before the first show he ever did. and it goes like this if it's sunday, it's "meet the press." that breaking news is a smoky scene in montgomery county where firefighters are trying to get a house fire under control. we're getting word there may have been injuries here. nbc 10 is working the scene to get information on what's going on at that house. a crime. a high-speed chase and a crash. this morning two state troopers are hurt after a suspect led them through two counties overnight. and looking at the radar now. the workweek is off to a steamy and stormy start. first alert radar tracking thunderstorms moving into parts of the area. right now. good morning. this is "nbc 10 news today" on this monday. i'm chris cato. many had showers move through overnight and still some of you getting some rain this morning. let's move to meteorologist bill

henley and his first alert forecast. warm one out there. >> had a humidity will stay with us all day long and fuel more showers and thunderstorms as temperatures head toward 90 degrees this afternoon. the wind is blowing. we'll see occasional strong gusts with passing thunderstorms. otherwise a warm muggy breeze. heaviest shower activity is moving through northeastern maryland and heading toward delaware. put this in one-hour loop mode. you can see the progress that it's made in just the last 60 minutes. those heavy downpours moving through northeast maryland heading toward middletown and into central delaware and will continue across into new jersey. a steamy and stormy start. 74 degrees at 6:00. by 9:00 we'll be up to 78 and then 86 degrees with some breaks of sunshine and climbing at the noontime hour. back with the future weather hour by hour to show you where the storms are most likely to occur.

let's check in with jessica boyington. >> we are still watching ongoing construction on the vine street expressway. these are cameras around ben franklin parkway. you can see crews on the scene of the eastbound side. it's closed from dd to broad street today but westbound lanes are open. still under five minutes from 95 so no problems on westbound side. eastbound side dealing with closure. drive times for in and out of center city area 95 southbound from woodhaven is 13 minutes. no problems on blue route. water main break in philadelphia north 52nd street. take haverford avenue to get by that for now. let's get back to this breaking news in montgomery county right now where crews are still on the scene of a house fire that broke out about two hours ago. nbc 10's matt delucia is live on scene for us there in souderton,

montgomery county. what's the situation? >> reporter: i'll get out of the way. you can see there's quite a scene. a lot of police cars and ems and fire departments. they're still throwing water on the house out here. you can see in the distance hazy and smoky out here. this did hit two alarms at one point. it started around 2:00 this morning. we're told there were some issues getting enough water out here to fight this fire and we've also seen some people being taken away in ambulances. one of the ambulances going by us right now. three people have been wheeled out on stretchers just in the past 30 minutes as we have been out here on the scene. we have seen several trucks here with hoses. they are spraying water on this fire. there was an initial report that someone may have been trapped inside this house. we're waiting for new details. busy scene here. we haven't seen flames in the past 30 minutes or so.

it does appear to be under control. live in souderton, matt delucia, nbc 10 news. >> possibly three people injured in that one. we'll check back with him later this morning. a police chase through burks and montgomery county ended with two state troopers hurt and the suspect behind bars. at last check the eastbound lanes of 422 near that crash scene are closed. we'll update you throughout the morning. the two troopers were hit by the suspect when officials say he lost control of a vehicle after hitting a spike strip that officers put down on the road to top him. the suspect who is apparently a robbery suspect was arrested on scene there. we're waiting to find out the condition of those officers. we're also waiting to find out what caused a crash in delaware. one person taken to the hospital after their car crashed and it caught fire in the northbound lanes of route 1 in new castle

as you see from this traffic camera. several lanes were blocked as fire and ems responded to the crash. delaware state police are still investigating. new from overnight, philadelphia police say they may have found the gun used in a double shooting in the logan neighborhood of the city. two men were shot on north carlyle street. one man shot in the stomach. the other in the chest. police found revolver casings at the scene and found a revolver inside a neighbor's car. both victims were taken to the hospital. one is in critical condition. the other is stable. 4:05 now. the cleanup conditions in west philadelphia after this massive water main break sent more than 12 million gallons of water into the street and into cars and homes as well. the 32-inch main broke early yesterday morning knocking out power, swamped cars and forced dozens of families to leave their homes when it rushed through basement windows. neighbors say it's the fourth time the water main has flooded their neighborhood but this one

is by far the worst. >> they are already struggling and something like this happens, a lot of people aren't insured so you have to start all over from scratch. >> a lot of those homeowners there do not have insurance. the city of philadelphia has not said yet how much if any of the damage that it will cover or pay for. the pipe that broke was installed in 1885. the trial begins today for an ex-philadelphia police officer accused in a deadly drunk driving crash almost two years ago. former philadelphia police sergeant thomas winkis faces a slew of charges accused of speeding through an intersection while off duty in september 2013. his personal vehicle collided with a van killing the driver. a trial is set for a philadelphia day care worker accused of leaving five children inside a car while she went shopping. karen thompson is charged with

