high waters. some folks taking to kayaks to get around. this is in seabrook texas. flooding is complete throughout much of coastal texas. as the system makes its way north we are going to be looking at hr more ator more problems. bill has been downgraded to a tropical depression. 45 miles south of waco . 35 miles per hour winds moving north at 13. we have tornado watches in effect. coastal into central texas. as it move s north it will spread heavy rain and winds. can't rule out quick spin-up tornadoes causing problems into oklahoma thursday. continues into missouri by friday causing big problems there. flooding possibilities. rainfall amounts generally three to eight inches but locally around northern texas and into central parts of oklahoma we could have up to a foot of rain. we continue to track this. and we've got a severe risk of

weather for about 45le million people from texas all the way into the northeast. we are going to detail that later. guys bill still packing a punch. we continue to track it. back to you. >> your live shot says it all. we can see and hear it. >> we are getting news about two major terror plots here at home. one involving thorks. the other last year's super bowl. pete williams is following it all. good morning. >> matt good morning. the talk of attacking the super bowl came from a man who helped plan last month's shooting in garland, texas. federal prosecutors charged abdul malik able dull kareem who runs a carpet cleaning business in phoenix with helping to plan the garland attack with two men who began firing guns. they were shot and killed almost paidly. kareem met with them at his

house, practiced shooting and provided the guns used in the attack. an fbi agent testified kareem also considered some kind of attack on the 2015 super bowl in phoenix, but there is no suggestion it got beyond the talking stage. one prosecutor called him off the charts dangerous. kareem's lawyer say it is fbi's case is based on a source he described as a typical jailhouse snitch. in a separate case a new york area college student has been arrested accused of planning attacks there. the 20-year-old was twice found walking on the george washington bridge. authorities say he was acquiring frvegs on how to build a bomb. in both cases the fbi said the menner were inspired by isis social media. >> pete williams in washington. thanks as always. now to the search for the two es capeded convicts from upstate new york. the husband of the prison employee accused of helping them break out of jail meets with

investigators and lyle mitchell said there is no way he's standing by his wife joyce. this as the manhunt is expanding, enterering its 12th day. stephanie gosk on the story in upstate new york. good morning to you. >> reporter: good morning, savannah. joyce mitchell is behind bars. no one has posted her $100,000 bail. her husband lyle will be questioned by investigators this morning. his lawyer says there have been no charges. he doesn't expect that there will be. his wife joyce is behind bars accused of helping two convicted murderers escape. allegedly having are affairs with both behind prison walls. lyle mitchell's attorney tells fbs nbc news his client is shell-shocked. mitchell visited his wife in jail. joyce's lawyer said this to reporters. >> he said he's standing by her. that's what he told me when i

spoke with him. >> reporter: lyle's attorney said his client told him, nothing could be further from the truth. he said lyle believes richard matt and david sweat may have killed him if joyce had followed through with the escape plan. jeff dumas worked as a prison officer for 25 years, 22 in clinton correctional. he thinks joyce mitt which he will and a failing system are to blame for the historic prison break. >> it'ser more like a college campus than a prison. >> reporter: after a fight broke out on the yard the superintendent's request for lockdown was denied by the corrections office. according to multiple and current officers. >> we check the bars the cell. those hole ifs they existed at that time they would have been found. >> reporter: many wondered how guards could admit the escape in overnight bed checks. current ander former guards say the cell blocks are dark.

on sunday. he's doing okay and he and his family talked in an interview released by the hospital. gabe gutierrez has more. >> reporter: this morning hunter treschl is somehow in good spirits after a horrifying ordeal. >> i felt this kind of hit on my left leg. i felt it one more time. then it hit my arm and it was -- that was the first i saw it was when it was biting up my left arm kind of. got that off. >> reporter: the 16-year-old lost his arm but kept his sense of humor when a shark attacked him on a north carolina beach. >> i have two options. i can try to live my life the way i was and make an effort to do that even though i don't have an arm or i can just let this be completely debilitating. >> reporter: his doctors say he should be ready for a prosthetic limb in six weeks. >> he's walking around eating a regular diet. he's a tough kid.

retcher researchers found taking antibiotics may do the trick. natalie azar joins us. >> good morning. >> over 300,000 appendectomyies are performed in the u.s. but this this study says not so fast. >> today had 530 patients. they randomly assigned them to treatment with antibioticser for ten days versus open surgical appendectomy. they were aged 18 to 60 and had uncomplicated appendicitis. that's no evidence of perforation or abscess. they found around 73% of patients treated with antibiotics did well and didn't require surgery. patients who needed subsequent surgery had no complications. the researchers concluded in select patients -- the no pregnant women, nobody with complicated appendicitis and no children a select group of patients may do well with antibiotics rather than the standard of care which is surgery. >> not everybody --

taking a look at the headlines a new study is suggesting surgery may not always be needed to treat patients with appendicitis. the study in the journal of the american medical association provide it is best evidence that most can be treated with antibiotics instead. researchers in finland looked at patients with uncomplicated appendicitis treating some with antibiotics and some with surgery. three of four who got antibiotics were covered easily and the patients who did need surgery after antibiotics had no serious effects from waiting. the cdc say it is u.s. birthrate went up by 1% in 2014. the first increase in seven years thanks largely to older moms. among women in their 30s the rate jumped 3%. for women in their 40s it was up
