this morning. we're going to see a quick warm-up today. as you mentioned, real heat on the way starting tomorrow. it's a nice live view from center city. clear skies right now. and the temperatures are falling at this hour. it's now 69 degrees here at nbc 10 while it's 70 in philadelphia at the airport pottstown is 57 degrees, and it's in the 60s for trenton, 67 degrees right now in roxborough. at the airport, 66 degrees. get ready with your sunglasses. you'll need them today, bright sunshine, 66 degrees at 6:00. by 9:00 73, and we're getting into the 80s starting at noontime today. and the temperatures will be climbing. we'll go through it neighborhood by neighborhood when i'm back in ten minutes. but right now, let's check in with traffic reporter jessica. >> good morning, bill we are watching out on some ongoing construction on the vine street expressway. right around 24th street. and so police activity on this scene right there, that's actually between the schuylkill expressway and broad street. small things to watch out for there. if you're headed eastbound and still not affecting your drive

times too much from the schuylkill up toward 95. still about a two-minute trip. no problems westbound toward the schuylkill expressway, as well. out in we actually are in and out of the center city area 95 southbound from woodhaven road up toward the vine street expressway, no problems on the schuylkill, no problems on the blue route, as well. and there's an accident from route 7 to milltown road that's closed. take delaware park boulevard. chris? >> 4:02 now, new overnight, police are looking for a hit-and-run driver who hit a man crossing roosevelt boulevard. the victim was walking near front street about two hours ago when he was hit. he was rushed to einstein medical center with a broken leg and pelvis and head injuries. reopened within the past 30 minutes. investigators are looking for a black honda or black accura with front end damage. we could learn if the amtrak engineer was using his cell phone at the time of the deadly

derailment in philadelphia. eight people killed. this comes hours after u.s. lawmakers voted to slash amtrak's budget by more than $200 million. tracy davidson is live to break this down for us. >> investigators have determined whether or not that engineer was on the phone at the time of the dead let derailment. and we will learn more about that in a report released today, expected to be released from the ntsb. the engineer suffered a concussion in the crash, and he's told investigators he can't remember anything about the accident. over the last several weeks, investigators have been sorting through his phone records. meantime, last night, the u.s. house passed bill to cut amtrak's budget by $242 million, but the white house threatened to veto the bill. lawmakers did add funding to install video cameras in train cabs to record engineers. that would help investigators get to the bottom of crashes like the derailment in philadelphia. also yesterday, the federal

railroad administration urged transit agencies to identify dangerous curves and make sure automatic train control is set to the speed limit. that system was not installed on the section of track where that train derailed in port richmond. last night, the acting administrator told us exclusive exclusively she's hoping for more money from congress to implement safety systems. >> and the reality is the president and the administration have asked the congress for $825 million for just this purpose. assist commuter railroads, passenger rail and implementing this technology. and the congress has enacted. i hope they will. >> last month, the derailment killed more than eight people more than 200 passengers were hurt. this story will be developing throughout the day. and if you want to get a heads up when something happens on this you can sign up for nbc 10 news app. it's a free download from the app store from nbc10.com.

we'll keep you alerted in this story. live in the digital operations center tracy davidson nbc 10 news. >> all right. looking ahead to things happening today. they're scheduled to appear in court. ra monowilliams and carlton hipps formally arraigned later this morning. accused of shooting and killing sergeant wilson iii back in march. also happening today, the man accused of shooting his father while his dad was driving down the schuylkill expressway will be formally arraigned. police say in april corbin was in the backseat of the family car when he shot his dad in the head during an argument. police say he was upset because his parents were taking him to rehab. his father survived and is recovering. this morning, investigators in delaware county are still looking for the person who murdered a 53-year-old delivery driver just steps from his truck. thomas childs had worked for ridgeway industries for 15 years often driving shipments to new

york. investigators tell us before 4:00 a.m. yesterday, police were called by another truck driver who saw a suspect acting suspiciously in the loading bays of the company. when they arrived, they found a child's body on the ground there. police believe this was an attempted robbery. >> went to work in the middle of the night minding his own business. and not bothering anybody and he gets murdered for $10, $20. >> this is the suspect police are looking for. described as a light skinned black man between 22 and 24. a slight mustache. investigators are hoping tips from the public will help them find whoever killed mr. childs. also searching a cemetery across the street from the loading base hoping to find clues. this morning, a prayer service will be held for the victims of abortion doctor. a group called the pro life coalition of philadelphia says