child endangerment. she left the five kids in the suv with the engine running and air conditioning on for at least half an hour while she was inside the store. two of the five children were babies. a passerby heard them crying and called police. onto decision 2016 now and jeb bush is expected to announce his 2016 presidential bid during a speech at miami college today. the sun he has long been expected to make an official run for the white house. and he would be joining a lot of people making that run. a crowded field now with at least ten candidates running. there are four candidates seeking the democratic presidential nomination. bill clinton will be in philadelphia today. he's delivering the opening speech at the inaugural click ideas exchange. that's a big convention to talk about new technologyies in the healthcare industry. last week the former president

said he'll stop giving paid speeches if his wife wins the presidency. attorneys for indicted new jersey senator bob menendez will be back in court arguing to move his criminal case out of new jersey. they want the case transferred to washington d.c. lawyers for new jersey senior senator say holding the trial in the garden state would be a disruption to menendez's senate work and most of the alleged crimes happened in d.c. and not jersey. menendez is accused of accepting gifts from a florida eye doctor in exchange for political favors. today a philadelphia man will become the first person in the city to be sentenced under a law named after a fallen police officer. raymond sold firearms from local gun shows. brad fox was killed with a gun that was illegally purchased. the law mandates a minimum sentence of five years in prison for people convicted of

providing guns to people who were not allowed to own them. 4:08 now. several washington lawmakers will be in philadelphia today to check up on the philadelphia veterans affairs office. a recent inspector general's report slammed the agency. today ten members of the house and senate will meet with the director of that office and some of the employees to see if changes have improved the situation. if you were one of the many people hit hard by hurricane sandy almost three years ago, you can now get some information today about your fema claim. starting at 11:30 this morning there's a free informational clinic at civic plaza in brick, ocean county after fema agreed to reopen flood insurance claims for more than 140,000 people not currently involved in litigation. coming up on ten minutes

after 4:00. it's 74 degrees. steamy conditions after storms rolled through parts of the area last night and more are getting set to move through once again this morning. we're tracking thunderstorms with some heavy downpours and gusty winds. and after the storm is done the water remains. we're seeing some fog develop this morning especially some of the northern and western suburbs. hot and humid conditions. we'll get rid of fog but steaminess unfortunately that was around yesterday will stay today. looks like again tomorrow. right now rain 74 degrees in allentown. northeast philadelphia is reporting rain and 73 degrees. 73 and dry for now in millville. there are showers moving toward south jersey. mostly dry on beach avenue in cape may at this hour. there will be occasional showers and thunderstorms from the city to the shore today and in fact nobody is going to be out of the storm picture. just a few spots seeing fog though. coatesville, quarter mile visibility. dense fog there. light fog for doylestown and blue bell.

the radar shows a heavy shower and thunderstorm that is moving through maryland on the way into delaware. you can see the light rain that has started in new castle county already. those heavier downpours will move into southern new castle county and into kent county first thing this morning and then track into south jersey. more showers just off of the northwest are light. these are showers that we'll watch for later in the morning and during the afternoon there's a chance of spotty showers as well. look at the temperature climb. 78 degrees at 9:00 this morning. hour by hour forecast has temperatures in the middle 80s by lunchtime. some scattered showers at that hour. into the afternoon we'll get some breaks of sunshine. could peak at 90 degrees this afternoon. it won't last long with more showers moving in to bring those temperatures down. keep an umbrella handy. showers and thunderstorms and definitely hot and humid with temperatures in the upper 80s to low 90s. a look at the neighborhood by neighborhood forecast when i come back in ten.

>> sounds good bill. 4:11. let's see how roads are shaping up on this early monday morning. nbc 10's first alert traffic reporter jess erer jessica boyington is following a couple things already. >> we're watching a downed tree on the 30 bypass on the westbound side blocking lanes between 340 and 82. there's police activity there. in west philadelphia water main break north 52nd street and westminster avenue. to get around that it would be best to take haverford avenue. on the schuylkill expressway no problems through the area. eastbound lanes here. headed toward center city 12 minutes from blue out to vine street expressway. no real problems there. as we head out the door on 202, you can see rain falling in the distance on radar but 11 minutes northbound or southbound from 30 toward the schuylkill expressway. three shark attacks in four

two teens hurt in separate shark attacks on the same stretch of beach in north carolina yesterday. both are recovering this morning. beaches in oak island north carolina, will be open again today. both attacks happened at high tide near a crowded pier popular with tourists. the victims, a 13-year-old girl

and 16-year-old boy, are in fair condition. both had to have parts of their arms amputated. the attacks came three days after another teen was bitten by a shark just up the coast from yesterday's attack. helicopters will be out again monitoring that stretch of coastline. police arrested two brothers after a shooting at a wedding at new york's waldorf on saturday. one of the brothers was carrying this gun in his pocket when it went off inside the fancy hotel. one woman was grazed in the head. three or four people were hurt by broken glass. the d.a.'s office says the brothers will not be charged until this investigation is complete because the man who discharged the gun has a permit to carry it. happening today, the woman charged with helping those two convicted murderers escape from that prison in northern new york is set to appear in court today. joyce mitchell allegedly helped david sweat and richard matt by getting them tools. they've been on the run for more than a week now.

