"nbc 10" breaking news. >> that breaking news takes us to camden county. cars set on fire. the question is by who. police are looking for an arsonist. a tsa shakeup. new changes at the agency that protects our nation's air travel after dozens of fake bombs made it through security. plus steady rain still following already on already soggy surfaces. a look at broad street here. rain still coming down. first alert radar tracking hours of rain still ahead for this tuesday. look at all of the green there. good morning and welcome to "nbc 10 news today" on this tuesday. i'm chris cato. let's begin with chief meteorologist glenn hurricane

schwartz and the forecast. it's going to be a lot colder today. >> yes many places got into the 80s yesterday. we may not get into 60 degrees today. it's still damp and we have the flash flood watch up until 6:00 a.m. for a good bit of the area. the flood advisory in effect until 5:30. now for some of these southern counties it's some areas still getting some localized flooding. you can see with the radar things are quieting down. we're seeing lighter rain and that is an improvement over what we have seen last night and into today. look at the temperatures in the 50s across most of the area. dover and wildwood the only places in the 60s. prepare for this. you're going to need a coat today in most of the area.

just damp and chilly. temperatures barely getting above 60 in parts of the area. more rain coming in the seven day in a few minutes. "nbc 10's" matt delucia is in south jersey where the most rain is falling. he's live in hammondon. what have you got there, matt? >> glen we are on pratt street in hammonton. one of the effects of the rain here is it can have an effect on the roads. right here we have a sinkhole that's opened up on pratt street near third street. it's being blocked off with orange tape and these oranges cones. we have a police car blocking this area. when we were driving over into this area into hammonton and south jersey, we didn't see too much in the way of flooding. just some minor ponding on roadways especially the small side streets out here in the area. most of the highways do look pretty good.

it can still be slick there. you do need to be careful because we are starting to see more steady rainfall out here in this area right now. for the rest of the roads we can go to jessica boyington in the first alert traffic center for a look on the conditions there. jessica? >> thanks matt. in and out of the philadelphia area not a lot of volume all across the four. we can see some damp and wet roadways. vine street expressway, 24th street completely empty of volume. that's okay. westbound towards the schuylkill expressway still a three minute trip from 95 and two minutes eastbound towards 95. no problems there. just something to watch out for if you're heading out the door into the center city area. southbound from woodhaven road to the vine. currently no problems from the schuylkill schuylkill expressway to the vine. currently good news from the philadelphia airport. we'll definitely keep you

updated as the morning progresses. >> of course from the latest forecast and rain conditions and road conditions as the rain moves through, count on the "nbc 10 news" app. before you leave the house you can check the first alert weather radar for your neighborhood and your route to work. >> 4:04. breaking news out of camden county. fire officials are investigating three suspicious car fires. they all happened overnight relatively in the same period of time. investigators tell us two cars were found burning in pennsauken. a third was found in camden county. they say some type of flammable liquid was used to set those cars on fire. no one was injured and so far no idea why this happened or any arrests. breaking from overnight, some fallout. new fallout over the government's undercover tests at airport security check points that exposed some major holes. late last night the tsa's acting administrator melvin carraway was reassigned to another job.

mark hatfield will lead the agency until someone else is appointed. an internal review found undercover agents were able to get fake bombs and banned weapons past tsa check points. listen to this. tsa officers failed to detect 67 out of 70 attempts. 67 out of 70. that's 95% of these tests the weapons got through successfully. however, the former tsa chief called the elite agents super terrorists because they knew that the tsa's weaknesses -- what the weaknesses were going into this test. >> plus they had the benefits of being able to construct devices in a lab, not out in the desert someplace in yemen or syria or someplace like that. >> now the homeland security chief says he takes these findings very seriously, but he also points out that tsa agents

screened a record number of passengers in the past year and seized a record number of prohibited items. 4:05 now. the house transportation committee has called amtrak officials to capitol hill today on that deadly train derailment in port richmond. tracy davidson joins us. it's been three weeks since that crash. tonight will be three weeks. what are lawmakers hoping to learn at this point in the process? >> well, they have a lot of questions, among them why was there a safety system installed on the southbound curve and not on the northbound curve where the derailment happened? one of the goals of the hearing is to find out the status of the investigation and determine what changes need to be made to prevent this type of accident in the future. the train was traveling more than 100 miles an hour when it derailed. the speed restriction around that curve is 50. eight people tied and 200 others were injured.

