"nbc 10" breaking news. a late night row home fire makes three on the same block in five days. we're live with breaking developments overnight and police stand watch over the neighborhood. new this morning, an arrest in boston following a terror suspect's deadly shootout with police as authorities try to determine if the threat has been neutralized. we are tracking more showers on "nbc 10" first alert radar. misty rain is falling. there is rain today. good morning, this is "nbc 10 news today," i'm chris cato. let's begin with meteorologist brittney shipp and her first alert forecast. a few showers out there, right? >> that's right. it depends where you are.

not widespread, just isolated. we'll take a closer look at the radar. glassboro, gloucester into mount laurel. if we widen out the picture we can show you the scattered showers along the i-95 corridor. we'll continue to see these types of showers on and off throughout the day. you probably need your hood or an umbrella before you head out the door. 49 degrees currently in the poconos, 59 in mid town. 54 in millville. atlantic city at 54 degrees. we are going to see a big temperature difference with the easterly winds and inland temperatures. over the next eight hours, 57 degrees by 9:00 a.m. by noon 62 degrees. temperatures north and west of the city in the low 70s. if you look closer to the shore, 65 degrees. we'll see a mix of sun and clouds and a chance of showers.

winds out of the east at 10 miles per hour. i am tracking dryer conditions in my forecast. first let's check in with first alert traffic reporter jessica boyington. >> good morning. we are watching the vine street expressway where we're not seeing a lot of volume. some wet roadways here on the vine. in is right around 24th street. westbound lane in here headed towards the schuylkill expressway currently no problems. no ponding. just looking a little bit more damp than it is normally. for the rest of the drive times if you're headed into center city, 95 schuylkill expressway currently no problems as well. take a fly down the pa turnpike everything is moving along nicely. for the first time this week no rain falling. jessica, 4:02. we have breaking news unfolding in atlantic county. two people were hurt in a fire at a house on charles avenue in

pleasantville. dispatchers tell us one victim was taken to the hospital with burns, the other victim was not hospitalized. we have a photographer headed to the scene. you can count on "nbc 10" for breaking news. three row home fires on the same block all since saturday. investigators in the city of chester are looking into this as neighbors grow suspicious about how these fires started. the latest happened on beckly place last night in a block of row homes that had fires on saturday and monday. about 20 people have had to leave their homes because of those fires. "nbc 10's" matt delucia is live in chester. matt, what are you hearing from officials? >> reporter: that they're frankly tired of this chris. police are stationed at the end of the block keeping an eye out here in the hopes of preventing another fire happening. the latest fired happened on the 400 block of beckly place.

this one started in the back of the home and quickly spread to the roof. no injuries but this neighborhood has really been through a lot. third fire in four days. first one on saturday then again on monday. in all, six homes damaged out here. we saw fire investigators trying to pull away any evidence from the scene. 20 people have been forced out of their homes because of these fires. the bulk of that number was due to power outages resulting from the fire and the effort to contain them. some of those folks are back in their homes. coming up at 4:30 we've been talking to neighbors who are completely fed up. while these fires are still under investigation, they are confident this is a whole lot more than coincidence. now i'm live in chester, matt delucia, "nbc 10 news." 4:04. we're watching a story unfold in massachusetts. police arrested a man in connection to an ongoing terror investigation in boston. "nbc 10's" tracy davidson is live in the digital operations

center. tracy, this all comes after yesterday's big development when a joint terrorism task force in boston shot and killed a man. >> right. investigators believe the man who was arrested last evening was in contact with a man who was shot and killed earlier in the day. here's what we know so far. a spokeswoman for the u.s. attorney said david wright was taken into custody at his home in everett, massachusetts expecting to appear in court today. they would not confirm the charges. sources say he may have been in contact with u sam marah heem through social media. he may have been involved in the attack. raheem was under surveillance before he was killed yesterday. they tried to question him outside of a pharmacy in boston. when he drew a knife and lunged at him, they shot him. raheem became radicalized by isis inspired media.

he was considering an attack on boston within the next few days. they were investigating whether raheem was in touch with anyone else who could have been radicalized by isis inspired media. new from overnight a broken water main left about 50 homes in southwest philadelphia without water. "nbc 10" was on regent street where that pipe burst around 1:30 this morning. you can see the water running down the street. an emergency team shut off the water main. repair crews will be out this morning to fix the pipe. today we expect to learn more about a lawsuit filed by an alleged victim of jerry sandusky. it says that sandusky abused the man in 19 8 when the man was a penn state football prospect. he's serving 30 to 60 years in prison for molesting the boys. the man's attorney will make a

statement in bellefonte. we'll hear about a new casino in new jersey. the last thing ac needs. on monday state lawmakers proposed on letting voters decide on allowing three new casinos in north jersey. if that happens, it would end the monopoly on casinos. philadelphia can vote today on the gallery mall. council delayed their vote last week. they're considering six bills that will affect the sale and renovation of the mall on east market street. the new freedom act passed by congress and signed now by president obama is expected to take a few days to go into effect. the president put his signature on that bill yesterday. it's a replacement of the

patriot act which expired on sunday. phone companies, not the government, will store all of the data. on to decision 2016 now and a fourth democrat now plans to run for the white house. former rhode island senator and governor chafee. he'll join the three other declared democratic candidates hillary clinton, bernie sanders and martin o'malley. there was a new development on the republican side. we'll soon learn if bobby jindal will join the race. he said he'll make an announcement june 24th. he's visited primary states. he'll join a crowded republican field. there are 9 declared candidates in the race for the gop nomination. and as for decision 2015 we do have the results now from yesterday's primary in new