investigators believe they cut their way out. each night they would return those tools to the toolboxes so that nobody knew what they were up. neighbors living near the prison are still on edge. >> how do you sleep at night? very very lightly. now new york governor andrew cuomo says every lead will be followed up on until those two men are found. he says the pair could be in mexico by now. schools near the prison have been closed since the escape will reopen today. new this morning, a year and a half after president barack obama picked a philadelphia neighborhood as a promise zone, nbc 10 is checking up on progress being made there. job creation economic activity educational opportunities and the reduction of crime.

nbc 10's katy zachry talked to leaders there to see if this program is really making a difference and so what's the verdict, katy? >> reporter: i can tell you that things are changing. now something as simple as a mural. this one painted along the side of a building on lancaster avenue. it's uplifting to those who live and work in the area. the artist behind this piece is part of the neighborhood time exchange. it's a program that flourished since it was named a promise zone bringing in artists from around the country and world and offers them free studio space in exchange for them to creatively improve the community. so in the next hour you'll hear directly from one of these artists and why these creative changes are making such a difference in the neighborhoods. reporting live in university city this morning, katy zachry nbc 10 news.

steamy this morning and humidity will stay with us all day long. we'll see temperatures climb from the 70s to near 90 degrees this afternoon. 75 right now at philadelphia international. look at that humidity at 87%. certainly feeling it this morning. this is a view from sky top lodge in pocono mountains. not a lot of light at this hour. you can clearly see there's fog in the pocono mountains. we see that in wake of the showers overnight. storms moving through delaware this morning. that's not the only spot that's getting some rainfall. we're seeing a good though small shower move through eastern bucks county right now. and delaware county is seeing some heavier shower activity. this shower is on the move. it's sliding to the southeast and it will head into delaware in the next half hour. so right now we're seeing occasional showers in the area that will continue the hour by hour future weather showing 76

degrees with some heavy downpours in south jersey. that's at 8:00 this morning. won't be an all day rainfall. we'll get some breaks in the clouds. see some sunshine and that 83 degrees at 10:00 will be closer to 90 degrees at 1:00 this afternoon. how long does the heat humidity and storm threat last? seven-day forecast coming up in the next half hour with timing of some drier air. >> we'll standby for that. let's get to traffic first. time for you to stop talking and hand things over top nbc 10's first alert traffic reporter jessica boyington with a number of issues out there already. >> a few small things going on. 295 where we typically see an active work zone in here. looks like it's doing okay southbound from 38 up toward black horse pike so only a 13-minute trip. that's southbound side. northbound doing just fine as well. we are watching a downed tree now blocking a lane on the 30 bypass on westbound side between 340 and 82. use caution traveling out in that area.

west philadelphia we are also watching a water main break on north 52nd street. take haverford avenue to get by that scene. as for mass transit, no problems or delays for septa, new jersey transit or patco speed line. back to you. a new report shows the average married couple pays 80% more for car insurance after mading a teen driver to the policy. just confirms what you already thought. 16 year olds cause the highest spike in premiums an average of 96%. the most expensive state to insure a teen driver is new hampshire where the average premium jumps 115%. as you were filling up at the gas station this morning, don't be too upset about prices you see. we could see those go down soon. we should see them go down soon. a gallon of gas in philadelphia five county area cost you about 2.91 a gallon. delaware 2.67. south jersey 2.62 a gallon.

gas prices have been rising since april but these numbers are about 86 cents cheaper a gallon than they were this time last year. that's looking at the gas tank half full. aaa says gas prices are poised for decline given that refineries complete maintenance by this time of year. fueling the fight. the money move california just made that's putting pressure on other states to make a change that could impact your paycheck. the pesky problem that thousands of bugs created that shut down an entire roadway in pennsylvania. we'll tell you about it.

4:24 now. los angeles is the latest city to approve a minimum wage of $15 an hour and it looks like that's going to be a hot topic on the campaign trail. experts say the pressure will spread to other states and big cities across the country. there are now 29 states and washington, d.c. with a wage that's higher than the federal minimum of 7.25 an hour. in april congressional democrats unveiled their own plan to hike the federal minimum wage to $12 an hour by 2020. here's where the minimum rates stand in this area. new jersey is the highest at 8.38 an hour. delaware raised their minimum to 8.25 and pennsylvania is the lowest, 7.25 which is the federal minimum. governor wolf said raising the state's minimum wage is one of his priorities. right now lawmakers are considering a bill that would raise that rate to $10.10 an hour over a course of two years. temperatures are rising and so is your electric bill as it always does this time of year. u.s. energy information

administration expects the typical u.s. residential electric bill to go up nearly 5% this summer. experts say that using fans closing curtains and programming your thermostat can all help you lower that cost. how about this? police in lancaster county had to close down the route 462 bridge saturday night because of swarming mayflies. they reduced visibility and distracted drivers causing at least one crash. don't think jessica boyington could have warned us about that one. dead flies were piled as high as two feet in some places. i don't know she has a fancy graphic to describe a fly pileup. police in north jersey used lethal force to take down a bear that wandered into the backyard of a home during a yard sale. officers shot and killed that black bear after getting a 911 call yesterday in plainfield. officers put out an alert to