we know the investigation shows the engineer applied the emergency brake before it got into the curve. still no report though as to why the train was going so fast. we'll keep you updated on what comes out of the hearing today on our "nbc 10 news" app. o live in the digital operations center tracy davidson, "nbc 10 news." 7 minutes after 4:00. happening later in delaware county, a judge will sentence this man. paul hawkschwinder. he's charged on inappropriately touching 9 children. he pleaded no contest. it happened while he was a teacher in the southeast delco school district and radner school district. a woman charged with running down a romantic rival faces a preliminary court hearing. philadelphia police said precious coleman had an ongoing dispute with another woman over a man. she drove her suv into beatrice spends while spence while she

was on a sidewalk. it pinned her to the sidewalk while breaking her leg and doctors had to amputate the leg. gun violence led to a frighteningly close call. a stray bullet barely missed a sleeping baby. it happened in edgemore gardens. someone shot the man on bedford drive. the bullet went through the hole and hit a crib. >> it could have been him getting hit. he could have been shot. he could have been killed. >> thankfully the baby wasn't hurt. the shooting victim is also expected to survive. police are still looking for the shooter and another person. turning now to decision 2016. it's primary day in new jersey. one of the quietest one in new jersey. with few elections, experts are predicting a very small voter turnout. voters will choose democratic and republican candidates for the assembly man position.

every seat is up for grabs. only 5 of new jersey's 40 districts are being contested. also on the ballot some free holder and county executive positions. the polls open at 6:00 a.m. and close at 8:00 paumt. you can check "nbc 10" app for results as soon as they come in. now "nbc 10" first alert weather with chief meteorologist glenn hurricane schwartz. >> it's a pretty gloomy day out there and it's going to stay that way. we're not going to be seeing sunshine today and we're not going to be seeing a whole lot much sunshine for much of the rest of the week. we still have a flash flood watch for much of the area. that's only until 6:00 a.m. the rain not as heavy as it has been. the flood advisory from kent county delaware south ward. this is the area that got hit the hardest. still has some rain there as you can see on the radar, but it's nothing like it was even a few hours ago, the thunderstorms have pretty much fallen apart

and the rain generally getting pretty light. it's not going to add to the flood threat. good thing because there's a tremendous amount of rain from philly south ward as you can see in the reds and purples. this is a radar estimated rain and you can see delaware and south jersey really hit hard. these are some of those numbers. some of the biggest ones about 6 inches right along the atlantic city expressway. not far from where matt was reporting a little while ago. 4.3 in ocean city in new jersey which had flooding. 5.9 in parts of central delaware which had flooding. 4.2 in parts of salem county. it was a rough, rough afternoon as expected. now you can see as we go through the morning the rain to the south is going to dissipate while we're going to get more to the north and west. but it's still generally on the lighter side. the clouds stay in here.

we continue to see cooler conditions than yesterday across much of the area. temperatures in the 50s right now. with the east wind and clouds not going to go up much. high of only 59 in some of the northern areas. near 70 in some of the southern areas. i'll be back with the seven day forecast in a couple of minutes. looking at some of those rain totals definitely look for standing water on the roadways as you head out. "nbc 10's" traffic reporter jessica boyington will show us what else to look out for. jessica? >> right on cottman avenue, you can see not really an active scene right now taking out the right hand shoulder. you can see some ponding and wet roadways there. this is the southbound lane. 14 minutes still. still not setting anybody back too much from woodhaven road towards the vine street expressway. no problems if you're headed northbound. a check on the p.a. turnpike. no problem there. all the cars are in the green. 23 minutes headed westbound or

eastbound from route 1 up towards valley forge. headed in or out of philadelphia today, good news. bridges are all in the clear on the ben, the tacony-palmyra and the walt whitman. we'll check in with new jersey in 10 minutes. takata's airbags are expanding. we'll tell you what ford cars are having a problem. call her caitlyn. people weigh in on bruce jenner's new identity.

it was a soaker of a monday in most of the area. some areas saw 4 or 5 inches of rain. the jersey shore saw some of that. a live view of cape may.

you can still see the water on the streets, beach avenue. we're still watching rain move through the area. you can see it on "nbc 10" radar. the rain threat will be tapering off. the big difference will be in the temperature. much cooler out there. meteorologist glenn hurricane schwartz is back with that. ford is recalling 1 million mustang and gt sports cars because experts say the driver's side airbags could potentially explode. now this is all part of that growing list of vehicles affected by the previous recall of airbags made by takata. last month the company announced that it's recalling more than 33 million vehicles in the u.s. because of those airbag problems. again, that's 1 out of roughly every 4 vehicles on the road. and today lawmakers are holding a hearing on those defective takata airbags. takata executives and the head of the national highway safety commission are expected to test that. they're encouraging automakers to replace defective airbags

with new ones that do not include a certain volatile chemical. the defect is linked to six deaths and more than 1 oof injuries. call me caitlyn. those three words and this picture created a social media meltdown yesterday after caitlyn jenner formally bruce jenner made her appearance on the cover of "vanity fair." caitlyn says bruce jenner was always telling lies and caitlyn jenner, quote, doesn't have any lies. after the cover was revealed jenner set another world record. she reached 1 million twitter followers in four hours. faster than anyone in history, including president obama. local trans gentd der advocates say it's a game changer in the eyes of people who have made the transition in their own lives. >> to see something like this garner so much attention, a lot of it positive some of it negative but it is going to

