nbc 10 news starts now. a camera was rolling as a group of philadelphia teens attacked a classmate, now we know the punishment they will face. plus, more than 100,000 families in our area are going on day three with no power. nbc 10 has new information about how much longer they'll be without electricity and how the outages could affect everyone this morning. and on this friday the first alert radar is tracking morning showers. more rain is ahead in the weekend forecast. good morning, this is nbc 10 news today, i'm rosemary connors. meteorologist bill henley has the details on the wet weather this morning. hey, bill. >> rosemary wee starting off

with lots of clouds. not too many showers are left after steady rainfall came through last night. we're seeing plenty of clouds for the daytime too. as things get ready for the tall ships festival at penn's landing. that's a live view. it is dry right now. there are plenty of of showers, light showers in south jersey especially north of atlantic city. the heavy rainfall is now offshore. wet weather for the atlantic city area just to the north into ocean county. it's where you'll see the steadier rainfall right now. barnegat lake seeing rain drops. clouds and occasional showers are possible 68 degrees at 6:00. certainly not an all-day rain near 70 at 9:00 and middle 70s at lunch time. a cooler day thanks to the clouds. we'll go through the forecast neighborhood by neighborhood to show you how warm it's going to

get, where you live. let's check in with first alert traffic reporter jessica boyington. >> ongoing construction is still closing part of the vine street expressway on the east and westbound side. both directions between broad street and the schuylkill expressway. traffic being diverted at the broad street exit right now. follow the local detour through the area. out in middletown township u.s. 1 between stony bank road and thornton is blocked due to fallen power cables. on i-295, exit 15 at tomlin station, 16 at swedesboro road and 17 at harmony road those exit ramps are still being block. septa is having no problems still having suspended service from atlantic city in philadelphia and patco is doing just fine. this morning, more than 48 hours after a severe storm blew through the region thousands are still without power. peco says more than 17,000

customers don't have electricity. pse&g crews tell us that more than 4,300 of their customers are affected. atlantic city electric has the most outages, more than 80,000. and more than 270 delmarva customers are still in the dark. nbc 10's matt delucia is live in gibbstown, gloucester county. a hard-hit area from the storm. what's the situation there this morning. >> reporter: gibbstown is part of greenwich township. this area still has no you positiver. greenwich township 84% of atlantic city electric customers still without power. this is west broad street, route 44. i'm shining the light down the road. all the streetlights are out except for those in the distance. all these homes still without power. we'll turn around on this road. you can see the traffic lights are still here at rapanno avenue.

some of these cars are coming stopping and then moving through the intersection because all the lights are still out. jessica talked about how the offramps to 295 are affected as well. we were trying to get into this area we had to drive farther down 295 just to get off into this area. that is still affected right now. you can see the brush as we come around one more time out here on the side of the road. a cleanup effort still under way in gloucester county a big, hard hit area from tuesday night's storm. that cleanup still continues and effort to restore power continues as well. we'll continue driving around, try to get to 295 where the off ramps are closed trying to give you a better look at the situation there. live in gibbstown, gloucester county. now to the storm cleanup in delaware county. we found a power pole still leaning against a house innist aston. the hardest hit areas may still

a team is headed to alaska to determine what exactly led to the crash. new from overnight in our area investigators will be looking for the cause of this house fire in philadelphia. nbc 10 was on yellen street in nicetown where the blaze broke out just after 11:00 last night. crews distinguished the flames in less than an hour. about ten people are out of their homes this morning. it's unclear if they were directly impacted by the fire. this morning, five people are under arrest in the brutal beating of a north philadelphia teenager. a warning, you may find the video we're about to show you disturbing. [ bleep ] police announced the arrests after this video surfaced and went viral. the teen was walking home from martin luther king high school earlier this month when he was jumped by a group of classmates. police tell us the boy suffered a concussion and needed serious dental work. investigators and neighbors say the video made all the difference.