the medical examiner's officer buried the bodies of 47 babies taken from the office. that coalition will place a temporary marker at the burial site in laurel hill cemetery. he's serving a life sentence after a jury convicted him of killing three babies and a patient given too much anesthesia anesthesia. and there's a viewing for the teenager hit and killed by a suspected drunk driver sunday night. police say the driver ran a stop sign before hitting asknd killing the 17-year-old. the driver hasn't been charged yet. police are waiting for results from a blood alcohol test. an active shooter drill is happening today on temple university's main campus in north philadelphia. school officials will be testing their plan. their policies and their response actions for a shooting scenario. this is happening around 10:00 this morning. officials say drills like this one today will help them identify streets and potential areas for improvement. 4:07 now, it's 59 degrees in philadelphia.

preparing for the pope. today, archbishop will be speaking at the u.s. conference of catholic bishops in st. louis. he'll give them an update on the world meeting of families and preparation for the pope's visit in september. i talked to a catholic blogger about why all the bishops in this country want to hear from him now. >> remember even though it's being hosted by the archdiocese of philadelphia it's an event given to the entire church in the united states. it's a national event, the fund raising's been international. most of the people coming here during the papal visit are going to be coming from outside the diocese. >> and he says today's conference in st. louis is important because it's the last time the bishops will assemble before the pope addresses them in september and gives them marching order for the direction of the catholic church. and as we get closer in the fall some priests here at home are learning how to carry out one of the pope's main missions.

katy zachary spoke to a group of students studying to be priests. what is this about? the education they're getting now? >> well one of pope francis' main missions is to teach priests and those students studying to become priests how to best manage a church. and that involves managing people. from congregation members to volunteers. also involves knowing a thing or two about business and finance. now, these seminary students from the archdiocese are getting a crash course this week in those skills. their bishop put together this week long conference. it's in conjunction with villanova center for church management. pope francis has made church management one of his main directives in light of parishes around the country or world, rather closing and financial woes that plague many dieocesediocese. this means there's more responsibility on priests than ever before. how are incoming priests handling all this pressure? we'll hear from them coming up in the next hour.

there's a lot of construction projects. one on 95 but it's not active at this time. we are losing out the right-hand shoulder. and you can see the southbound drive times looking okay. up toward the vine street expressway, about a 12-minute trip there. and as we head out the door down 202, the cars are moving along just fine through some random scattered work zone that are not active at this time. northbound or southbound, though, an 11-minute trip up toward the schuylkill expressway. currently, no problems or delays for mass transit. and i'm going to check in with new jersey roads in ten minutes. well, as you know the morning rush can get the best of us. but would you let it take you this far? next, new video that shows an over the top road rage case in california that almost turned deadly. next with summer on the way, you think your child is ready for the pool but are they really? one local swim spot is determined to save a life. i'll explain.

new video this morning out of hollywood. and this is a severe case of road rage here. the cell phone video shows the man lean out of his car window. and then you'll see the drivers get out, they square off here and the guy in the blue shirt starts wailing on the other guy. knocking him to the ground almost into oncoming traffic if you saw that earlier. he just keeps beating him. finally decides that the guy's learned his lesson i guess, and gets back into his car and drives away. another motorist tried to jump in there and hold the guy. that didn't work. police are still looking for both men. the guy who was beaten up hasn't filed a complaint either. i wouldn't either after that beating.

well two suspects are behind bars after they allegedly led police on a chase through bucks county and philadelphia last night. sky force 10 flew over margaret in the frankfort neighborhood. police say the suspects finally crashed their car into another vehicle which ended the chase. here's a view from the ground here. authorities say that the chase began in ben salem when those suspects hit several police cars. no one, thankfully was injured. well, a texas police officer has resigned over that video that went viral showing him clashing with teenagers at a pool party. mckinney's police chief calls the actions of the officer indefensible. shows the officer wrestling a teenage girl to the ground and pulling a gun there on two boys. officers had responded to a call about a fight at the community-owned swimming pool. no decision has been made about whether that officer will face charges. a judge has kicked three jurors off the case in the colorado theater shooting. one juror came forward and said

that another was watching news coverage. that's a no-no for jurors and talking about that coverage with two other jurors. the jurors were told from the beginning as all are not to discuss the case among themselves. james holmes is charged with shooting and killing 12 people in 2012 in that movie theater in aurora, colorado. still no sign of those two convicted killers who broke out of that upstate new york prison on saturday. authorities are just empty handed after responded to some reported sightings in the area. meantime, we are learning more about the prison employee who is being interviewed for her suspected role in helping those prisoners escape. joyce mitchell is her name. she checked herself into hospital for nerves on the same day that richard, matt and david used power tools to cut their way out of the prison. mitchell's son spoke exclusively and says he doesn't think his mom was involved. >> he's not the kind of person

