this is nbc 10 news today. i'm tracy davidson let's go to meteorologist bill henley. >> the lightning is coming to an enbut the rain is still coming down. look at that steamy view looking at the comcast center this morning. the heavier rain is in south jersey right now, tracking to the southeast, heading toward the shore. right now, the heaviest rainfall just south of bridgeton and cumberland county vineland it's starting to intensify there. laurel lake will see some of the heavy rain move through. spots of heavier showers in camden and gloucester county just starting to move into burlington county with light rain for upper burlington county right now. showers to start with but like yesterday, it's not going to be an all day rain. unlike yesterday we'll get sunshine today. that will heat us up 76 degrees at 9:00 and 84 degrees at lunch time today. i'll go through the forecast neighborhood by neighborhood to show you exactly what to expect. that's when i'm back in ten

minutes. right now, we go to first alert traffic reporter jessica boyington. >> we are dealing with light volume so far this morning but we're on the vine street expressway, ongoing construction tieing things up this morning where all lanes are blocked around broad street. one lane up to this point and all cars being diverted off right here. this is westbound. same story if you're headed eastbound and you can see the road blockages right there as well. the rain this might lift up early. generally would be out there until 5:00 a.m. if you're heading into the center city area 95 southbound from woodhaven road towards the vine street expressway a 13-minute trip. same story for the schuylkill. we'll check in with new jersey roads coming up. tracy? 4:02. we're following breaking news out of germantown where there are reports someone is trapped inside a burning home. nbc 10's matt delucia is live on scene. matt, what can you tell us? >> reporter: tracy, we're still trying to get more information

on the scene but firefighters do have this one under control. they're still, though trying to get the flames completely out. it's a tough situation out here. let me get out of the way. we're on the 5600 block of boyd street. the firefighters got here and see not just heavy smoke and fire. all of the windows and doors are boarded up from the inside. now take a look at video. this was an intense fire early on, an inferno coming out of the roof. we saw firefighters with axes trying to break through the windows. they did get through one. the house was filled with trash and debris, tires, ironing boors all throughout this house. at this point, no one has been found inside the home and no injuries, though it is not certain if anyone was or is still inside there. this is a complicated fire. we continue to see flare-ups and water is going on to this fire. we take another live look out here. surely this is a story we'll be following throughout the

morning. we'll be back in 30 minutes with an update. live in germantown matt delucia nbc 10 news. the suspected gunman in the charleston church shooting will wake up in a south carolina jail cell this morning and will appear for a court hearing later today. here he is authorities arrested 21-year-old dylann roof in north carolina yesterday for the massacre that left nine people dead. new this morning, we are hearing from one of roof's childhood friends who says the suspect may have been planning the attack for weeks. nbc 10's katy zachry is live in our digital operations center. >> reporter: we'll share with you startling comments from that friend. we've also learn a lot in the last few hours. police say that roof went to the wednesday night prayer service and bible study at emanuel ame church in charleston. he sat with the people inside for about an hour before suddenly standing up and allegedly opening fire. the case is being investigate as a hate crime roof then drove 250

miles to north carolina before he was arrested in a traffic stop. police do believe he acted alone. according to a friend of the shooter, roof recently made remarks about race to him, joseph meeks says he reunited with the shooter a few weeks ago and roof was actually staying in his home most recently. >> he wanted to be white with white and black with black and that he didn't -- he didn't believe in what the black race was doing to the white race. >> reporter: six women and three men were killed among them the church's pastor clementa pinckney, a state senator from south carolina of 19 years. several others who worked at the church are among the victims including depayne middleton, doctor, a church minister and sharonda singleton, a reverend at the church. how is president obama reacting to all of this? i'm going through his comments

and i'll have that for you in the next hour. from the digital operations center katy zachry nbc 10 news. people are showing their support for the charleston community. ♪ a special service at mother of bethel ame church was packed with people last night. one by one the names of the nine charleston victims were read aloud. mother bethel's leader started heartbroken with the loss of his friend of reverend pinckney. >> it says a lot to people who are grieving to know you're not grieving alone. >> to send a message in the face of solidarity. mother bethely is a sister church to emanuel ame. archbishop issued this statement, i am saddened by the

mass murder that occurred at emanuel ame church in charleston south carolina. coming up at 4:15 we hear from the woman who spotted roof and called in a crucial tip that led to his arrest. you can get the latest updates anytime on the nbc 10 news app. new video from overnight crews continue cleaning up from a water main break at a philadelphia shopping center. nbc 10 was in east falls this morning where a flood from the gushing pipe turned the parking lot into a muddy mess. officials toll us that 7 million gallons of water poured out of that broken main. here's what it looked like yesterday afternoon. the problem developed at roberts and fox street where rescue boats were used to save stranded shoppers and workers. sidewalks collapsed, parked cars were swamped. inside the dollar plus store, aisles full of groceries had standing water six inches deep. >> all of a sudden the water

started bubbling up and it started filling in front of the store, started coming up to the door. those customers in line, they're like we can't get out. >> the water department tells us it can't be sure if old age caused the water main to burst. inspectors will check the pipes to see if that's the case. investigators from montgomery county have delivered search warrants to attorney general kathleen kane's office in harrisburg. they want to know if the attorney general broke grand jury secrecy laws last year. in december a gran jury recommended kane be charged for for role in a recoverup. a d.a. is looking into it all to see if kane should be criminally charged. still no decision from the wilmington city council on whether to add four new positions to the wilmington police department. council members met last night. mayor dennis will wams wants