>> really makes your job easy sometimes. >> makes our job easy sometimes. definitely. >> you have to know if you're recorded somebody is going to know who you are. >> detectives say four of the five suspects are juveniles. the first medical marijuana dispensary in delaware will open to patients today. the first state compassion center is located just outside of wilmington. it's a nonprofit that will dispense prescribed amounts of marijuana for treating various conditions and diseases. in new jersey there are three medical marijuana dispensaries open. right now medical marijuana is illegal in pennsylvania but state lawmakers are currently considering a bill to change that. later on today, the u.s. supreme court could announce its decision on same-sex marriage. the justices could issue a ruling on two questions, first

whether states can ban gay marriages altogether and second if a gay couple is legally married in one state, should other states be forced to recognize that marriage? the announcement from the high court could come down today or monday. yesterday, the supreme court handed a victory to president obama and his affordable care act in a 6-3 vote, the justices upheld a key provision of the law that preserves health insurance for millions of americans. they ruled nearly 9 million americans can keep receiving federal money, federal subsidies to help pay for their health care. this goes for the 22 states that never set up separate exchanges, including pennsylvania, new jersey and delaware. the president says the court's decision was a victory for all americans. >> five years in this is no longer about a law. this is not about the affordable care act. as legislation or obamacare as political football. this is health care in america.

>> the ruling marks the second major judicial victory for the affordable care act in the last three years. the ruling impacts more than 500,000 people in our region including nearly 350,000 people in pennsylvania. because of the supreme court ruling governor tom wolf says he is withdrawing his application to take over the insurance marketplace in pennsylvania as it's no longer needed. >> we as a contingency developed a state exchange in case the court ruled in an unexpected way but they ruled the way we expected them to rule and so we don't have to put that contingency into place and what we were doing originally we will continue to do and should mean no changes for anybody in pennsylvania. >> political observers say after two supreme court rulings uphelding the ac krxtcaca, neither congress is intended to

after a major broadcast outlet announced a boycott of his miss usa pageant. univision says it's dropping its spanish language coverage of the pageant next month. the network is protesting what it calls insulting remarks trump made about mexican immigrants during his campaign debut last week. he said mexico sends criminals to the u.s. trumps owns part of the miss usa pageant and is now threatening to sue. >> the problem that univision has with me is that i'm honest about trade and i'm honest about the border and so therefore, they violated a contract and they defaulted on a contract. it's a total default. >> the miss usa pageant airs on nbc on july 12th. our parent company, comcast, says it does not share trump's views. this morning, there are new questions about hillary clinton's use of a personal e-mail while she was secretary of state. the state department says it now has more than a dozen

work-related e-mails from clinton. she says she submitted but previously could not be found. officials said the messages were between clinton and sydney bloomen thaul,bloom n bloomen bloomen bloomenthal. now your nape first alert weather with meteorologist bill henley. >> clouds overnight came into the area with rainfall. the rain is tapering off but we'll likely see more showers. there you can see the clouds. a nice view as the skies are starting to get a little bit brighter at this hour. 69 degrees, 84% humidity. that number is way up compared to yesterday and will stay elevated today. we're not looking at an all-day rainfall. the rain tapered off in cape may. a few showers left in south jersey. mainly north of atlantic city.

those are light rain drops compared to what is offshore. the heavier rain is just to the southeast. but it is offshore. but there is more lining up and on the way. you can see showers moving through kentucky and into the midwest. missouri is getting heavier rainfall and thunderstorm activity, too, and periods of heavy rain is what we'll see this weekend. by sunday morning the future rainfall showing close to 2 inches in philadelphia. beyond 2 1/2 inches in the reading area close to 3 inches for lancaster. look at the heavy rainfall for delaware, almost 3 inches for wilmington being predicted by this computer model. a rainy weekend ahead. today lots of clouds. a chance of a scattered shower, a slight chance of a thunderstorm. most of the day will be thunder-free and it won't be as i mentioned an all-day rainfall. it is going to be cooler through the day with temperatures in the 70s this afternoon topping out near 80 degrees. seven-day forecast when i come back in the next half hour. >> talk about pedal power in
