nbc 10 news starts now. fugitive captured after weeks on the run, police in upstate new york shoot and injury the convicted murderer who escaped from prison. how the manhunt came to an enand who's headed to court today. still in the dark this morning, thousands of people across our area are waking up to another day without power and in one south jersey town residents are blaemming the governor. good morning, this is nbc 10 news today. i'm rosemary connors. let's get to the first alert forecast with meteorologist bill henley. nice and cool outside. >> the humidity has come down with it the temperatures. this morning, 65 degrees at nbc 10.

a nice breeze blowing, dry air coming into the area. it's going to stay with us through the day today. the temperatures will be climbing as we get a lot of sunshine. 50s for pottstown and allentown, 61 for trenton, millville 60 and philadelphia 64 degrees. forecast is calling for plenty of sunshine. by 9:00 67 then in the middle 70s and still climbing at lunch time today. go through the forecast neighborhood by neighborhood when i'm back in ten minutes. right now let's check in with first alert traffic reporter jessica boyington. >> bill we are watching ongoing construction again for the vine street expressway. these are our cameras on top of the schuylkill expressway. blocking access to the vine street expressway. you can see the police activity right there. road signs in the area as well. this cooctruction will be out there until about 5:00 a.m. it's blocking off all traffic on the vine street expressway in between broad street and the schuylkill on the east and westbound side. so you just follow the local detour signs they put through the area you'll do just fine.

the drive times, 95 southbound from woodhaven road to the vine street expressway, 13 minutes. 13 minutes on the schuylkill headed eastbound. no problems on the blue route. cherry hill ongoing construction. route 70 on the westbound side one lane getting by by southern cornell avenue an mcclelland avenue. police are hoping to learn more today about how two inmates escaped from a new york prison. police shot and captured the second fugitive yesterday. bringing an end to the three-week manhunt for the killer that played out like a hollywood movie. vai sikahema is following the developments and joins us live in the digital operations center. the situation came to a dramatic end. >> it sure did. families across upstate new york have been on edge for weeks and now that fear is gone. they can breathe a sigh of relief.

new york state police sergeant jay cook cornered him, shot him and then captured him yesterday after 22 days on the run. this happened outside of the search area in a small town called constable which is a few miles from the canadian border. the trooper was on patrol alone when he spotted sweat and the fugitive started to run. >> at some point running across the field he realized sweat was going to make to a tree line and possibly could have disappeared and fired two shots from his service weapon. >> sweat was hit twice. medics rushed him to the hospital and transferred him it a more secure trauma facility where he is now in critical condition. the security of course being paramount to make sure we had the situation controlled and be able to provide care in a way that's safe for our staff and everyone around us. >> police say they identified sweat's dna on a pepper shaker they believe he may have been using to mask his scent and throw off the search dogs while

on the run. on friday a border patrol agent shot and killed the other escaped prison richard matt. autopsy results show matt was hit three times in the head and died three times from skull fractures and brain injuries. the aftermath is still unfolding. the second prison employee accused with helping the men break out is scheduled to appear in court. we are live in the digital operations center, vai sikahema, nbc 10. new from overnight, philadelphia police tell us a man was shot when he stepped out of a bar to have a cigarette. it happened at 11:30 in kensington last night. the shooter jumped into a car and drove away. a witness gave the car's license plate number to detectives. police say they found the car, arrested two suspects and recovered two guns. it has been nearly a week since a severe storm ripped through the region and some residents are still in the dark

this morning. right now there's one county with more outages than others gloucester county nearly 5,000 customers in the dark. the next largest problem area is camden with fewer than 700 outages. in pennsylvania and delaware the power is almost completely back on. nbc 10's matt delucia joins us live from gloucester county, that hard-hit area. matt? >> it's been frustrating for a lot of folks around here because we've been going on almost a week now without power for some of these folks. we're in an area where we were on friday morning along harmony road close to 295. over my shoulder the burger condition and the shoprite have power. down harmony road the traffic light is still out. down here on friday the power pole utility pole off to the right side of the road was down on the roadway. that has since been cleaned up. a source out here on the way over to this location said the power company -- they were toll

the power company would try to get everything restored at some time this morning. people have been waiting for days they've been without power, having to use generators. last check with atlantic city electric 1,100 outages throughout the area. here in gloucester county there's about 5% of residents out here affected because of this outage. yesterday, the mayor of gibbstown and greenwich township out here said communication with the governor's office has been terrible. he's calling this whole thing unacceptable. he wants governor chris christie to sign an emergency declaration right away. he said at this point, some of his residents really just don't know what to do. as we come back out here live you can see there are still road closures on harmony road by 295. still closures that have been in effect since the storm rolled through tuesday night and into wednesday morning. we're going to stay out here and try to keep monitoring the situation, if the power does

come back on a lot of folks very angry. we'll hear from the mayor in the next half hour. live in gibbstown, nbc 10 news. tonight, city officials in wilmington will review measures to save money and improve the police department. two city council committees will meet at 5:00 p.m. to review a budget amendment that will help the city comply with the state crime commission recommendations on public safety. the budget amendment would cut funding by $240,000 but would add three staffers to monitor the city's neighborhood camera system. the amendment also main tans the current police department at 320 members. also in delaware state police are trying to identify the body of a man found in the delaware river. someone spotted the body around 4:00 yesterday afternoon, floating off a (qp(r near pennsville new jersey. delaware officials pulled the victim from the river and will conduct an aep. . today, several pennsylvania