pottstown. temperatures along the shore at 50 degrees. here's where the showers are. to the south of chester, woolrich glassboro. our three hour loop shows how spotty things are. starting to clear out of atlantic city. this will be the trend, on and off showers. for today, that's the forecast. same thing as we head into tomorrow. it will be a while before we see the sun shining brightly. we'll see mostly cloudy skies for today, tomorrow. chance of showers will start to clear up. we'll see a little bit more sunshine as we head into friday. it will be a mix of sun and clouds. showers and clouds expected for today. we'll see early winds at 10 miles per hour. we'll see a big temperature difference along the shore which will stay in the low 60s. the city will make it closer to 68 degrees. if you're in allentown, reading, temperatures should push into the 70s.

they said equipping every train with seat belts would cost billions of dollars. theí with emotion in his voice about the time frame for installing a safety system. >> by the end of this year the system which will dramatically enhance safety will be complete and operational. >> now the chairman of the house transportation committee gave investigators a 15 day deadline to provide more clues about the exact cause of the train derailment. three weeks after that derailment we've learned that a victim being treated at temple university hospital is improving. his or her condition was upgraded yesterday. the hospital can't say to what the condition is upgraded. there are three other victims at temple, two at hahnemann university hospital remain in critical condition. new jersey senator robert menendez is pointing to another senator's criminal case in his bid to move his corruption trial to washington. the government is against having

that case moved from newark to washington. yesterday lawers for menendez responded by saying that federal prosecutors helped keep former alaska senator in the nation's capitol. none of the counts against menendez allegedly happened in new jersey. he's charged with taking gifts and bribes in exchange for political favors. 4:18. we have new information on the anthrax scare. one of the pentagon's own labs may have received live anthrax. officials say a test kit sent to the pentagon in 2006 may have contained live samples. that hasn't been used in more than five years. an army facility mistakenly sent that to dozens of labs and overseas. the cdc lawn be muched an investigation last week. a memorial service is being held today for six marines killed when their helicopter crashed in nepal.

they were members of a joint task force providing assistance and disaster relief after that deadly earthquake in nepal that killed 8600 people. well we now know the funeral plans for attorney general beau biden. he died of brain cancer on saturday. he will lie in honor at legislative hall in dover tomorrow afternoon from 1:00 to 5:00. that's open to the public. on friday there will be two public viewings at saint anthony of padua church. one from 1 to 4 p.m. and 6 to 9 p.m. and president obama will deliver the eulogy. john kerry will recover fully from the broken leg. they performed surgery. they plan to get him up and walking today. kerry broke that leg while biking in switzerland on sunday. now your "nbc 10" first alert weather with meteorologist

brittney shipp. >> good morning. as we head into the rest of your wednesday we are going to see showers on and off. so the showers are going to linger not only today but as we head into tomorrow. we will also start to see your temperatures warming up. that's going to continue right into the weekend. we will be drying out. eventually we've seen a soggy work week. right now temperatures in philadelphia, 55 degrees light rain coming down. humidity set. wind speeds out of the northeast. in the rest of the region 49 in the poconos 52 in mount holly, 55 degrees currently in stone harbor. here's a look at the radar. shows you scattered showers are moving just to the south of philadelphia and parts of south jersey stretching into wilmington and right along the shore here in atlantic city. we're seeing another break. another round is starting to push into parts of cape may and the southern parts of delaware. near milford, also near mills

borrow and lewis. the on and off showers really light, really spotty just light enough to create a dreary day. same thing on thursday. by friday we are going to see us drying out. it will be harder to see any sunshine from late friday into saturday. temperatures are going to stay below average. the temperatures 79 degrees. tomorrow 68. 10 degrees below average. that's 10 degrees warmer than we were yesterday. we'll continue to see the temperatures climbing as we head into the weekend. so first as today is concerned, we are going to see a temperature spread between our southern points. also south of the city closer to the shore, more in the mid 60s. 72 degrees for the cities north of the city and that means we are also going to see a mix of sun and clouds. a chance of showers. the reason why we're seeing this big temperature difference is because of the easterly winds. temperatures 68 today, 68 tomorrow, back to the 70s

why delaware county says phone companies are short changing them much needed money.

listen to this one. a superior court judge suspended his law clerk over facebook posts that she made over the death of a new jersey state trooper. she said nonetheless, i agree that it is sad and heart wrenching for the family members left to suffer the consequences of the trooper's recklessness especially for the deer family who lost a mommy or daddy deer. that was following the death of state trooper anthony raspa. he died early saturday morning after a cruiser hit a deer in monmouth county. flags have been flying at half

staff. the law clerk's facebook post has since been deleted or taken down. she's suspended for two weeks with pay pending the outcome of an investigation. delaware county is suing phone companies for millions of dollars claiming that its 911 service is getting short changed. the county council filed a lawsuit against 19 phone companies including verizon and comcast, "nbc 10's" parent company and pennsylvania 911 operations are funded in part by the calls you make. so telephone companies charge fees based on the number of lines in a home or business and counties get that money. delaware county alleges that the phone companies are under charging businesses. >> there is clear evidence to prove that the telephone service providers have been misrepresenting the phone lines a among which the 911 phone lines. >> the company is suing for $41 million. we did reach out to verizon and
