if the wind gets up to 15 to 20 miles per hour and the tops of trees are swaging back and forth, don't let your kids in the bounce house. if you're running it bring the bounce house down. before i go one quick update on those kids i know a lot of us are concerned about them. three kids injured there. two minor fractures already released from the hospital. another one remains in the

from 2002 and 2003. while some are speaking out in josh's defense, others want to see his family's show taken off the air permanently. late friday tlc pulled "19 kids & counting" from its lineup as news of the scandal became public. >> all us kids want to save our first kiss for our wedding day. >> reporter: the network was deeply saddened and troubled by this heart breaking situation. on monday the show lost a key sponsor. general mills confirming in a statement that it removed its ads from future airings as backlash online continued to grow. petitions on change.org calling on tlc to officially chance el the show. and it's not the first time the family's been under fire. last november a different change.org petition tallied over 193,000 signatures demanding tlc cancel the show after michelle

duggar recorded a robocall in which she likened transgender individuals to child predators. meantime the 2006 police report detailing the alleged incidents of josh duggar fondling five underage girls, a report obtained by "in touch" magazine was destroyed last weekend on the orders of an arkansas court. while a clip of josh duggar making an incest joke in 2008 has gone viral. >> why not have a double date? we are from arkansas. >> reporter: in a statement thursday josh duggar apologized for the events 12 years ago saying he acted edacted, quote, inexcusably. meanwhile family members are speaking out in sportupport of duggar. his sister said are the duggars perfect in their interpretation of god's moral standards? no. but neither is anyone else.

even in a basketball arena. we will talk to the mayor of houston in a moment. but first nbc's janet shamlian is live in houston. good morning again. >> reporter: willie good morning to you. unprecedented is an accurate word for it. i've lived here many years and i've never seen houston look like this. look at memorial drive. this is a major artery going into the city. at some point under 13 to 14 feet of water. we just saw a high water rescue by the fire department as they brought in a boat to get a man and woman out of the cab of that 18 wheeler. similar high water rescues going on all over the city. reports that people are still in their cars from 10:00 last night on some of the interstates that have become impassable. they are unable to get home. and as we know some were stuck overnight in houston's toyota center following an nba playoff game. schools have been shut down. all public transportation is closed today. and officials are advising people to stay inside if they don't have to go. with first light we're just getting a good look at what's

happened here and the damage is extensive. back to you. >> those pictures are just stunning. janet shamlian in houston, thank you. let's get to houston mayor annise parker. she's on the phone with us. mayor parker good morning to you. i know it's a busy morning for you. can you tell us what the situation there is? >> well we have -- one of the defining features of houston is we have a number of small rivers that run through the city. and a lot of them converge in the downtown area. and working out from downtown we have pretty severe flooding. and also some severe flooding. it's a big city. much of the city is fine but the areas that are being hit are hit really hard. and we're trying to keep people off the roadways in those areas. >> mayor parker it's willie geist. we understand people are trapped in their homes and businesses

and even in the toyota senator. are you confident that your personnel can get to those people and rescue tell today? >> we've had 131 high water rescues since midnight. we have about a hundred requests pending. we're working them as fast as we can. we're telling people to be patient. as far as i know there have been been no serious emergency situations to date. the water in some areas is still rising. again, you can help me spread the word that some parts of the city have high and dry and others are under water. people need to be patient and we're hoping that folks will stay home and allow us to work. >> mayor, do you feel you were given sufficient warning? do you think people stayed inside? >> we have two different, you know -- we had two different problems. we had torrential rain last

their washington, d.c. mansion, detectives are unsure of key details. craig melvin has the latest. >> reporter: good morning. authorities continue to comb through evidence of the scenes of the horrific killings. as documents revealed the assistant who delivered the ransom money to the family home was not honest with investigators. all of this as we learn more about the victims. this morning investigators are no closer to answering this question. did suspect daron wint act alone in the shocking murder of the savopoulos family and their housekeeper? >> there is a lot of investigation yet to go. and again, potentially other suspects out there who either know about or who participated in this horrific crime. in recently released court documents, mr. savopoulos' assistant lied about the $40,000 money drop at their house just before the murders. a source close to the family

would want the doctor to administer it. but i think it's important for people to remember what this is for. it has a narrow indication. that is for these procedures for a very very select group of patients. again, for the induction and maintenance of the anesthesia. this is not anesthesia for lengthy procedures. and again the patient selection is important. you need to be over the age of 18 relatively healthy as defined by the american of anesthesiology. >> what would happen if you don't have one in there. could they help who are in there? >> no. there has to be a physician-led team. there's always a physician in there doing the procedure but the doctor doing it is not the doctor doing the anesthesia. everybody in the room this is important, has to be trained in terms of the whole process of the anesthesia. making sure there's airway

climb. forecast calling for readings near 90 this afternoon. 75 in northeast philadelphia. 71 in mt. pocono. still in the 60s for cape may. an early morning fire destroyed three vacant homes. the fire broke out around 4:00 this morning. the fire commissioner tells us the building was boarded up which forced the firefighters to have to break through and took about an hour to get things under control. the cause is under investigation. police are looking for the gunman in two separate murders in philadelphia. in both shootings the victim was 19. police found the first man inside a rec center playground. investigators say they found the gun and then this is video we took at the second murder scene on 30th street. investigators say the victim was shot four times. there are no suspects in either case. we have new video of a boarded up elementary school hours after

houston a flash flood emergency. they have never issued one. >> what does that mean? >> flash flood emergency means life threatening conditions exist at that moment. and -- >> you see the pictures, you understand why. these are drivers who i guess in the flash flooding they can get through the water. >> the mantra is turn around, don't drown. at least eight people have died. there are 12 people missing. about 209 fans were stranded at the toyota center that had gone to see the rockets take on the golden state warriors. you can see the jumbotron telling people stay in place. some of those folks are just getting out now. but it is really frightening what's going on there. some areas picking up 10 inches of rain in several hours. and there's some heart breaking stories out of this.

police department said about the incident. >> that bounce house was occupied by three small juveniles. the juveniles fell out of the bounce house onto the sand. the bounce house continued to travel across the parking lot, through the median, and onto the southbound lanes of a-1-a. >> it's amazing these kids survived. three of them in there. two of the kids already released from the hospital. one held overnight just for observation but they say that child will be okay. you know, we saw this a couple years ago. two kids were hurt in colorado last year. in 2011, 13 people were hurt in long island. jeff rossen did a report in the last hour and talked about needing to get those stakes deeper in. >> can you nail it to sand? >> if you have deep enough spikes. but they have to be way down in there. >> you can barely get an umbrella to stay steady. >> we had one of those bounce houses years ago and you see