$800,000 to cover salaries and other expenses for the new positions. they're all management and administrative positions but they are needed to restructure the police department. city officials say it's part of a bigger plan to cut crime in the city recently labeled murdertown usa. delaware joins 18 other states making it a less serious crime to possess small amounts of marijuana. governor jack markell signed legislation eliminating stiff penalties for adults caught with an ounce of pot or less. under the new law, it would be a civil offense that $100 fine. the new law goes into effect in six months. now your nbc 10 first alert weather with meteorologist bill henley. >> a stormy start this morning, the humidity is higher. we have showers and some thunderstorms. but they will not be here all day. like yesterday, they're starring off damp but will be drying out. today we'll get sunshine this afternoon, it will break through, that will heat things up today into the upper 80s. this weekend, looks like rain

for dad and a chance of some thunderstorms. we're watching the remnants of tropical storm bill. right now 65 rainy in the pocono mountains. the rain is coming down in delaware, too, after storms rolled through in the last hour and a half. you can see the rainy start for cape may. that's beach avenue this morning which is going to get heavier rain before things start to taper off. we're watching the radar, mainly light rain but a steady rain falling in philadelphia. the heavier rain now moving quickly through south jersey cumberland county just into atlantic county at this hour. this is part of a system that is going to produce rain showers for the next couple hours and then it will taper off with just a chance of a daytime shower for the rest of the day. the heaviest rainfall sweeping towards the shore. it's got a ways to go. right now it's vineland and millville getting some of the heavier rainfall laurel lake it's starting to intensify there as well. grab an umbrella for the first thing this morning.

most of the day you're not going to need it. 80s for allentown, reading and quakertown. there's a chance of an afternoon shower for trenton, doylestown and mt. holly. that's less likely at the shore, temperatures in the 70s, upper 80s for dover and vineland. sunshine breaking through this afternoon after the morning showers, close to 90 degrees for philadelphia drexel and 87 degrees for wilmington. the weekend, well it's going to saturday night, though clouds start moving in with a chance of some showers and showers and thunderstorms are likely for sunday. we'll take a closer look at the future weather to show you when that heavier rainfall tracy, is expected to move in. >> all right, bill 11 minutes past 4:00. heading out the door early. jessica boyington is watching the roads. where are you looking at right now? >> we're in new jersey tracy in millville where there's a water main break on 2nd street northbound. all lanes are blocked right

there. to get around that scene, take route 55 and route 55 is doing just fine. otherwise in new jersey you can see the rain falling down on the 42 freeway, headed up toward the walt whitman bridge. just a five-minute trip. because of that rain heading over the area bridges, give yourself some time. the tacony palmyra, everything doing just fine heading in or out of the city as well. back to you, tracy. the phone call that caught an alleged killer. >> if it was him, he needed to be caught no matter what. >> she wasn't sure with him but this woman's tip led police to the suspected charleston gunman. next, she complains why on any other day she would have missed him. on the hunt, the dangerous animals that are still on the run after floodwaters freed hundreds of them.

the charleston church massacre, the shooter is back in south carolina. dylann roof was arrested in north carolina yesterday just a half day after police say he opened fire during a church's prayer meeting, killing nine people. he will face a judge at 2:00 this afternoon. authorities are hailing a north carolina florist for helping to catch the alleged shooter. debby deals was running late for work yesterday morning. she says that put her in the right place at the right time. she saw a car matching the description of the getaway car given by police. when she pulled up next to it, she saw the driver also matched the suspect. she called her boss for advice. he called police. >> if it's not him, we're no more -- but if it is him and he would get farther and hurt somebody else. so i mean, i felt like i needed to do that. something compelled me to do that.

>> she followed him for more than 30 miles until officers arrived and arrested him. we have information on the manhunt for two escaped killers. they have been added to the most wanted fugitive list. they broke out of prison june 6th. hundreds of law enforcement officers are searching for them. a prison worker has been arrested on charges she smuggled them some tools to help them escape. the marshals office is offering a reward of up to $25,000 for information leading directly to either man's arrest. 4:16. a seaside heights investigator is behind bars after child pornography was found at his home. they received a tip about kevin meier's activity. he was fired from his job after prosecutors charged him with possession and distribution of child porn. an update now on the dozens