that's going to risk her life for other people's lives to let these guys escape from prison. >> now, investigators say those men were housed in the so-called honors section of the prison where they may have had less restrictions and more freedoms. authorities are still offering a $100,000 reward for the capture of those two men. a recall to tell you about this morning. more than 20,000 pieces of children's furniture being recalled because they could tip over and suffocate a child. if you bought pally design armoires or hutches, there's a plastic restraint strap. that strap can break and allow the unit to tip over on to a child. about 18,000 units are being recalled in the u.s. 4:18 now. and it's about that time if not already, when kids will be jumping into the neighborhood pool. free swimming lessons start in philadelphia today. but is your child really ready?

well, live for us in the graduate hospital section of the city here. and matt, the local ymca is behind a lot of these free lessons, right? >> this is about the time thousands of kids are getting ready to jump in the water with summer, of course on the way. the temperatures are rising. and the ymca will be giving away free swim lessons. the trouble is not all these kids know how to swim. drowning is the number one cause of death for kids ages 1 to 4. and the second leading cause of death for kids under 14. so later this morning, the ymca is giving a i way 300 swim lessons to a local elementary school. it's the first time they've done something like this. i've been looking at the stats this morning and most of the drownings happen at home swimming pools. just because you take them to a public pool does not make them 100% safe. >> you want to take your children swimming in a pool with a life guard? you p don't want to ever take your eyes off the child. that doesn't mean that something

the 80s. satellite satellite, we are in the clear for today. watching for some clouds that are moving through the midwest, the upper midwest into michigan. that's a cold front. and that's the cold front that could bring us some scattered showers later tomorrow. most of those i expect to pass to our north. but it is a possibility tomorrow afternoon during the heat of the day. look at the temperatures tomorrow they will soar tomorrow afternoon, 3:00 90s for philadelphia pottstown, redding, lancaster at 92, wilmington, 93 degrees. and the heat will continue right on into the weekend. and the possibility of showers and thunderstorms will also be popping up. it's not widespread activity tomorrow evening, but a few of these showers could turn stronger during the early evening hours tomorrow and the threat will stay with us into the weekend. in fact, the weekend forecast is calling for a chance of some showers and thunderstorms on saturday. near 90 degrees saturday afternoon and sunday, up to 77 degrees.

full 7-day forecast in the next half hour. >> 4:21. let's see what's awaiting you on your drive to work. first alert traffic reporter watching the roads. everything clear out there so far, jessica? >> yeah pretty clear in terms of volume. i did just find an ongoing construction site out on 295 in new jersey. this is a typical spot where we're dealing with construction. right now, you obviously see that it is active. we're taking out part of the right-hand shoulder. next the right-hand lane over on the southbound side. the northbound lanes are doing just fine. you can see two lanes squeezing on by but not a lot of volume going through. not setting anybody back too much. from 38 up until this point, still a 12-minute trip. no real problems just something to watch out for. on the schuylkill expressway you can see all the cars moving along nicely. still 12 minutes headed toward center city from the blue route. chris? well a rebirth could be coming for one philadelphia neighborhood. next, a plan to revitalize one

of the area's historic landmarks. plus a change in the recommendations to keep teenage girls healthy. a new discovery that could mean fewer trips to the doctor's office.

happening today, the secretary of health and human services will appear before a house committee to defend subsidies. those subsidies help millions of people afford health coverage. a supreme court decision is expected this month on those subsidies. this could be a game changer for girls. new research suggests that they may not need three doses of the hpv vaccine to protect against cervical cancer. the u.s. national cancer institute found just one dose of that vaccine could be enough. but they say more research is

needed before making any changes. if the results, though are confirmed, it could reduce vaccination costs which would allow more girls around the world to get immunized. well chester county now has a new system to notify residents in case of emergencies. it replaces the county's old system. residents can sign up to receive weather, health and community alerts. they'll also receive those alerts through text, e-mail and an old-fashioned phone call. a development company plans to add some new retail space on north broad street. you're looking here at artist rendering of what that area could look like once the project is finished. the project will also include redevelopment of the divine lorain hotel. no word yet on when work may start. 69 degrees at 4:26. looking past the center. turning lights on and off this morning.