bring a light, an awareness. >> and for the first time in the city's history, philadelphia is raising the transgender pride flag at city hall to mark the trans health conference. that's expected to bring 5000 people to philadelphia later this week. 4:17 now. you saw the video of enrique iglesias and the drone accident. he's now undergoing reconstructive hand surgery in l.a. after his fingers were sliced. he cut some fingers after he grabbed a drone on saturday. he did receive some treatment on the side of the stage to stop the bleeding but he kept performing. he'll resume his tour on july 3rd. secretary of state john kerry arrived at a hospital in boston last night to continue getting treatment for his broken leg. he broke that leg on sunday during a bicycle accident in france. a state department spokesperson says kerry is in good spirits and is fully alert. today on capitol hill

another patriot act showdown as lawmakers will once again try to reach a deal on the nsa's surveillance program. the law authorizing the collection of american's phone records expired yesterday. congress is now debating some changes to a house bill but experts say no matter which version passes the nsa will no longer be allowed to collect or store calling records. well the washington monument will remain closed until at least thursday as workers try to fix an electrical problem there. technicians had to fix an elevator in the monument. this is the most recent electrical issue at the site. officials closed the monument last week after a power failure. philadelphia leaders say the city is giving its youngest citizens a chance at a better education starting today. later this morning the mayor, the school superintendant and other officials will launch an early learning plan for kids up to 5 years old. it's called a running start philadelphia. the goal is to prepare kids for school starting with the most vulnerable. look at this in new jersey

a new teacher evaluation system says it rated 98% of educators in the state as effective or highly effective. those numbers were released yesterday. the system has been controversial because it ties teacher performance and job security to standardized testing results. the state's biggest teachers union says they want more information about whether this system is biased against those who teach special education or in poor communities. now your "nbc 10" first alert weather with chief meteorologist glenn hurricane schwartz. >> definitely a different type of day than yesterday across much of the area. the flood threat goes down. the temperatures do too. we have a wet and chilly day ahead. we have more showers coming after today and some warming later in the week. it's possible. but we're going to be seeing some of these gloomy conditions for a while. citizens bank park is not going to be -- have some real pleasant

weather tonight. 56 degrees. just cloudy now. wind north northeast. 16 gusting to 20. 14 degrees colder than at this time yesterday. and it's only 52 in allentown, 50 in trenton. 56 in philadelphia and as you can see, it is chilly. much of the area but a little farther to the south like dover, it's 66 degrees, which is a whole lot warmer than a lot of the area is going to be today. now the severe threat track erer yesterday, the heavy rain threat was very high. today it's much much lower. we don't really have severe weather threats here. this is just clouds and some light rain. the flash flood watch is in effect until 6:00 a.m. and will likely expire. this flood advisory until 5:30 that will likely expire. as you can see, the rain really diminishing here but that doesn't mean it's going to be a

beautiful day. so here's what we've got. damp and chilly and as we go through the day, more rain will be falling north and west of philadelphia. you can see a huge temperature contrast again, but no part of the area is going to be warm today. but it's going to be cloudy and chilly through much of the week. tomorrow is a chilly day with some patchy rain some showers on thursday and i may even be optimistic about these temperatures and sunshine for thursday and friday. we may not see much sun the rest of the week. well that's not that great glenn, but we'll take it. take what we can get. at least we're getting some much-needed rain across the area. 4:21. let's check the roadways to see if anything is popping up to slow you down. that work zone that's typically active at this time is currently not. you can see volume moving along nicely. in the southbound lanes if you're headed up towards this point of the black horse pike no problems. and a 12 minute trip. 422 headed towards trooper 8 minutes or 9 minutes up towards the schuylkill expressway. thunder, lightning and rain actively falling on that scene. mass transit a great alternate. no delays or problems for septa, new jersey transit or amtrak. 4:22. free money alert. 4:25 now. pennsylvania lawmakers will meet this morning to talk about a senate ban that would end potential benefits for school and government employees. a lot of people talking about this. the republican senate fast tracked this bill without a hearing. it would require many current employees to pay more to keep their current benefit level. it would not affect current

retirees. a big win for more than 100,000 walmart workers. they're raising wages for department managers and workers in certain departments. in february walmart announced it was increasing minimum wage to at least $10 an hour. that increase affected half a million workers across the u.s. health insurers say hier than expected costs will drive up the price of premiums next year. dozens of companies say they have to hike the premiums by more than 10% and some can jump more than 20%. the proposed increases will apply to the insurance plan sold under president obama's law and other individual policies sold through brokers and agents. insurers say they were blindsided by costs from customers that they gained under the health care overhaul as well as the rising expense of prescription drugs. listen to this one, two senior officials at philadelphia's veterans affairs department have been removed from duty as part of an investigation into improper behavior.