of atlantic city firefighters whose jobs were in danger. the firefighters union says 85 people will get to keep their jobs for now. earlier this week, the mayor approved a grant application that would cover the firefighters' salaries and benefits through mid-september. that grant has been approve. layoffs were supposed to go into effect next week. the union says it's still waiting to hear if the grant will be extended for the next two years. in the caribbean, charges of racism are fueling a deportation protest in the dominican republic. ♪ haitian sugar workers demonstrated yesterday against the possibility they'll be deported. the dominican government is requiring haitians to register under a new program to curb illegal immigration. human rights groups claim the program is based on dominican discrimination against darker skinned haitians. in southern california hundreds of firefighters are battling a wildfire near a lake

that has consumed some 7,500 acres since wednesday. the fire is threatening homes with dozens evacuating. crews are using air tankers and helicopters to douse the fire being fueled by the dry conditions there. two dangerous zoo animals are still missing in the country of georgia, following a flood that freed many of the animals from their exhibits. right now, a tiger and hyena are still unaccounted for. a spokeswoman for the zoo says it's unclear whether the animals are running free or drown in the floodwaters. authorities killed a different escaped tiger that mauled one man and attacked another on wednesday. >> it was necessary, unfortunately, to shoot animals because they could harm people. >> about half of the zoo's 600 animals either drown or escaped. now your nbc 10 first alert weather with meteorologist bill henley.

>> storms rolling through overnight. we're seeing the rain, though taper off already in center city. heavy rainfall in parts of new jersey. that's much improved in just the last few minutes view of the comcast center. the heavy rainfall has moved on. now it's spotty showers for philadelphia for the rest of the day and fog, too,ological city reporting fog at 68 degrees with the rain about to get heavier, right along the shore. winds out of the northwest today, that's good news drier air moves in. you'll really feel the difference later today. this is what we're tracking this morning. thunderstorms have settled down but the heavy rain is still rolling through eastern cumberland county now into portions of central atlantic county. it's about to roll into northern cape may county. once that heavy rain rolls through, it's just spotty showers for this morning. it really clears up for most of the area this afternoon, just as a chance of a shower later in the day. then our attention turns to bill, the remnants of tropical storm bill. you can still see spin in the

storm system. was a tropical storm moved into the gulf coast along texas's gulf coast and now the winds are weakening. but all of this moisture going to be streaming our way just in time for father's day. and the first rain from bill likely to be here saturday night. you can see it falls apart a little bit this afternoon. but not completely. you can still see the spin in that storm. by late this evening it's affecting kentucky. we will see that storm system move in later on saturday after clouds increase saturday night, saturday afternoon at 5:00 may be a spotty shower ahead of the storm but the maran heavy rain will wait until saturday night and into sunday. by 11:00 saturday night look at the heavy downpours through northeastern maryland into delaware and southeastern pennsylvania. it intensifies early sunday morning and moves into south jersey and a possibility of showers and thunderstorms into the later morning and afternoon

hours on sunday as well. today, though, after we start off with rain skies turn partly sunny and just a chance of a daytime shower. afternoon temperatures taking off into the 80s this afternoon. we will see the big warmup but it turns cooler over the weekend. got the seven-day forecast coming up in the next half hour. tracy? 4:21. let's get a check of the roads as you're heading out on this friday morning. one more day. we're here. >> we made it, guys. there's not a lot of volume this morning but we are dealing with wet roads and slippery condition as well. on 95 around cottman avenue the roadways are covered in rain. not a lot of volume in either direction, southbound headed towards the center city area still dealing with low drive time, 13 minutes. headed southbound from woodhaven road up towards the vine street expressway. no problems on the northbound lane as well. rain falling in the distance around 202. all the cars are moving along nicely through the inactive work zones as well.

30 towards the schuylkill expressway, still an 11-minute trip. in millville, new jersey a water main break is closing 2nd street northbound. all lanes are closed around that area. take route 55 to get through. 71 degrees outside. graduation night had special meaning for one local student. >> mr. antonio santos. [ cheers and applause ] >> antonio santos has terminal bone cancer. he didn't know if he'd make it to senior year let alone his high school graduation. last night he got his diploma from the burlington county institute of technology. jon bon jovi signed the hat he wore during graduation. he says this is not the end of his fight. he'll keep raising money and awareness for pediatric cancer.

4:25. 71 degrees. amazon will open a new fulfillment center. the new distribution center has been touted as a job creator for the state. amazon is the world's largest online retailer. everyone into the pool. philadelphia's public swimming pools open for the summer beginning this afternoon at the rec center in strawberry mansion.

70 outdoor pools will open on a staggered schedule. you can use the nbc 10 news app to find out that information. yesterday a state assembly committee approved a about ill that would rewrite the rules for clearing snow. the measure would allow you to legally advertise snow shoveling within 24 hours of a predicted storm. the bill was inspired by two teens who were stopped by police last year because they were passing out flyers about their snow shoveling services. apparently against the rules. well the gallery market east in center city is one step closer to a major makeover. yesterday philadelphia mayor michael nutter signed new legislation for the $325 million transformation. the project is expected to create more than 2,000 construction jobs and 1,000 permanent jobs. the center city mall will be completely redesigned and renovated adding sidewalk cafes, office space and 125 new stores.