lawmakers will join members of the philadelphia teachers' union to push for more funding for public schools. members of the philadelphia federation of teachers will meet with elected leaders and take part in a rally with community allies in harrisburg a little bit later on this morning. they say more money is needed for the 2015-2016 budget for philadelphia public schools. education spending is one of the issues pennsylvania lawmakers are debating as they try to nail down a deal on the budget. lawmakers work through the weekend to meet tomorrow's deadline on the spending plan republican state senators beat back the democrats intents to increase money for schools and human services before passing a gop crafted budget bill. the bill also passed the house without any democratic support. it could go to a four-vote in the senate on tuesday. >> you can't spend what you don't have. you have to back it up with money. it's unfortunate that governor wolf hasn't perhaps, learned a

headed southbound that's typically where you'd see volume in the morning hours. still doing okay from woodhaven to vine street expressway. about a 13-minute trip. if you're heading out the door on the p.a. turnpike the cars moving nicely. 6 24 minutes or under from route 1 to valley forge. mass transit, we're doing okay. no delays for septa, new jersey transit or patco. today amtrak announces a new train engine dedicated to anyone who served in the u.s. armed forces. the state-of-the-art engine features a red, white and blue paint scheme and 50 stars. it will operate alongside 70 new locomotives set to travel throughout the busy northeast corridor. it was supposed to be a routine rocket launch but what happened over the skies of cape canaveral was sudden and very unexpected.

next, the investigation into a catastrophic explosion aboard an unmanned rocket. nothing says summer like a block party. at this event in camden, the entire community got an invite. we'll explain who hosted this event and the serious reason behind this family fun. katy? and speaking of community, rosemary, one woman's desire to help her community in north philadelphia led to this lush plentiful garden. it may be small but it's helping to feed dozens of families in the area. coming up, i'll explain.

new this morning, a philadelphia community is celebrating a garden of hope. it's the brain child of a fun who planted the seed for the

idea idea. nbc 10's katy zachry is live in philadelphia's logan neighborhood with the story. >> take a look. inside this garden there is zucchini, squash tomatoes peppers. this garden sits a stone's throw from one of the busiest streets in philadelphia broad street. take a look at this garden. it is as people walk by they really slow down. they take it all the fresh fruits and vegetables growing here. this garden is new to the logan neighborhood, begun by one of the sisters of st. joseph. she knew people were trying to create healthy spaces places they could reflect and ben bit from. she valley volunteers and plan theed this garden in the spring. at first vegetables were growing faster than they could pick them. coming up at 5:15 you'll hear directly from the woman responsible for beginning this garden and will share with you

the location for their new second garden which is under way right now. reporting live in logan with be katy zachry, nbc 10 news. >> thanks katy. we'll see you then. two, one, ignition sequence start and liftoff of the spacex falcon 9 rocket. >> engineers are trying to figure out what went wrong here with the unmanned spacex rocket exploded. the falcon 9 was carrying supplies to the international space station when it blew up a little more than two minutes after liftoff. this is the third disaster in a row for the private company. >> started with the orbital loss last fall and had the progress last several months ago, now the spacex loss. there's really no commonality across these three event other than the fact it's space and it's difficult to go fly. >> nasa says the astronauts aboard the space station have plenty of supplies. another rocket is headed there in a few weeks. from a major dust storm out west to deadly flooding in the

east, severe weather left a major impact on the country over the weekend. officials are blaming four deaths on the weekend storms. in merrill, a man was killed and eight others rescued when their boat was swept over a dam. also in maryland a woman and child are dead after being electrocuted in their flooded basement. in texas, heavy raines and high winds downed trees and power lines. >> i heard a huge boom an we woke up and looked out my bedroom window and the tree was covering over my driveway over the top of my car. >> across north dakota there were reports of multiple tornadoes and out west at least seven heat records were broken on saturday. now your nbc 10 first alert weather with meteorologist bill henley. >> 18 minutes after 4:00. the temperatures have come down. the rain out of the picture for the day. and humidity is done too. little gentle breeze. it's comfortable outside right now. 64 degrees. that's 4 degrees cooler than

this time yesterday. we will see sunshine. we will see low 80s this afternoon and right on beach avenue completely dry. it's going to be a nice sunny day at the shore. right now 61 in trenton, horsham is down to 59 degrees while wilmington is 62. nobody's terribly cold or terribly warm this morning. coatesville, nice and comfortable at 58 degrees. 60s for newark and dover. 62 degrees, millville also 62 while cape may harbor is 70 to start with. we will see sunshine satellite stays nice and clear today. the clouds they're so our west. those will start moving in tomorrow. with those, clouds will come the chance of showers and thunderstorms. they have a long way to go before they get here but these showers will steadily be moving our way. the future cast showing the showers early tomorrow morning. they'll be in western pennsylvania and tomorrow afternoon, about 12 hours later they start arriveing in the philadelphia area. scattered showers, 1:00 tuesday

a family reunion of sorts brought people from all across the country to university city over the weekend. about 350 former patients and

loved ones came together yesterday for the 19th annual fetal surgery family reunion at children's hospital of philadelphia. some of the survivors underwent surgery while still in the womb others received intensive care after birth. . big brothers big sisters held their annual picnic. they enjoyed face painting along with arts and crafts. more people will get a chance to cool off for free. eight more city pools open this morning. this is philadelphia of seth williams taking the plunge with kids last week. all 70 city pools will open by wednesday. the pools are open each weekday from 11:00 a.m. and 7:00 p.m. and noon to 5:00 p.m. on the
